The process of rolling out the CGIAR Research Program on Aquatic Agricultural Systems (AAS) in 12 target villages in the Tonle Sap region in Cambodia throughout 2013 involved several important tasks at different stages. This report covers one of those tasks: the Community Life Competence Process (CLCP), commonly referred to by stakeholders as "visioning". It has two main objectives: (1) to document the community visioning process, including the development of a community action plan and NGO work plan to monitor progress; and (2) to document village and network profiles of key community stakeholders at the village level.

Executive Summary: The marine environment plays a critical role in the amount of carbon dioxide (CO2) that remains within Earth’s atmosphere, but has not received as much attention as the terrestrial environment when it comes to climate change discussions, programs, and plans for action. It is now apparent that the oceans have begun to reach a state of CO2 saturation, no longer maintaining the “steady-state” carbon cycle that existed prior to the Industrial Revolution. The increasing amount of CO2 present within the oceans and the atmosphere has an effect on climate and a cascading effect on the marine environment. Potential physical effects of climate change within the marine environment, including ocean acidification, changes in wind and upwelling regimes, increasing global sea surface temperatures, and sea level rise, can lead to dramatic, fundamental changes within marine and coastal ecosystems. Altered ecosystems can result in changing coastal economies through a reduction in marine ecosystem services such as commercial fish stocks and coastal tourism. Local impacts from climate change should be a front line issue for natural resource managers, but they often feel too overwhelmed by the magnitude of this issue to begin to take action. They may not feel they have the time, funding, or staff to take on a challenge as large as climate change and continue to not act as a result. Already, natural resource managers work to balance the needs of humans and the economy with ecosystem biodiversity and resilience. Responsible decisions are made each day that consider a wide variety of stakeholders, including community members, agencies, non-profit organizations, and business/industry. The issue of climate change must be approached as a collaborative effort, one that natural resource managers can facilitate by balancing human demands with healthy ecosystem function through research and monitoring, education and outreach, and policy reform. The Scientific Expert Group on Climate Change in their 2007 report titled, “Confronting Climate Change: Avoiding the Unmanageable and Managing the Unavoidable” charged governments around the world with developing strategies to “adapt to ongoing and future changes in climate change by integrating the implications of climate change into resource management and infrastructure development”. Resource managers must make future management decisions within an uncertain and changing climate based on both physical and biological ecosystem response to climate change and human perception of and response to the issue. Climate change is the biggest threat facing any protected area today and resource managers must lead the charge in addressing this threat. (PDF has 59 pages.)

Some relevant components of selection program theory and implementation are reviewed. This includes pedigree recording, genetic evaluation, balancing genetic gains and genetic diversity and tactical integration of key issues. Lessons learned are briefly described – illustrating how existing method and tools can be useful when launching a program in a novel species, and yet highlighting the importance of proper understanding and custom application according to the biology and environments of that species.

An early establishment of selective breeding programs on Atlantic salmon has been crucial for the success of developing efficient and sustainable salmon farming in Norway. A national selective breeding program was initiated by AKVAFORSK at the beginning of the 1970s, by collecting fertilized eggs from more than 40 Norwegian river populations. Several private selective breeding programs were also initiated in the 1970s and 1980s. While these private programs were initiated using individual selection (i.e. massselection) to genetically improve growth, the national program was designed to gradually include all economically important traits in the breeding objective (i.e. growth, age at sexual maturation, disease resistance and quality traits) using a combined family and within-family selection strategy. Independent of which selection strategy and program design used, it is important to secure and maintain a broad genetic variation in the breeding populations to maximize selection response. It has been documented that genetically improved salmon from the national selective breeding program grow twice as fast as wild Atlantic salmon and require 25 per cent less feed, while salmon representing the private breeding programs all show an intermediate growth performance. As a result of efficient dissemination of genetically improved Atlantic salmon, the Norwegian salmon farming industry has reduced its feed costs by more than US$ 230 million per year! The national selective breeding program on Atlantic salmon was commercialized into a breeding company (AquaGen) in 1992. Five years later, several private companies and the AKVAFORSK Genetics Center (AFGC) established a second breeding company (SalmoBreed) using breeding candidates from one of the private breeding programs. These two breeding companies have similar products, but different strategies on how to organize the breeding program and to disseminate the genetically improved seed to the Norwegian salmon industry. Greater competition has increased the necessity to document the genetic gain obtained from the different programs and to market the economic benefits of farming the genetically improved breeds. Both breeding companies have organized their dissemination to get a sufficient share of the economic benefits in order to sustain and improve their breeding programs.

This paper is aimed at government, non-government organizations, intergovernmental organizations and the general public as they work toward the development of their individual strategies and action plans. It has been recognized that community-based organizations have a particular relevance to the pursuit of sustainable resource management and may well contribute to the foundations of self-sustenance. Women on Lake Victoria, Tanzania presently face great challenges within the fishery. These include the lack of capital, interference by men, theft of fishing gear, time constraints and socio-cultural problems. In recent years, the fish trading and marketing sectors of the fishery, which have traditionally been dominated by women, have seen large incursions by male entrepreneurs. This move has endangered the role of women within the fishery. This paper focuses on the Tweyambe Fishing Enterprise (TFE), a well-known women's group based in Kasheno village in the Muleba District of Kagera Region in northwestern Tanzania. Inhabitants from the Haya ethnic group who make up some 95% of the population of Kagera Region dominate this village. Sea level rise and inundation were stated to be the highest priorities in the community-developed Ocean Research Priorities Plan and Implementation Strategy in 2005. Although they remain stated priorities, very few resources have been allocated towards this challenge. Inundation poses a substantial risk to many coastal communities, and the risk is projected to increase because of continued development, changes in the frequency and intensity of inundation events, and acceleration in the rate of sea-level rise along our vulnerable shorelines. (PDF contains 4 pages) There is an increasing urgency for federal and state governments to focus on the local and regional levels and consistently provide the information, tools, and methods necessary for adaptation. Calls for action at all levels acknowledge that a viable response must engage federal, state and local expertise, perspectives, and resources in a coordinated and collaborative effort. A workshop held in December 2000 on coastal inundation and sea level rise proposes a shared framework that can help guide where investments should be made to enable states and local governments to assess impacts and initiate adaptation strategies over the next decade.

The South Carolina Coastal Information Network (SCCIN) emerged as a result of a number of coastal outreach institutions working in partnership to enhance coordination of the coastal community outreach efforts in South Carolina. This organized effort, led by the S.C. Sea Grant Consortium and its Extension Program, includes partners from federal and state agencies, regional government agencies, and private organizations seeking to coordinate and/or jointly deliver outreach programs that target coastal community constituents. The Network was officially formed in 2006 with the original intention of fostering intra-and inter- agency communication, coordination, and cooperation. Network partners include the S.C. Sea Grant Consortium, S.C. Department of Health and Environmental Control – Office of Ocean and Coastal Resource Management and Bureau of Water, S.C. Community-based aquaculture founded on the principles of common interest groups working together regardless of sex and age has been an effective tool for implementing scientific aquaculture programs in India. Water bodies that do not interset villagers are targeted for use to avoid communal problems. Farmers who share common interests are identified and organized and a team leader chosen among them. An inventory of resources using the SWOT analysis is made. A participatory approach to identify major problems, socioeconomic and biophysical constraints is used and appropriate interventions are planned. This process is then evaluated and the results of the impact assessment are provided to research/extension /policy planners for setting directions and priorities for further improvement. The potential for expanding community aquaculture for generating self-employment and improving food security of the rural poor as well as improving the environmental conditions of the villages in India can be further tapped.

The workshop on Strengthening Evaluation in Natural Resource Management Research is part of an ACIAR-funded Small Research and Development Activity (SRA) on Assessing the Impacts of Natural Resource Management and Policy Research in Development Programs, with WorldFish and Commonwealth Scientific and Industrial Research Organization (CSIRO) as partners. The SRA objectives included a review of literature to identify challenges in assessing the impact of NRMR programs and to propose a framework that addresses them. An exploratory workshop was held in February 2012 to initiate collective action within the CGIAR Research Programs (CRPs) to identify and address their impact challenges and led to the creation of the NRMR impact community of practice (COP). This follow-up workshop brought together members of the COP and partners in the SRA to discuss and reach agreement on how to progress on our collective goals of building new and appropriate approaches for NRMR IE and how to put these approaches into action through our research programs. This report is a documentation of the workshop process and outputs.

Environmental quality indicators provide resource managers with information useful to assess coastal condition and scientifically defensible decisions. Since 1984, the National Oceanic and Atmospheric Administration (NOAA), through its National Status and Trends (NS&T) Program, has provided environmental monitoring data on chemical, physical, and biological indicators of coastal environments. The program has two major monitoring components to meet its goals. The Bioeffects Assessments Program evaluates the health of bays, estuaries, and the coastal zone around the nation using the Sediment Quality Triad technique that includes measuring sediment contaminant concentrations, sediment toxicity and benthic community structure. The Mussel Watch Program is responsible for temporal coastal monitoring of contaminant concentrations by quantifying chemicals in bivalve mollusks. The NS&T Program is committed to providing the highest quality data to meet its statutory and scientific responsibilities. Data, metadata and information products are managed within the guidance protocols and standards set forth by NOAA’s Integrated Ocean Observing System (IOOS) and the National Monitoring Network, as recommended by the 2004 Ocean Action Plan. Thus, to meet these data requirements, quality assurance protocols have been an integral part of the NS&T Program since its inception. Documentation of sampling and analytical methods is an essential part of quality assurance practices. A step-by–step summary of the Bioeffects Program’s field standard operation procedures (SOP) are presented in this manual.

Shallow coral reefs in the IndoPacific contain the highest diversity of marine organisms in the world, with approximately 1500 described species of fish, over 500 species of scleractinian corals, and an estimated 1-10 million organisms yet to be characterized (Reaka-Kudla et al. 1994). These centers of marine biodiversity are facing significant, multiple threats to reef community and habitat structure and function, resulting in local to wide-scale regional damage. Wilkinson (2004) characterized the major pressures as including (1) global climate change, (2) diseases, plagues and invasive species, (3) direct human pressures, (4) poor governance and lack of political will, and (5) international action or inaction. Signs that the natural plasticity of reef ecosystems has been exceeded in many areas from the effects of environmental (e.g., global climate change) and anthropogenic (e.g., land use, pollution) stressors is evidenced by the loss of 20% of the world’s coral reefs (Wilkinson 2004). Predictions are that another 24% (Wilkinson 2006) are under imminent risk of collapse and an additional 26% are under a longer term threat from reduced fitness, disease outbreaks, and increased mortality. These predictions indicate that the current list of approximately 30-40 fatal diseases impacting corals will expand as will the frequency and extent of “coral bleaching” (Waddell 2005; Wilkinson 2004). Disease and corallivore outbreaks, in combination with multiple, concomitant human disturbances are compromising corals and coral reef communities to the point where their ability to rebound from natural disturbances is being lost.

Lake Victoria fisheries face severe environmental stresses. Stocks are declining in a context of increasing population and growing demand for the lake’s resources. Rising competition between users is putting conservation goals and rural livelihoods at risk. While Uganda’s co-management policy framework is well-developed, key resources for implementation are lacking, enforcement is poor, and the relations between stakeholders are unequal. Poor rural resource users face significant challenges to effectively participate in fisheries decision-making. This case study demonstrates the progress that can be made using a collaborative approach to catalyze community-led actions linking public health, sanitation and environmental conservation in difficult circumstances, even over a relatively short time period. Multistakeholder dialogue can bring to light the sources of conflict, pinpoint governance challenges, and identify opportunities for institutional collaboration to address community needs. At the same time, the process can help build trust, confidence in collective action and public accountability.
