HIGHLIGHTS FOR FY 2009 1. Completed the second of a two-year Gulf sturgeon population study on the Choctawhatchee River, Florida. The juvenile, sub adult and adult Gulf sturgeon population was estimated at 3,400 fish. 2. Three young of year Gulf sturgeon were collected by Corps of Engineers biologists in the upper Brothers Rivers. 3. Two YCC enrollees spent eight weeks assisting PCFO biologists and Tyndall AFB with various projects. 4. The Gulf Sturgeon 5-Year Summary and Evaluation was completed. 5. Karen Herrington co-authored a peer-reviewed journal article for a striped bass symposium at the annual American Fisheries Society meeting, which will be published in the symposium proceedings. The article reviews the past 25 years of striped bass restoration in the ACF and is titled “Restoration of Gulf Striped Bass: Lessons and Management Implications”. 6. We documented recent purple bankclimber recruitment in the Ochlockonee River for the first time in several years. 7. We provided over 200 genetic samples to Warm Springs Fish Technology Center to compare mussel populations and genetic diversity, rank populations by status, and facilitate recovery actions. 8. We established permanent mussel monitoring locations in Sawhatchee Creek and the Flint River to examine trends in population size, survival, and recruitment. 9. We provided a prioritized list to the Federal Emergency Management Agency of 197 stream crossings that occur near freshwater mussel populations in order to facilitate habitat restoration following major flooding in Alabama, Florida, and Georgia in the spring of 2009.

Historical definitions of what determines whether one lives in a coastal area or not have varied over time. According to Culliton (1998), a “coastal county” is defined as a county with at least 15% of its total land area located within a nation’s coastal watershed. This emphasizes the land areas within which water flows into the ocean or Great Lakes, but may be better suited for ecosystems or water quality research (Crowell et al. 2007). Some Federal Emergency Management Agency (FEMA) documents suggest that “coastal” includes shoreline-adjacent coastal counties, and perhaps even counties impacted by flooding from coastal storms. An accurate definition of “coastal” is critical in this regard since FEMA uses such definitions to revise and modernize their Flood Insurance Rate Maps (Crowell et al. 2007). A recent map published by the National Oceanic and Atmospheric Administration’s (NOAA) Coastal Services Center for the Coastal Change Analysis Program shows that the “coastal” boundary covers the entire state of New York and Michigan, while nearly all of South Carolina is considered “coastal.” The definition of “coastal” one chooses can have major implications, including a simple count of coastal population and the influence of local or state coastal policies. There is, however, one aspect of defining what is “coastal” that has often been overlooked; using atmospheric long-term climate variables to define the inland extent of the coastal zone. This definition, which incorporates temperature, precipitation, wind speed, and relative humidity, is furthermore scalable and globally applicable - even in the face of shifting shorelines. A robust definition using common climate variables should condense the large broad definition often associated with “coastal” such that completely landlocked locations would no longer be considered “coastal.” Moreover, the resulting definition, “coastal climate” or “climatology of the coast”, will help coastal resource managers make better-informed decisions on a wide range of climatologically-influenced issues. In April 1990, the Steller sea lion, Eumetopias jubatus, was listed as threatened under the U.S. Endangered Species Act by emergency action. Competitive interactions with the billion-dollar Alaska commercial groundfish fisheries have been suggested as one of the possible contributing factors to the Steller sea lion population decline. Since the listing, fisheries managers have attempted to address the potential impacts of the groundfish fisheries on Steller sea lion recovery. In this paper, we review pertinent Federal legislation, biological information on the Steller sea lion decline, changes in the Alaska trawl fishery for walleye pollock, Theragra chalcogramma, since the late 1970's, andpossible interactions between fisheries and sea lions. Using three cases, we illustrate how the listing of Steller sea lions has affected Alaska groundfish fisheries through: I) actions taken at the time of listing designed to limit the potential for directhuman-related sea lion mortality, 2) actions addressing spatial and temporal separation of fisheries from sea lions, and 3) introduction of risk-adverse stock assessment methodologies and Steller sea lion conservation considerations directly in the annual quota-setting process. This discussion shows some of the ways that North Pacific groundfish resource managers have begun to explicitly consider the conservation ofmarine mammal and other nontarget species.

Ciguatera Fish Poisoning (CFP) is the most frequently reported seafood-toxin illness in the world, and it causes substantial physical and functional impact. It produces a myriad of gastrointestinal, neurologic and/or cardiovascular symptoms which last days to weeks, or even months. Although there are reports of symptom amelioration with some interventions (e.g. IV mannitol), the appropriate treatment for CFP remains unclear to many physicians. We review the literature on the treatments for CFP, including randomized controlled studies and anecdotal reports. The article is intended to clarify treatment options, and provide information about management and prevention of CFP, for emergency room physicians, poison control information providers, other health care providers, and patients.
