What Are ~umulat iveE ffects? Coastal managers now recognize that many of the most serious resource degradation problems have built up gradually as the combined outcome of numerous actions and choices which alone may have had relatively minor impacts. For example, alteration of essential habitat through wetland loss, degradation of water quality from nonpoint source pollution, and changes in salinity of estuarine waters from water diversion projects can be attributed to numerous small actions and choices. These incremental losses have broad spatial and temporal dimensions, resulting in the gradual alteration of structure and functioning of biophysical systems. In the environmental management field, the term "cumulative effects" is generally used to describe this phenomenon of changes in the environment that result from numerous, small-scale alterations.

The state fisheries department hatcheries are the major suppliers of seed to the farmers in Karnataka and Maharashtra. The brood stocks of these hatcheries are genetically closed units. In the present study, effective population size and cumulative inbreeding rates were estimated. The cumulative inbreeding rates ranged from 2.69 to 13.75, 8.63 to 15.21 and 3.02 to 5.88 per cent for catla, mrigal and rohu, respectively, in Karnataka state hatcheries. In Maharashtra, the cumulative inbreeding rates for catla ranged from 7.81 to 39.34 per cent and it was 5.84 to 14.09 and 2.46 to 10.20 per cent for mrigal and rohu, respectively. To estimate the inbreeding rates in future generations, predictive models were developed using linear regression, and polynomial and power equations separately for each hatchery. Their multiple correlation and standard errors suggested that simple linear regression can predict the future inbreeding rate efficiently.

Shortnose sturgeon (Acipenser brevirostrum), an endangered species, has experienced a several-fold increase in abundance in the Hudson River in recent decades. This population growth followed a substantial improvement in water quality during the 1970s to a large portion (c. 40%) of the species' summertime nursery area. Age structure and growth were investigated to evaluate the hypothesis that improvements in water quality stimulated population recovery through increased survival of young of the year juveniles. Specimens were captured using gill nets bi-monthly from November 2003 to November 2004 (n = 596). Annuli in fin spine sections were used to generate estimates of sturgeon age. Based upon a marginal increment analysis, annuli were determined to form at an annual rate. Age determinations yielded a catch composed of age 5-30 years for sizes 49-105cm Total Length (n = 554). Individual growth rate (von Bertalanffy coefficients: TL, = 1045mm, K = 0.07) for the population was similar to previous growth estimates within the Hudson River as well as proximal estuaries. Hindcast year-class strengths, based upon a recent stock assessment (Bain et al. 2000) and corrected for gill net mesh selectivity and cumulative mortality indicated high recruitments (28,000-43,000 yearlings)during 1986-1992, which were preceded and succeeded by c.5-year periods of lower recruitment (5,000-1 5,000 yearlings). Recruitment patterns were corroborated by trends in shortnose sturgeon bycatch from a Hudson utilities-sponsored monitoring program. Results indicated that Hudson River shortnose sturgeon abundance increased due to the formation of several strong year-classes occurring about five years subsequent to improved water quality in important nursery and forage habitats in the upper Hudson River estuary. The current approval procedure for wind farm proposals in the German EEZ only considers site specific conflict analysis between the wind farm and fisheries. Due to the relatively small spatial coverage of single sites potential opportunity losses to the fisheries are always considered as low or negligible. Cumulative effects on fisheries that will occur once all proposed wind farms are in place are not yet considered adequately. However, those cumulative effects will be quite substantial because, in particular, opportunities to catch such valuable species as flatfish will be considerably reduced.

Puget Sound shorelines have historically provided a diversity of habitats that support a variety of aquatic resources throughout the region. These valued natural resources are iconic to the region and remain central to both the economic vitality and community appreciation of Puget Sound. Deterioration of upland and nearshore shoreline habitats, have placed severe stress on many aquatic resources within the region (PSAT, 2007). Since a majority of Washington State shorelines are privately owned, regulatory authority to legislate restoration on private property is limited in scope and frequency. Washington States’ Shoreline Management Act (RCW 90.58) requires local jurisdictions to plan for appropriate future shoreline uses. Under the Act, future development can be regulated to protect existing ecological functions, but lost functions cannot be restored without purchase or compensation of restored areas. Therefore, questions remains as to the ecological resilience of the region when considering cumulative effect of existing/ongoing shoreline development constrained by limited shoreline restoration opportunities. In light of these questions, this analysis will explore opportunities to promote restoration on privately owned shorelines within Puget Sound. These efforts are intended to promote more efficient ecosystem management and improve ecosystem-wide ecological functions. From an economics perspective, results of past shoreline management can generally be characterized as both market and government failure in effectively protecting the publics’ interest in maintaining healthy shoreline resources. Therefore coastal development has proceeded in spite of negative externalities and market imbalances resulting in inefficient resource management driven by the individual ambitions of private shoreline property owners to develop their property to their highest and best use. Federally derived property rights will protect continuation of existing uses along privately owned shorelines; therefore, a fundamental challenge remains in sustainable management of existing shoreline resources while also restoring ecological functions lost to past mistakes in an effort to increase the ecologic resiliency within the region. The San Francisco Bay Conservation and Development Commission (BCDC), in continued partnership with the San Francisco Bay Long Term Management Strategies (LTMS) Agencies, is undertaking the development of a Regional Sediment Management Plan for the San Francisco Bay estuary and its watershed (estuary). Regional sediment management (RSM) is the integrated management of littoral, estuarine, and riverine sediments to achieve balanced and sustainable solutions to sediment related needs. Regional sediment management recognizes sediment as a resource. Sediment processes are important components of coastal and riverine systems that are integral to environmental and economic vitality. It relies on the context of the sediment system and forecasting the long-range effects of management actions when making local project decisions. In the San Francisco Bay estuary, the sediment system includes the Sacramento and San Joaquin delta, the bay, its local tributaries and the near shore coastal littoral cell. Sediment flows from the top of the watershed, much like water, to the coast, passing through rivers, marshes, and embayments on its way to the ocean. Like water, sediment is vital to these habitats and their inhabitants, providing nutrients and the building material for the habitat itself. When sediment erodes excessively or is impounded behind structures, the sediment system becomes imbalanced, and rivers become clogged or conversely, shorelines, wetlands and subtidal habitats erode. The sediment system continues to change in response both to natural processes and human activities such as climate change and shoreline development. Human activities that influence the sediment system include flood protection programs, watershed management, navigational dredging, aggregate mining, shoreline development, terrestrial, riverine, wetland, and subtidal habitat restoration, and beach nourishment. As observed by recent scientific analysis, the San Francisco Bay estuary system is changing from one that was sediment rich to one that is erosional. Such changes, in conjunction with increasing sea level rise due to climate change, require that the estuary sediment and sediment transport system be managed as a single unit. To better manage the system, its components, and human uses of the system, additional research and knowledge of the system is needed. Fortunately, new sediment science and modeling tools provide opportunities for a vastly improved understanding of the sediment system, predictive capabilities and analysis of potential individual and cumulative impacts of projects. As science informs management decisions, human activities and management strategies may need to be modified to protect and provide for existing and future infrastructure and ecosystem needs. Technological advances in the marine renewable energy industry and increased clarity about the leasing and licensing process are fostering development proposals in both state and federal waters. The ocean is becoming more industrialized and competition among all marine space users is developing (Buck et al. 2004). More spatial competition can lead to conflict between ocean users themselves, and to tensions that spill over to include other stakeholders and the general public (McGrath 2004). Such conflict can wind up in litigation, which is costly and takes agency time and financial resources away from other priorities. As proposals for marine renewable energy developments are evaluated, too often decision-makers lack the tools and information to properly account for the cumulative effects and the tradeoffs associated with alternative human uses of the ocean. This paper highlights the nature of marine space conflicts associated with marine renewable energy literature highlights key issues for the growth of the marine renewable energy sector in the United States. Population pressure in coastal New Hampshire challenges land use decision-making and threatens the ecological health and functioning of Great Bay, an estuary designated as both a NOAA National Estuarine Research Reserve and an EPA National Estuary Program site. Regional population in the seacoast has quadrupled in four decades resulting in sprawl, increased impervious surface cover and larger lot rural development (Zankel, et.al., 2006). All of Great Bay’s contributing watersheds face these challenges, resulting in calls for strategies addressing growth, development and land use planning. The communities within the Lamprey River watershed comprise this case study. Do these towns communicate upstream and downstream when making land use decisions? Are cumulative effects considered while debating development? Do town land use groups consider the Bay or the coasts in their decision-making? This presentation, a follow-up from the TCS 2008 conference and a completed dissertation, will discuss a novel social science approach to analyze and understand the social landscape of land use decision-making in the towns of the Lamprey River watershed. The methods include semi-structured interviews with GIS based maps in a grounded theory analytical strategy. The discussion will include key findings, opportunities and challenges in moving towards a watershed approach for land use planning. This presentation reviews the results of the case study and developed methodology, which can be used in watersheds elsewhere to map out the potential for moving towns towards EBM and watershed-scaled, land use planning. The present report was prepared for the Water and Food Challenge Program project “Optimizing the management of a cascade of reservoirs at the catchment level” (MK3). It constitutes the baseline assessment of fish and fisheries in the Sesan River Basin. The objective of the MK3 project is to contribute knowledge and recommendations so that cascades of reservoirs corresponding to hydropower dams in the Mekong Basin are managed in ways that are more fair and equitable for all water users. This project seeks to understand at the catchment scale the cumulative upstream and downstream consequences of management decisions taken for multiple reservoirs. Despite considerable conservation efforts, many reef fish fisheries around the world continue to be in peril. Many are vulnerable to overexploitation because they have predictable and highly aggregated spawning events. In U.S. Caribbean waters, fishery managers are increasingly interested in advancing the use of closed areas as a means for rebuilding reef fisheries, protecting coral reef habitats, and furthering ecosystem-based management while maintaining the sustained participation of local fishing communities. This study details small-scale fishermen’s views on the Caribbean Fishery Management Council’s proposals to lengthen the current Bajo de Sico seasonal closure off the west coast of Puerto Rico to afford additional protection to snapper-grouper spawning populations and associated coral reef habitats. Drawing on snowball sampling techniques, we interviewed 65 small-scale fishermen who regularly operate in the Bajo de Sico area. Snowball sampling is a useful method to sample difficult-to-find populations. Our analysis revealed that the majority of the respondents opposed a longer seasonal closure in the Bajo de Sico area, believing that the existing 3-month closure afforded ample protection to reef fish spawning aggregations and that their gear did not impact deep-water corals in the area. Whilst fishermen’s opposition to additional regulations was anticipated, the magnitude of the socio-economic consequences described was unexpected. Fishermen estimated that a year round closure would cause their gross household income to fall between 10% and 80%, with an average drop of 48%. Our findings suggest that policy analysts and decision-makers should strive to better understand the cumulative impacts of regulations given the magnitude of the reported socio-economic impacts; and, more importantly, they should strive to enhance the existing mechanisms by which fishermen can contribute their knowledge and perspectives into the management process.

Two approaches are used to estimate the economic impact of domestic wild shrimp, Penaeus sp., fishing in Terrebonne Parish, Louisiana. A 2002 survey of commercial shrimp fishermen in the Parish yields information on sales and operating costs, and results are used to estimate a 1-yr sales effect in the Parish of $36.7 to $128.1 million due to shrimp fishing. In addition, 2001 shrimp ticket sales data ($49.9 million) are input into a REMI (Regional Economic Models, Inc.) model built for the 4-parish bayou region of Louisiana. The REMI model forecasts a year 1 reduction in gross regional product (GRP) of $45.9 million in the 4-parish area if the shrimp fishing industry were to disappear in Terrebonne Parish, and an 8-yr cumulative negative impact on GRP in the bayou region of $191.3 million. Study limitations and suggestions for future research are included.

This study, part of a broader investigation of the history of exploitation of right whales, Balaena glacialis, in the western North Atlantic, emphasizes U.S. shore whaling from Maine to Delaware (from lat. 45°N to 38°30'N) in the period 1620–1924. Our broader study of the entire catch history is intended to provide an empirical basis for assessing past distribution and abundance of this whale population. Shore whaling may have begun at Cape Cod, Mass., in the 1620’s or 1630’s; it was certainly underway there by 1668. Right whale catches in New England waters peaked before 1725, and shore whaling at Cape Cod, Martha’s Vineyard, and Nantucket continued to decline through the rest of the 18th century. Right whales continued to be taken opportunistically in Massachusetts, however, until the early 20th century. They were hunted in Narragansett Bay, R.I., as early as 1662, and desultory whaling continued in Rhode Island until at least 1828. Shore whaling in Connecticut may have begun in the middle 1600’s, continuing there until at least 1718. Long Island shore whaling spanned the period 1650–1924. From its Dutch origins in the 1630’s, a persistent shore whaling enterprise developed in Delaware Bay and along the New Jersey shore. Although this activity was most profi table in New Jersey in the early 1700’s, it continued there until at least the 1820’s. Whaling in all areas of the northeastern United States was seasonal, with most catches in the winter and spring. Historically, right whales appear to have been essentially absent from coastal waters south of Maine during the summer and autumn. Based on documented references to specific whale kills, about 750–950 right whales were taken between Maine and Delaware, from 1620 to 1924. Using production statistics in British customs records, the estimated total secured catch of right whales in New England, New York, and Pennsylvania between 1696 and 1734 was 3,839 whales based on oil and 2,049 based on baleen. After adjusting these totals for hunting loss (loss-rate correction factor = 1.2), we estimate that 4,607 (oil) or 2,459 (baleen) right whales were removed from the stock in this region during the 38-year period 1696–1734. A cumulative catch estimate of the stock’s size in 1724 is 1,100–1,200. Although recent evidence of occurrence and movements suggests that right whales continue to use their traditional migratory corridor along the U.S. east coast, the catch history indicates that this stock was much larger in the 1600’s and early 1700’s than it is today. Right whale hunting in the eastern United States ended by the early 1900’s, and the species has been protected throughout the North Atlantic since the mid 1930’s. Among the possible reasons for the relatively slow stock recovery are: the very small number of whales that survived the whaling era to become founders, a decline in environmental carrying capacity, and, especially in recent decades, mortality from ship strikes and entanglement in fishing gear.

A simple cohort model was used as the basis for selecting the appropriate periodicity and number of separate unit areas in a rotating harvest scheme for a sedentary species, the red coral, Corallium rubrum, in the General Fisheries Management Council for the Mediterranean area. The rotation period in years, and hence the minimum number of unit areas involved, was determined on the basis of the time to maximum biomass by a simple calculation of the yield-per-recruit type, requiring a knowledge of natural mortality and growth rates. Other criteria may be more important, however, and in general for a long-lived species, will result in shorter rotation periods. These criteria may include economic factors, criteria based on the preferred size or quality of product, or criteria that take into account the cumulative risk of illegal fishing of closed areas with time, hence the growing cost of enforcement as harvestable product accumulates. For red coral, although maximum biomass is predicted to be reached after some 15-44 years, the above considerations suggest that a rotation period ofsome 9-15 years would be close to optimal, taking into account a range ofthe above considerations. This article discusses the relative merits of rotating harvest schemes in contrast to quota management for sedentary and semi-sedentary resources or geographically isolated substocks ofa mobile resource, and concludes that this approach may have considerable potential as an alternative approach to resource management.
