The purpose of this essay is to clarify the theoretical understanding of the concept of resilience in order to explore problems surrounding the empirical measurement and application of the concept, as well as to examine strategic examples of empirical measures and policy applications in the literature of several disciplines, fields, and professions. The examination of resilience occurs in two streams: one conceptual and one methodological. At the conceptual level, the focus will be on definitions, distinctions between resilience and related concepts, and the theoretical frameworks that underlie usage of the concept. At the empirical level, the examination of resilience will be centered on the methodological challenges associated with research on resilience as well as previous attempts to operationalize and measure resilience. Summer flounder (Paralichthys dentatus) is one of the most economically and ecologically important estuarine-dependent species in the northeastern United States. The status of the population is currently a topic of controversy. Our goal was to assess the potential of using larval abundance at ingress as another fishery independent measure of spawning stock biomass or recruitment. Weekly long-term ichthyoplankton time series were analyzed from Little Egg Inlet, New Jersey (1989–2006) and Beaufort Inlet, North Carolina (1986–2004). Mean size-at-ingress and stage were similar between sites, whereas timing of ingress and abundance at ingress were not similar. Ingress primarily occurred during the fall at Little Egg Inlet and the winter at Beaufort Inlet. These findings agree with those from earlier studies in which at least two stocks (one north and one south of Cape Hatteras) were identified with different spawning periods. Larval abundance at Little Egg Inlet has increased since the late 1990s and most individuals now enter the estuary earlier during the season of ingress. Abundance at Little Egg Inlet was correlated with an increase in spawning stock biomass, presumably because spawning by larger, more abundant fish during the late 1990s and early 2000s provided increased larval supply, at least in some years. Larval abundance at ingress at Beaufort Inlet was not correlated with spawning stock biomass or with larval abundance at ingress at Little Egg Inlet, further supporting the hypothesis of at least two stocks. Larval abundance at Little Egg Inlet could be used as a fishery-independent index of spawning stock size north of Cape Hatteras in future stock assessments. Larval occurrence at Beaufort Inlet may provide information on the abundance of the stock south of Cape Hatteras, but additional stock assessment work is required.

In this study, phase angle (the ratio of resistance and reactance of tissue to applied electrical current) is presented as a possible new method to measure fish condition. Condition indices for fish have historically been based on simple weight-at-length relationships, or on costly and timeconsuming laboratory procedures that measure specific physiological parameters. Phase angle is introduced to combine the simplicity of a quick field-based measurement with the specificity of laboratory analysis by directly measuring extra- and intracellular water distribution within an organism, which is indicative of its condition. Phase angle, which can be measured in the field or laboratory in the time it takes to measure length and weight, was measured in six species of fish at different states (e.g., fed vs. fasted, and postmortem) and under different environmental treatments (wild vs. hatchery, winter vs. spring). Phase angle reflected different states of condition. Phase angles <15° indicated fish in poor condition, and phase angles >15° indicated fish that were in better condition. Phase angle was slightly affected by temperatures (slope = – 0.19) in the 0–8°C range and did not change in fish placed on ice for <12 hours. Phase angle also decreased over time in postmortem fish because of cell membrane degradation and subsequent water movement from intra- to extracellular (interstitial) spaces. Phase angle also reflected condition of specific anatomical locations within the fish.

A ssur ing the v itality and survival potential of live-caught Atlantic cod (Gadus morhua) is important for improving the sorting of fish before net penning operations designed to hold fish for growth and later market. When Atlantic cod are captured by Danish seine, the most commonly used fishing gear for live-caught fish, they undergo stressors such as forced swimming, net abrasion, and air exposure. Laboratory experiments (at an air temperature of 9°C and water temperature of 8°C) were conducted with the aim of constructing a RAMP (reflex action mortality predictor) curve for prediction of vitality and survival potential in Atlantic cod captured in Danish seines, by varying the levels of these stressors. Atlantic cod exposed to increased duration in air (5–20 min) showed increased reflex impairment and mortality, with 75% mortality at 10 minutes of air exposure. Forced swimming in combination with net abrasion and air exposure did not increase reflex impairment or mortality above that associated with air exposure alone. The Atlantic cod RAMP curves indicated that fish with reflex impairment less than 50% would not show mortality and would likely recover from capture stress.

In August, 1991, an entanglement event was observed in the High Seas Driftnet area in the North Pacific. This description of an entanglement of Lagenorhynchus obliquidens is the first such documented report of dolphins entangling while bowriding. One of the entangled dolphins was rescued from the driftnet.

A pilot study on the characteristics of crab pot buoy line movements to assess bottlenose dolphin entanglement was conducted from 19 September to 30 September 2005 in the Charleston Harbor, Charleston, South Carolina. The objectives of this study were to determine: 1) the movements of the buoy line in the water at various tidal stages, current strengths, lengths of line, and water depth, 2) if lead-core rope was a better alternative to nylon rope, 3) and if the manner of deployment of the gear affected the suspension of the line in the water and on the bottom. Diamond braided nylon (#10) rope of varying length (20 ft. – 80 ft.) were used during 31 trials and stiffened (polypropylene lead-core) rope was used in four trials. Observations of the buoy line movements were captured with an Atlantis underwater camera attached to a Digital DPC-1000 video recorder. Results from this study showed that: 1) the method used for deployment was important in keeping the buoy line from arcing or coiling, 2) little to no arcing occurred in water current velocities of >0.20 m/s, 3) rope lengths of ≥50 ft. deployed in <10 ft. of water produced waving in the water column and arcing on the bottom, 4) slack tide was a period of increased risk of entanglement for bottlenose dolphins, and 5) poly lead-core rope was not a good alternative to nylon rope unless in deep water with strong water current velocities. This pilot study produced questions that can be used for future studies on the characteristics of buoy line movements in the crab pot fishery as it relates to bottlenose dolphin entanglements.

An attitude scale was constructed to measure the attitude of fisherwomen towards improved fish processing methods. To construct the attitude scale, 'scale' and ‘Q’ values (the interquartile ranges) were calculated for 31 statements selected, based on the opinion of 34 judges. Based on the 'scale' and ‘Q’ values 16 statements were selected with eight favorable statements and eight unfavorable statements. The weightages given were 3, 2 and 1 for favorable statements and 1, 2 and 3 for unfavorable statements.
