With the assignment of the head of the fisheries economics working group at the Institute of Sea Fisheries three from four envisioned positions are now filled. Responsibilities will range from data collection and processing to bio-economic modeling, value adding of the fishing sector, and the assessment of economic consequences of climate change. This also includes general advisory responsibilities on the national and international level.

Der globale Handel mit Fischen und Fischereierzeugnissen funktioniert nur dann reibungslos, wenn sich die Handelspartner über die Qualität und Sicherheit der Produkte einig sind. Um diesen Handel zu erleichtern, tagen Experten aus aller Welt regelmäßig im CodexAlimentarius-Komitee fr Fisch und Fischereierzeugnisse (CCFFP). Sie erarbeiten unter besonderer Beachtung des Gesundheitsschutzes der Verbraucher sowie der Sicherung fairer Praktiken im Handel internationale Lebensmittelstandards, Richtlinien und Vorschriften wie Codes of Practice. Die Mitarbeit in diesem Komitee ist auch aus dem Grunde besonders wichtig, da es eine Plattform dafr bietet, Ergebnisse aus eigener experimenteller forschender Tätigkeit direkt in hochrangige internationale Rechtsnormen umzusetzen, die unmittelbar dem Verbraucher und der betroffenen Lebensmittelindustrie zugute kommen, wie es beispielsweise bei der Grätendefinition, der Bestimmung des Fischkerngewichtes, der Bestimmung der Lebensfhigkeit von Nematoden, dem Heringsstandard, dem Standard fr Fischstäbchen usw. der Fall war.

The cod stock in the Western Baltic Sea is assessed to be overfished regarding the definitions of the UN World Summit on Sustainable Development at Johannesburg in 2002. Thus, the European Fisheries Council enforced a multi-annual management plan in 2007. Our medium term simulations over the future 10 years assume similar stock productivity as compared with the past four decades and indicate that the goals of the management plan can be achieved through TAC and consistent effort regulations. Taking account of the uncertainty in the recruitment patterns, the target average fishing mortality of age groups 3 – 6 years of F = 0.6 per year as defined in the management plan is indicated to exceed sustainable levels consistent with high long term yields and low risk of depletion. The stipulated constraint of the annual TAC variations of ±15% will dominate future fisheries management and implies a high recovery potential of the stock through continued reductions in fishing mortality. The scientific assessment of sustainable levels of exploitation and consideration in the plan is strongly advised, taking account of uncertainties attributed to environmental and biological effects. We recommend our study to be complemented with economic impact assessments including effects on by-catch species, which have been disregarded in this study. It is further demonstrated, that the goals of the management plan can alternatively be achieved by mesh size adaptations. An alternative technical option of mesh size increases to realize the required reductions in fishing mortality provides avoidance of discards of undersized fish after a few years by means of improved selectivity, another important element of the Common Fisheries Policy. However, it is emphasized that technical regulations since 1990 failed to affect the by-catch and discards of juvenile cod. In any way, the meaningful implementation of the multiannual management plan through stringent control and enforcement appears critical.

Since 2002 Germany is obliged to collect fishery data to support the European Common Fishery Policy. Sampling of the com-mercial fishery under German flag is one duty within the EU fisheries data collection programme. During the past 6 years, 148 fishing trips were sampled by scientific observers onboard commercial fishing vessels to collect data on catch composi-tions with special emphasis on the proportions of landed and discarded fish. The results show that the proportion of discard is depending on the fishery. Highest discard rates were observed on beam trawl fishing trips. At the level of individual fishing trips, discard rates varied extremely within a fishery segment. Highest variations were found in the beam and bottom otter trawl fishery. In contrast, the discard rates in high-seas fisheries were low.

A new concept for resource oriented federal research within the competence of the German Ministry of Food, Agriculture and Consumer Protection was implemented in 2008. The Johann Heinrich von Thünen-Institute, Federal Research Institute for Rural Areas, Forestry and Fisheries is one of 4 newly established large scale federal research institutions. It comprises the former Federal Research Centre for Fisheries, the Federal Research Centre for Forestry and Forest Products and large parts of the Federal Agricultural Research Centre. The institute is named after Johann Heinrich von Thünen, a famous national economist and social reformer of the 19th century. He developed the first serious treatment of spatial economics (the so-called Thünen rings) and the basics of the theory of the natural pay.

Landings of brown shrimp (Crangon crangon L.) for human consumption from the North Sea had reached a maximum in 2005. The German share was 16 485 tonnes, i. e. 44.2 %. However, German landings declined in 2006 and the question arose, whether effort reductions or a reduced stock caused this development. Logbook data, basis for the German fisheries statistics, have been analysed and revealed a first decline in LPUE (landings per unit effort) after a series of years with positive development.

The Baltic Sea, the largest existing brackish water is a little smaller than the Baikal, which is a world heritage. The Baltic Sea is very young, less than 10 000 years, whereas the Baikal, which is of about the same volume, is the oldest lake with 25 million years. Not so long ago the Baltic was considered mainly as a recipient for effluents. Fisheries are administrated by the European Union in agreement with Russia. Fisheries in the Baltic could give, when optimally managed, some 900 000 ton fish a year, to less than 20 000 professional fisherfolk from nine nations. During the course of time they have developed different coastal cultures with different languages, not so well known outside their own countries. The proposal is made that the unique Baltic becomes a world heritage for food supply and for food production in a traditional way. This would lead towards a sustainable small scale fisheries and to maintaining food security. A cooperation between fisherfolk from different nations is essential. In order to raise the public interest in that important World heritage issue and additionally, how to better use fish resources from the Baltic sea, it is also suggested to arrange for a competition between coastal restaurants, offering food prepared from Baltic resources.

Die 28. Sitzung des Codex-Alimentarius-Komitees fr Fische und Fischereierzeugnisse fand in Peking, China, vom 18. bis 22. September 2006 statt. Das Komitee folgte damit der in der letzten Sitzung ausgesprochenen Einladung der chinesischen Regierung und dem Ziel, die Codex-Sitzungen in verschiedenen Teilen der Welt abzuhalten. Geleitet wurde die Sitzung von Dr. Bjørn Røthe Knudsen, Regionaldirektor der norwegischen Behörde fr Lebensmittelsicherheit. Professor Li Xiaochuan von der chinesischen Akademie fr Fischforschung nahm die Rolle des Co-Chairman ein. Insgesamt 140 Delegierte, die 44 Mitgliedstaaten, die EU und eine internationale Organisation vertraten, nahmen an dieser Sitzung teil. Folgende Punkte wurden auf der diesjährigen Codex-Komitee-Sitzung diskutiert: 1. Erweiterung des Standards fr Sardinen und sardinenähn-liche Erzeugnisse 2. Bearbeitung des Entwurfs eines Standards fr Störkaviar 3. Überarbeitung des Entwurfs eines Standards fr lebende und rohe Muscheln 4. Verhandlung über den Entwurf des Standards fr geräu-cherten Fisch 5. Code of Practice fr Fische und Fischereierzeugnisse 6. Zukünftige Arbeiten

The Codex Committee on Fish and Fishery Products held its 30th Session in Agadir, Morocco from 28 September to 2 October 2009, at the kind invitation of the Government of Morocco. The Session was chaired by Dr Bjørn Røthe Knudsen, Regional Director of the Norwegian Food Safety Authority. The Session was attended by 218 delegates representing 78 Member States, one Member Organization (EC) and 1 international organization.

In 2004, comparative selectivity investigations were made with the now legal BACOMA codend of 110 mm mesh opening and alternative codends made of netting turned 90° of similar mesh openings on both commercial boats and on research vessels. The results show a certain variability of the BACOMA results – depending on ship type and season (L50 varying between 36,8 and 40,6) – and a general equal efficiency of codends made of netting turned 90° of the same mesh opening. Underwater observations and reduced performance of codends of equal circumference in meshes as the joining round at the end of the tapered part of the trawl indicate the need to reduce the relation of the cir-cumferences of codend and extension to 1 to 0.7 to achieve optimum fit and selectivity.

The reliability of the international minimum landing size of 25 cm for the flounder stock of ICES Sub-divisions 24 and 25 as well as national bans on landing female flounder during the spawning time is investigated on German samples taken in Sub-division 24. The results of the analyses of growth, sex ratio, the proportion of mature flounder, and yield curves show that 25 cm is a convenient regulation measure but it would be reliable to have an international ban on landing female as well as male flounder during spawning time.

The international conventions for the protection of the marine environment of the North-east Atlantic Ocean including the North Sea (OSPAR) and the Baltic Sea (HELCOM) as well as the International Council for the Exploration of the Sea (ICES) have modified their structures in the recent years towards a strategy directed approach. Committees and working groups have partly changed only their names but in many cases also the scope of their subjects. In the last two years activities have been initiated to coordinate the tasks of the marine conventions and the European Union and to merge them as much as meaningful and practicable, under a common EU Marine Strategy. This article will reflect how the organisational structures have changed since the last restructuring in the first half of the nineties, and how the contaminant and bioeffect monitoring activities of the Federal Research Centre for Fisheries are implemented in these international conventions.

Treatment with gases containing CO, misleadingly called “tasteless smoke” or “clear smoke”, prior to freezing of fish like tuna, tilapia and swordfish (to name only a few of these species that are characterised by an intensive coloration of flesh) stabilise the fresh red colour of muscle also after thawing and suggest consumers non-existing freshness. In the European Union, carbon monoxide is excluded from being a permitted additive and therefore this handling is not allowed. Notwithstanding of the clear legal position, producers and traders are trying to establish CO treated fish on the market. In the case of taking legal measures the food control laboratories have to provide evidence that fish has been treated by CO and therefore a respective method is necessary. The method of determination of carbon monoxide in fish flesh presently applied requires considerable material and mechanistic effort to detect CO by GC after catalytic transformation into methane. The aim of our work was a direct detection of CO using suitable sensor technology. Mechanistic requirements and results of preliminary investigations to detect carbon monoxide in fish flesh will be described.

After having described in our first paper (Haase et al. 2005) the main features of an easy and fast method for determination of carbon monoxide in fish and the equipment and chemicals necessary as well as first results measured on fish samples, this part deals with the influence of sample preparation, variation of the size of samples, type of solvent, duration of extraction and further conditions on the result of analyses. Both variants of the method are evaluated with regard to measuring expected errors. The single components of the equipment, including prises, are listed to allow a reliable assessment of costs. Additional instrumental colour and DSC measurements on both untreated and CO-treated tuna illustrate the effects.

1963 wurde von der FAO und WHO die Codex-Alimentarius-Kommission gegründet, die Lebensmittelstandards, Richtlinien und Vorschriften wie Codes of practice im Rahmen des gemeinsamen FAO/WHO Food Standards Programme erarbeiten sollte. Hauptziel dieses Programmes ist der Schutz der Gesundheit der Verbraucher und die Sicherung fairer Praktiken im Lebensmittelhandel sowie die Koordinierung der Arbeiten zu Lebensmittelstandards, die von international, staatlichen und nicht-staatlichen Organisationen durchgefhrt werden.
