Thousands of hectares of native plants and shallow open water habitat have been displaced in Lake Okeechobee’s marsh by the invasive exotic species torpedograss ( Panicum repens L.). The rate of torpedograss expansion, it’s areal distribution and the efficacy of herbicide treatments used to control torpedograss in the lake’s marsh were quantified using aerial color infra red (IR) photography.(PDF has 6 pages.)

Marine reserves, often referred to as no-take MPAs, are defined as areas within which human activities that can result in the removal or alteration of biotic and abiotic components of an ecosystem are prohibited or greatly restricted (NRC 2001). Activities typically curtailed within a marine reserve are extraction of organisms (e.g., commercial and recreational fishing, kelp harvesting, commercial collecting), mariculture, and those activities that can alter oceanographic or geologic attributes of the habitat (e.g., mining, shore-based industrial-related intake and discharges of seawater and effluent). Usually, marine reserves are established to conserve biodiversity or enhance nearby fishery resources. Thus, goals and objectives of marine reserves can be inferred, even if they are not specifically articulated at the time of reserve formation. In this report, we review information about the effectiveness of the three marine reserves in the Monterey Bay National Marine Sanctuary (Hopkins Marine Life Refuge, Point Lobos Ecological Reserve, Big Creek Ecological Reserve), and the one in the Channel Islands National Marine Sanctuary (the natural area on the north side of East Anacapa Island). Our efforts to objectively evaluate reserves in Central California relative to reserve theory were greatly hampered for four primary reasons; (1) few of the existing marine reserves were created with clearly articulated goals or objectives, (2) relatively few studies of the ecological consequences of existing reserves have been conducted, (3) no studies to date encompass the spatial and temporal scope needed to identify ecosystem-wide effects of reserve protection, and (4) there are almost no studies that describe the social and economic consequences of existing reserves. To overcome these obstacles, we used several methods to evaluate the effectiveness of subtidal marine reserves in Central California. We first conducted a literature review to find out what research has been conducted in all marine reserves in Central California (Appendix 1). We then reviewed the scientific literature that relates to marine reserve theory to help define criteria to use as benchmarks for evaluation. A recent National Research Council (2001) report summarized expected reserve benefits and provided the criteria we used for evaluation of effectiveness. The next step was to identify the research projects in this region that collected information in a way that enabled us to evaluate reserve theory relative to marine reserves in Central California. Chapters 1-4 in this report provide summaries of those research projects. Contained within these chapters are evaluations of reserve effectiveness for meeting specific objectives. As few studies exist that pertain to reserve theory in Central California, we reviewed studies of marine reserves in other temperate and tropical ecosystems to determine if there were lessons to be learned from other parts of the world (Chapter 5). We also included a discussion of social and economic considerations germane to the public policy decision-making processes associated with marine reserves (Chapter 6). After reviewing all of these resources, we provided a summary of the ecological benefits that could be expected from existing reserves in Central California. In Central California, and elsewhere around the world, a great deal of discussion is occurring about the use of marine protected areas (MPAs) as a tool to help manage marine resources. This discussion is taking place because there is growing evidence that humans have depleted marine resources in many parts of the world, often despite strong regulatory efforts. Moreover, there is also mounting evidence that the degradation of marine resources began long ago, and we do not fully realize how much humans have altered “natural” environments. This uncertainty has led people to discuss the use of MPAs as a precautionary tool to prevent depletion or extinction of marine resources, and as a means of redressing past damages. The discussion about the use of marine reserves is increasing in intensity in California because several resource management agencies are considering reserves as they create or revise management plans. Often, the discussions surrounding this important public policy debate lead to questions about the biological or ecological value of existing marine protected areas. More than 100 MPAs exist along the coast of California. Many of these were established arbitrarily and lack specific purposes. Some California marine protected areas also have co-occurring or overlapping boundaries, have conflicting designations for use, and have conflicting rules and regulations. Because few of the existing marine protected areas have clearly articulated goals or objectives, however, it is difficult or impossible to evaluate their ecological effectiveness. In Washington State, the Department of Natural Resources (WA DNR) is responsible for managing state-owned aquatic lands. Aquatic reserves are one of many Marine Protected Area (MPA) designations in WA State that aim to protect sensitive aquatic and ecological habitat. We analyzed the designation and early planning processes of WA State aquatic reserves, identified gaps in the processes, and recommend action to improve the WA State aquatic reserve early planning approach. The effectiveness of 17 α-hydroxy-20 β-dihydroprogesterone (17 α-20 β Pg) or of a trout hypophyseal gonadotrophic extract on the in vitro intrafollicular maturation of trout oocytes can be modulated by steroids which do not have a direct maturing effect; the effectiveness of the gonadotrophic extract is lowered by oestradiol and oestrone and increased by testosterone. As these steroids have no significant effect on maturation induced by 17 α-20 β Pg, the site of their activity is probably in the follicular envelopes. Corticosteroids, and Cortisol and cortisone in particular increase the effectiveness of the gonadotrophic extract, but increase the effectiveness of 17 α-20 β Pg even more strongly, suggesting that this 'progestagen' has a direct effect on oocyte sensitivity.

The purpose of the project is to improve our understanding about best management practices that can be utilized on diked managed wetlands in Suisun Marsh for reducing the occurrence of low dissolved oxygen (DO) and high methylmercury (MeHg) events associated primarily with fall flood-up practices. Low DO events are of concern because they can lead to undue stress and even mortality of sensitive aquatic organisms. Elevated MeHg levels are of concern because MeHg is a neurotoxin that bio-magnifies up the food chain and can cause deleterious effects to higher trophic level consumers such as piscivorous fish, birds, and mammals (including humans). This study involved two years (2007-2008) of intensive field data collection at two managed wetland sites in northwest Suisun Marsh and their surrounding tidal sloughs, an area with prior documented low DO events. In addition, the study collected limited soils and water quality field data and mapped vegetation for three managed wetland sites in the central interior of Suisun Marsh, for the purpose of examining whether wetlands at other locations exhibit characteristics that could indicate potential for similar concerns. In Year 1 of the study, the objective was to identify the baseline conditions in the managed wetlands and determine which physical management conditions could be modified for Year 2 to reduce low DO and MeHg production issues most effectively. The objective of Year 2 was to evaluate the effectiveness of these modified management actions at reducing production of low DO and elevated MeHg conditions within the managed wetlands and to continue improving understanding of the underlying biogeochemical processes at play. This Final Evaluation Memorandum examined a total of 19 BMPs, 14 involving modified water management operations and the remaining five involving modified soil and vegetation management practices. Some of these BMPs were previously employed and others have not yet been tested. For each BMP this report assesses its efficacy in improving water quality conditions and potential conflicts with wetland management. It makes recommendations for further study (either feasibility assessments or field testing) and whether to consider for future use. Certain previously used BMPs were found to be important contributors to poor water quality conditions and their continued use is not recommended. Some BMPs that could improve water quality conditions appear difficult to implement in regards to compatibility with wetland management; these BMPs require further elaboration and feasibility assessment to determine whether they should be field tested. In practice for any given wetland, there is likely a combination of BMPs that would together have the greatest potential to address the low DO and high MeHg water quality concerns. Consequently, this report makes no sweeping recommendations applicable to large groups of wetlands but instead promotes a careful consideration of factors at each wetland or small groups of wetlands and from that assessment to apply the most effective suite of BMPs. This report also identifies a number of recommended future actions and studies. These recommendations are geared toward improving the process understanding of factors that promote low DO and high MeHg conditions, the extent of these problems in Suisun Marsh, the regulatory basis for the DO standards for a large estuarine marsh, the economics of BMPs, and alternative approaches to BMPs on diked managed wetlands that may address the water quality issues. The most important of these recommendations is that future BMP implementation should be carried out within the context of rigorous scientific evaluation so as to gain the maximum improvement in how to manage these water quality issues in the diked managed wetlands of Suisun Marsh.

The Workinq Party of North West Water Authority and the Annan District Salmon Fishery Board's aims were to identify the current problems relating to the salmon and freshwater fisheries in the Solway Firth and its tributaries (embracing the catchments of the Annan, Kirtle Water, Sark, Esk, Eden, Wampool and Waver - and possibly also the Lochar Water and the Nith) to produce agreed outline solutions, and to consider the financial aspects of the future administration of these fisheries.

The report looks at experiments into electric fishing equipment and effects on salmon and trout within the Lancashire River Board. Experiments include obtaining information on voltage gradients, ascertaining what damage to fish of the larger size groups resulted from electric fishing, determining whether or not fractures could occur in coarse fish and brown trout,similar to those occurring in salmon and sea trout, and effects low temperatures have on electrofishing techniques.

As compared to crops and livestock, the genetic enhancement of fish is in its infancy. While significant progress has been achieved in the genetic improvement of temperate fish such as salmonids, no efforts were made until the late 1980s for the genetic improvement of tropical finfish, which account for about 90 percent of global aquaculture production. This paper traces the history of the Genetic Improvement of Farmed Tilapia (GIFT) project initiated in 1988 by the WorldFish Center and its partners for the development of methods for genetic enhancement of tropical finfish using Nile tilapia (Oreochromis niloticus) as a test species. It also describes the impacts of the project on the adoption of these methods for other species and the dissemination of improved breeds in several countries in Asia and the Pacific.

A rigid grate was installed in a groundfish trawl to test its effectiveness in excluding Pacific halibut, Hippoglossus stenolepis, from commercial flatfish catches in the Gulf of Alaska. The grate was located ahead of the trawl codend to direct halibut toward an escape opening while allowing target species to pass through toward the codend. In an experimental fishery, the escape rate of halibut was estimated at 94%, while 72% of the Dover sole, Microstomas pacificus, 67% of the rex sole, Glyptocephalus zachirus, and 79% of the flathead sole, Hippoglossoides elassodon, were retained.

Kumataro Ito produced hundreds of beautiful color paintings of fishes and invertebrates during and after the 1907-10 Philippine Expeditin of the U.S. Bureau of Fisheries Steamer Albatross. The paintings are housed in the files of the Divisions of Fishes and Mollusks, United States National Museum of Natural History, and Smithsonian Institution Archives, Washington, D.C. Few of those paintings have been published in color, but many have been publishes in black and white. Two years after the expedition, Ito came to Washington, D.C., in 1912 for an extended period to render final paintings based on preliminary color sketches made during the expedition. He did not completly render all the sketches during his stay, probably because he was asked to produced a large number of black-and-white illustrations of Philippine fishes, and a few of North American fishes. Most of the black-and-white illustrations have been published. Few publications containing Ito's Philippine and North American illustrations have acknowledged him. The very little that is known about Ito's life is discussed, examples of his black-and-white and colored fish paintings are reproduced, and his previously unacknowledged illustrations in various publications are herein acknowledged. Another Japanese artist, Yasui, about whom almost nothing is known, joined the Albatross during Ito's second tour on board the ship. It appears, with few exceptions, that Yasui produced only preliminary color sketches of fishes, which, if rendered as final paintings, were done by Ito.

Due to inadequacies of previous underwater towing techniques and the special needs of a recent underwater survey, a modified mania-board technique was developed. With this new technique, the diver holds on to the manta-board with one arm; consequently, the board is referred to as a single-armed manta-board (sam-board). The sam-board proved inexpensive and highly maneuverable, allowing the divers to freely collect samples or record information. Through some experimenting with the board and changing some of the variables, such as rope lengths, towing speeds, etc., a highly efficient towing method can be achieved. Preplanning and strict diving safety procedures must, however, be implemented to assure efficiency. This paper presents the materials, guidelines for board construction, equipment, and preplanning and diving safety procedures necessary for the sam-board towing operation.
