The 23rd Annual Symposium on Sea Turtle Biology and Conservation was held between 17 and 21 March 2003 at The Legend Hotel in Kuala Lumpur, Malaysia, hosted by the Community Conservation Network, Hawaii, and WWF-Malaysia. The meeting was attended by slightly more than 300 participants representing 73 countries, a dramatic drop in participation from previous years brought about in no small part by the looming war in the middle east region and concerns over travel safety. For 22 years the Symposium had bee an Americas-based event, even though it is the annual gathering of the "international" sea turtle society, and with the move to Malaysia, the Symposium hoped to raise the awareness among the general public of the plight of amrine turtles in Southeast Asia, and share the enormous exspertise of the world authorities on sea turtles with this so-far underrepresented region. Adopting the thems, "Living With Turtles", the Symposium had a very personal flavour, and the smaller number of participants made it possible to make and renew acquaintances, and have time for discussion between sessions. While the travel safety concern excuse was often quoted, it was a pity, particularly to the large contingent of people who attended the event for the first time from underrepresented regions, that many of the household names linked to marine turtle biology and conservation were not present to share their knowledge and promote the global concerns on the plight of turtle populations.

ENGLISH: The following report describes the findings of an "El Niño" project carried out at the Department of Meteorology of the University of California, Los Angeles, at the request of, and with funds provided from, the Inter-American Tropical Tuna Commission. The project was, in its early stages, supervised by Professor M. Neiburger, but was in June 1959 transferred to Professor J. Bjerknes, who thereby became the sole author of this final report. Readers who may be interested in the general background of knowledge of the maritime meteorology of the Eastern Pacific are herewith referred to Professor Neiburger's final report of the "Subtropical Pacific Meteorology Project." That report, submitted in September 1958 to the Office of Naval Research, summarizes the results of all the meteorological soundings released at sea since 1949 from California in the north to Peru in the south. The soundings off Ecuador and Peru were all taken by the "Shellback" expedition during July 1952. Important as this first exploration of the atmosphere over the Eastern Equatorial Pacific was, it did not even begin to explore " El Niño " itself, which is confined to the southern summer season and, moreover, only reaches catastrophic proportions in a few exceptional years. SPANISH: Este estudio da a conocer los resultados de una investigación que, bajo el nombre de Proyecto "El Niño", ha sido efectuada en el Departamento de Meteorología de la Universidad de California, Los Angeles, a solicitud de la Comisión Interamericana del Atún Tropical y con fondos provistos por ésta. En sus primeras etapas, el proyecto fué supervisado por el Profesor M. Neiburger, pero en junio de 1959 fué transferido al Profesor J. Bjerknes, quien de este modo vino a ser el solo autor de este informe final. A los lectores interesados en los conocimientos de fondo de la meteorología marítima del Pacífico Oriental se les recomienda consultar el informe final del Profesor Neiburger intitulado "Subtropical Pacific Meteorology Project". Este informe, sometido a la "Office of Naval Research" en septiembre de 1958 sumariza los resultados de todos los sondeos meteorológicos efectuados en el mar desde 1949 en el área entre California en el norte y Perú en el sur. Todos los sondeos frente al Ecuador y el Perú fueron hechos por la Expedición "Shellback" durante el mes de julio de 1952. Importante como fué esta primera exploración de la atmósfera sobre el Pacífico Ecuatorial del Este, ni siquiera comenzó a explorar "El Niño" en sí, que se confina a la estación de verano en el sur y, más aún, sólo alcanza proporciones catastróficas en unos pocos años excepcionales.

ENGLISH: This study was undertaken to determine whether meristic characters indicate that more than one major population of anchovetas occurs in the range of the species from Mexico to Peru. Interest in this species lies in the fact that it is the principal bait fish used to catch yellowfin and skipjack tunas in the Eastern Pacific. Specimens examined were from collections made by California tuna fishing vessels at six major baiting localities covering nearly the entire range of the species, namely, Almejas Bay on the outer coast of Baja California, Guaymas and Ahome Point in the Gulf of California, Gulf of Fonseca, Gulf of Panama, and Gulf of Guayaquil. Four meristic characters were selected for study: vertebrae, dorsal fin rays, anal fin rays, and gill rakers on the first gill arch. Vertebral counts, using X-ray film, were taken from a total of 1,500 fish, 250 each from each of the six localities. For the other characters, 125 anchovetas were examined from each locality for a total of 750, the counts being made with the aid of a binocular microscope. Specimens were between 80 and 165 mm. standard length. SPANISH: Este estudio ha sido hecho con el propósito de determinar si los caracteres numéricos de las anchovetas indican que existe más de una población de este pez en la zona en que se encuentra la especie, comprendida entre México y Perú. El interés en dicha especie radica en el hecho de que éste es el pez de carnada usado principalmente para la pesca de los atunes "aleta amarilla" y "barrilete" en el Pacífico Oriental. Los especímenes que han sido examinados, se tomaron de las muestras recogidas por los barcos atuneros de California en seis de las mejores localidades en que se pesca la anchoveta, las cuales comprenden casi toda la zona en donde se encuentra la especie, a saber, Bahía de Almejas en la costa exterior de Baja California, Guaymas y Punta Ahorne en el Golfo de California, el Golfo de Fonseca, el Golfo de Panamá y el Golfo de Guayaquil. Cuatro caracteres numéricos fueron escogidos para su estudio: los que presentan 1) las vértebras, 2) los radios de la aleta dorsal, 3) los radios de la aleta anal y 4) las branquispinas del primer arco branquial. Mediante el uso de películas con rayos X, se contaron las vértebras en un total de 1,500 peces, es decir, 250 de cada una de las seis mencionadas localidades. En relación con los otros caracteres, se examinaron 125 anchovetas de cada área, o sea, un total de 750 ejemplares, habiendo sido hecho el conteo por medio de un microscopio binocular. The striped bass, or rock as the species is called in the Chesapeake area, ranks high in value and volume among the commercially important fish taken in Maryland waters and, in addition, is highly prized as a game fish by sportsmen. Interest in the marked fluctuations characteristic of the species stimulated the investigation begun in October, 1941.
