The northern rockfish, Sebastes polyspinis, is the second most abundant rockfish in Alaska, and it supports a valuable trawl fishery. Little information is available, however, on either the biology of this species or its commercial fishery. To provide a synopsis of information on northern rockfish in Alaska, this study examined data for this species from commercial fishery observations in 1990–98 and from fishery-independent trawl surveys in 1980–99. Nearly all the commercial catch came from bottom trawling, mostly by large factory-trawlers, although smaller shore-based trawlers in recent years took an increasing portion of the catch in the Gulf of Alaska. Most of the northern rockfish catch in the Gulf of Alaska was taken by a directed fishery, whereas that of the Aleutian Islands predominantly came as discarded bycatch in the Atka mackerel fishery. In both regions, most of the catch was taken from a number of relatively small and discrete fishing grounds at depths of 75–150 m in the Gulf of Alaska and 75–175 m in the Aleutian Islands. These grounds, especially in the Gulf of Alaska, are on shallow rises or banks located on the outer continental shelf, and often are surrounded by deeper water. Five fishing grounds were identified in the Gulf of Alaska, and eleven in the Aleutian Islands. One fishing ground in the Gulf of Alaska, the “Snakehead” south of Kodiak Island, accounted for 46% of the total northern rockfish catch in this region. Analysis of the survey data generally revealed similar patterns of geographic distribution as those seen in the fishery, although some of the commercial fishing grounds did not stand out as areas of special abundance in the surveys. The surveys also found two areas of abundance that were not evident in the fishery data. Relatively few juvenile northern rockfish were caught in any of the surveys, but those taken in the Gulf of Alaska tended to occur more inshore and at shallower depths than adults. Individual size of northern rockfish was substantially larger in the Gulf of Alaska than in the Aleutian Islands according to both fishery and survey data. Analysis of age data from each region supports this, as Gulf of Alaska fish were found to grow significantly faster and reach a larger maximum length than those in the Aleutian Islands. Sex ratio in the Gulf of Alaska was nearly 50:50, but females predominated in the Aleutian Islands by a ratio of 57:43. In both regions, size of females was significantly larger than males.

This research is part of the Socioeconomic Research & Monitoring Program for the Florida Keys National Marine Sanctuary (FKNMS), which was initiated in 1998. In 1995-96, a baseline study on the knowledge, attitudes and perceptions of proposed FKNMS management strategies and regulations of commercial fishers, dive operators and on selected environmental group members was conducted by researchers at the University of Florida and the University of Miami’s Rosenstiel School of Atmospheric and Marine Science (RSMAS). The baseline study was funded by the U.S. Man and the Biosphere Program, and components of the study were published by Florida Sea Grant and in several peer reviewed journals. The study was accepted into the Socioeconomic Research & Monitoring Program at a workshop to design the program in 1998, and workshop participants recommended that the study be replicated every ten years. The 10-year replication was conducted in 2004-05 (commercial fishers) 2006 (dive operators) and 2007 (environmental group members) by the same researchers at RSMAS, while the University of Florida researchers were replaced by Thomas J. Murray & Associates, Inc., which conducted the commercial fishing panels in the FKNMS. The 10-year replication study was funded by NOAA’s Coral Reef Conservation Program. The study not only makes 10-year comparisons in the knowledge, attitudes and perceptions of FKNMS management strategies and regulations, but it also establishes new baselines for future monitoring efforts. Things change, and following the principles of “adaptive management”, management has responded with changes in the management plan strategies and regulations. Some of the management strategies and regulations that were being proposed at the time of the baseline 1995-96 study were changed before the management plan and regulations went into effect in July 1997. This was especially true for the main focus of the study which was the various types of marine zones in the draft and final zoning action plan. Some of the zones proposed were changed significantly and subsequently new zones have been created. This study includes 10-year comparisons of socioeconomic/demographic profiles of each user group; sources and usefulness of information; knowledge of purposes of FKNMS zones; perceived beneficiaries of the FKNMS zones; views on FKNMS processes to develop management strategies and regulations; views on FKNMS zone outcomes; views on FKNMS performance; and general support for FKNMS. In addition to new baseline information on FKNMS zones, new baseline information was developed for spatial use, investment and costs-and-earnings for commercial fishers and dive operators, and views on resource conditions for all three user groups. Statistical tests were done to detect significant changes in both the distribution of responses to questions and changes in mean scores for items replicated over the 10-year period. ENGLISH: Comparison of physical and biological environmental factors affecting the aggregation of tunas with the success of fishing by the commercial fleets, requires that catch and effort data be examined in greater detail than has been presented in these publications. Consequently, the United States Bureau of Commercial Fisheries Biological Laboratory, San Diego, to serve the needs of its program of research on causes of variations in tuna abundance, made arrangements with the Tuna Commission to summarize these catch and effort data by month, by one-degree area, by fishing vessel size-class, for the years 1951-1960 for bait boats and 1953-1960 for purse-seiners. The present paper describes the techniques employed in summarizing these data by automatic data processing methods. It also presents the catch and effort information by months, by five-degree areas and certain combinations of five-degree areas for use by fishermen, industry personnel, and research agencies. Because of space limitations and other considerations, the one-degree tabulations are not included but are available at the Tuna Commission and Bureau laboratories. SPANISH: La comparación de los factores ambientales físicos y biológicos que afectan la agrupación del atún, con el éxito obtenido en la pesca por las flotas comerciales, requiere que los datos sobre la captura y el esfuerzo sean examinados con mayor detalle de lo que han sido presentados en estas publicaciones. En consecuencia, el Laboratorio Biológico del Buró de Pesquerías Comerciales de los Estados Unidos, situado en San Diego, a fin de llenar los requisitos de su programa de investigación sobre las causas de las variaciones en la abundancia del atún, hizo arreglos con la Comisión del Atún para sumarizar esos datos sobre la captura y el esfuerzo por meses, por áreas de un grado, por clases de tamaño de las embarcaciones de pesca durante los años 1951-1960 en lo que concierne a los barcos de carnada y durante el período 1953-1960 en lo que respecta a los barcos rederos. Fish assemblage structure of Maryland's coastal lagoon complex was analyzed for spatial and seasonal patterns for the period 1991-2000. Data was made available by Maryland Department of Natural Resources from their MD Coastal Bays Finfish Survey. Dominant species from separate trawl and wiw surveys included blue crab Callinectes sapidus (erroneously included here as a "fish" due to its dominance and commercial importance), bay anchovy Anchoa mitchilli, spot Leiostomous xanthurus, silver perch Bairdiella ehrysoura, and Atlantic menhaden Brevwrtia tyrannus. Ninety-four fish species were identified in the two surveys, a diversity substantially higher than other survey records for Middle Atlantic Bight estuarine and lagoon systems (richness=26 to 78 species). Total species richness for the trawl survey was highest in Chincoteague and lowest in Assawoman and Sinepuxent. On the other hand, mean richness per tow (-area) and related Shannon Weiner Diversity Index were significantly higher in the northern two bays (Assawoman and Isle of Wight Bays) than in the two southern bays (Chincoteague or Sinepuxent Bays). For the seine survey, effort-adjusted diversity indices were significantly lower for Chincoteague Bay than for the other three bays. Higher relative abundances were observed in the northern bays than in the southern bays. The trawl survey exhibited the lowest catch-per-site in Sinepuxent Bay and the highest in Assawoman Bay. The seine survey had the lowest catch-per-site in Chincoteague Bay while the other three embayments were of similar magnitude. There was clear seasonality in assemblage structure with peak abundance and diversity in the summer compared to other seasons. Blue crabs in particular showed a c. 2-fold decline in relative abundance from early summer to fall, which is likely attributable to harvest removals (i.e., an exploitation rate of c. 50%). Seagrass coverage, although increasing over the course of the 10 year survey, did not have obvious effects on species diversity and abundance across or within the embayments, although it did have positive associations with two important species: bay anchovy and summer flounder Pavalich thys dentatus. Atlantic menhaden were most dominant in Assawoman Bay, which could be related to higher primary production typically observed in this Bay in comparison to the other three. (PDF contains 99 pages)

ENGLISH: All available longline data on skipjack captured in the Pacific Ocean by Japanese research vessels (1949-1965) and from incidental skipjack catches by Japanese commercial vessels (1956-1964) were analyzed. As skipjack are not specifically sought by longline vessels, the data are limited. Considering this it was found that: longline gear captures skipjack of wider size-range and is more selective for larger skipjack than conventional fishing methods, i.e. pole-and-line and purse-seine; skipjack are widely and almost continuously distributed across the Pacific; throughout the year average hook-rates are greater in the southeastern Pacific than in the northwestern Pacific; areas of high hook-rate shift south during the second and third quarters and north during the first and fourth quarters; in the western Pacific the north-south range of the catch distribution was greatest in the first and fourth quarters; skipjack hook-rates are relatively high in the northwestern Pacific east of Japan only during the first and fourth quarters; the highest hook-rates were recorded in extensive areas along the equator (from lO°N to 20°8 between approximately 155°W-100°W); generally more skipjack were captured by research longline gear in water temperature ranges approaching both the upper and lower temperature limits of skipjack distribution (18-21C and 26-28C), than is the case in surface skipjack fisheries; tentative comparisons of longline skipjack catch distributions with Pacific current systems, suggests low skipjack abundance in both North Pacific Central and North Pacific Equatorial water; the sex ratio was 95 males : 63 females in a small sample of skipjack examined; longlines capture skipjack of three, and possibly more, age groups; in skipjack size-composition samples studied, the smaller modal group (65 cm) observed in January-March in the northwestern Pacific (1600E-180oE and 20oN-45°N) corresponds in size to the larger modal group appearing in the late-summer surface fishery off the Izu-Bonin Islands southeast of Japan, and also compares in modal size to the skipjack taken in the Hawaiian fishery in spring time; the analysis of skipjack catches by hook position on the longline and by death-rate studies, indicates that part of the catch is made while the gear is in motion near the surface, and a lesser part of the catch is made when the gear is stabilized at a depth of 70 to 140 m. A brief discussion is given, in the light of new information presented, on several hypotheses by other authors concerning the population structure and migration of skipjack in the Pacific Ocean. SPANISH: Se analizaron todos los datos disponibles de la pesca con palangre de barriletes capturados en el Océano Pacífico por barcos japoneses de investigación (1949-1965) y por las capturas incidentales de los barcos comerciales japoneses (1956-1964). Como los barcos palangreros específicamente, no persiguen al barrilete, los datos son limitados. Se ofrece una breve discusión sobre varias hipótesis de otros autores, en vista de la nueva información presentada referente a la estructura poblacional y a la migración del barrilete en el Océano Pacífico. Little is known about the seasonality and distribution of grouper larvae (Serranidae: Epinephelini) in the Gulf of Mexico and Atlantic Ocean off the coast of the southeast United States. Grouper larvae were collected from a transect across the Straits of Florida in 2003 and 2004 and during the Southeast Area Monitoring and Assessment Program spring and fall surveys from 1982 through 2005. Analysis of these larval data provided information on location and timing of spawning, larval distribution patterns, and interannual occurrence for a group of species not easily studied as adults. Our analyses indicated that shelf-edge habitat is important for spawning of many species of grouper—some species for which data were not previously available. Spawning for some species may occur year-round, but two peak seasons are evident: late winter and late summer through early fall. Interannual variability in the use of three important subregions by species or groups of species was partially explained by environmental factors (surface temperature, surface salinity, and water depth). A shift in species dominance over the last three decades from spring-spawned species (most of the commercial species) to fall-spawned species also was documented. The results of these analyses expand our understanding of the basic distribution and spawning patterns of northwest Atlantic grouper species and indicate a need for further examination of the changing population structure of individual species and species dominance in the region.

We examined the incidental catches of American shad (Alosa sapidissima) taken during research cruises and in commercial and recreational landings along the Pacific coast of North America during over 30 years of sampling. Shad, an introduced species, was mainly found over the shallow continental shelf, and largest catches and highest frequency of occurrences were found north of central Oregon, along the coasts of Washington and Vancouver Island, and in California around San Francisco Bay. Migrations to the north off Washington and Vancouver were seen during spring to fall, but we found no evidence for large-scale seasonal migrations to the south during the fall or winter. The average weight of shad increased in deeper water. Sizes were also larger in early years of the study. Most were caught over a wide range of sea surface temperatures (11–17°C) and bottom temperatures (6.4–8.0°C). Abundance of shad on the continental shelf north of 44°N was highly correlated with counts of shad at Bonneville Dam on the Columbia River in the same year. Counts were negatively related to average weights and also negatively correlated with the survival of hatchery coho salmon (Oncorhynchus kisutch), indicating that survival of shad is favored by warm ocean conditions. Examining the catch during research cruises and commercial and recreational landings, we concluded that American shad along the Pacific coast have adapted to the prevailing environmental conditions and undertake only moderate seasonal migrations compared with the long seasonal migrations of shad along the Atlantic coast of North America. We suggest that the large spawning populations in the Columbia River and San Francisco Bay areas explain most of the distributional features along the Pacific coast.

The red deepsea crab (Chaceon quinquedens (Smith, 1879)) has supported a commercial fishery off the coast of New England since the 1970s (Wigley et al., 1975) and has had annual harvests from 400 metric tons (t) (1996) to 4000 t (2001) (NEFMC, 2002). In 2002, a fishery management plan for the northeast fishery on the Atlantic coast was implemented and total allowable catch was reduced to approximately 2500 t (NEFMC, 2002). Although there are management plans for the golden crab (C. fenneri) and the red deep sea crab for Atlantic coast regions, there is no fishery management plan for red deepsea crabs in the Gulf of Mexico. Successful management for sustainable harvests should be based on a knowledge of the life history of the species, but C. quinquedens has been a difficult species for which to obtain life history and abundance information because of its deep distribution.

The eastern Steller sea lion (Eumetopias jubatus) population comprises animals that breed along the west coast of North America between California and southeastern Alaska. There are currently 13 major rookeries (>50 pups): five in southeastern Alaska, three in British Columbia, two in Oregon, and three in California. Overall abundance has increased at an average annual rate of 3.1% since the 1970s. These increases can largely be attributed to population recovery from predator-control kills and commercial harvests, and abundance is now probably as high as it has been in the last century. The number of rookeries has remained fairly constant (n=11 to 13) over the past 80 years, but there has been a northward shift in distribution of both rookeries and numbers of animals. Based on the number of pups counted in a population-wide survey in 2002, total pup production was estimated to be about 11,000 (82% in southeastern Alaska and British Columbia), representing a total population size as approximately 46,000−58,000 animal

Metal-framed traps covered with polyethylene mesh used in the fishery for the South African Cape rock lobster (Jasus lalandii) incidentally capture large numbers of undersize (<75 mm CL) specimens. Air-exposure, handling, and release procedures affect captured rock lobsters and reduce the productivity of the stock, which is heavily fished. Optimally, traps should retain legalsize rock lobsters and allow sublegal animals to escape before traps are hauled. Escapement, based on lobster morphometric measurements, through meshes of 62 mm, 75 mm, and 100 mm was investigated theoretically under controlled conditions in an aquarium, and during field trials. SELECT models were used to model escapement, wherever appropriate. Size-selectivity curves based on the logistic model fitted the aquarium and field data better than asymmetrical Richards curves. The lobster length at 50% retention (L50) on the escapement curve for 100-mm mesh in the aquarium (75.5 mm CL) approximated the minimum legal size (75 mm CL); however estimates of L50 increased to 77.4 mm in field trials where trapentrances were sealed, and to 82.2 mm where trap-entrances were open. Therfore, rock lobsters that cannot escape through the mesh of sealed field traps do so through the trap entrance of open traps. By contrast, the wider selection range and lower L25 of field, compared to aquarium, trials (SR = 8.2 mm vs. 2.6 mm; L25 =73.4 mm vs. 74.1 mm), indicate that small lobsters that should be able to escape from 100-mm mesh traps do not always do so. Escapement from 62-mm mesh traps with open entrance funnels increased by 40−60% over sealed traps. The findings of this study with a known size distribution, are related to those of a recent indirect (comparative) study for the same species, and implications for trap surveys, commercial catch rates, and ghost fishing are discussed.

Bycatch in U.S. fisheries has become an increasingly important issue to both fisheries managers and the public, owing to the wide range of marine resources that can be involved. From 2002 to 2006, the Commercial Shark Fishery Observer Program (CSFOP) and the Shark Bottom Longline Observer Program (SBLOP) collected data on catch and bycatch caught on randomly selected vessels of the U.S. Atlantic shark bottom longline fishery. Three subregions (eastern Gulf of Mexico, South Atlantic, Mid-Atlantic Bight), five years (2002–06), four hook types (small, medium, large, and other), seven depth ranges (<50 m to >300 m), and eight broad taxonomic categories (e.g. Selachimorpha, Batoidea, Serranidae, etc.) were used in the analyses. Results indicated that the majority of bycatch (number) was caught in the eastern Gulf of Mexico and that the Selachimorpha taxon category made up over 90% of the total bycatch. The factors year followed by depth were the most common significant factors affecting bycatch.

Beluga, Delphinapterus leucas, distribution in the Gulf of Alaska and adjacent inside waters was examined through a review of surveys conducted as far back as 1936. Although beluga sightings have occurred on almost every marine mammal survey in northern Cook Inlet (over 20 surveys reported here), beluga sightings have been rare outside the inlet in the Gulf of Alaska. More than 150,000 km of dedicated survey effort in the Gulf of Alaska resulted in sightings of over 23,000 individual cetaceans, of which only 4 beluga sightings (5 individuals) occurred. In addition, nearly 100,000 individual cetaceans were reported in the Platforms of Opportunity database; yet, of these, only 5 sightings (39 individuals) were belugas. Furthermore, approximately 19 beluga sightings (>260 individuals), possibly including resightings, have been reported without information on effort or other cetacean sightings. Of the 28 sightings of belugas outside of Cook Inlet, 9 were near Kodiak Island, 10 were in or near Prince William Sound, 8 were in Yakutat Bay, and 1 anomalous sighting was well south of the Gulf. These sightings support archaeological and commercial harvest evidence indicating the only persistent group of belugas in the Gulf of Alaska occurs in Cook Inlet.

One particular habitat type in the Middle Atlantic Bight is not well recognized among fishery scientists and managers, although it is will known and used by recreational and commercial fisheries. This habitat consists of a variety of hard-surface, elevated relief "reef" or reef-like environments that are widely distributed across the predominantly flat or undulating, sandy areas of the Bight and include both natural rocky areas and man-made structures, e.g. shipwrecks and artificial reefs. Although there are natural rock and shellfish reefs in southern New England coastal waters and estuaries throughout the Bight, most reef habitats in the region appear to be man-made reef habitat modification/creation may be increasing. Very little effort has been devoted to the study of this habitat's distribution, abundance, use by living marine resources and associated biological communities (except on estuarine oyster reefs) and fishery value or management. This poorly studied and surveyed habitat can provide fish refuge from trawls and can be a factor in studies of the distribution and abundance of a variety of reef-associated fishery resources. This review provides a preliminary summary of information found on relative distribution and abundance of reef habitat in the Bight, the living marine resources and biological communities that commonly use it, threats to this habitat and its biological resources, and the value or potential value of artificial reefs to fishery or habitat and its biological resources, and the value or potential value of artificial reefs to fishery or habitat managers. The purpose of the review is to initiate an awareness among resource managers about this habitat, its role in resource management, and the need for research.

During 1995 and 1996, the National Marine Fisheries Service (NMFS), conducted pilot studies to develop survey methodology and a sampling strategy for assessment of coastal shark populations in the Gulf of Mexico and western North Atlantic. Longline gear similar to that used in the commercial shark fishery was deployed at randomly selected stations within three depth strata per 60 nautical mile gridf rom Brownsville, Tex. to Cape Ann, Mass. The survey methodology and gear design used in these surveys proved effective for capturing many of the small and large coastal sharks regulated under the auspices of the 1993 Fisheries Management Plan (FMP) for Sharks oft he Atlantic Ocean. Shark catch rates, species composition, and relative abundance documented in these pilot surveys were similar to those reported from observer programs monitoring commercial activities. During 78 survey days, 269 bottom longline sets were completed with 879 sharks captured.

Basking sharks, Cetorhinus maximus, are frequently observed along the central and northwestern southern California coast during the winter and spring months. These large plankton feeding elasmobranchs, second in size only to the whale shark, Rhineodon typus, had been the subject of a small commercial fishery off California in the late 1940's and early 1950's for their liver oil, rich in vitamin A, and in later years for reduction into fish meal and oil (Roedel and Ripley, 1950). These fisheries were sporadic and did not take basking sharks in large numbers.
