One of the causes of lower artesian pressure, water waste and aquifer contamination is the misuse and insufficient care of artesian wells. In 1953, Senate Bill No. 57, entitled "An Act to Protect and Control the Artesian Waters of the State" (see Appendix) became a law. This law was passed through the efforts exerted by leading members of the Senate and the House of Representatives, who understood the need for a wise and controlled expenditure of our most valuable natural resource. The State Geologist and his authorized representatives were designated by this law to enforce this conservation measure; however, no financial provision was included for the 1953-55 biennium. The proposed program of the Florida Geological Survey for this biennium did not include the funds nor provide any full-time personnel for the enforcement of this statute. As a result, little actual work was accomplished during these two years, although much time was given to planning and discussion of the problem. Realizing that this program could provide additional basic data needed in the analysis of the water-supply problem, the State Geologist sought and was granted by the 1955 Legislature adequate funds with which to activate the first phase of the enforcement of Florida Statute No. 370.051-054. Enumerated below is a summary of the progress made on this investigation as outlined previously: 1. Data have been collected on 967 wildly flowing wells in 22 counties. 2. Chloride determinations have been run on 850 of the 967 wells. 3. Of the 967 wells, 554 have chlorides in excess of the 250 ppm, the upper limit assigned by the State Board of Health for public consumption. 4. Water escapes at the rate of 37, 762 gallons per minute from these 967 wells. This amounts to 54, 377, 280 gallons per day. The investigation is incomplete at this time; therefore, no final conclusions can be reached. However, from data already collected, the following recommendations are proposed: 1. That the present inventory of wildly flowing wells be completed for the entire State. 2. That the current inventory of wildly flowing wells be expanded at the conclusion of the present inventory to include all flowing wells. 3. That a complete statewide inventory program be established and conducted in cooperation with the Ground Water Branchof the U.S. Geological Survey. 4. That the enforcement functions as set down in Sections 370.051/.054, Florida Statutes, be separated from the program to collect water-resource data and that these functions be given to the Water Resources Department, if such is created (to be recommended by the Water Resources Study Commission in a water policy law presented to the 1957 Legislature). 5. That the research phase (well inventory) of the program remain under the direction of the Florida Geological Survey. (PDF contains 204 pages.)

Practically all water for municipal and industrial use in the Fernandina area is supplied by artesian wells. In recent years, the use of artesian water in the area has increased to meet the needs of expanding industry and increasing population. The total industrial and municipal pumpage has increased from approximately 35 million gallons per day in 1941 to approximately 50 million gallons per day in 1959. Correlated with the increase in water use is the constant decline in the artesian pressure in the area. In many other areas in Florida, such a decline in artesian pressure has resulted in salt-water intrusion into the fresh-water supply.An intrusion of salt water in the Fernandina area would contaminate the existing fresh-water supply and would result in a hardship for the population and seriously injure the economy. Recognizing the threat to the fresh-water supplies of this area, the U. S. Geological Survey in cooperation with the Florida Geological Surveymade a reconnaissance to determineif there has been any intrusion of salt water into the fresh-water supply or if there is any danger of future intrusion. Upward leakage of saline water from an artesian aquifer below 1,500 feet has caused an increase in chloride concentration in the lower Hawthorn aquifer from less than 1,000 mg/1 (milligrams per liter) to values ranging from about 1,300 to 15,000 mg/1. Similarly the higher temperatures of the intruding water has caused an increase in water temperatures in the aquifer from 82"F to values ranging from 83 to 93"F. The intruding water moves upward either through the open bore hole of deep wells or test holes, or along a fault or fracture system, which has been identified in the area. From these points of entry into the lower Hawthorn aquifer, the saline water spreads laterally toward the south and southeast, but is generally confined to components of the fault system. The saline water moves upward from the lower Hawthorn aquifer into the upper Hawthorn aquifer through the open bore hole of wells, which connect the aquifers. This movement has resulted in an increase in chloride from less than 200 mg/1 in the unaffected parts of the upper Hawthorn aquifer to values commonly ranging from about 300 to more than 3,000 mg/1 in parts of the aquifer affected by upward leakage. The upper Hawthorn aquifer is the principal source of ground-water supply for public water-supply systems in western Lee County. Similar effects have been noted in the water-table aquifer, where chloride increased from less than 100 to concentrations ranging from about 500 to more than 5,000 mg/1. This was caused by the downward infiltration of water discharged at land surface from wells tapping the lower Hawthorn aquifer. The spread of saline water throughout most of the McGregor Isles area is continuing as of 1971. (40 page document)

The purpose of the investigation is to make a detailed study of the geology and ground water in the Ruskin area, especially as related to the problem of salt-water encroachment. The major objectives of the program includes: (1) An inventory of wells to determine their number and distribution, their depths and diameters, and other pertinent information. (2) A study of artesian pressures. (3) Analyses of water from selected wells to determine the location and extent of any areas in which the artesian water is salty. (4) A study of the surface and subsurface geology as related to the occurrence and movement of ground water. (5) An estimate of the quantity of ground water withdrawn. (PDF contains 24 pages.)

Geological Survey in cooperation with the Florida Geological Survey and the Board of County Commissioners of Hillsborough County. The results of this study are given in a report by Harry M. Peek entitled "The artesian water of the Ruskin area of Hillsborough County, Florida" and published by the Florida Geological Survey as Report of Investigations No. 21. This report contains tables of well records that were compiled from data collected during that investigation. The well-numbering system used in the tables is based on latitude and longitude. The Department of Natural Resources, Bureau of Geology, is publishing as its Information Circular No. 85 the report entitled, "Water Levels in Artesian and Non-Artesian Aquifers of Florida, 1971-72," by Henry G. Healy, of the U. S. Geological Survey. In order to prevent future shortages developing from increasing demands, the present supplies of ground water must be properly appraised before they can be effectively utilized. Records of trends and fluctuations of ground water have long formed a basis for such an appraisal. (105 page document)

The Floridan aquifer was found to be principal source of ground water in the area, containing artesian water in the northern part of Columbia County, and being recharged in the southern part of the county. A few wells in the northern part of the county tap water present in sediments that lie above the Floridan aquifer. These shallow waters are generally high in iron and tannic acid. The details on the geology and hydrology necessary to conserve and utilize the water available to the residents of Columbia County are presented in this study. (PDF contains 86 pages)

This report presents discharge, chemical analyses, temperatures, and specific conductance records collected at 25 surface-water sites and chemical analyses of ground water, well descriptions and records of ground-water levels collected at 164 ground-water sites. It also contains 35 logs of the sedimentary rocks penetrated in the drilling of wells and test borings ranging in depth from 147 to 625 feet. These hydrologic data were collected as part of an investigation of the water resources of the county. The interpretative results of the investigation are in the report entitled, "Water resources of Walton County," by C. A. Pascale (in preparation, 1971). (108 page document)

Ground-water is not widely used in Baker County, but the presence of a high equipotential area in the artesian system beneath the County made it necessary that the resource be understood insofar as this high affected the ground-water resources of Nassau and Duval counties which were being intensively studied and mapped. The method and rates of movement of ground-water from one point to another in the artesian aquifer are understood more fully by use of the data in this report. (PDF contains 30 pages)

The scope of the investigation involved the drilling of test holes and the detailed inventorying of existing wells in order to define the location, depth, potential yield, and chemical quality of the water contained in the shallow aquifer that might be used for the development of a central water-supply system. The field work and collection of data for the investigation covered the period 1961 through 1963. Much of the data collected for the report on the ground-water resources of Collier County (McCoy, 1962) is incorporated into this report. (Document has 36 pages.)

Charlotte, De Soto, and Hardee counties are east-southeast of Tampa in west-central peninsular Florida, figure 1. In order to plan the future water-resource development of the area, information about the water resources is needed. To meet this need, the Water Resources Division of the U.S. Geological Survey, in cooperation with the Peace River Basin Board of the Southwest Florida Water Management District as part of the statewide cooperative program with the Division of Geology, Florida Board of Conservation, began a continuing hydrologic data collection program in July, 1963, as an initial step in the investigation and evaluation of the groundwater resources of Hardee and De Soto counties. A similar hydrologic data program commenced in Charlotte County in July, 1964. Previous work in Hardee and De Soto counties included a one year reconnaissance by the Division of Water Resources and Conservation, Florida Board of Conservation, which concluded in June, 1963, and resulted in a hydrologic report (Woodard, 1964). As an outgrowth of the hydrologic data program, a Map Series report portraying the chemical character of water in the Floridan aquifer in the southern Peace River basin was prepared in 1967 (Kaufman and Dion). The data contained herein constitute the basis for the Map Series report. Additional selected data, including records of wells and chemical analyses,, on the ground-water resources of the three county area are also included and are published to make the data available. Salt-water encroachment is undoubtedly the problem of most concern to users of ground water in Florida. This is a problem in many coastal areas where water levels are lowered excessively by heavy pumping. It is a problem also in some inland areas where the water-bearing formations contain salty water at relatively shallow depths. Among the coastal areas where wells have become contaminated with salt water are Pinellas County and the Miami area of Dade County. Inland areas where wells are likely to become contaminated with salt water include Seminole County and the southwestern part of Volusia County. The purpose of the investigation is to make a detailed study of the geology and ground-water resources of the county with special emphasis on the problems associated with declining water levels and salt-water contamination. This report reviews briefly the progress of the investigation through February 1954. (PDF contains 43 pages.)
