Bycatch taken by the tuna purse-seine fishery from the Indian Ocean pelagic ecosystem was estimated from data collected by scientific observers aboard Soviet purse seiners in the western Indian Ocean (WIO) during 1986–92. A total of 494 sets on free-swimming schools, whale-shark-associated schools, whale-associated schools, and log-associated schools were analyzed. More than 40 fish species and other marine animals were recorded. Among them only two species, yellow-fin and skipjack tunas, were target species. Average levels of bycatch were 0.518 metric tons (t) per set, and 27.1 t per 1000 t of target species. The total annual purse-seine catch of yellowfin and skipjack tunas by principal fishing nations in the WIO during 1985–94 was 118,000–277,000 t. Nonrecorded annual bycatch for this period was estimated at 944–2270 t of pelagic oceanic sharks, 720–1877 t of rainbow runners, 705–1836 t of dolphinfishes, 507–1322 t of triggerfishes, 113–294 t of wahoo, 104–251 t of billfishes, 53–112 t of mobulas and mantas, 35–89 t of mackerel scad, 9–24 t of barracudas, and 67–174 t of other fishes. In addition, turtle bycatch and whale mortalities may have occurred. Because the bycatches were not recorded by some purse-seine vessels, it was not possible to assess the full impact of the fisheries on the pelagic ecosystem of the Indian Ocean. The first step to solving this problem is for the Indian Ocean Tuna Commission to establish a pro-gram in which scientific observers are placed on board tuna purse-seine and longline vessels fishing in the WIO.

ENGLISH: Yellowfin tuna, Neothunnus macropterus, and skipjack tuna, Katsuwonus pelamis, are fished intensively off the west coast of the Americas in an area from about the California-Mexico border in the north to the Peru-Chile border in the south. The historical development of this fishery, and its expansion by the long-range California fleets of bait and purse-seine vessels, are well documented by Godsil (1938), Scofield (1951) and Shimada and Sehaefer (1956). The quarterly distribution of the tuna catches within this area has been reported for some recent years by Alverson (1959).

Nigeria's three federal fisheries schools are administered by three autonomous research institutes located in Lagos, New Bussa, and Maiduguri. The schools were established at different periods to train the required manpower for Nigeria's fishing industry which has remained predominantly artisanal since its inception in 1942 as a Second World War exigency. Despite the establishment of the schools, the industry's manpower is still being dominated by non-nationals especially in the capture fisheries sub-sector. The common features of the schools include the apparent insensitivity of their programmes to the industry's dynamic manpower needs; the absence of coordination of their programmes by a national body which would have ensured that the schools are able to communicate with one another and are willing to act and share a purpose. The need and the methodology for a change of emphasis from the on-going training of extension agents and officers to that of fishing operatives and technicians to enable Nigeria effectively harness her local fish resources towards self-sufficiency is highlighted.

Estimates of dolphin school sizes made by observers and crew members aboard tuna seiners or by observers on ship or aerial surveys are important components of population estimates of dolphins which are involved in the yellowfin tuna fishery in the eastern Pacific. Differences in past estimates made from tuna seiners and research ships and aircraft have been noted by Brazier (1978). To compare various methods of estimating dolphin school sizes a research cruise was undertaken with the following major objectives: 1) compare estimates made by observers aboard a tuna seiner and in the ship's helicopter, from aerial photographs, and from counts made at the backdown channel, 2) compare estimates of observers who are told the count of the school size after making their estimate to the observer who is not aware of the count to determine if observers can learn to estimate more accurately, and 3) obtain movie and still photographs of dolphin schools of known size at various stages of chase, capture and release to be used for observer training. The secondary objectives of the cruise were to: 1) obtain life history specimens and data from any dolphins that were killed incidental to purse seining. These specimens and data were to be analyzed by the U.S. National Marine Fisheries Service ( NMFS ) , 2) record evasion tactics of dolphin schools by observing them from the helicopter while the seiner approached the school, 3) examine alternative methods for estimating the distance and bearing of schools where they were first sighted, 4) collect the Commission's standard cetacean sighting, set log and daily activity data and expendable bathythermograph data. Following a survey of the important traits of Indian carp broodstock at some southern Indian hatcheries, it was found that the broodstock selection was size selective, exerting strong, negative selection of prematuration growth rate and positive selection on age at first maturation. This meant that the hatchery bred inadvertently slower growing and later maturing individuals. Details are given of approaches to avoid such negative selection and minimize inbreeding.

The West Indian Ocean is rich in biodiversity and marine resources. This paper gives an overview of fisheries development and resource management in the region. There are many shared issues that must be addressed within countries and at the regional level. These are illustrated by examples from three countries. In Mozambique the issues of lack of information about artisanal fisheries, excessive harvesting of juveniles and conflicts between artisanal and commercial sectors are highlighted. Elements in addressing this include targeted research and decision-making support tools. The challenges faced in Somalia stem primarily from the political instability that contributed to an absence of sound fisheries policy. An example of a highly participatory process to develop the policy provides a model for other countries. In Tanzania, the issue of dynamite fishing was addressed by local communities initiating a program to promote wise use of the resources. There is a clear opportunity for better collaboration and greater integration of fisheries research and management on a regional basis. There is also much to be learnt by the sharing of experiences between countries. This has been initiated by some recently launched regional cooperation projects, but there are still many challenges facing this region.

Thirty individuals of each species of Indian major carps, i.e., Catla catla, Cirrhinus cirrhosus (C. mrigala) and Labeo rohita, obtained from a nursery near Mymensingh, Bangladesh were analysed by means of allozyme electrophoresis. Twenty-one loci were studied. Several loci revealed significant deviation from Hardy-Weinberg expectations caused by deficiency of heterozygotes, indicating Wahlund effects due to problems with species identification. Moreover, bimodal distributions of individual heterozygosity within the three putative species indicated hybridisation. This was confirmed using analysis of individual admixture proportions, as individuals misidentified to species and hybrids between species were observed. Furthermore, factorial correspondence analysis to visualize genetic relationships among individuals revealed three distinct groups containing misclassified individuals, along with some intermediate individuals interpreted as hybrids. Ten per cent of all C. catla and L. rohita had been erroneously identified to species, and 40 per cent of all presumptive C. catla were hybrids between C. catla x C. cirrhosus and C. catla x L. rohita. In the case of C. cirrhosus, 37 per cent of the samples were C. cirrhosus x L. rohita hybrids. Thirty per cent of all presumptive L. rohita turned out to be hybrids between L. rohita x C. catla and L. rohita x C. cirrhosus. The high incidence of hybrids in C. catla might be responsible for slower growth of the fish in aquaculture.

Skipjack tuna, Katsuwonus pelamis, and yellowfin tuna, Thunnus albacares, together comprise the most important component of Indian Ocean tuna catches. Catches of these species by Indian Ocean fisheries have been increasing over the last decade and totaled 262,300 metric tons (t) in 1986 (Fig. 1; Table 1). Skipjack tuna was the most important species at 32 percent of the total tuna catch in 1986; yellowfin tuna was the second most important at 25 percent. Skipjack tuna are found throughout the Indian Ocean from the Gulf of Arabia in the north to lat. 40°S (Fig. 2). Yellowfin tuna are also distributed throughout the ocean to about lat. 50
