In the last years German food control laboratories have established proof of a significant number of cases of incorrectly labelled flatfish on the German market. A flatfish offered as sole (Solea vulgaris) in Southern Germany served as an example for mislabelled flatfish and for the difficulties food control laboratories may encounter and to identify products of unknown origin. Morphometric and meristic examination, as well as isoelectric focusing of sarcoplasmic proteins, PCR-based DNA-analysis failed to identify the fish. By using these methods, it only could be excluded that the fish belonged to the species of Solea vulgaris or another described flatfish species. DNA sequencing of an amplicon gave a sequence identical to a sequence in GenBank, which, however, turned out to be incorrectly assigned to Solea vulgaris. More research about characterization and identification of tropical flatfish is recommended, because of the growing importance of these fishes for the European market.

In 2004 the fish processing company Euro-Baltic Fischverarbeitungs GmbH Mukran, went into operation on the Isle of Rügen at the Baltic coast of Germany. About 20 % of the herring landed there is discharged from the cutters into the processing plant by pipes, driven by pumps, in case that the landed volume exceeds 10 t fresh weight. In such case the herring is transported in water suspension by means of a pressure-vacuum suction pump system into containers and further transported via conveyer belt to a flowscale. During this process most of the water runs off. It is however unknown how much water remains with the fish and is eventually weighted as fish. To estimate this proportion the mixture of water and fish was stored in special transport containers, which allow the measurement of the run-off. As a result the study shows that on average 2 % of weight measured by the tape scale is water. Along with this factors were determined which influence the variability of the proportion of water.

Landings of brown shrimp (Crangon crangon) for human consumption are not the only part that is taken from the North Sea shrimp stocks. Small amounts of industrial shrimps taken in the second half of a year in Germany add as well to the total amount that is taken from the stocks as the moribund animals discarded all over the year during the first sieving process on board, as the cooked and discarded ones in the second sieving on board and as those from the third sieving process ashore normally being crushed and used for animal feed stuff. All these fractions of the total catch of brown shrimps give a total of approximately 74 000 tonnes that were taken from the North Sea in 2005. Nevertheless, due to low predator abundance and changing climate conditions Crangon stocks show no signs of overexploitation so far with increasing LPUE values in the north-eastern part of the German Bight and decreasing ones in the south-east and Channel. There is the need of further investigations of these changes in the life history and distribution of shrimp as well as in the fishing behaviour and effort of the shrimp fleets .

At present the fishery for the brown shrimp (Crangon crangon L.) is one of the most economically rewarding fisheries in Europe. Due to the small size of the target objects this fishery has to be carried out with rather small meshes. As it is, however, performed on the nursing grounds of important fish species it encounters a severe bycatch problem. On this basis, EU Council regulation 850/98 demands the use of either sieve nets or sorting grids from 1 July, and to pass pertaining national bye-laws. Germany discusses to use either sieve nets of 70 mm mesh opening or sorting grids of 20 mm bar distance, and tries to achieve a harmonization of the byelaw with neighbouring countries of The Netherlands and Denmark to ensure equal conditions on the same fishing grounds.

At present, there is practically no research on fisheries economics in Germany. Due to special interest of a research assistant in the field of land economics at the Institute of Botany of the University of Greifswald two projects on fisheries economics are being carried out, and a Ph. D. thesis on this topic has been finished. Basically two levels must be distinguished: business level and economics. Business economics relate mainly to operational and market analysis, but also to consequences of political measures for a single company. Economical considerations relate to long-term measures. It is important to find a compromise between short-term economical success and stable long-term conditions for the fishery.

Fishery on brown shrimp has developed towards one of the most important fisheries in the North Sea area in economic terms. Statistical data on European wide landings have been gathered by a working group of the International Council for the Exploration of the Sea. They show relatively stable shares of approximately 50% for Germany, 38% for the Netherlands and 8% for Denmark. Further production originates from Great Britain, France and Belgium. The new log-book regulation of the EU will give similar data improved by better information on fishing areas and fishing effort.

In January/February 2001, Germany participated with “Walther Herwig III” in the International Bottom Trawl Survey (IBTS) of ICES by contributing 70 half hour tows with the Grande Ouverture Verticale Bottom Trawl (GOV), 78 hydrographic stations, and 88 catches with the Method-Isaac-Kidd net (MIK), mostly in the central and northern North Sea. In total, 368 fishing stations by means of the GOV were covered by the international fleet. Preliminary results indicate that only indices for herring, whiting, and – to some degree – haddock are in the long-term mean. In contrast, the index for cod gives reason to serious concern. In addition, indices for both mackerel and Norway pout do not show any signs for an increasing strength of these stocks. Oceanographic data show that in comparison with the data from 1995 onwards actual temperatures and salinities are in the normal range. However, mean water temperatures of this short period are about more than a half degree above the long-term means of the period 1961 to 1990.

The worldwide aquaculture production amounts to about one third of the world fishery catch. While the world fishery catch in the last years is stagnating and an increase is not to be expected, the aquaculture rose by about 10 % annually. This rate of growth is also predicted for the next years. Fish meal and oil forms a key position for the further development of aquaculture, specially for carnivorous fish species, of which the salmonids will gain an increasing economic importance, not only on the European, but also on the Japanese and American markets. Without an adequate supply of fish meal and oil for the production of these fish species, the expected product quality cannot be realized under economic conditions. Fish meal and oil are commonly produced from small pelagic fish species, which, at present and in the near future, have no importance for direct human consumption. Since December2000 the use of fish meal and oil in Germany is only allowed for use in aquaculture and petfood. However, conclusive arguments for a ban on the utilization for other animal feeds do not exist so far. The European Union continues to allows feeding of other animals – except ruminants – with fish meal under certain control measures.

Aiming for price stabilisation Danish, German and Dutch brown shrimp fisheries agreed on weekly catch limitations for the years 1998 and 1999. This resulted in fishing effort reduction of 18 % of the total number of fishing trips in 1998 and up to 24 % in summer. In that period highest abundance of young plaice occurs in the Wadden Sea which is the fishing area of the brown shrimp fleets of Germany and the Netherlands. Consequently as a side effect a reduction of the total annual by-catch especially of young plaice must have occurred. According to formerly conducted EU-studies and investigations the by-catch reduction due to the agreed catch limitations should have led to survival of millions of young plaice. They give a potential of some extra catch in coming years which is 2,5 % of the total TAC of plaice in the North Sea. Compared to the German TAC in year 2000 the gain equals 44 %. The catch limitations effect on by-catch reduction in 1998 was in the same order of magnitude of the one achievable by technical measures in net selection applied in that fishery and research. In account of the decision of the IBSFC (International Baltic Sea Fisheries Commission) to admit alternative codend constructions to the presently legal of diamond meshes with 120 mm mesh opening, since seven years a vivid research activity is encouraged at the fishing technology institutions around the Baltic. Though a center of gravity in this field of research lies in the EUproject BACOMA (participants Finland Sweden, Denmark) also the corresponding national institutes of other Baltic countries (Germany, Poland, Russia) have been active with similar investigations. German experiments in 1999 dealt with the effect of the use of netting made of double instead of single yarn on the selectivity. Further research was done on modifications of codends made from netting turned 90° from its original orientation and on simplified versions of the so-called Multipanel codend which consists of three equal diamond and three square mesh panels. The experiments demonstrated on the one hand a definite deterioration of the selective properties in a codend made from double instead of single yarn. Constructional changes in codends made from netting turned 90° on the other hand brought a further improvement of the selectivity of such codends. Finally, the investigations on the Multipanel codend revealed the overwhelming influence of the square mesh panels on the selectivity success. If in a conventional diamond codend three windows are cut out starting 50 cm from the real end of the codend in such a way that the remaining parts have the same breadth as the square mesh panels to insert, the selective effect of such a codend is remarkably improved. According to further preliminary tests this seems to be nearly independent from the type of material used.

The poor situation of fish stocks worldwide pointed out by FAO has led to a reconsideration of fishing concepts internationally. A brief outline of the world fishing situation is given, as well as that of the EU and Germany. Explanations of basic fishing parameters like catch, recruitment and fishing mortality are given and used to expound and graphically show the relation to overfishing and the new concept of the ”precautionary priciple” and ”precautionary approach” for the goal of a sustainable fishery. This leads to recommendations for research and actions in respect to selectivity, adjustment of fishing capacity and new concepts of utilisation.

End of January 1998 a real-time closed area has been established by the Federal Republic of Germany. As a case of emergency an area of 12 x 25 nm has been closed for trawling, to protect the mostly undersized 1996 cod year-class. The background and the valuation of this action is described.

An EU funded research project was started in 1998 by institutes from Ireland, Belgium, the Netherlands and Germany to reduce the adverse environmental impact of demersal trawls. In the frame of this project the Institute for Fishery Technique of the Federal Research Centre for Fisheries, Hamburg, is developing a jet beamtrawl replacing the heavy tickler chains of a traditional flatfish beam trawl by water jet nozzles placed at the lower side of the beam with the jets directed towards the sea bottom. First trials on the dutch research vessel “Tridens” were performed in March 1998. Catch and bycatch of a jet beamtrawl and a traditional beamtrawl were compared. The efficiency of the jet beamtrawl was not satisfactory and will have to be improved.

Germany is planning to construct a new herring factory on the Island of Rügen. This factory will need about 50 000 t of herring per year. For the German fishery this would mean to increase the past 10w 1andings of less than 15 000 t per year to a level which had a1ready been reached by the GDR before the reunification. News of less herring in the Baltic and a decline of German landings in 1998 compared to the years before have led to discussions whether the planned increase in landings could be reached and kept in the future. Information is given in view of German fishery interests about: • the actual assessed herring stock units and the corresponding recent stock development in the Baltic Sea • the Total Allowable Catch (TAC) values for the western and central Baltic Sea in 1998 and in 1999 • the German landings during spring of the years 1993 to 1998 in the Greifswalder Bodden, main German fishery ground in the Baltic Sea

In order to investigate the abundanceand strength of most recent year classes of cod,haddock, whiting, Norway pout, herring, sprat, and mackerel seven researchvessels of ICES member states carried out a bottom trawl survey in the North Sea in January/February 1996. Germany took part in these investigations by R.V. "Walther Herwig III" from January 19 to February 9 covering 62 out of 332 international stations. No substantial positive or negative results concerning the incoming year classes were obtained. As expected, the hydrographc situation of the area under investigation was strongly influenced by the actual weather: On the one hand, the continuous cooling of the surface layer by cold air caused vertical mixing down into the bottom layer in larger areas, and led to decreasing water temperatures which were below the long term values in nearly all the North Sea at the end of the investigation period. On the other hand, the continuous southern to eastern winds over the North Sea led to horizontal water mass transports renewing vertical salinity differences and inducing regionally positive as weH as negative salinity anomalies of up to 0.6· 10-3. ,
