The objectives of these Technical Guidelines are to provide a focus on small-scale fisheries and their current and potential role in contributing to poverty alleviation and food security by expanding on the guidance on small-scale fisheries offered by the Code. The Guidelines are complementary to existing Technical Guidelines for Responsible Fisheries. Most small-scale fishers are in developing countries and many live in communities characterized by poverty and food insecurity. Small-scale fishing communities are faced with an array of serious problems, including overexploitation and depletion of resources, lack of alternative sources of employment, rapid population growth, migration of populations, displacement in coastal areas due to industrial development and tourism, pollution and environmental degradation and conflicts with large commercial fishing operations. However, small-scale fisheries are critical for food security and poverty alleviation in many countries. The first part of the Guidelines discusses the current contribution, role and importance of small-scale fisheries in poverty alleviation and food security. It examines the importance of small-scale fisheries for poverty alleviation at a national, local and household level. It also notes the nutritional qualities of fish and thus the particular role of fish in nutritional aspects of food security. The fact that about half of all fish caught for human consumption comes from small-scale fisheries underlines the importance of this subsector for the world fish supply. In many countries small-scale fisheries contribute to national food security both directly – where fish is a crucial part of the daily diet, and indirectly – by generating foreign exchange earnings that enable the purchase through trade of a range of food products. The second part of the Guidelines explores ways through which the contribution of small-scale fisheries to poverty alleviation and food security could be enhanced. A vision for the future of small-scale fisheries is presented as a goal towards which the subsector should develop. Ensuring greater participation by small-scale fishers and their communities in the formulation of policies, the development of related legislation and regulations, and in management decision-making and implementation processes, is vital to the realization of this vision. The central role of effective fisheries management, the importance of considering cross sectoral uses of fisheries and related resources, the special role of women in fish marketing, processing and value addition, the significant scope for trade, the critical role that adequate financing may have in enabling transitions for effective fisheries management and the role of knowledge in making informed decisions are all discussed in these Guidelines. The purpose of the project is to develop sustained small-scale cage fish culture in inland and coastal waters through improved understanding of the social, institutional and resource environment of resource poor groups. Two Asian countries, Bangladesh (inland systems) and Vietnam (marine), were studied with this workshop bringing together both sides of the project together with representatives of collaborative institutions, government departments and universities. Addressing the overall aim of producing guidelines for the planning and extension of cage aquaculture in Asia a combination of group work and plenary discussion was conducted producing the following outputs. 1) An assessment of cage aquaculture potential, 2) Development options for small-scale cage culture, 3) A review of tools and methodologies and 4) Policy initiatives for sustainable cage culture development. Key issues raised were the use of outputs as a guide to be adapted to regional circumstances to facilitate farmer and extension worker discussion and not as a rigid methodology. The degree of linkage between development, research and government institutions was also considered a crucial factor in benefiting the research and development of cage culture at the local, regional and national level and vital in affecting the future policies by both development and government institutions. Despite considerable conservation efforts, many reef fish fisheries around the world continue to be in peril. Many are vulnerable to overexploitation because they have predictable and highly aggregated spawning events. In U.S. Caribbean waters, fishery managers are increasingly interested in advancing the use of closed areas as a means for rebuilding reef fisheries, protecting coral reef habitats, and furthering ecosystem-based management while maintaining the sustained participation of local fishing communities. This study details small-scale fishermen’s views on the Caribbean Fishery Management Council’s proposals to lengthen the current Bajo de Sico seasonal closure off the west coast of Puerto Rico to afford additional protection to snapper-grouper spawning populations and associated coral reef habitats. Drawing on snowball sampling techniques, we interviewed 65 small-scale fishermen who regularly operate in the Bajo de Sico area. Snowball sampling is a useful method to sample difficult-to-find populations. Our analysis revealed that the majority of the respondents opposed a longer seasonal closure in the Bajo de Sico area, believing that the existing 3-month closure afforded ample protection to reef fish spawning aggregations and that their gear did not impact deep-water corals in the area. Whilst fishermen’s opposition to additional regulations was anticipated, the magnitude of the socio-economic consequences described was unexpected. Fishermen estimated that a year round closure would cause their gross household income to fall between 10% and 80%, with an average drop of 48%. Our findings suggest that policy analysts and decision-makers should strive to better understand the cumulative impacts of regulations given the magnitude of the reported socio-economic impacts; and, more importantly, they should strive to enhance the existing mechanisms by which fishermen can contribute their knowledge and perspectives into the management process.

The fisher folk used to catch small indigenous species of fish (SIS) from rivers, canals, wetlands and floodplains at little or no cost for their livelihood. Surplus fish was sold at the local market to generate some little capital for the households. The livelihood and consumption of SIS in fishing community of two upazilas viz. Trisal and Ishwarganj under Mymensingh district were studied for 3 months in 2004. Most of the fisher folk of the study areas belong to resource-poor section of the society living below the poverty level. Majority of them had no cultivable land. As professional fishers they face many problems during lean fishing period from January to April due to little or non-availability of fish. Majority of the fisher households consumed SIS three to four days a week. The fisher households of Trisal upazila consumed more small fish than those of Ishwargonj upazila. More than 50% respondents consumed <20 g SIS/day and 20% consumed >40 g SIS/day in Trisal upazila. On the other hand, in Ishwargonj upzila, most of the fisher households (66%) were found to consume <20 g SIS/day. SIS was mostly available from July-December in rivers, wetlands (beels), and canals, and income from fishing was reported to be good. The dominant SIS was Puntius spp., Mystus spp., Anabas testudineus, catfishes, mola, and small prawns. Non-indigenous species like tilapia was also dominant in Trisal upzila where aquaculture practices were well established.

State resource managers face a growing population intent on living on or near the coast, coupled with an increasing desire to have immediate access to the water by private docks or piers. Diagnosis and adaptive management can help improve the ability of small-scale fisheries (SSF) in the developing world to better cope with and adapt to both external drivers and internal sources of uncertainty. This paper presents a framework for diagnosis and adaptive management and discusses ways of implementing the first two phases of learning: diagnosis and mobilising an appropriate management constituency. The discussion addresses key issues and suggests suitable approaches and tools as well as numerous sources of further information. Diagnosis of a SSF defines the system to be managed, outlines the scope of the management problem in terms of threats and opportunities, and aims to construct realistic and desired future projections for the fishery. These steps can clarify objectives and lead to development of indicators necessary for adaptive management. Before management, however, it is important to mobilize a management constituency to enact change. Ways of identifying stakeholders and understanding both enabling and obstructive interactions and management structures are outlined. These preliminary learning phases for adaptive SSF management are expected to work best if legitimised by collaborative discussion among fishery stakeholders drawing on multiple knowledge systems and participatory approaches to assessment. An examination is made of the socio-economic factors associated with the failure of existing approaches to the fishing input requirements of small-scale fisheries in Nigeria. The fishermen and secretaries of the fishermen cooperative societies in three major settlements (Uta-Ewa, Okoroete and Iko) were selected for interviews. The survey showed that the idealogy of the fishermen of the role of cooperative society is wrong and specific programmes need to be directed towards correcting this perception. Thus, for any meaningful support programme for the artisanal small-scale fishermen, the perception of the fishermen about the cooperative organization must first be aligned rightly. It is suggested that the fishing input be determined by type and specification as a preliminary step in the delivery of inputs to the fishermen. Social, economic and cultural variabilities should be related to the requirement by the fishermen. The price level of fishermen will determine the direction and level of government support required

A study of fishing crafts was conducted in some coastal states of Nigeria to elucidate findings on the existing crafts as the baseline for further developments. Based on the technical designs, three types of fishing crafts were identified; planked, dug-out and half dug-out canoes. The planked canoes have the largest cubic number and dug-out canoes the least. At loadwater line, the ratio of freeboard to draft was 2 : 1 for planked canoes, indicating reserved buoyancy. Trim of planked canoe is by stern; the beam-length ratio for dug-out canoes showed high drag. Most of the sea-going canoes have U-shaped bottom hull profile capable of withstanding the rigours of surf landing and displayed good stability against longitudinal water wave. Gunwale and thwarts provided respectively the longitudinal and transverse strength of planked and half dug-out canoes. With its characteristics 'weight low down' construction, planked canoe represent the climax of small scale fishing crafts developments in Nigerian coastal waters. It's only draw back is durability. Further improvement in this canoe should be aimed at increasing the hull size and stiffness, water tightness of deck by coating, caulking, fastening, increasing level of motorization and installation of deck working equipments. Experimental design and use of fibre glass, aluminium and ferrocement hulls, together with improved planked canoe is highly advocated

About 40 years have passed since the discovery of picophytoplankton; the present knowledge of the taxonomy, physiology and ecology of these tiny photoautotrophic cells offers new perspectives on the importance of the microbial contribution to global biogeochemical cycles and food webs. This review focuses on the relationships among the components of picophytoplankton (picocyanobacteria and the picoplanktic eukaryotes) and biotic and abiotic environmental factors. The dynamics of picophytoplankton in aquatic ecosystems are strictly dependent upon basin size and trophy, temperature, and nutrient and light limitation, but they are also regulated by grazing and viral-induced lysis. The review considers: the pros and cons of the molecular approach to the study of the taxonomy of freshwater Synechococcus spp.; the importance of ecological aspects in understanding the puzzle of picophytoplankton phylogeny (genotype vs ecotype); and the role of biotic vs abiotic interactions in controlling picophytoplankton dynamics. Biotic, top-down control mechanisms are reviewed as well as knowledge of other biological interactions.

We used bomb radiocarbon (14C) in this age validation study of Dover sole (Microstomus pacificus). The otoliths of Dover sole, a commercially important fish in the North Pacific, are difficult to age and ages derived from the current break-andburn method were not previously validated. The otoliths used in this study were chosen on the basis of estimated birth year and for the ease of interpreting growth zone patterns. Otolith cores, material representing years 0 through 3, were isolated and analyzed for 14C. Additionally, a small number of otoliths with difficult-to-interpret growth patterns were analyzed for 14C to help determine age interpretation. The measured Dover sole 14C values in easier-to-interpret otoliths were compared with a 14C reference chronology for Pacific halibut (Hippoglossus stenolepis) in the North Pacific. We used an objective statistical analysis where sums of squared residuals between otolith 14C values of Dover sole and the reference chronology were examined. Our statistical analysis also included a procedure where the Dover sole 14C values were standardized to the reference chronology. These procedures allowed an evaluation of aging error. The 14C results indicated that the Dover sole age estimates from the easier-to-interpret otoliths with the break-and-burn method are accurate. This study validated Dover sole ages from 8 to 47 years.

Nearshore fisheries in the tropical Pacific play an important role, both culturally and as a reliable source of food security, but often remain under-reported in statistics, leading to undervaluation of their importance to communities. We re-estimated nonpelagic catches for Guam and the Commonwealth of the Northern Mariana Islands (CNMI), and summarize previous work for American Samoa for 1950−2002. For all islands combined, catches declined by 77%, contrasting with increasing trends indicated by reported data. For individual island entities, re-estima-tion suggested declines of 86%, 54%, and 79% for Guam, CNMI, and American Samoa, respectively. Except for Guam, reported data primarily represented commercial catches, and hence under-represented contributions by subsistence and recreational fisheries. Guam’s consistent use of creel surveys for data collection resulted in the most reliable reported catches for any of the islands considered. Our re-estimation makes the scale of under-reporting of total catches evident, and provides valuable baselines of likely historic patterns in fisheries catches.

Growth and mortality parameters, exploitation rates and annual recruitment patterns were estimated from monthly length-frequency samples for Sardinella longiceps, S. fimbriata, S. Albella, Decapterus macrosoma, Dipterygonatus balteatus, Rastrelliger faughni and Encrasicolina heteroloba. These results provide the first sets of stock parameter estimates for these species off Tawi-Tawi, Philippines. The growth parameters derived were found comparable with previous estimates available for the same species from other localities. Recruitment was noted to be year-round and bimodal. Estimates of fishing mortality and exploitation rate were found to be presently above appropriate levels.

The Oxbow Lakes Small Scale Fishermen Project in western Bangladesh is primarily a Social Fisheries Project. The project aims at self-management of the Oxbow lakes fishing and fish farming by members of the local communities and the sharing of the benefits in an equitable manner. Project emphasis is on social and institutional aspects of the community water resource management and on improving the fish yields through better fisheries practices.
