In February 2006, an Alternative Platform Observer Program (APP) was implemented in North Carolina (NC) to observe commercial gillnet trips by small vessels [<24 ft (7.2 m)] in nearshore waters out to three nm (5.6 km). Efforts began with outreach to the fishing industry while simultaneously gathering information to be incorporated in a Database of Fishermen. From 30 March 2006 through 31 March 2007, 36 trips were observed. Observed trips of the NC nearshore gillnet fishery targeted seven species: kingfish (Menticirrhus spp.), Spanish mackerel (Scomberomorus maculatus), spiny dogfish (Squalus acanthias), spot (Leiostomus xanthurus), spotted seatrout (Cynoscion nebulosus), striped bass (Morone saxatilis), and weakfish (Cynoscion regalis). Of the 36 trips, 20 (55.6%) were with vessels that were new to the Northeast Fisheries Observer Program (NEFOP), having never carried an observer. Based on the landings data for small vessels from North Carolina Division of Marine Fisheries (NCDMF), the APP has achieved 10.1% coverage by number of trips and 4.0% by pounds landed. No incidental takes of bottlenose dolphins were observed by the APP, although bottlenose dolphins were sighted during 19 (52.8%) observed trips. The APP has drastically increased the number of observed trips of small vessels in the nearshore waters of NC. When combined with trips observed by NEFOP (n=205), the APP resulted in a 15.6% increase in the number of observed gillnet trips. (PDF contains 34 pages)

The science of fisheries acoustics and its applicability to resource management have evolved over the past several decades. This document provides a basic description of fisheries acoustics and recommendations on using this technology for research and monitoring of fish distributions and habitats within sanctuaries. It also describes recent efforts aimed at applying fisheries acoustics to Gray’s Reef National Marine Sanctuary (GRNMS) (Figure 1). Historically, methods to assess the underwater environment have included net trawls, diver censuses, hook and line, video, sonar and other techniques deployed in a variety of ways. Fisheries acoustics, using active sonar, relies on the physics of sound traveling through water to quantify the distribution of biota in the water column. By sending a signal of a given frequency through the water column and recording the time of travel and the strength of the reflected signal, it is possible to determine the size and location of fish and estimate biomass from the acoustic backscatter. As a fisheries assessment tool, active hydroacoustics technology is an efficient, non-intrusive method of mapping the water column at a very fine spatial and temporal resolution. It provides a practical alternative to bottom and mid-water trawls, which are not allowed at GRNMS. Passive acoustics, which uses underwater hydrophones to record man-made and natural sounds such as fish spawning calls and sounds produced by marine mammals for communication and echolocation, can provide a useful, complementary survey tool. As part of a multibeam and side scan sonar (SSS) benthic survey of the Marine Conservation District (MCD) south of St. Thomas, USVI and the seasonal closed areas in St. Croix—Lang Bank (LB) for red hind (Epinephelus guttatus) and the Mutton Snapper (MS) (Lutjanus analis) area—we extracted signals from water column targets that represent individual and aggregated fish over various benthic habitats encountered in the SSS imagery. The survey covered a total of 18 km2 throughout the federal jurisdiction fishery management areas. The complementary set of 28 habitat classification digital maps covered a total of 5,462.3 ha; MCDW (West) accounted for 45% of that area, and MCDE (East) 26%, LB 17%, and MS the remaining 13%. With the exception of MS, corals and gorgonians on consolidated habitats were significantly more abundant than submerged aquatic vegetation (SAV) on unconsolidated sediments or unconsolidated sediments. Continuous coral habitat was the most abundant consolidated habitat for both MCDW and MCDE (41% and 43% respectively). Consolidated habitats in LB and MS predominantly consisted of gorgonian plain habitat with 95% and 83% respectively. Coral limestone habitat was more abundant than coral patch habitat; it was found near the shelf break in MS, MCDW, and MCDE. Coral limestone and coral patch habitats only covered LB minimally. The high spatial resolution (0.15 m) of the acquired imagery allowed the detection of differing fish aggregation (FA) types. The largest FA densities were located at MCDW and MCDE over coral communities that occupy up to 70% of the bottom cover. Counts of unidentified swimming objects (USOs), likely representing individual fish, were similar among locations and occurred primarily over sand and shelf edge areas. Fish aggregation school sizes were significantly smaller at MS than the other three locations (MCDW, MCDE, and LB). This study shows the advantages of utilizing SSS in determining fish distributions and density.

The cod stock in the Western Baltic Sea is assessed to be overfished regarding the definitions of the UN World Summit on Sustainable Development at Johannesburg in 2002. Thus, the European Fisheries Council enforced a multi-annual management plan in 2007. Our medium term simulations over the future 10 years assume similar stock productivity as compared with the past four decades and indicate that the goals of the management plan can be achieved through TAC and consistent effort regulations. Taking account of the uncertainty in the recruitment patterns, the target average fishing mortality of age groups 3 – 6 years of F = 0.6 per year as defined in the management plan is indicated to exceed sustainable levels consistent with high long term yields and low risk of depletion. The stipulated constraint of the annual TAC variations of ±15% will dominate future fisheries management and implies a high recovery potential of the stock through continued reductions in fishing mortality. The scientific assessment of sustainable levels of exploitation and consideration in the plan is strongly advised, taking account of uncertainties attributed to environmental and biological effects. We recommend our study to be complemented with economic impact assessments including effects on by-catch species, which have been disregarded in this study. It is further demonstrated, that the goals of the management plan can alternatively be achieved by mesh size adaptations. An alternative technical option of mesh size increases to realize the required reductions in fishing mortality provides avoidance of discards of undersized fish after a few years by means of improved selectivity, another important element of the Common Fisheries Policy. However, it is emphasized that technical regulations since 1990 failed to affect the by-catch and discards of juvenile cod. In any way, the meaningful implementation of the multiannual management plan through stringent control and enforcement appears critical.

Fischfanggeräte werden in der kommerziellen Fischerei und in der Fischereiforschung eingesetzt. In beiden Fällen werden hauptsächlich Schleppnetze verwendet. Schleppnetze sind jedoch nicht für alle Aufgabenstellungen der Fischereiforschung geeignet. Alternative in der Forschung verwendbare Untersuchungsgeräte und Methoden wurden bisher ohne überzeugenden Erfolg getestet. Schleppnetzen – insbesondere den Grundschleppnetzen der Berufsfischerei – werden sowohl die Meeresumwelt schädigende Einflüsse als auch unzureichende selektive Eigenschaften hinsichtlich Ziel- und Beifangarten nachgesagt. Die in der kommerziellen Fischerei der Ostsee verwendeten Schleppnetze üben aber nur einen geringen schädlichen Einfluss auf Bodenorganismen aus. Alternative ökosystemgerechte Fanggeräte wie Fischfallen können Schleppnetze bisher nicht ersetzen. Es werden Möglichkeiten aufgezeigt, die negativen Einflüsse auf die Meeresumwelt noch weiter zu verringern. Durch konstruktive Gestaltung der Schleppnetze (großmaschige Unterblätter im Vornetz, im Oberblatt reduzierte Grundschleppnetze) können Beifänge reduziert werden. Durch weitere Verbesserungen der Beschwerungs- und Spreizelemente an Grundschleppnetzen lassen sich die negativen Einflüsse auf den Meeresboden weiter reduzieren.

A study was embarked upon with the twin objectives of reviewing the Green Revolution Strategy for accelerating fish production in the country and proposing an alternative strategy, a private sector approach. Some of the programmes listed in the Green Revolution are very necessary for developing a viable - fish farming industry and that money spent under such programmes is money well spent. Programmes that are also desirable but need to be considerably expanded were identified. Other programmes have been criticised on the grounds that the method chosen to achieve the desired objectives is fraught with dangers if sufficiently long run view of fisheries development is taken

Details are given of a study conducted in the framework of the Kainji Lake Fisheries Promotion Project to boost income from alternative sources. The project identified 'improved poultry keeping' as suitable for introduction around the Kainji Lake area. In the long term, the programme will assist increasing especially the income of female members of fishing families, since poultry is kept in the villages mainly by women. (PDF contains 35 pages)

The hardship of poverty bestowed on people has become a problem of horrifying enormity. Which attracts global concern to a steadfast search on the best approach to address the menace and to improve the living standard of people particularly those in the rural areas. These areas equally represent where majority of the fishermen lives. They are found frequently isolated, living along margin of lakes, rivers etc often unheard and unseen in development process. The study reviews the concept of poverty, perception and situation in Nigeria, as well as the past approaches to poverty alleviation. Due to the failure of the past approaches to tackle poverty adequately, the paper outlines a new concept of poverty alleviation-sustainable livelihood. Basically the paper highlights its concept, principles, framework and its application in poverty alleviation projects and general development process with particular reference to the Nigerian rural fishing communities

Kainji Lake Basin is the first man-made Lake in Nigeria with a surface area of 1270km super(2). Since its creation in 1968 research activities were carried out on biological, socio-economic, hydrological and limnological characteristics of the water body. Extension activities concentrated on the dissemination of proven technologies developed by the Research scientists. Most of the socio-economic and extension activities focused on fishermen as women were regarded as homemakers and their activities concentrated in the home. The situation is even compounded by the Islamic injunction of seclusion. The intervention of NGKLFPP in 1993 has introduced many changes into the research and extension activities directed at the beneficiaries of the project because women were considered as a major stakeholder around the Lake area. The intervention of the project in Kainji Lake in the introduction of alternative income generating activities to women is enumerated in this paper. The intervention has improved the living standard of women and to a certain level reduced poverty among women in the area

Experimental fishing trials were conducted in the Elbe Estuary using an experimental 3 m-standard beamtrawl. To avoid the by-catch of fish, a sorting grid was used. The elliptical grid was constructed of 6 mm diameter stainless steel bars with a spacing of 13 mm between the bars and housed in a cylindrical frame of 400 mm diameter. It was installed in the extension piece just in front of the codend angled at 45°, with a fish outlet at the top. A series of 10 tows of 15 minutes duration at a towing speed of 3 kn was done. The catch of the main codend was compared with the catch separated by the sorting grid. This achieved a reduction of 56 % of plaice (Pleuronectes platessa), 75 % of flounder (Platichthys flesus), 99 % of whiting (Merlangius merlangus), 94 % of cod (Gadus morhua) and 49 % of smelt (Osmerus eperlanus) with a mean loss of 43 % of shrimps (Crangon crangon). English grid trials in the Humber estuary using a flapper set or guiding funnel in front of the sorting grid device demonstrated reasonable lower escapement rates for fish and shrimps.

This article is intended to open a discussion about the historical development of lakes Zirahuen, Patzcuaro and Cuitzeo in the state of Michoacan, and the postulated relationships between lake ecology and evolution. Dr Fernando De Buen was the first man dedicated to limnology in Mexico who came to the country in the 1930s. He was adviser at the Estacion Limnologica de Patzcuaro and wrote outstanding papers dealing with Mexican lakes. The lakes of Michoacan probably formed in the late Pliocene or Holocene, and were part of a tributary to the Lerma River, which became isolated by successive volanic barriers to form lake basins. Lake Zirahuen is a warm monomictic waterbody with unique water dynamics amongst the Michoacan lakes. Because it is relatively deep (max depth 40m), seasonal patterns of alternating circulation and thermal stratification develop in the lake, a feature not shared by the other two polymictic shallow lakes, Patzcuaro and Cuitzeo.

Automatic recording instruments provide the ideal means of recording the responses of rivers, lakes and reservoirs to short-term changes in the weather. As part of the project ‘Using Automatic Monitoring and Dynamic Modelling for the Active Management of Lakes and Reservoirs', a family of three automatic monitoring stations were designed by engineers at the Centre for Ecology and Hydrology in Windermere to monitor such responses. In this article, the authors describe this instrument network in some detail and present case studies that illustrate the value of high resolution automatic monitoring in both catchment and reservoir applications.

In Kenya, fisheries resource management has been based on the top-down centralized approach since the colonial days. Stakeholders have never been consulted concerning management decisions. The 4-beaches Study was undertaken to investigate the potential for an alternative management system for Lake Victoria.
