Water chestnut (Trapa natans L.,sensu lato) is an annual, floating-leaved aquatic plant of temperate and tropical freshwater wetlands, rivers, lakes, ponds, and estuaries. Native to Eurasia and Africa, water chestnut has been widely gathered for its large nutritious seed since the Neolithic and is cultivated for food in Asia. Water chestnut is now a species of conservation concern in Europe and Russia. Introduced to the northeastern United States in the mid-1800s, the spread of water chestnut as a nuisance weed was apparently favored by cultural eutrophication. Water chestnut is considered a pest in the U.S. because it forms extensive, dense beds in lakes, rivers, and freshwater-tidal habitats.

This bibliography attempts to list, with descriptive annotations and a subject index, important literature published between 1930 and 1953 dealing with the tunas and their fisheries in all parts of the world. It is thus a continuation of Corwin's (1930) work, which extended with similar scope through 1929, and an extension of Shimada's (1951), which was limited to the biology of Pacific tunas. The tunas with which it deals are those fishes customarily so-called in commercial parlance and usually classified in the genera Thunnus, Neothunnus, Parathunnus, Germo, Katsuwonus, Euthynnus and Auxis and their various synonyms. All aspects of the biology of the tunas are dealt with, as are descriptions and histories of all types of tuna fisheries, commercial and exploratory tuna fishing methods and results, fishing gear, catch statistics, and fishery management, but processing technology, economics and marketing, folklore, and purely literary references have been excluded.

Commonly adopted approaches to managing small-scale fisheries (SSFs) in developing countries do not ensure sustainability. Progress is impeded by a gap between innovative SSF research and slower-moving SSF management. The paper aims to bridge the gap by showing that the three primary bases of SSF management--ecosystem, stakeholders’ rights and resilience--are mutually consistent and complementary. It nominates the ecosystem approach as an appropriate starting point because it is established in national and international law and policy. Within this approach, the emerging resilience perspective and associated concepts of adaptive management and institutional learning can move management beyond traditional control and resource-use optimization, which largely ignore the different expectations of stakeholders; the complexity of ecosystem dynamics; and how ecological, social, political and economic subsystems are linked. Integrating a rights-based perspective helps balance the ecological bias of ecosystem-based and resilience approaches. The paper introduces three management implementation frameworks that can lend structure and order to research and management regardless of the management approach chosen. Finally, it outlines possible research approaches to overcome the heretofore limited capacity of fishery research to integrate across ecological, social and economic dimensions and so better serve the management objective of avoiding fishery failure by nurturing and preserving the ecological, social and institutional attributes that enable it to renew and reorganize itself. The Symposium in which the communications, as they were called during the meeting, comprising this volume were presented was held at the Zoological Institute of the Academy of Sciences of the U.S.S.R. in Leningrad during 13 to 16 October 1981. Conducted as part of the cooperative program of the U.S.A.-U.S.S.R. Working Group on Biological Productivity and Biochemistry of the World Ocean, the Leningrad meeting was sponsored by the Academy of Sciences of the U.S.S.R. (the Zoological Institute) and the Ministry of Fisheries of the U.S.S.R. (The Scientific Council on Fish Diseases of the Ichthyological Commission). It was an extremely interesting and successful Symposium, offering all participants the opportunity to describe the results of their studies and reviews during the course of the formal presentations and direct interchange between scientists during breaks in the program and the organized and casual social activities. The facilities provided by the Zoological Institute were quite adequate and the assistance offered by its Director, O. A. Scarlato and his staff in organization,logistics, and translation was excellent. Several of our Soviet colleagues presided over the proceedings, as did I. All were businesslike and efficient, yet graceful and accommodating. To O. N. Bauer Jell the brunt of programmatic detail and follow-up. He bore his burdens well and, with Director Scarlato and his staff, including A. V. Gussev and others of the professional and technical staffs of the Zoological Institute, helped make our stay pleasant and the Symposium productive. These organizations and individuals deserve much credit and praise as well as the thanks of their American and British colleagues. (PDF file contains 141 pages.)

During April 8th-10th, 2008, the Aliance for Coastal Technology (ACT) partner institutions, University of Alaska Fairbanks (UAF), Alaska SeaLife Center (ASLC), and the Oil Spill Recovery Institute (OSRI) hosted a workshop entitled: "Hydrocarbon sensors for oil spill prevention and response" in Seward, Alaska. The main focus was to bring together 29 workshop participants-representing workshop managers, scientists, and technology developers - together to discuss current and future hydrocarbon in-situ, laboratory, and remote sensors as they apply to oil spill prevention and response. [PDF contains 28 pages] Hydrocarbons and their derivatives still remain one of the most important energy sources in the world. To effectively manage these energy sources, proper protocol must be implemented to ensure prevention and responses to oil spills, as there are significant economic and environmental costs when oil spills occur. Hydrocarbon sensors provide the means to detect and monitor oil spills before, during, and after they occur. Capitalizing on the properties of oil, developers have designed in-situ, laboratory, and remote sensors that absorb or reflect the electromagnetic energy at different spectral bands. Workshop participants identified current hydrocarbon sensors (in-situ, laboratory, and remote sensors) and their overall performance. To achieve the most comprehensive understanding of oil spills, multiple sensors will be needed to gather oil spill extent, location, movement, thickness, condition, and classification. No single hydrocarbon sensor has the capability to collect all this information. Participants, therefore, suggested the development of means to combine sensor equipment to effectively and rapidly establish a spill response. As the exploration of oil continues at polar latitudes, sensor equipment must be developed to withstand harsh arctic climates, be able to detect oil under ice, and reduce the need for ground teams because ice extent is far too large of an area to cover. Participants also recognized the need for the U.S. to adopt a multi-agency cooperation for oil spill response, as the majority of issues surounding oil spill response focuses not on the hydrocarbon sensors but on an effective contingency plan adopted by all agencies. It is recommended that the U.S. could model contingency planning based on other nations such as Germany and Norway. Workshop participants were asked to make recommendations at the conclusion of the workshop and are summarized below without prioritization: *Outreach materials must be delivered to funding sources and Congressional delegates regarding the importance of oil spill prevention and response and the development of proper sensors to achieve effective response. *Develop protocols for training resource managers as new sensors become available. *Develop or adopt standard instrument specifications and testing protocols to assist manufacturers in further developing new sensor technology. *As oil exploration continues at polar latitudes, more research and development should be allocated to develop a suite of instruments that are applicable to oil detection under ice.

The Alliance for Coastal Technologies (ACT) Workshop on Towed Vehicles: Undulating Platforms As Tools for Mapping Coastal Processes and Water Quality Assessment was convened February 5-7,2007 at The Embassy Suites Hotel, Seaside, California and sponsored by the ACT-Pacific Coast partnership at the Moss Landing Marine Laboratories (MLML). The TUV workshop was co-chaired by Richard Burt (Chelsea Technology Group) and Stewart Lamerdin (MLML Marine Operations). Invited participants were selected to provide a uniform representation of the academic researchers, private sector product developers, and existing and potential data product users from the resource management community to enable development of broad consensus opinions on the application of TUV platforms in coastal resource assessment and management. The workshop was organized to address recognized limitations of point-based monitoring programs, which, while providing valuable data, are incapable of describing the spatial heterogeneity and the extent of features distributed in the bulk solution. This is particularly true as surveys approach the coastal zone where tidal and estuarine influences result in spatially and temporally heterogeneous water masses and entrained biological components. Aerial or satellite based remote sensing can provide an assessment of the aerial extent of plumes and blooms, yet provide no information regarding the third dimension of these features. Towed vehicles offer a cost-effective solution to this problem by providing platforms, which can sample in the horizontal, vertical, and time-based domains. Towed undulating vehicles (henceforth TUVs) represent useful platforms for event-response characterization. This workshop reviewed the current status of towed vehicle technology focusing on limitations of depth, data telemetry, instrument power demands, and ship requirements in an attempt to identify means to incorporate such technology more routinely in monitoring and event-response programs. Specifically, the participants were charged to address the following: (1) Summarize the state of the art in TUV technologies; (2) Identify how TUV platforms are used and how they can assist coastal managers in fulfilling their regulatory and management responsibilities; (3) Identify barriers and challenges to the application of TUV technologies in management and research activities, and (4) Recommend a series of community actions to overcome identified barriers and challenges. A series of plenary presentation were provided to enhance subsequent breakout discussions by the participants. Dave Nelson (University of Rhode Island) provided extensive summaries and real-world assessment of the operational features of a variety of TUV platforms available in the UNOLs scientific fleet. Dr. Burke Hales (Oregon State University) described the modification of TUV to provide a novel sampling platform for high resolution mapping of chemical distributions in near real time. Dr. Sonia Batten (Sir Alister Hardy Foundation for Ocean Sciences) provided an overview on the deployment of specialized towed vehicles equipped with rugged continuous plankton recorders on ships of opportunity to obtain long-term, basin wide surveys of zooplankton community structure, enhancing our understanding of trends in secondary production in the upper ocean. The use of self-contained, low-maintenance sensor systems installed on commercial vessels is becoming an important monitoring and scientific tool in many regions around the world. These systems integrate data from meteorological and water quality sensors with GPS data into a data stream that is automatically transferred from ship to shore. To begin linking some of this developing expertise, the Alliance for Coastal Technologies (ACT) and the European Coastal and Ocean Observing Technology (ECOOT) organized a workshop on this topic in Southampton, United Kingdom, October 10-12, 2006. The participants included technology users, technology developers, and shipping representatives. They collaborated to identify sensors currently employed on integrated systems, users of this data, limitations associated with these systems, and ways to overcome these limitations. The group also identified additional technologies that could be employed on future systems and examined whether standard architectures and data protocols for integrated systems should be established. Participants at the workshop defined 17 different parameters currently being measured by integrated systems. They identified that diverse user groups utilize information from these systems from resource management agencies, such as the Environmental Protection Agency (EPA), to local tourism groups and educational organizations. Among the limitations identified were instrument compatibility and interoperability, data quality control and quality assurance, and sensor calibration andlor maintenance frequency. Standardization of these integrated systems was viewed to be both advantageous and disadvantageous; while participants believed that standardization could be beneficial on many levels, they also felt that users may be hesitant to purchase a suite of instruments from a single manufacturer; and that a "plug and play" system including sensors from multiple manufactures may be difficult to achieve. A priority recommendation and conclusion for the general integrated sensor system community was to provide vessel operators with real-time access to relevant data (e.g., ambient temperature and salinity to increase efficiency of water treatment systems and meteorological data for increased vessel safety and operating efficiency) for broader system value. Simplified data displays are also required for education and public outreach/awareness. Other key recommendations were to encourage the use of integrated sensor packages within observing systems such as 100s and EuroGOOS, identify additional customers of sensor system data, and publish results of previous work in peer-reviewed journals to increase agency and scientific awareness and confidence in the technology. Priority recommendations and conclusions for ACT entailed highlighting the value of integrated sensor systems for vessels of opportunity through articles in the popular press, and marine science. The pressures placed on the natural, environmental, economic, and cultural sectors from continued growth, population shifts, weather and climate, and environmental quality are increasing exponentially in the southeastern U.S. region. Our growing understanding of the relationship of humans with the marine environment is leading us to explore new ecosystem-based approaches to coastal management, marine resources planning, and coastal adaptation that engages multiple state jurisdictions. The urgency of the situation calls for coordinated regional actions by the states, in conjunction with supporting partners and leveraging a diversity of resources, to address critical issues in sustaining our coastal and ocean ecosystems and enhancing the quality of life of our citizens. The South Atlantic Alliance (www.southatlanticalliance.org) was formally established on October 19, 2009 to “implement science-based policies and solutions that enhance and protect the value of coastal and ocean resources of the southeastern United States which support the region's culture and economy now and for future generations.” The Alliance, which includes North Carolina, South Carolina, Georgia, and Florida, will provide a regional mechanism for collaborating, coordinating, and sharing information in support of resource sustainability; improved regional alignment; cooperative planning and leveraging of resources; integrated research, observations, and mapping; increased awareness of the challenges facing the South Atlantic region; and inclusiveness and integration at all levels. Although I am preparing and presenting this overview of the South Atlantic Alliance and its current status, there are a host of representatives from agencies within the four states, universities, NGOs, and ongoing southeastern regional ocean and coastal programs that are contributing significant time, expertise, and energy to the success of the Alliance; information presented herein and to be presented in my oral presentation was generated by the collaborative efforts of these professionals. I also wish to acknowledge the wisdom and foresight of the Governors of the four states in establishing this exciting regional ocean partnership. (PDF contains 4 pages)

The article compares a recent aerial photograph of the lowlands of the Isle of Anglesey area with a German surveillance photograph from 1941. The authors aim to infer the environmental changes made to this sand dune and lake system as a direct consequence of constructing the airfield. Part of Tywyn Trewan, the extensive sand dune system, was completely destroyed in order to create runways and the technical and domestic accommodation to house a strategic airfield. As part of the dredging, six new water bodies with a combined surface area of approximately 6 ha were created.

The Inter-American Tropical Tuna Commission (IATTC) hosted a meeting, sponsored jointly by the IATTC and the Australian Fisheries Service, to discuss and report on the strengths and weaknesses of stock assessment techniques used on bluefin tuna stocks in the Pacific, Indian, and Atlantic Oceans and the Mediterranean Sea. The meeting was held in La Jolla, California, on Mat 25-31, 1990.

The annual catches of big eye are exceeded by those of only two other species of tuna, skipjack, Katsuwonus pelamis, and yellowfin, Thunnus albacares. However, because most of the bigeye caught are consumed fresh, whereas most of the skipjack and yellowfin caught are canned, the economic value of big eye exceeds that of any other species of tuna. Despite its importance, less is known of the biology of bigeye than of the biology of any of the other principal market species of tunas. Historically, bigeye have been harvested mostly by longlines, which take only medium to large fish. During recent years, however, greater amounts of small bigeye have been caught by purse seines and other surface gear. This is a matter of concern for several reasons. First, long line fishermen are concerned that the harvesting of small bigeye will decrease the amounts of medium to large bigeye available to them. Second, since small bigeye are canned, rather than eaten fresh, consumers are concerned about the possible decrease in the supply of high-quality fresh fish. Third, economists are concerned about the possible economic loss associated with harvesting fish at less than their maximum economic value. Fourth, biologists are concerned about the possibility that harvesting of small bigeye could decrease the overall catches of that species. These concerns cannot be properly addressed until more knowledge of the biology of big eye is available. The purposes of the meeting were to review and discuss the information available and to make recommendations for further research.

The Inter-American Tropical Tuna Commission (lA TTC) came into existence in 1950, after its convention, signed by representatives ofCosta Rica and the United States in 1949, was ratified. It was the first international tuna organization, and only the third international fisheries organization, whose staff has had the responsibility for performing scientific research, the others being the International Pacific Halibut Commission, established in 1923, and the International Pacific Salmon Fisheries Commission, established in 1937. The current members of the IATTC are Costa Rica, Ecuador, EI Salvador, France, Guatemala, Japan, Mexico, Nicaragua, Panama, the United States, Vanuatu, and Venezuela. The first Director ofthe IATTC was Dr. Milner B. Schaefer, who was in that position from 1950 to 1963. He was followed by Dr. John L. Kask (1963-1969), Dr. James Joseph (1969-1999), and Dr. Robin L. Allen (1999-present). The success ofthe IATIC showed that it was possible to carry out research and management on an international, high-seas fishery successfully. Since then other international organizations for tuna management, including the International Commission for the Conservation of Atlantic Tunas (1969), the Forum Fisheries Agency (1979), the Commission for the Conservation of Southern Bluefin Tuna (1994), and the Indian Ocean Tuna Commission (1996), were established. Appropriately, the 50th anniversary celebration was held in Costa Rica, one of the two charter members of the IATTC. Persons who have held important positions in international fishery management in various parts ofthe world spoke at the celebration. Their presentations, except for that describing the Indian Ocean Tuna Commission, are reproduced in this volume.
