Atlantic and Gulf Coast shorelines include some of the most unique and biologically rich ecosystems in the United States that provide immeasurable aesthetic, habitat and economic benefits. Natural coastal ecosystems, however, are under increasing threat from rampant and irresponsible growth and development. Once a boon to local economies, complex natural forces – enhanced by global climate change and sea level rise - are now considered hazards and eroding the very foundation upon which coastal development is based. For nearly a century, beach restoration and erosion control structures have been used to artificially stabilize shorelines in an effort to protect structures and infrastructure. Beach restoration, the import and emplacement of sand on an eroding beach, is expensive, unpredictable, inefficient and may result in long-term environmental impacts. The detrimental environmental impacts of erosion control structures such as sea walls, groins, bulkheads and revetments include sediment deficits, accelerated erosion and beach loss. These and other traditional responses to coastal erosion and storm impacts- along with archaic federal and state policies, subsidies and development incentives - are costly, encourage risky development, artificially increase property values of high-risk or environmentally sensitive properties, reduce the post-storm resilience of shorelines, damage coastal ecosystems and are becoming increasingly unsustainable. Although communities, coastal managers and property owners face increasingly complex and difficult challenges, there is an emerging public, social and political awareness that, without meaningful policy reforms, coastal ecosystems and economies are in jeopardy. Strategic retreat is a sustainable, interdisciplinary management strategy that supports the proactive, planned removal of vulnerable coastal development; reduces risk; increases shoreline resiliency and ensures long term protection of coastal systems. Public policies and management strategies that can overcome common economic misperceptions and promote the removal of vulnerable development will provide state and local policy makers and coastal managers with an effective management tool that concomitantly addresses the economic, environmental, legal and political issues along developed shorelines. Fisheries conflicts are among the persistent problems affecting the security of food, livelihoods and fishing environments crucial to poor fishing communities in developing countries in South and Southeast Asia. Most conflicts arise from excessive fishing efforts due to increasing population and economic motivations. Conflicts are not all undesirable as some disputes become a catalyst for much needed reforms for policy and economic improvements. However, a framework for analyzing conflicts in fisheries is necessary to organize interventions relevant to the nature of conflicts, and the needs and capacities of fisheries stakeholders in the region. The WorldFish Center, together with research partners, conducted studies that identify a framework for managing fisheries conflicts. Thematic policy recommendations for managing fishing capacity and related conflicts in small-scale fisheries in the region are identified for further consideration by fisheries stakeholders.

Cambodia’s recent freshwater fishery sector reform, instigated at the top level of government, is one of the country’s most significant contemporary policy developments addressing natural resources management and rural development. Implemented in two main waves, the reforms culminated in the complete removal of inland commercial fishing lots. Yet serious problems still need to be addressed, including reportedly widespread illegal fishing, difficulties in protecting critical habitats, and competition among state agencies over resource management authority. This report summarizes the context of the recent fishery reforms, analyzes challenges and opportunities for policy implementation after the reforms, and details the outcomes of local institutional innovations in Kampong Thom Province, followed by a discussion of the implications for ongoing efforts aimed at reducing resource conflict and building livelihood resilience.

Indian fisheries sector in view of its potential contribution to national income, nutritional security, employment opportunities, social objectives and export earnings, plays an important role in the socio-economic development of the country. Fisheries sector contributes 4.3% to the agricultural GDP and export earnings are presently valued at over INR 68 billion from a volume of 460,000 tons. In addition, it provides direct and indirect employment and dependency for over seven million people in the country. With an estimated production potential of 8.4 million tons, the present level of production in the country is 5.9 million tons with almost equal contribution from both marine and inland sectors. The estimated fisheries potential from the Indian exclusive economic zone was found to be 3.9 million tons. But in spite of the increased efforts in fish production, the catch stagnates around 2.9 million tons. The stagnation in catches, mainly due to the over exploitation of dwindling marine resources, forced the government to impart some management measures to regulate the fishery and for the sustenance of the marine resources. The monsoon trawl ban in fisheries was one of the major reforms, which had created a substantial increase in fish production in the past few years. The ban on trawling during monsoon season was introduced in Maharashtra, after a series of studies, from 1992 for a period of 65 days from 10 June to 15 August or Naralipoornima, whichever is earlier. A notable increase in production from the marine sector of the country occurred in the post-ban period. Nevertheless, it had created problems in employment, poverty and income distribution of fishermen during the ban period and was always a matter of unrest between mechanized and traditional sectors of fishing. The aim of this study was to understand the impact of the ban on monsoon trawling in employment pattern, poverty and income distribution of fishermen along the coast of Maharashtra. The study was conducted at the Versova fishing village, Mumbai, and provides reflections on the possible impact of monsoon ban in the livelihood and standard of living of the fishermen in the state.

There are concerns, at least among the proponents of development, on how to link policy development processes in Uganda and the associated transformation of the poor to high standards of living. In fact some questions have been posed as to whether it's the absence of poverty-targeted policies that a good proportion of individuals or communities are still poor. In the fisheries sector where most of the fish dependent communities live, poverty indications are still prevalent although arguments have been put that current reforms in the sector have transformed the lives of the fish dependent communities. The 1999/2000 household survey report indicates that the poverty levels reduced to 35% of Uganda's total population from 44% in 1997. The question that arose, which still arises anyway, was to define who is actually poor. When measuring poverty one is ultimately interested in the 'standards of living' of individuals especially those, whose standards of living are inadequate. The basic element of measuring this inadequacy/adequacy, at least in Uganda, is to use the household income or consumption per adult equivalent. Studies have demonstrated that household consumption expenditure is a good approximation of household income1. Therefore, for purpose of this report, we define poor households to mean based on that that one adopted by the Ministry of Finance to mean "households whose expenditure per adult equivalent falls below the poverty line 3 ". Many government documents report that the poverty line is one dollar a day. Therefore someone is below the poverty line if he or she lives on less than one dollar a day. In this paper, we analyse the evolution of poverty-driven policies that have been put in place by government and how these policies are shifting or are likely to shift the lives of fish dependent communities. We argue that combinations of poverty-policies are being translated into increased incomes and welfare of most individuals in the fisheries sector. The reasons for this shift, we argue, is as a result of a combination of factors all supported by non other that poverty-led government policies.
