This report describes cases relating to the management of national marine sanctuaries in which certain scientific information was required so managers could make decisions that effectively protected trust resources. The cases presented represent only a fraction of difficult issues that marine sanctuary managers deal with daily. They include, among others, problems related to wildlife disturbance, vessel routing, marine reserve placement, watershed management, oil spill response, and habitat restoration. Scientific approaches to address these problems vary significantly, and include literature surveys, data mining, field studies (monitoring, mapping, observations, and measurement), geospatial and biogeographic analysis, and modeling. In most cases there is also an element of expert consultation and collaboration among multiple partners, agencies with resource protection responsibilities, and other users and stakeholders. The resulting management responses may involve direct intervention (e.g., for spill response or habitat restoration issues), proposal of boundary alternatives for marine sanctuaries or reserves, changes in agency policy or regulations, making recommendations to other agencies with resource protection responsibilities, proposing changes to international or domestic shipping rules, or development of new education or outreach programs. The Government of Pakistan and FAO have put into practice a participatory process that sought to involve as wide a range of stakeholders as possible, with two rounds of consultations ‘close’ to people in communities and in some cases, actually with poor people and women. The commercial development of ocean thermal energy conversion (OTEC) operations will involve some environmental perturbations for which there is no precedent experience. The pumping of very large volumes of warm surface water and cold deep water and its subsequent discharge will result in the impingement, entrainment, and redistribution of biota. Additional stresses to biota will be caused by biocide usage and temperature depressions. However, the artificial upwelling of nutrients associated with the pumping of cold deep water, and the artificial reef created by an OTEC plant may have positive effects on the local environment. Although more detailed information is needed to assess the net effect of an OTEC operation on fisheries, certain assumptions and calculations are made supporting the conclusion that the potential risk to fisheries is not significant enough to deter the early development of IDEe. It will be necessary to monitor a commercial-scale plant in order to remove many of the remaining uncertainties. (PDF file contains 39 pages.)

Questionnaires containing 39 questions were prepared and administered to 50 women in ten fishing villages in the Southern Kainji Lake Basin to assess the level of women participation in fisheries activities. Results showed that 100% of the women interviewed were involved in fisheries activities and the following factors were considered. Age group between 20-30 years was 18%; 31-40 years; 30%; and above 40 years had the highest percentage of 40%. Also 98% of the women involve in fisheries activities were married while only 2% were not married. Muslin women constituted 82% while 18% were Christians. About 70% of Hausas were involved: no Igbos and Yorubas, while 30% were other tribes, which included Ijaws, Isokos and Urohobos. The percentage of women without education amounted to 62%, those women with Koranic education accounted for 22%, 14% had primary education while only 2% had secondary education. Few women were directly involved in fishing and statistical analysis showed that there was insignificant difference from village to village. All the women (100%) were involved in fish processing and storage (preservation) before sale. Only 26% of the women were not involved in fish marketing. Also 26% of the women made profits ranging from N500 to N1,000 per week, 24% make N1,000 to N1,500 per week, 12% made N1,500 to N2,000 and 38% made profit above N2,000. Statistical analysis showed that there was a significant difference in the profit made by the women (P<0.05) from the foregoing, women were actively involved in all fisheries activities

Biomanipulation is a form of biological engineering in which organisms are selectively removed or encouraged to alleviate the symptoms of eutrophication. Most examples involve fish and grazer zooplankton though mussels have also been used. The technique involves continuous management in many deeper lakes and is not a substitute for nutrient control. In some lakes, alterations to the lake environment have given longer-term positive effects. And in some shallow lakes, biomanipulation may be essential, alongside nutrient control, in re- establishing former aquatic-plant-dominated ecosystems which have been lost through severe eutrophication. The emergence of biomanipulation techniques emphasises that lake systems are not simply chemical reactors which respond simply to engineered chemical changes, but very complex and still very imperfectly understood ecosystems which require a yet profounder understanding before they can be restored with certainty.
