The purpose of this output was to use the results of the baseline and participatory diagnostics analysis to develop alternative innovations for agricultural production, natural resource management and food security. The farming systems in the project areas were analysed to identify the innovations that communities had been using for agricultural production, natural resource management and food security. The innovative strategies were examined for their contribution to sustainable agriculture, food security and natural resource management. Comparative analysis of the agricultural productivity, food security and natural resource management in the different areas where the innovations have been put in place was undertaken. The best practices would be identified, which should be scaled-up, modified or sustained. The willingness and perceptions of the farmers to adopt the innovations would then be assessed.

The countries and territories of the Pacific Islands face many challenges in building the three main pillars of food security: availability, access and appropriate use of nutritious food. These challenges arise from factors including rapid population growth and urbanization, shortages of arable land for farming and the availability of cheap, low-quality foods. As a result, many are now highly dependent on imported food, and the incidence of non-communicable diseases in the region is among the highest in the world. This report summarizes: 1) the projected effects of climate change on agriculture, fisheries and aquaculture in the Pacific region; 2) adaptations and supporting policies needed to reduce risks to food production; 3) gaps in knowledge that must be filled in order to implement the adaptations effectively; 4) recommendations to fill these knowledge gaps.

The CGIAR Research Program on Aquatic Agricultural Systems (AAS) is collaborating with partners to develop and implement a foresight-based engagement with diverse stakeholders linked to aquatic agricultural systems. The program’s aim is to understand the implications of current drivers of change for fish agri-food systems, and consequently food and nutrition security, in Africa, Asia and the Pacific. Partners include the Global Forum on Agricultural Research (GFAR), the Forum for Agricultural Research in Africa (FARA) and the African Union’s New Partnership for Africa’s Development (AU-NEPAD). A key part of the program was a participatory scenario-building workshop held in July 2015 under the theme of "futures of aquatic agricultural systems and implications for fish agri-food systems in southern Africa." The objectives for the workshop were (i) to engage local stakeholders in exploring plausible futures of aquatic agricultural systems, and (ii) to broker and catalyze collaborative plans of action based on the foresight analysis. This report presents technical findings from the workshop. The brochure is to contribute to the overall goal of stimulating the adaptation of pro-poor agri-food systems innovations to improve food security and sustainable natural resource management among rural poor farmers. The paper seeks to identify and exploit opportunities for expanding market access for minor crops and NRM products. The minor crops studied included cow pea, sorghum, groundnut, sweet potato and yam.

Aquaculture is the fastest-growing food production sector globally, with production projected to double within the next 15–20 years. Future growth of aquaculture is essential to providing sustainable supplies of fish in national, regional and global fish food systems; creating jobs; and maintaining fish at affordable levels for resource-poor consumers. To ensure that the anticipated growth of aquaculture remains both economically and ecologically sustainable, we need to better understand the likely patterns of growth, as well as the opportunities and challenges, that these trends present. This knowledge will enable us to better prioritize investments that will help ensure the sustainable development of the sector. In Indonesia, WorldFish and partners have applied a unique methodology to evaluate growth trajectories for aquaculture under various scenarios, as well as the opportunities and challenges these represent. Indonesia is currently the fourth largest aquaculture producer globally, and the sector needs to grow to meet future fish demand. The study overlapped economic and environmental models with quantitative and participatory approaches to understand the future of aquaculture in Indonesia. Such analyses, while not definitive, have provided new understanding of the future supply and demand for seafood in Indonesia stretching to 2030. The learning from this research provides a foundation for future interventions in Indonesian fish food systems, as well as a suite of methodologies that can be applied more widely for insightful analyses of aquaculture growth trajectories in other countries or regions.

Aquatic agricultural systems (AAS) are diverse production and livelihood systems where families cultivate a range of crops, raise livestock, farm or catch fish, gather fruits and other tree crops, and harness natural resources such as timber, reeds, and wildlife. Aquatic agricultural systems occur along freshwater floodplains, coastal deltas, and inshore marine waters, and are characterized by dependence on seasonal changes in productivity, driven by seasonal variation in rainfall, river flow, and/or coastal and marine processes. Despite this natural productivity, the farming, fishing, and herding communities who live in these systems are among the poorest and most vulnerable in their countries and regions. This report provides an overview of the scale and scope of development challenges in coastal aquatic agricultural systems, their significance for poor and vulnerable communities, and the opportunities for partnership and investment that support efforts of these communities to secure resilient livelihoods in the face of multiple risks.

The objectives of these Technical Guidelines are to provide a focus on small-scale fisheries and their current and potential role in contributing to poverty alleviation and food security by expanding on the guidance on small-scale fisheries offered by the Code. The Guidelines are complementary to existing Technical Guidelines for Responsible Fisheries. Most small-scale fishers are in developing countries and many live in communities characterized by poverty and food insecurity. Small-scale fishing communities are faced with an array of serious problems, including overexploitation and depletion of resources, lack of alternative sources of employment, rapid population growth, migration of populations, displacement in coastal areas due to industrial development and tourism, pollution and environmental degradation and conflicts with large commercial fishing operations. However, small-scale fisheries are critical for food security and poverty alleviation in many countries. The first part of the Guidelines discusses the current contribution, role and importance of small-scale fisheries in poverty alleviation and food security. It examines the importance of small-scale fisheries for poverty alleviation at a national, local and household level. It also notes the nutritional qualities of fish and thus the particular role of fish in nutritional aspects of food security. The fact that about half of all fish caught for human consumption comes from small-scale fisheries underlines the importance of this subsector for the world fish supply. In many countries small-scale fisheries contribute to national food security both directly – where fish is a crucial part of the daily diet, and indirectly – by generating foreign exchange earnings that enable the purchase through trade of a range of food products. The second part of the Guidelines explores ways through which the contribution of small-scale fisheries to poverty alleviation and food security could be enhanced. A vision for the future of small-scale fisheries is presented as a goal towards which the subsector should develop. Ensuring greater participation by small-scale fishers and their communities in the formulation of policies, the development of related legislation and regulations, and in management decision-making and implementation processes, is vital to the realization of this vision. The central role of effective fisheries management, the importance of considering cross sectoral uses of fisheries and related resources, the special role of women in fish marketing, processing and value addition, the significant scope for trade, the critical role that adequate financing may have in enabling transitions for effective fisheries management and the role of knowledge in making informed decisions are all discussed in these Guidelines. The visit highlighted the vital contribution of the inland fisheries sector to provision of basic food security within the uncleared area (farmers report very low consumption frequencies for all other fish or meat protein substitutes). A 30-mile system of Brackish water lagoons which demarcates the cleared and uncleared areas is the main source of retailed fish in the uncleared area. Second in importance is the inland tank fishery, where the bulk of production emanates from 17 major irrigation reservoirs. [PDF contains 29 pages]

Tilapia once termed "poor man's" fish, still remains as the highly-priced food fish in many developing countries. The good attributes of this fish prompt its use in intensive aquaculture vertically integrated systems (VIS) which embrace broodstock development, hatchery/nursery and growout phase. Based on the series of studies carried out at Kainji Lake Research Institute, in New Bussa, Nigeria using Oreochromis (Tilapia niloticus) in floating bamboo hapas/cages, the recommended intensive modular systems were estimated to be capable of producing 4 million Tilapia fingerlings and 729 tons fish (Market-size) annually. Cost-benefit analysis showed the venture to have high prospects. It is recommended that priority be given to Tilapia cage culture at the national level in order to contribute immensely towards increased fish production

The present status of the culture systems in the National Food/Fish Programmes was highlighted. Strategies were advanced towards a successful implementation of the intensive water-based culture systems project as a contribution towards alleviating poverty, hunger and malnutrition under the concept of VISION 2010

This is the report on the workshop on “Small Indigenous Freshwater Fish Species: Their Role in Poverty Alleviation, Food Security and Conservation of Biodiversity”, organized by the International Collective in Support of Fishworkers(ICSF) in collaboration with the Inland Fisheries Society of India (IFSI). The workshop was a forum for exchange of views on the role of small indigenous freshwater fish species (SIFFS) in enhancing rural food supply and livelihood security, and in conserving biodiversity. The workshop also discussed the socioeconomic and cultural contexts for the culture and capture of SIFFS, and how to enhance access—especially for women—to better incomes, livelihoods and nutritional security, through appropriate policy spaces. This report provides a fresh focus on SIFFS, usually regarded as ‘trash’ fish. It urges scientists, researchers and decisionmakers to develop policy and legislative measures to ensure the conservation and promotion of SIFFS, both in capture- and culture-fisheries systems. This report will be useful for fishworker organizations, researchers, policymakers, fish farmers, members of civil society and anyone interested in fisheries and livelihoods. (PDF contains 86 pages)

Changes in sustainability of aquatic ecosystems are likely to be brought about by the global warming that has been widely predicted. In this article, the effects of water temperature on water-bodies (lakes, oceans and rivers) are reviewed followed by the effects of temperature on aquatic organisms. Almost all aquatic organisms require exogenous heat before they can metabolise efficiently. An organism that is adapted to warm temperatures will have a higher rate of metabolism of food organisms and this increases feeding rate. In addition, an increase in temperature raises the metabolism of food organisms, so food quality can be altered. Where populations have a different tolerance to temperature the result is habitat partitioning. One effect of prolonged high temperature is that it causes water to evaporate readily. In the marine littoral this is not an important problem as tides will replenish water in pools. Small rain pools are found in many tropical countries during the rainy season and these become incompletely dried at intervals. The biota of such pools must have resistant stages within the life cycle that enable them to cope with periods of drying. The most important potential effects of global warming include (i) the alteration of existing coastlines, (ii) the development of more deserts on some land masses, (iii) higher productivity producing higher crop production but a greater threat of algal blooms and (iv) the processing of organic matter at surface microlayers.
