The United States and Japanese counterpart panels on aquaculture were formed in 1969 under the United States-Japan Cooperative Program in Natural Resources (UJNR). The panels currently include specialists drawn from the federal departments most concerned with aquaculture. Charged with exploring and developing bilateral cooperation, the panels have focused their efforts on exchanging information related to aquaculture which could be of benefit to both countries. The UJNR was begun during the Third Cabinet-Level Meeting of the Joint United States-Japan Committee on Trade and Economic Affairs in January 1964. In addition to aquaculture, current subjects in the program include desalination of seawater, toxic microorganisms, air population, energy, forage crops, national park management, mycoplasmosis, wind and seismic effects, protein resources, forestry, and several joint panels and committees in marine resources research, development, and utilization. Accomplishments include: Increased communication and cooperation among tecbnical specialists; exchanges of information, data, and research findings; annual meetings of the panels, a· policy-coordinative body; administrative staff meetings; exchanges of equipment, materials, and samples; several major technical conferences; and beneficial effects on international relations. Aquaculture in the Philippines is a long-standing activity but has witnessed relatively recent, rapid, technical change with the introduction of hatchery technology and commercial feed-mills changing the production possibilities for a fishpond operator. We are confronted with a diversity of aquaculture practices in the coastal areas of the Philippines, with new technologies being incorporated into more traditional systems. As a first step to understanding the sector, we therefore present a typology of farming systems with the motivation of generating domains (farm “types”) over which we can compare performance on a number of indicators. Our typology, restricted to brackish-water pond systems, is constructed using multivariate methods (principal components analysis, cluster analysis). Eight variables are used relating to the management of the farm across all the major factors of production. A stratified net sample of 136 observations provides the data for the analysis, from a farm-level survey carried out between January and June 2003 in the two main brackish-water production regions in the Philippines. We define five farm types from this analysis. In later work we will show how the use of this typology can be used for comparative study of economic, social and ecological performance at the farm-level. [PDF contains 42 pages]

After reviewing the rather thin literature on the subject, we investigate the relationship between aquaculture and poverty based on a case study of five coastal communities in the Philippines. The analysis relies on a data set collated through a questionnaire survey of 148 households randomly selected in these five communities. The methodological approach combines the qualitative analysis of how this relationship is perceived by the surveyed households and a quantitative analysis of the levels and determinants of poverty and inequality in these communities. There is overwhelming evidence that aquaculture benefits the poor in important ways and that it is perceived very positively by the poor and non-poor alike. In particular, the poor derive a relatively larger share of their income from aquaculture than the rich, and a lowering of the poverty line only reinforces this result. Further, a Gini decomposition exercise shows unambiguously that aquaculture represents an inequality-reducing source of income. We believe that the pro-poor character of brackish water aquaculture in the study areas is explained by the fact that the sector provides employment to a large number of unskilled workers in communities characterized by large surpluses of labour. Our results also suggest that the analysis of the relationship between aquaculture and poverty should not focus exclusively on the socio-economic status of the farm operator/owner, as has often been the case in the past. This publication introduces the methods and results of a research project that has developed a set of decision-support tools to identify places and sets of conditions for which a particular target aquaculture technology is considered feasible and therefore good to promote. The tools also identify the nature of constraints to aquaculture development and thereby shed light on appropriate interventions to realize the potential of the target areas. The project results will be useful for policy planners and decision makers in national, regional and local governments and development funding agencies, aquaculture extension workers in regional and local governments, and researchers in aquaculture systems and rural livelihoods. A concept for joint research on aquaculture in the Baltic Sea area is presented. It consists of three major parts, the promotion of an aquaculture-based-fisheries, the development of low-output land-based aquaculture systems, and the search for sustainably produced substances from aquatic organisms to be used for different processes. They include substitutes for feeding stuffs or products of importance for medical, biotechnological and industrial applications.

The Pond Dynamics/Aquaculture Collaborative Research Support Program (PDA/CRSP) is a global research network to generate basic science that may be used to advance aquaculture development. One of a family of research programs funded by the United States Agency for International Development (USAID), the CRSP focuses on improving the efficiency of aquaculture systems. The PDA/CRSP began work in 1982 in Thailand, and subsequently in the Philippines, Honduras, the US and, until recently, Rwanda. At all the sites, the goal is the same: to identify constraints to aquaculture production, and to design responses that are environmentally and culturally appropriate. The research network's global experiment has focused on tilapia (Oreochromis niloticus), although some sites have devoted attention to marine shrimp and other locally significant species. Impact of the network's investigations with tilapia is examined in this article.

This study evaluates the performance of a wide range of aquaculture systems in Bangladesh. It is by far the largest of its kind attempted to date. The purpose of this study was to identify and analyze the most important production systems, rather than to provide a nationally representative overview of the entire aquaculture sector of Bangladesh. As such, the study yields a huge amount of new information on production technologies that have never been thoroughly researched before. The study reveals an extremely diverse array of specialized, dynamic and rapidly evolving production technologies, adapted to a variety of market niches and local environmental conditions. This is a testament to the innovativeness of farmers and other value chain actors who have been the principal drivers of this development in Bangladesh. Data was collected from six geographical hubs. This survey was conducted from November 2011 to June 2012. Technological performance in terms of detailed input and output information, fish management practices, credit and marketing, and social and environmental issues were captured by the survey questionnaire, which had both open and closed format questions. The study generated insights that enable better understanding of aquaculture development in Bangladesh.

Fish are an important part of Bangladeshi culture and diet. Bangladesh ranks among the top five freshwater fish producers in the world. Fish are abundant in the thousands of rivers, ponds, lakes and seasonal floodplains across the country. They are a major source of protein for people living near these water bodies. In Bangladesh, many households depend on fish farming for their livelihood. By growing fish in homestead ponds, households have a consistent supply of nutritious fish and can sell the surplus for an income. The USAID-funded Cereal Systems Initiative for South Asia in Bangladesh (CSISA-BD) aimed to increase the income of farming households through increased productivity of aquaculture systems. Key activities of the project included developing and disseminating appropriate improved agricultural technology and quality fish seeds to improve livelihoods, food security and nutrition.

The acute toxicity of un-ionized ammonia to milkfish (Chanos chanos) fingerlings was determined using a static bioassay system. Median lethal concentrations found show that milkfish fingerlings have a high tolerance to ammonia and it is unlikely that levels as high as those employed for the acute exposure would be found to occur under natural conditions. Although the threat of acute toxicological effects induced by ammonia are remote, such conditions might be encountered in stressed natural environments or in heavily loaded aquaculture systems.

Aquaculture systems are an integral element of rural development and therefore should be environment friendly as well as socially and economically designed. From the economic standpoint, one of the major constraints for the development of sustainable aquaculture includes externalities generated by competition in access to a limited resource. This study was conducted as an investigation into the water requirement for the hatchery and nursery production phases of common carp, Cyprinus carpio (Linnaeus, 1758) at the Maharashtra State Fish Seed Farm at Khopoli in Raigad Dist. of Maharashtra during the winter months from November to February. The water budgeting study involves the quantification of water used in every stage of production in hatchery and nursery systems and aimed at becoming a foundation for the minimization of water during production without affecting the yield; thereby conserving water and upholding the theme of sustainable aquaculture. The total water used in a single operation cycle was estimated to be 11,25,040 L [sic]. Out of the total water consumed, 4.74% water was used in the pre-operational management steps, 4.48% was consumed during breeding, 62.72% was consumed in the hatching phase, 21.50% was used for hatchery rearing and 6.56% was consumed during conditioning. In the nursery ponds, the water gain was primarily the regulated inflow coming through the irrigation channel. The total quantum of water used in the nursery rearing was 31,60,800 L [sic]. The initial filling and regulated inflow formed 42.60% and 57.40% respectively of water gain, while evaporation, seepage and discharge contributed 20.71%, 36.46% and 42.82% respectively to the water loss. The total water expended for the entire operation was 1,21,61,120 L [sic]. Water expense occurred to produce a single spawn in the hatchery system was calculated and found to be 0.56 L while the water expended to produce one fry was calculated as 4.86 L. The study fulfills the hydrological equation described by Winter (1981) and Boyd (1985). It also validates the water budget simulation model that can be used for forecasting water requirements for aquaculture ponds (Nath and Bolte, 1998).

Integrated agriculture-aquaculture systems have been in existence in Thailand for centuries. This country has the most varied integrated farming operations in southeast Asia; pig, cattle, buffalo, chicken, duck, vegetable, aquatic plant, rice and orchard in combination with fish are practices. The systems most preferred by subsistence farmers are rice-fish, duck-fish and chicken-fish culture. A brief outline is given of these 3 systems.

Intensification of aquaculture production in Uganda is likely to result into disease out-breaks leading to economic losses to commercial fish farms and associated natural aquatic ecosystems. This survey assessed health profiles of selected commercial fish farms and adjacent natural aquatic ecosystemsto identify fish diseases and parasites affecting Nile tilapia (Oreochromis niloticus) and African catfish (Clarias gariepinus) in aquaculture systems in Uganda. Fish farms encounter disease out-breaks that cause low survival rates (0 - 30%), especially catfish hatcheries. Health management issues are not well understood by fish farmers, with some unable to detect diseased fish. Current control strategies to control aquatic pathogens include use of chemotherapeutants and antibiotics. Bacterial pathogens isolated included Flavobacterium columnare, Aeromonas sp., Edwardsiella sp., Psuedomonus sp., Steptococcus sp., Staphylococcus sp., Proteus sp., and Vibrio sp. A high occurrence of Flavobacterium columnare exists in both asymptomatic and symptomatic fish was observed. Parasites included protozoans (Ichthyopthirius multiphilis, Trichodina sp. and Icthyobodo sp.) and trematodes (Cleidodiscus sp. and Gyrodactylus sp.). Diagnosis and control of diseases and parasites in aquaculture production systems requires adoption of a regional comprehensive biosecurity strategy: the East African (EAC) region unto which this study directly contributes.
