The South Carolina Coastal Information Network (SCCIN) emerged as a result of a number of coastal outreach institutions working in partnership to enhance coordination of the coastal community outreach efforts in South Carolina. This organized effort, led by the S.C. Sea Grant Consortium and its Extension Program, includes partners from federal and state agencies, regional government agencies, and private organizations seeking to coordinate and/or jointly deliver outreach programs that target coastal community constituents. The Network was officially formed in 2006 with the original intention of fostering intra-and inter- agency communication, coordination, and cooperation. Network partners include the S.C. Sea Grant Consortium, S.C. Department of Health and Environmental Control – Office of Ocean and Coastal Resource Management and Bureau of Water, S.C. Department of Natural Resources – ACE Basin National Estuarine Research Reserve, North Inlet-Winyah Bay National Estuarine Research Reserve, Clemson University Cooperative Extension Service and Carolina Clear, Berkeley-Charleston-Dorchester Council of Governments, Waccamaw Regional Council of Governments, Urban Land Institute of South Carolina, S.C. This monograph on the ecology of Atlantic white cedar wetlands is one of a series of U.S. Fish and Wildlife Service profiles of important freshwater wetland ecosystems of the United States. The purpose of the profile is to describe the extent, components, functioning, history, and treatment of these wetlands. It is intended to provide a useful reference to relevant scientific information and a synthesis of the available literature. The world range of Atlantic white cedar (Chamaecyparis thyoides) is limited to a ribbon of freshwater wetlands within 200 km of the Atlantic and Gulf coasts of the United States, extending from mid-Maine to mid-Florida and Mississippi. Often in inaccessible sites and difficult to traverse, cedar wetlands contain distinctive suites of plant species. Highly valued as commercial timber since the early days of European colonization of the continent, the cedar and its habitat are rapidly disappearing. This profile describes the Atlantic white cedar and the bogs and swamps it dominates or codominates throughout its range, discussing interrelationships with other habitats, putative origins and migration patterns, substrate biogeochemistry, associated plant and animal species (with attention to those that are rare, endangered, or threatened regionally or nationally), and impacts of both natural and anthropogenic disturbance. Research needs for each area are outlined. Chapters are devoted to the practices and problems of harvest and management, and to an examination of a large preserve recently acquired by the USFWS, the Alligator River National Wildlife Refuge in North Carolina.

During the rainy season in extensive river floodplains and deltaic lowlands, floods render the land unavailable for crop production for several months each year. These waters are considerably underutilized in terms of managed aquatic productivity. This raises the opportunity to enclose parts of these floodwater areas to produce a crop of specifically stocked aquatic organisms aside from the naturally occurring ‘wild’ species that are traditionally fished and are not affected by the culture activity, resulting in more high-quality, nutrient-dense food production and enhanced farm income for all stakeholders, notably the poor. The WorldFish Center and its national partners recently tested the concurrent rice-fish culture in the shallower flooded areas and the alternating rice-fish culture in the deep-flooded areas of Bangladesh and Viet Nam through a community-based management system. Results indicate that community-based fish culture in rice fields can increase fish production by about 600 kg/ha/year in shallow flooded areas and up to 1.5 t/ha/year in deep-flooded areas, without a reduction in the rice yield or wild fish catch.

This paper discusses the status, direction and management issues in the marine protected areas (MPAs) of the Bohol (Mindanao) Sea, Philippines. The MPAs in the study area have increased through the years. Many of them were established and managed by the local government units (LGUs) in collaboration with national government agencies (NGAs), academic institutions, people’s and non-governmental organizations (NGOs). Several management issues and problems were cited by the MPA managers such as insuffi cient funds and facilities, lack of support from NGAs/NGOs and lack of education among the people. Nevertheless, lessons for sustainability can be learned from the experience of some wellmanaged MPAs in the Bohol Sea. These include strong support from the political leadership, community participation and networking among the concerned sectors. Although the best practices are being followed in a number of MPAs in the Bohol Sea, success is still fragmented. The MPAs are currently managed independently although there are ongoing initiatives to network their efforts. However, it can be observed that, as a management tool, MPAs are gaining popularity and support, not only among the fisherfolk but also among local communities and LGUs in the Bohol Sea area.

The Northeast Fisheries Science Center of NOAA's National Marine Fisheries Service has a long history of research on benthic invertebrates and habitats in support of the management of living marine resources. These studies began in the 1870's under Spencer F. Baird's guidance as part of an effort to characterize the Nation's fisheries and living marine resources and their ecological interactions. This century and a quarter of research has included many benthic invertebrate studies, including community characterizations, shellfish biology and culture, pathology, ecosystem energy budget modeling, habitat evaluations, assessments of human impacts, toxic chemical bioaccumulation in demersal food webs, habitat or endangered species management, benthic autecology, systematics (to define new species and species population boundaries), and other benthic studies. Here we review the scope of past and current studies as a background for strategic research planning and suggest areas for further research to support NOAA's goals of sustainable fisheries management, healthy coastal ecosystems, and protected species populations.

Principal coordinates analysis and multiple regression analysis were used to determine the environmental factors associated with the decline in phytoplankton production during and after the 1977 drought for the San Francisco Bay-Delta Estuary. Physical, chemical and biological data were collected semimonthly or monthly during the spring-summer between 1973 and 1982 from 15 sampling sites located throughout the Bay-Delta. A decline in phytoplankton community diversity and density during the 1977 drought and subsequent years (1978 through 1981) was described using principal coordinates analysis. The best multiple regression which described the changes in phytoplankton community succession contained the variables water temperature, wind velocity and ortho-phosphate concentration. Together these variables accounted for 61 percent of the variation in the phytoplankton community among years described by principal coordinates analysis. An increase in water temperature, wind velocity and ortho-phosphate concentration within the Bay-Delta, beginning in June 1976 and continuing through 1981, was demonstrated using weighted moving averages. From the strong association between phytoplankton community succession and climatic variables it was hypothesized that the decline in phytoplankton production during and after the 1977 drought was associated with climatic changes within the northeast Pacific.

An account is given of the fabrication and deployment of artificial reefs used in the SEAFDEC/AQD's Community Fishery Resource Management project, which focused on Malalison Island located in west Central Philippines. The project aimed to apply community-based techniques of fishery resource management through the collaboration of community organizations, biologists and social scientists. The 3 types of reefs (building blocks, concrete pipe culvert, and modified concrete pipe culvert) were deployed at Gui-ob reef covering an area of less than 1 ha.
