This technical memorandum documents the design, implementation, data preparation, and descriptive results for the 2006 Annual Economic Survey of Federal Gulf Shrimp Permit Holders. The data collection was designed by the NOAA Fisheries Southeast Fisheries Science Center Social Science Research Group to track the financial and economic status and performance by vessels holding a federal moratorium permit for harvesting shrimp in the Gulf of Mexico. A two page, self-administered mail survey collected total annual costs broken out into seven categories and auxiliary economic data. In May 2007, 580 vessels were randomly selected, stratified by state, from a preliminary population of 1,709 vessels with federal permits to shrimp in offshore waters of the Gulf of Mexico. The survey was implemented during the rest of 2007. After many reminder and verification phone calls, 509 surveys were deemed complete, for an ineligibility-adjusted response rate of 90.7%. The linking of each individual vessel’s cost data to its revenue data from a different data collection was imperfect, and hence the final number of observations used in the analyses is 484. Based on various measures and tests of validity throughout the technical memorandum, the quality of the data is high. The results are presented in a standardized table format, linking vessel characteristics and operations to simple balance sheet, cash flow, and income statements. In the text, results are discussed for the total fleet, the Gulf shrimp fleet, the active Gulf shrimp fleet, and the inactive Gulf shrimp fleet. Additional results for shrimp vessels grouped by state, by vessel characteristics, by landings volume, and by ownership structure are available in the appendices. The general conclusion of this report is that the financial and economic situation is bleak for the average vessels in most of the categories that were evaluated. With few exceptions, cash flow for the average vessel is positive while the net revenue from operations and the “profit” are negative. With negative net revenue from operations, the economic return for average shrimp vessels is less than zero. Only with the help of government payments does the average owner just about break even. In the short-term, this will discourage any new investments in the industry. The financial situation in 2006, especially if it endures over multiple years, also is economically unsustainable for the average established business. Vessels in the active and inactive Gulf shrimp fleet are, on average, 69 feet long, weigh 105 gross tons, are powered by 505 hp motor(s), and are 23 years old. Three-quarters of the vessels have steel hulls and 59% use a freezer for refrigeration. The average market value of these vessels was $175,149 in 2006, about a hundred-thousand dollars less than the average original purchase price. The outstanding loans averaged $91,955, leading to an average owner equity of $83,194. Based on the sample, 85% of the federally permitted Gulf shrimp fleet was actively shrimping in 2006. Of these 386 active Gulf shrimp vessels, just under half (46%) were owner-operated. On average, these vessels burned 52,931 gallons of fuel, landed 101,268 pounds of shrimp, and received $2.47 per pound of shrimp. Non-shrimp landings added less than 1% to cash flow, indicating that the federal Gulf shrimp fishery is very specialized. The average total cash outflow was $243,415 of which $108,775 was due to fuel expenses alone. The expenses for hired crew and captains were on average $54,866 which indicates the importance of the industry as a source of wage income. The resulting average net cash flow is $16,225 but has a large standard deviation. For the population of active Gulf shrimp vessels we can state with 95% certainty that the average net cash flow was between $9,500 and $23,000 in 2006. The median net cash flow was $11,843. Based on the income statement for active Gulf shrimp vessels, the average fixed costs accounted for just under a quarter of operating expenses (23.1%), labor costs for just over a quarter (25.3%), and the non-labor variable costs for just over half (51.6%). The fuel costs alone accounted for 42.9% of total operating expenses in 2006. It should be noted that the labor cost category in the income statement includes both the actual cash payments to hired labor and an estimate of the opportunity cost of owner-operators’ time spent as captain. The average labor contribution (as captain) of an owner-operator is estimated at about $19,800. The average net revenue from operations is negative $7,429, and is statistically different and less than zero in spite of a large standard deviation. The economic return to Gulf shrimping is negative 4%. Including non-operating activities, foremost an average government payment of $13,662, leads to an average loss before taxes of $907 for the vessel owners. The confidence interval of this value straddles zero, so we cannot reject, with 95% certainty, that the population average is zero. The average inactive Gulf shrimp vessel is generally of a smaller scale than the average active vessel. Inactive vessels are physically smaller, are valued much lower, and are less dependent on loans. Fixed costs account for nearly three quarters of the total operating expenses of $11,926, and only 6% of these vessels have hull insurance. With an average net cash flow of negative $7,537, the inactive Gulf shrimp fleet has a major liquidity problem. On average, net revenue from operations is negative $11,396, which amounts to a negative 15% economic return, and owners lose $9,381 on their vessels before taxes. To sustain such losses and especially to survive the negative cash flow, many of the owners must be subsidizing their shrimp vessels with the help of other income or wealth sources or are drawing down their equity. Active Gulf shrimp vessels in all states but Texas exhibited negative returns. The Alabama and Mississippi fleets have the highest assets (vessel values), on average, yet they generate zero cash flow and negative $32,224 net revenue from operations. Due to their high (loan) leverage ratio the negative 11% economic return is amplified into a negative 21% return on equity. In contrast, for Texas vessels, which actually have the highest leverage ratio among the states, a 1% economic return is amplified into a 13% return on equity. From a financial perspective, the average Florida and Louisiana vessels conform roughly to the overall average of the active Gulf shrimp fleet. It should be noted that these results are averages and hence hide the variation that clearly exists within all fleets and all categories. Red hind (Epinephelus guttatus) have been overfished in the Caribbean and were included with seven other regional grouper species deemed vulnerable to risk of extinction. The Puerto Rico Department of Natural and Environmental Resources desired to map spawning red hind aggregations within commonwealth waters as part of their resource management program for the species. Mobile hydroacoustic surveys were conducted over 3-day periods in 2002 and 2003, indexed to the full moon phase in February or March when red hind were known to aggregate. Four vessels concurrently sampled the southwest, south, and southeast coasts of Puerto Rico in 2002. In 2003, three vessels conducted complementary surveys of the northwest, north, and northeast coasts of the island, completing a circuit of the coastal shelf-spawning habitat. These surveys indicated that red hind spawning aggregations were prevalent along the south and west coasts, and sparse along the north coast during the survey periods. Highest spawning red hind concentrations were observed in three areas offshore of the west coast of Puerto Rico, around Mona and Desecheo islands (20,443 and 10,559 fish/km2, respectively) and in the Bajo de Cico seasonal closed area (4,544 fish/km2). Following both 2002 and 2003 surveys, a series of controlled acoustic measurements of known local fish species in net pens were conducted to assess the mean target strength (acoustic backscatter) of each group. Ten species of fish were measured, including red hind (E. guttatus), coney (E. fulvus), white grunt (Haemulon plumieri), pluma (Calamus pennatula), blue tang (Acanthurus coeruleus), squirrel fish (Holocentrus spp.), black durgeon (Melichtyhs niger), ocean file fish (Canthidermis sufflamen), ocean surgeon fish (Acanthurus bahianus), and butter grouper (Mycteroperca spp.). In general, the mean target strength results from the caged fish experiments were in agreement with published target strength length relationships, with the exception of white grunt and pluma.

Smelt (Osmerus eperlanus L.) from the river Elbe has a long tradition as local food speciality. It is offered baked or fried every year during spring in many restaurants along the river. Information about the composition of the edible part and its changes during fishing season are scarce. In earlier days the fish was mostly sold by local fisherman directly after catch. Today the fish is also offered as ungutted fresh fish in ice on the whole sale market. The freshness of this fish has not been studied. Smelt from the river Elbe is known to contain nematode larvae (Pseudoterranova decipiens) in the muscle meat. Actual quantitative data on the abundance and prevalence in the commercially offered ice stored fish are missing.

The ACT workshop "Enabling Sensor Interoperability" addressed the need for protocols at the hardware, firmware, and higher levels in order to attain instrument interoperability within and between ocean observing systems. For the purpose of the workshop, participants spoke in tern of "instruments" rather than "sensors," defining an instrument as a device that contains one or more sensors or actuators and can convert signals from analog to digital. An increase in the abundance, variety, and complexity of instruments and observing systems suggests that effective standards would greatly improve "plug-and-work" capabilities. However, there are few standards or standards bodies that currently address instrument interoperability and configuration. Instrument interoperability issues span the length and breadth of these systems, from the measurement to the end user, including middleware services. There are three major components of instrument interoperability including physical, communication, and application/control layers. Participants identified the essential issues, current obstacles, and enabling technologies and standards, then came up with a series of short and long term solutions. The top three recommended actions, deemed achievable within 6 months of the release of this report are: A list of recommendations for enabling instrument interoperability should be put together and distributed to instrument developers. A recommendation for funding sources to achieve instrument interoperability should be drafted. Funding should be provided (for example through NOPP or an IOOS request for proposals) to develop and demonstrate instrument interoperability technologies involving instrument manufacturers, observing system operators, and cyberinfrastructure groups. Program managers should be identified and made to understand that milestones for achieving instrument interoperability include a) selection of a methodology for uniquely identifying an instrument, b) development of a common protocol for automatic instrument discovery, c) agreement on uniform methods for measurements, d) enablement of end user controlled power cycling, and e) implementation of a registry component for IDS and attributes. The top three recommended actions, deemed achievable within S years of the release of this report are: An ocean observing interoperability standards body should be established that addresses standards for a) metadata, b) commands, c) protocols, d) processes, e) exclusivity, and f) naming authorities.[PDF contains 48 pages]

The importance of fishing gear in fishing cannot be over-emphasized; as without it fish cannot be obtained. The method used to catch fish affects the condition in which the product is landed. This means that a bad-catching method would produced bad fish to the consumer. To achieve the goal of self-sufficiency in fish production in Nigeria, there is need to address the lingering problems of fishing gear and craft technology, especially in terms of availability of materials and their cost. The sale and making of fishing gear materials are two areas of fisheries, which are yet to be exploited by the general public as forms of businesses for livelihood. The study is conducted in villages around the lower part of Kainji Lake, towards the dam, including New Bussa. It reveals that only the fishermen themselves are involved in making their own fishing gears while those involved in the selling of fishing gear materials like the sheet netting, ropes, twines, floats, sinkers etc are business men and women who may not have any experience of fishing. Also considered in the study is the art of making fishing crafts like the canoe and gourd. Very few entrepreneurs are involved and they are so skilled that each is specialized in the making of only one kind of craft or gear

Questionnaires containing 39 questions were prepared and administered to 50 women in ten fishing villages in the Southern Kainji Lake Basin to assess the level of women participation in fisheries activities. Results showed that 100% of the women interviewed were involved in fisheries activities and the following factors were considered. Age group between 20-30 years was 18%; 31-40 years; 30%; and above 40 years had the highest percentage of 40%. Also 98% of the women involve in fisheries activities were married while only 2% were not married. Muslin women constituted 82% while 18% were Christians. About 70% of Hausas were involved: no Igbos and Yorubas, while 30% were other tribes, which included Ijaws, Isokos and Urohobos. The percentage of women without education amounted to 62%, those women with Koranic education accounted for 22%, 14% had primary education while only 2% had secondary education. Few women were directly involved in fishing and statistical analysis showed that there was insignificant difference from village to village. All the women (100%) were involved in fish processing and storage (preservation) before sale. Only 26% of the women were not involved in fish marketing. Also 26% of the women made profits ranging from N500 to N1,000 per week, 24% make N1,000 to N1,500 per week, 12% made N1,500 to N2,000 and 38% made profit above N2,000. Statistical analysis showed that there was a significant difference in the profit made by the women (P<0.05) from the foregoing, women were actively involved in all fisheries activities

This report summarises the fisheries electrofishing survey work undertaken on the River Lune, England, in the period 1981-85 and 1991. As part of a long term monitoring programme by the National Rivers Authority, juvenile surveys, with the emphasis on salmonids, have been carried out on the River Lune on a number of occasions since 1981. The latest survey in 1991 now gives the opportunity to assess what, if any, changes have occurred in the juvenile populations across the last 11 years and how future fisheries management may impact on the River Lune as a fishery. The areas of trout and salmon, fry and parr production will be considered in detail, as will adult trout populations. Water quality issues will be mentioned briefly as will habitat issues, where they are deemed to be important in affecting fish densities.

Identifying the spatial and temporal patterns of larval fish supply and settlement is a key step in understanding the connectivity of meta-populations (Sale et al., 2005). Because of the potentially dispersive nature of the pelagic larval phase of most reef fishes, tracking cohorts from hatching to settlement is extremely difficult (but see Jones et al., 1999). However, for many studies it is sufficient to sample larvae immediately before settlement. Many coral reef fish species use mangrove and seagrass beds as nursery habitats (Nagelkerken et al., 2001; Mumby et al., 2004) and larvae of these species must pass over the reef crest in order to arrive at their preferred settlement habitats. The ability to sample this new cohort of larval fishes provides opportunities for researchers to explore the intricacies of the transition from larva to juvenile (Searcy and Sponaugle, 2001). Quantifying the potential settlers also provides valuable information about the spatial and temporal supply of presettlement larvae (Victor, 1986). Therefore a number of larval sampling methods were developed, one of which is the use of crest nets (Dufour and Galzin, 1993).

Economic analysis of the trawl fishery of Brunei Darussalam was conducted using cost and returns analysis and based on an economic survey of trawlers and B:RUN, a low-level geographic information system. Profitability indicators were generated for the trawl fleet under various economic and operational scenarios. The results show that financial profits are earned by trawlers which operate off Muara, particularly those with high vessel capacity, and that these profits could be further enhanced. On the other hand, a similar fleet operating off Tutong would generate profits due mainly to high fish biomass. Trawling operations offshore are deemed financially unfeasible. Incorporating realistic opportunity costs and externalities for existing trawl operations off Muara results in economic losses.

Studies were carried out during May 1997 to January 1998 in Kishoregani district in Bangladesh to investigate the production potential of carp polyculture in combination with Amblypharyngodon mola in seasonal ponds. The preliminary results indicate that A. mola can be successfully cultured in small seasonal ponds in polyculture with carp. This practice can result in an increase in the households' consumption of small fish which have a very high content of calcium, iron and vitamin A. In addition to the nutritional benefits, it can also provide additional income through sale of carp and surplus small fish.

The age and growth dynamics of the spinner shark (Carcharhinus brevipinna) in the northwest Atlantic Ocean off the southeast United States and in the Gulf of Mexico were examined and four growth models were used to examine variation in the ability to fit size-at-age data. The von Bertalanffy growth model, an alternative equation of the von Bertalanffy growth model with a size-at-birth intercept, the Gompertz growth model, and a logistic model were fitted to sex-specific observed size-at-age data. Considering the statistical criteria (e.g., lowest mean square error [MSE], high coefficient-of-determination, and greatest level of significance) we desired for this study, the logistic model provided the best overall fit to the size-at-age data, whereas the von Bertalanffy growth model gave the worst. For “biological validity,” the von Bertalanffy model for female sharks provided estimates similar to those reported in other studies. However, the von Bertalanffy model was deemed inappropriate for describing the growth of male spinner sharks because estimates of theoretical maximum size (L∞) indicated a size much larger than that observed in the field. However, the growth coefficient (k= 0.14/yr) from the Gompertz model provided an estimate most similar to that reported for other large coastal species. The analysis of growth for spinner shark in the present study demonstrates the importance of fitting alternative models when standard models fit the data poorly or when growth estimates do not appear to be realistic.

It also includes the report by the area fisheries officer on river conditions and fishing, and an update on Tintwistle hatchery and Worthington Stock Pools. Included in this report is also the pollution incidents, fish mortalities, fisheries management and the stocking numbers of coarse fish, brown trout and rainbow trout by the Angling Associations. The Fisheries Advisory Committee was part of the Regional Water Authorities, in this case the North West Water Authority. This preceded the Environment Agency which came into existence in 1996.
