One of the causes of lower artesian pressure, water waste and aquifer contamination is the misuse and insufficient care of artesian wells. In 1953, Senate Bill No. 57, entitled "An Act to Protect and Control the Artesian Waters of the State" (see Appendix) became a law. This law was passed through the efforts exerted by leading members of the Senate and the House of Representatives, who understood the need for a wise and controlled expenditure of our most valuable natural resource. The State Geologist and his authorized representatives were designated by this law to enforce this conservation measure; however, no financial provision was included for the 1953-55 biennium. The proposed program of the Florida Geological Survey for this biennium did not include the funds nor provide any full-time personnel for the enforcement of this statute. As a result, little actual work was accomplished during these two years, although much time was given to planning and discussion of the problem. Realizing that this program could provide additional basic data needed in the analysis of the water-supply problem, the State Geologist sought and was granted by the 1955 Legislature adequate funds with which to activate the first phase of the enforcement of Florida Statute No. 370.051-054. Enumerated below is a summary of the progress made on this investigation as outlined previously: 1. Data have been collected on 967 wildly flowing wells in 22 counties. 2. Chloride determinations have been run on 850 of the 967 wells. 3. Of the 967 wells, 554 have chlorides in excess of the 250 ppm, the upper limit assigned by the State Board of Health for public consumption. 4. Water escapes at the rate of 37, 762 gallons per minute from these 967 wells. This amounts to 54, 377, 280 gallons per day. The investigation is incomplete at this time; therefore, no final conclusions can be reached. However, from data already collected, the following recommendations are proposed: 1. That the present inventory of wildly flowing wells be completed for the entire State. 2. That the current inventory of wildly flowing wells be expanded at the conclusion of the present inventory to include all flowing wells. 3. That a complete statewide inventory program be established and conducted in cooperation with the Ground Water Branchof the U.S. Geological Survey. 4. That the enforcement functions as set down in Sections 370.051/.054, Florida Statutes, be separated from the program to collect water-resource data and that these functions be given to the Water Resources Department, if such is created (to be recommended by the Water Resources Study Commission in a water policy law presented to the 1957 Legislature). 5. That the research phase (well inventory) of the program remain under the direction of the Florida Geological Survey. (PDF contains 204 pages.)

While researchers have evaluated the potential of native insect herbivores to manage nonindigenous aquatic plant species such as Eurasian watermilfoil ( Myriophyllum spicatum L.), the practical matters of regulatory compliance and implementation have been neglected. A panel of aquatic nuisance species program managers from three state natural resource management agencies (Minnesota, Vermont and Washington) discussed their regulatory and policy concerns. In addition, one ecological consultant attempting to market one of the native insects to manage Eurasian watermilfoil added his perspective on the special challenges of distributing a native biological control agent for management of Eurasian watermilfoil.

From July 1965 to June 1964 the Natural Resources Institute's Research Vessel ORION took 16 minute tows with a forty (40) foot otter trawl net at 38 selected locations in Chesapeake Bay from the south of the Potomac River to Turkey Point at the head of the Bay and including some tributaries. Shallow and deep hauls were taken at most stations with depths ranging from 5 to 140 feet. A schematic summary of the 54 different species caught was compared with "Fishes of the Chesapeake Bay" by S. F. Hildebrand and W. C. Schroeder. Sixteen species including five not contained in the above references were selected for discussion. (PDF contains 21 pages)

Routine biostatistical port sampling data and landings records collected from the gulf menhaden purse seine fishery between 1974 and 1985 are updated. During most of the period, a total of 11 menhaden reduction plants operated in Mississippi and Louisiana, and the number of vessels in the purse seine fleet varied from 71 to 82. Total annual landings ranged from 447,100 metric tons in 1977 to the record landings for the fishery of 982,800 metric tons in 1984. Age-I and -2 gulf menhaden annually comprised almost 96% of the landings. Estimated total numbers of menhaden landed varied from 4,510.5 million in 1975 to 11,154.9 million in 1985. Annual mean lengths and weights of sampled fish-at-age showed lillie variation. Nominal or observed fishing effort gradually increased through Ihe 1970s and 1980s, reaching 655,800 vessel-ton-weeks in 1983. (PDF file contains 14 pages.)

This report summarizes (I) annual purse seine landings of Atlantic menhaden, Brevoortia tyrannus, for 1972-84, (2) estimated numbers of fish caught by fishing area. (3) estimates of nominal fishing effort and catch-per-unit-effort, (4) mean fish length and weight, and (5) major changes in the fishery. During the 1970s stock size and recruitment increased and the age composition broadened. reversing trends witnessed during the fishery's decline in the 1960s. Landings steadily improved and by 1980 the total coast wide landings exceeded 400,000 metric tons. Nevertheless, the character of the fishery changed considerably. Eleven reduction plants processed fish at seven ports in 1972, but in 1984 only eight plants operated at live ports. Beginning in the mid-1960s the center of fishing aclivity shifted from the Middle Atlantic area to the Chesapeake Bay area, which has continued to dominate the fishery in landings and effort through the 1970s and 1980s. Climate change has rapidly emerged as a significant threat to coastal areas around the world. While uncertainty regarding distribution, intensity, and timescale inhibits our ability to accurately forecast potential impacts, it is widely accepted that changes in global climate will result in a variety of significant environmental, social, and economic impacts. Coastal areas are particularly vulnerable to the effects of climate change and the implications of sea-level rise, and coastal communities must develop the capacity to adapt to climate change in order to protect people, property, and the environment along our nation’s coasts. The U.S. coastal zone is highly complex and variable, consisting of several regions that are characterized by unique geographic, economic, social and environmental factors. The degree of risk and vulnerability associated with climate change can vary greatly depending on the exposure and sensitivity of coastal resources within a given area. The ability of coastal communities to effectively adapt to climate change will depend greatly on their ability to develop and implement feasible strategies that address unique local and regional factors. A wide variety of resources are available to assist coastal states in developing their approach to climate change adaptation. However, given the complex and variable nature of the U.S. coastline, it is unlikely that a single set of guidelines can adequately address the full range of adaptation needs at the local and regional levels. This panel seeks to address some of the unique local and regional issues facing coastal communities throughout the U.S. including anticipated physical, social, economic and environmental impacts, existing resources and guidelines for climate change adaptation, current approaches to climate change adaptation planning, and challenges and opportunities for developing adaptation strategies. This panel will discuss the research being conducted, and the models being used in three current coastal EPA studies being conducted on ecosystem services in Tampa Bay, the Chesapeake Bay and the Coastal Carolinas. These studies are intended to provide a broader and more comprehensive approach to policy and decision-making affecting coastal ecosystems as well as provide an account of valued services that have heretofore been largely unrecognized. Interim research products, including updated and integrated spatial data, models and model frameworks, and interactive decision support systems will be demonstrated to engage potential users and to elicit feedback. It is anticipated that the near-term impact of the projects will be to increase the awareness by coastal communities and coastal managers of the implications of their actions and to foster partnerships for ecosystem services research and applications. The Workinq Party of North West Water Authority and the Annan District Salmon Fishery Board's aims were to identify the current problems relating to the salmon and freshwater fisheries in the Solway Firth and its tributaries (embracing the catchments of the Annan, Kirtle Water, Sark, Esk, Eden, Wampool and Waver - and possibly also the Lochar Water and the Nith) to produce agreed outline solutions, and to consider the financial aspects of the future administration of these fisheries.

All species of fish are able to propagate and maintain their numbers provided that no adverse influence occurs to change the compatible environment, the salmon is no exception. Propagation of fish by artificial means has long been a subject of discussion amongst fishery workers and views have been expressed (both favourable and unfavourable) on the merits of the various methods employed. In an attempt to discover whether artificial propagation was necessary and also to find the best methods of propagation to adopt in the various rivers, a phased programme of investigation into natural spawning efficiency and the results obtained by various methods of artificial propagation was started in the Lancashire River Board area during 1957. The object being to seek information on: (1) The survival of ova from natural spawnings to the eyed and alevin stages. (2) The population density of feeding fry (from natural spawnings) at various intervals of development. (3) The viability of green ova and eyed ova- when planted artificially. (4a) The survival to 0+ parr from implants of eyed ova unfed fry and fed fry. (4b) Populations per unit area of 0+ parr from various planting densities of eyed ova, unfed fry and fed fry. Sampling stations were selected on the Rivers Ribble, Lune and Wyre watersheds for the purpose of marking and examination of natural salmon redds.

The report looks at experiments into electric fishing equipment and effects on salmon and trout within the Lancashire River Board. Experiments include obtaining information on voltage gradients, ascertaining what damage to fish of the larger size groups resulted from electric fishing, determining whether or not fractures could occur in coarse fish and brown trout,similar to those occurring in salmon and sea trout, and effects low temperatures have on electrofishing techniques.

As compared to crops and livestock, the genetic enhancement of fish is in its infancy. While significant progress has been achieved in the genetic improvement of temperate fish such as salmonids, no efforts were made until the late 1980s for the genetic improvement of tropical finfish, which account for about 90 percent of global aquaculture production. This paper traces the history of the Genetic Improvement of Farmed Tilapia (GIFT) project initiated in 1988 by the WorldFish Center and its partners for the development of methods for genetic enhancement of tropical finfish using Nile tilapia (Oreochromis niloticus) as a test species. It also describes the impacts of the project on the adoption of these methods for other species and the dissemination of improved breeds in several countries in Asia and the Pacific.

Kumataro Ito produced hundreds of beautiful color paintings of fishes and invertebrates during and after the 1907-10 Philippine Expeditin of the U.S. Bureau of Fisheries Steamer Albatross. The paintings are housed in the files of the Divisions of Fishes and Mollusks, United States National Museum of Natural History, and Smithsonian Institution Archives, Washington, D.C. Few of those paintings have been published in color, but many have been publishes in black and white. Two years after the expedition, Ito came to Washington, D.C., in 1912 for an extended period to render final paintings based on preliminary color sketches made during the expedition. He did not completly render all the sketches during his stay, probably because he was asked to produced a large number of black-and-white illustrations of Philippine fishes, and a few of North American fishes. Most of the black-and-white illustrations have been published. Few publications containing Ito's Philippine and North American illustrations have acknowledged him. The very little that is known about Ito's life is discussed, examples of his black-and-white and colored fish paintings are reproduced, and his previously unacknowledged illustrations in various publications are herein acknowledged. Another Japanese artist, Yasui, about whom almost nothing is known, joined the Albatross during Ito's second tour on board the ship. It appears, with few exceptions, that Yasui produced only preliminary color sketches of fishes, which, if rendered as final paintings, were done by Ito.

Due to inadequacies of previous underwater towing techniques and the special needs of a recent underwater survey, a modified mania-board technique was developed. With this new technique, the diver holds on to the manta-board with one arm; consequently, the board is referred to as a single-armed manta-board (sam-board). The sam-board proved inexpensive and highly maneuverable, allowing the divers to freely collect samples or record information. Through some experimenting with the board and changing some of the variables, such as rope lengths, towing speeds, etc., a highly efficient towing method can be achieved. Preplanning and strict diving safety procedures must, however, be implemented to assure efficiency. This paper presents the materials, guidelines for board construction, equipment, and preplanning and diving safety procedures necessary for the sam-board towing operation.
