Established in early 2002, STREAM Vietnam has so far attained a number of good experiences and lessons in using participatory approaches for its work. The Country Office has been able to link to a wide range of stakeholders, and is working hard to build close relationships amongst them, so that institutional entities can better support the livelihoods of poor aquatic resources users, and support disadvantaged groups of people to improve their living standards by themselves. Reservoir fisheries and co-management are at early stage in Vietnam, but in certain places and industries co-management has brought about successful results by involving proactive participation of communities. Situated on the same continent and having many similarities, the interaction in agriculture and fisheries sector between Vietnam and Sri Lanka has brought the two countries closer. Being members of the STREAM family, there are great opportunities for exchange of experiences and lessons towards sustainable management of reservoir resources. (PDF has 11 pages.)

Community Based Resource Management (CBRM) understood as an approach emphasizes a community's capability, responsibility and accountability with regards to managing resources. Based on the recommendations for the Nigerian-German Kainji Lake Fisheries Promotion Project (KLFPP), the Niger and Kebbi States Fisheries Edicts were promulgated in 1997. These edicts, among other things, banned the use of beach seines. Given the conviction of KLFPP, that if communities whose livelihood is linked to the fishery, understand and identify the problems and by consensus agree to the solutions of fisheries problems, they are more likely to adhere to any control measures, specifically the ban on beach seine. In 1999 a first agreement was reached between beach seiners, non-beach seiners and government authorities leading to an almost complete elimination of beach seine on the Lake Kainji. However, despite on going efforts of the Kainji Lake Fisheries Management and Conservation Unit in 2000 and possibly because of certain oversights during and after the first agreement, in May 2001 a significant number of beach seiners was observed. This led to a re-assessment of our approach, which lately culminated into another round of negotiation. The paper presents the latest results on this on-going process

Siddeek et al. (1991) discussed very briefly some recent developments in Kuwait's shrimp fishery, including an important increase in landings of the main commercial species, Penaeus semisulcatus. This increase coincided with a marked fall in landings of the other important species, Metapenaeus affinis. They thought that these changes were caused by a reduction in effort combined with a more or less simultaneous favorable environmental change for P. semisulcatus and an unfavorable environmental change for M. affinis, but did not give any unequivocal evidence to support this conclusion. The results they reported are, nevertheless, very important and may be relevant to scientists and managers in other parts of the world.

This is the report of the “DoF/NACA-STREAM/FAO Workshop on Livelihoods Approaches and Analysis” that was conducted in Yangon, Union of Myanmar from 11-15 May 2004. The purpose of the workshop was to develop and document mechanisms for training in livelihoods approaches and analysis, and to build national capacity to conduct livelihoods studies. The workshop in Yangon was the first STREAM event in Myanmar, with colleagues coming to participate from Yangon and many Divisions and States throughout the country. The workshop in Yangon was the fourth in a series, the first of which was held in Iloilo City, Philippines, in November 2003, the second in Ranchi, India, in February 2004, and the third in Vientiane, Lao PDR in March 2004. A subsequent workshop will take place in Yunnan, China. The objectives of the workshop were to: Understand issues of interest to people whose livelihoods include aquatic resources management, especially those with limited resources Build “(national) livelihoods teams” to do livelihoods analyses and training, and share their experiences with communities and other stakeholders Share understandings of livelihoods approaches and analysis using participatory methods Review current NACA-STREAM livelihoods analysis documentation, adapt and supplement, towards the drafting of a Guide for Livelihoods Analysis Experience the use of participatory tools for livelihoods analysis Plan activities for carrying out livelihoods analyses, and Consider how to build capacity in monitoring and evaluation (M&E) and “significant change”. Throughout the Asia-Pacific region capture fisheries and certain less intensive forms of aquaculture can and do play a vital role in livelihoods management, food security, and health and nutrition. The impact of radio as a medium of communication in all human endeavours cannot be over emphasized. It is the cheapest means of reaching large number of people in illiterate society. Thus, the Kainji Lake Fisheries Promotion Project used radio in reaching fishers around Kainji Lake basin (Nigeria). Two radio stations namely Radio Niger (Koro station in New Bussa) and Federal Radio Corporation (FRCN), Kaduna were used. Open broadcast using Hausa language, which is commonly spoken among the target group, was used for the broadcast.A total of 152 programmes were produced and broadcasted 720 times.After five years of broadcast, impact assessment studies were carried out using focus group discussion method in 25 randomly selected fishing villages out of 309 villages. The paper reports the result of the impact of the radio broadcast on fishing and related activities and how this affects management strategies adopted by the Project

Nigeria with an estimated population of about 120 million people requires about 2.3 million metric tonnes of fish and fisheries product for good health at the recommended 19 kg/caput/year by FAO. Lake Chad fisheries resource of Borno State is a blessing in disguise to the Nigerian economy. It has potential to produce over 300,000 metric tonnes of fish protein annually, representing about 12.2% of the total fish demand of Nigerians. In spite of this laudable potential Lake Chad fisheries resources of Borno State declined in the past two decades due, largely, to lack of/or inadequate attention by the government, private and commercial organization, lack of social economics and infra-structural facilities for rational exploitations and management of its resources. This paper re-emphasizes the importance of Lake Chad Fisheries of Borno State in the Nigerian economy. The fisheries resources, the environment, the exploitation, the potential marketing, the role of law enforcement and foreign agencies, the constraints and potentials are discussed. Nigeria can derive a substantial proportion of its fish demand from Lake Chad fisheries of Borno State alone just with the adoption of some proffered strategies including combined efforts of the private and public sectors in the rational management of the fisheries resource of Lake Chad

There has been a perception of increasing river channel instability in north west rivers and the River Lune in particular in recent decades. This has been attributed variously to: (a) long-term trends in precipitation-runoff regime; (b) changes in land-use such as moor-draining and sub-soil draining such that the river is more flashy than previously, and (c) a change in the magnitude-frequency relationships of flow such that high discharges are occurring with increased frequency. Resources are available in the form of rainfall and runoff records, archived information on channel planform, land use statistics and local engineering experience which have not been jointly and fully evaluated. Effective interpretation of the nature of channel change through time with respect to this resource may enhance the Environment Agency's ability to manage the river channel efficiently in the future and will aid the development of effective policy. The results of this study will for the first time, provide robust guidance with respect to long-term channel adjustment and the appropriate management options. The research provides suggestions as to how policy might be developed taking account of other pertinent factors.

Solomon Islands has recently developed substantial policy aiming to support inshore fisheries management, conservation, climate change adaptation and ecosystem approaches to resource management. A large body of experience in community based approaches to management has developed but “upscaling” and particularly the implementation of nation-wide approaches has received little attention so far. With the emerging challenges posed by climate change and the need for ecosystem wide and integrated approaches attracting serious donor attention, a national debate on the most effective approaches to implementation is urgently needed. This report discusses potential implementation of “a cost-effective and integrated approach to resource management that is consistent with national policy and needs” based on a review of current policy and institutional structures and examination of a recent case study from Lau, Malaita using stakeholder, transaction and financial cost analyses.

Consensus, compromise and cooperation. That was how more than 100 fishers reached agreement on how they would manage their own fishery in a small reservoir in northeastern Brazil. The long hard road that led to the agreement, the final congress in which fishers made minor history and the lessons that others may draw from the experience are described in this article. The fishers agreed on a nonfishing period of protected areas and a seasonal ban on certain nets in the face of a government department that told them the measures were non-building and essentially illegal.

The Cogtong Bay experience represents a bold attempt to pursue a shared responsibility between the government and local residents for rehabilitating coastal resources. Some of the factors that provided the impetus to co-management arrangements were the recognition of resource management problems, dependence on coastal resources for livelihood and the desire for more sustainable resource use. This paper draws attention to the importance of legitimate user/property rights, vigilant law enforcement efforts, common commitment among stakeholders and continuing support from local leadership in viable co-management arrangements.
