Aquaculture in the Philippines is a long-standing activity but has witnessed relatively recent, rapid, technical change with the introduction of hatchery technology and commercial feed-mills changing the production possibilities for a fishpond operator. We are confronted with a diversity of aquaculture practices in the coastal areas of the Philippines, with new technologies being incorporated into more traditional systems. As a first step to understanding the sector, we therefore present a typology of farming systems with the motivation of generating domains (farm “types”) over which we can compare performance on a number of indicators. Our typology, restricted to brackish-water pond systems, is constructed using multivariate methods (principal components analysis, cluster analysis). Eight variables are used relating to the management of the farm across all the major factors of production. A stratified net sample of 136 observations provides the data for the analysis, from a farm-level survey carried out between January and June 2003 in the two main brackish-water production regions in the Philippines. We define five farm types from this analysis. This paper discusses the status, direction and management issues in the marine protected areas (MPAs) of the Bohol (Mindanao) Sea, Philippines. The MPAs in the study area have increased through the years. Many of them were established and managed by the local government units (LGUs) in collaboration with national government agencies (NGAs), academic institutions, people’s and non-governmental organizations (NGOs). Several management issues and problems were cited by the MPA managers such as insuffi cient funds and facilities, lack of support from NGAs/NGOs and lack of education among the people. Nevertheless, lessons for sustainability can be learned from the experience of some wellmanaged MPAs in the Bohol Sea. These include strong support from the political leadership, community participation and networking among the concerned sectors. Although the best practices are being followed in a number of MPAs in the Bohol Sea, success is still fragmented. The MPAs are currently managed independently although there are ongoing initiatives to network their efforts. However, it can be observed that, as a management tool, MPAs are gaining popularity and support, not only among the fisherfolk but also among local communities and LGUs in the Bohol Sea area.

Philippine coastal communities can become capable fishery resource managers and that their management practices can become largely self-sustaining if the project approach focuses on assisting fishermen to learn how to help themselves. Community organization is an essential part of the process and should not be viewed as an end product in itself. There are also no quick fixes, and projects require a complex array of activities if large numbers of coastal residents are to be assisted. In some of these projects, the control of illegal fishing combined with limiting of commercial fishing to offshore areas and good coastal habitat management resulted in a doubling of daily fish catch and income for small-scale fishermen. However, even with the best of management, the total fishery harvest is limited and further increases in individual fishing income can only come from reducing total fishing effort. This will require a system of control on access to the resource to limit the number and kind of fishing gears and to divide the resource equitably. Assisting coastal communities to devise and implement realistic equitable access controls is the major challenge facing coastal resource co-management.

Several local groups have come together for this project to addresses water quality concerns in the Gabilan Watershed – also known as the Reclamation Ditch Watershed (Fig. 1.1). These are Moss Landing Marine Laboratories (MLML), the Resource Conservation District of Monterey County (RCDMC), Central Coast Watershed Studies (CCoWS), Return of the Natives (RON), Community Alliance with Family Farmers (CAFF), and Coastal Conservation and Research (CC&R). The primary goal is to reduce non-point source pollution – particularly suspended sediment, nutrients, and pesticides – and thereby improve near-shore coastal waters of Moss Landing Harbor and the Monterey Bay. The last three decades have witnessed dramatic changes in the structure of supply and demand for fish, especially in Asia. This WorldFish research study sponsored by the Asian Development Bank focussed on nine developing countries – Bangladesh, China, India, Indonesia, Malaysia, the Philippines, Sri Lanka, Thailand, and Vietnam, all active players in the transformation of global fish supply and demand. The study, broken into five components and reported here, considered: 1) the profile of key aquaculture technologies and fishing practices; 2) analysis of policies, institutions and support services; 3) socioeconomic profile of major stakeholders in the fisheries sector; 4) projections of fish demand and supply in the nine Asian countries; and 5) formulation of national action plans based on the findings and recommendations of the study.

Rice cultivation at any level in the Sacramento–San Joaquin Delta (existing or expanded) compels the need to quantify surface and subsurface loads of dissolved organic carbon (DOC), disinfection byproduct precursors (DBPPs) and nitrogen. This information can be used to develop Best Management Practices (BMPs) to reduce export of these constituents in order to improve drinking water quality. Although rice cultivation in the Delta is relatively limited, several factors outside of this research could contribute to increased rice acreage in the Delta: • Recently developed rice varieties seem more suitable for the Delta climate than earlier varieties which required warmer conditions; • Previous economic analyses (Appendix A.10) suggest rice is more profitable than corn, a dominant land use in the Delta; • Recent studies on wetlands at Twitchell Island suggest rice production can help mitigate oxidative subsidence (Miller et al. 2000); • The different oxidative states that result from flooding in rice as compared to those found in crops that require drained soils may help control crop specific weeds and nematodes when rice is incorporated into a crop rotation; and • Providing flooded conditions during a greater part of the year than other crops may benefit water birds. ... This report presents an overview of the state of aquatic resources in the Philippines, its performance and importance in the Philippine economy, and explores the situation of poverty in the "aquatic resources sector." The report describes the policy environment that guides the action of key actors in the sector. The report also provides a general analysis of some trends in relation to factors that keep the poor from participating and benefiting from aquatic resource management, based on the perspectives of the authors. The Philippines rank 85 out of 175 countries in terms of Human Development Index. Poverty is most acute and widespread in rural areas, including many coastal municipalities, where 54% of people are living below the poverty line. Dependence on coastal and inland aquatic resources is high among rural poor people, who tend to be self-employed, primarily in agriculture, fisheries and casual labor. They are almost all landless.
