This technical memorandum documents the design, implementation, data preparation, and descriptive results for the 2006 Annual Economic Survey of Federal Gulf Shrimp Permit Holders. The data collection was designed by the NOAA Fisheries Southeast Fisheries Science Center Social Science Research Group to track the financial and economic status and performance by vessels holding a federal moratorium permit for harvesting shrimp in the Gulf of Mexico. A two page, self-administered mail survey collected total annual costs broken out into seven categories and auxiliary economic data. In May 2007, 580 vessels were randomly selected, stratified by state, from a preliminary population of 1,709 vessels with federal permits to shrimp in offshore waters of the Gulf of Mexico. The survey was implemented during the rest of 2007. After many reminder and verification phone calls, 509 surveys were deemed complete, for an ineligibility-adjusted response rate of 90.7%. The linking of each individual vessel’s cost data to its revenue data from a different data collection was imperfect, and hence the final number of observations used in the analyses is 484. Based on various measures and tests of validity throughout the technical memorandum, the quality of the data is high. The results are presented in a standardized table format, linking vessel characteristics and operations to simple balance sheet, cash flow, and income statements. In the text, results are discussed for the total fleet, the Gulf shrimp fleet, the active Gulf shrimp fleet, and the inactive Gulf shrimp fleet. Additional results for shrimp vessels grouped by state, by vessel characteristics, by landings volume, and by ownership structure are available in the appendices. The general conclusion of this report is that the financial and economic situation is bleak for the average vessels in most of the categories that were evaluated. With few exceptions, cash flow for the average vessel is positive while the net revenue from operations and the “profit” are negative. With negative net revenue from operations, the economic return for average shrimp vessels is less than zero. Only with the help of government payments does the average owner just about break even. In the short-term, this will discourage any new investments in the industry. The financial situation in 2006, especially if it endures over multiple years, also is economically unsustainable for the average established business. Vessels in the active and inactive Gulf shrimp fleet are, on average, 69 feet long, weigh 105 gross tons, are powered by 505 hp motor(s), and are 23 years old. Three-quarters of the vessels have steel hulls and 59% use a freezer for refrigeration. The average market value of these vessels was $175,149 in 2006, about a hundred-thousand dollars less than the average original purchase price. The outstanding loans averaged $91,955, leading to an average owner equity of $83,194. Based on the sample, 85% of the federally permitted Gulf shrimp fleet was actively shrimping in 2006. Of these 386 active Gulf shrimp vessels, just under half (46%) were owner-operated. On average, these vessels burned 52,931 gallons of fuel, landed 101,268 pounds of shrimp, and received $2.47 per pound of shrimp. Non-shrimp landings added less than 1% to cash flow, indicating that the federal Gulf shrimp fishery is very specialized. The average total cash outflow was $243,415 of which $108,775 was due to fuel expenses alone. The expenses for hired crew and captains were on average $54,866 which indicates the importance of the industry as a source of wage income. The resulting average net cash flow is $16,225 but has a large standard deviation. For the population of active Gulf shrimp vessels we can state with 95% certainty that the average net cash flow was between $9,500 and $23,000 in 2006. The median net cash flow was $11,843. Based on the income statement for active Gulf shrimp vessels, the average fixed costs accounted for just under a quarter of operating expenses (23.1%), labor costs for just over a quarter (25.3%), and the non-labor variable costs for just over half (51.6%). The fuel costs alone accounted for 42.9% of total operating expenses in 2006. It should be noted that the labor cost category in the income statement includes both the actual cash payments to hired labor and an estimate of the opportunity cost of owner-operators’ time spent as captain. The average labor contribution (as captain) of an owner-operator is estimated at about $19,800. The average net revenue from operations is negative $7,429, and is statistically different and less than zero in spite of a large standard deviation. The economic return to Gulf shrimping is negative 4%. Including non-operating activities, foremost an average government payment of $13,662, leads to an average loss before taxes of $907 for the vessel owners. The confidence interval of this value straddles zero, so we cannot reject, with 95% certainty, that the population average is zero. The average inactive Gulf shrimp vessel is generally of a smaller scale than the average active vessel. Inactive vessels are physically smaller, are valued much lower, and are less dependent on loans. Fixed costs account for nearly three quarters of the total operating expenses of $11,926, and only 6% of these vessels have hull insurance. With an average net cash flow of negative $7,537, the inactive Gulf shrimp fleet has a major liquidity problem. On average, net revenue from operations is negative $11,396, which amounts to a negative 15% economic return, and owners lose $9,381 on their vessels before taxes. To sustain such losses and especially to survive the negative cash flow, many of the owners must be subsidizing their shrimp vessels with the help of other income or wealth sources or are drawing down their equity. Active Gulf shrimp vessels in all states but Texas exhibited negative returns. The Alabama and Mississippi fleets have the highest assets (vessel values), on average, yet they generate zero cash flow and negative $32,224 net revenue from operations. Due to their high (loan) leverage ratio the negative 11% economic return is amplified into a negative 21% return on equity. In contrast, for Texas vessels, which actually have the highest leverage ratio among the states, a 1% economic return is amplified into a 13% return on equity. From a financial perspective, the average Florida and Louisiana vessels conform roughly to the overall average of the active Gulf shrimp fleet. It should be noted that these results are averages and hence hide the variation that clearly exists within all fleets and all categories. This study analyzed species richness, distribution, and sighting frequency of selected reef fishes to describe species assemblage composition, abundance, and spatial distribution patterns among sites and regions (Upper Keys, Middle Keys, Lower Keys, and Dry Tortugas) within the Florida Keys National Marine Sanctuary (FKNMS) barrier reef ecosystem. Data were obtained from the Reef Environmental Education Foundation (REEF) Fish Survey Project, a volunteer fish-monitoring program. A total of 4,324 visual fish surveys conducted at 112 sites throughout the FKNMS were used in these analyses. The data set contained sighting information on 341 fish species comprising 68 families. Species richness was generally highest in the Upper Keys sites (maximum was 220 species at Molasses Reef) and lowest in the Dry Tortugas sites. Encounter rates differed among regions, with the Dry Tortugas having the highest rate, potentially a result of differences in the evenness in fishes and the lower diversity of habitat types in the Dry Tortugas region. Geographic coverage maps were developed for 29 frequently observed species. Fourteen of these species showed significant regional variation in mean sighting frequency (%SF). Six species had significantly lower mean %SF and eight species had significantly higher mean %SF in the Dry Tortugas compared with other regions. Hierarchical clustering based on species composition (presence-absence) and species % SF revealed interesting patterns of similarities among sites that varied across spatial scales. Results presented here indicate that phenomena affecting reef fish composition in the FKNMS operate at multiple spatial scales, including a biogeographic scale that defines the character of the region as a whole, a reef scale (~50-100 km) that include meso-scale physical oceanographic processes and regional variation in reef structure and associated reef habitats, and a local scale that includes level of protection, cross-shelf location and a suite of physical characteristics of a given reef. It is likely that at both regional and local scales, species habitat requirements strongly influence the patterns revealed in this study, and are particularly limiting for species that are less frequently observed in the Dry Tortugas. The results of this report serve as a benchmark for the current status of the reef fishes in the FKNMS. In addition, these data provide the basis for analyses on reserve effects and the biogeographic coupling of benthic habitats and fish assemblages that are currently underway. ENGLISH: Yellowfin and skipjack tuna occur in commercial quantities in the Eastern Pacific Ocean from California to Chile. They are captured in the high seas at distances from the mainland up to several hundred miles (see Alverson, 1960). The Inter-American Tropical Tuna Commission has been engaged for several years in research on the biology, ecology, and population dynamics of the stocks of these species supporting the commercial fishery, in order to elucidate the effects of the fishery and of fishery independent factors on their abundance and behavior, to provide the scientific basis for rational management of the fishery. An important aspect of this research is the investigation of the migrations of these species in the Eastern Pacific, and the determination of whether each consists of but a single population or is composed of various sub-populations. One direct means of approaching these problems is the tagging, and subsequent recovery, of specimens in the region of the commercial fishery. This also provides direct information on growth rates, by comparison of sizes of specimens at tagging and upon later recovery, and can furnish the basis of estimating rates of mortality. These are two of the important elements of the vital statistics of the tuna populations. SPANISH: El atún aleta amarilla y el barrilete se encuentran en cantidades comerciales en el Océano Pacífico Oriental, desde California hasta Chile. Estos peces son capturados en alta mar a varios cientos de millas de distancia de tierra firme (ver Alverson, 1960). La Comisión Interamericana del Atún Tropical ha estado dedicada durante varios años a la investigación de la biología, ecología y dinámica de las poblaciones de los stocks de las indicadas especies que mantienen la pesquería comercial, a fin de elucidar los efectos de ésta y de los factores independientes de la explotación sobre la abundancia y hábitos de estos peces, para obtener una base científica que permita una administración racional de la pesquería. Un aspecto importante de esta investigación es el estudio de los movimientos migratorios de estas especies en el Pacífico Oriental, y la determinación de que si cada una constituye una sola población o está compuesta de varias subpoblaciones. Un medio directo de abordar estos problemas es el de la marcación, y subsecuente recuperación, de especímenes en la región de la pesquería comercial. Esto también proporciona una información directa sobre la tasa de crecimiento, por la comparación de los tamaños de los especímenes al ser marcados y recuperados más tarde y puede proveer la base para estimar las tasas de mortalidad. Estos son dos de los elementos importantes de las estadísticas vitales de las poblaciones de atún.

The fabrication and operational techniques of Malian and Ndurutu traps mostly used by the fishermen in River Rima in north western Nigeria were evaluated through structured questionnaire and measurement of samples of the Data collected were analyzed using descriptive statistics. There was no standard in the dimensions of either of the traps. The traps were made of locally sourced materials, except the synthetic net of the Malian trap. About 81 and 80% of the respondents fabricated their Malian and Ndurutu traps, respectively. The major problems encountered in the structure and operation of the Malian trap included projection above water, stealing of catches and trap, and trapping of small sized fishes as indicated by 61.9, 47.6 and 28.6% of the respondents, respectively. In the case of the Ndurutu trap, 72.0, 48.0, 12.0 and 8.0% of the respondents respectively indicated poor durability, single entrance valve, destruction by cattle and instability in water, as the major problems encountered. As improvement measures for the Malian trap, the respondents suggested increase in number and size of valve (81.0%), horizontal positioning (57.1%) and square shape (47.6%) while 52.0% each suggested increase in number of entrance valve and netting of Ndurutu trap. The fishermen demonstrated ingenuity in the fabrication and operation of the traps, but they failed to initiate the required improvement. It is important to critically examine the designs, materials, costs and limitations of the traps and the suggestions of the fishermen, as basis for improvement on the technology of the traps

From 2001 to 2006, 71 pop-up satellite archival tags (PSATs) were deployed on five species of pelagic shark (blue shark [Prionace glauca]; shortfin mako [Isurus oxyrinchus]; silky shark [Carcharhinus falciformis]; oceanic whitetip shark [C. longimanus]; and bigeye thresher [Alopias superciliosus]) in the central Pacific Ocean to determine species-specific movement patterns and survival rates after release from longline fishing gear. Only a single postrelease mortality could be unequivocally documented: a male blue shark which succumbed seven days after release. Meta-analysis of published reports and the current study (n=78 reporting PSATs) indicated that the summary effect of postrelease mortality for blue sharks was 15% (95% CI, 8.5–25.1%) and suggested that catch-and-release in longline fisheries can be a viable management tool to protect parental biomass in shark populations. Pelagic sharks displayed species-specific depth and temperature ranges, although with significant individual temporal and spatial variability in vertical movement patterns, which were also punctuated by stochastic events (e.g., El Niño-Southern Oscillation). Pelagic species can be separated into three broad groups based on daytime temperature preferences by using the unweighted pair-group method with arithmetic averaging clustering on a Kolmogorov-Smirnov Dmax distance matrix: 1) epipelagic species (silky and oceanic whitetip sharks), which spent >95% of their time at temperatures within 2°C of sea surface temperature; 2) mesopelagic-I species (blue sharks and shortfin makos, which spent 95% of their time at temperatures from 9.7° to 26.9°C and from 9.4° to 25.0°C, respectively; and 3) mesopelagic-II species (bigeye threshers), which spent 95% of their time at temperatures from 6.7° to 21.2°C. Distinct thermal niche partitioning based on body size and latitude was also evident within epipelagic species.

Genetic structure and average long-term connectivity and effective size of mutton snapper (Lutjanus analis) sampled from offshore localities in the U.S. Caribbean and the Florida Keys were assessed by using nuclear-encoded microsatellites and a fragment of mitochondrial DNA. No significant differences in allele, genotype (microsatellites), or haplotype (mtDNA) distributions were detected; tests of selective neutrality (mtDNA) were nonsignificant after Bonferroni correction. Heuristic estimates of average long-term rate of migration (proportion of migrant individuals/generation) between geographically adjacent localities varied from 0.0033 to 0.0054, indicating that local subpopulations could respond independently of environmental perturbations. Estimates of average longterm effective population sizes varied from 341 to 1066 and differed significantly among several of the localities. These results indicate that over time larval drift and interregional adult movement may not be sufficient to maintain population sustainability across the region and that there may be different demographic stocks at some of the localities studied. The estimate of long-term effective population size at the locality offshore of St. Croix was below the minimum threshold size considered necessary to maintain the equilibrium between the loss of adaptive genetic variance from genetic drift and its replacement by mutation. Genetic variability in mutton snapper likely is maintained at the intraregional level by aggregate spawning and random mating of local populations. This feature is perhaps ironic in that aggregate spawning also renders mutton snapper especially vulnerable to overexploitation.

Growth, recruitment, and abundance of young-of-the-year (YOY) striped mullet (Mugil cephalus L.) in estuarine habitats in South Carolina from 1998 to 2000 were examined and compared to historical data (1986–91) of growth, recruitment, and abundance. Daily growth increments from the sagittal otoliths of juvenile striped mullet were validated by using fish immersed in oxytetracycline hydrochloride (OTC) for five hours from the Charleston Harbor Estuary system. The distribution of back-calculated birthdates indicated that striped mullet spawn from October to late April and estuarine recruitment occurs from January through May. Juveniles were more abundant in mesohaline and polyhaline salinity regimes but were found throughout the estuary. Juvenile growth after recruitment into the estuary can be described by the relationship Total length (mm) = 0.341 (Age)1.04 (r2=0.741, P=0.001). Growth of juveniles according to the analysis of size-frequency data from historical surveys (1986 to 1991) in the same estuaries gave the relationship Total length (mm) = 8.77 (month)1.12 (r2=0.950, P=0.001). The similarity in the growth curves for both groups of fish suggests that juvenile striped mullet in South Carolina have consistent annual growth during the first year of life.

Sri Lanka is a comparatively small island (65.584 km²) within the equatorial belt of calms. There are only slight seasonal variations in temperature, air humidity and day length. A description is given of the amphibian and reptile material brought back from the Austrian Indo-Pacific expedition, 1970-71. Some notes on the habitat of the animals are included.

The study was conducted to get an idea about the water quality of the Ashulia beel, and its temporal change over wet and dry seasons due to change of the physicochemical parameters. The water body has become a dumping ground of all kinds of solid, liquid and chemical wastes of bank side population and industries. Encroachment and illegal dredging has become a serious threat for the sound environment of the beel. The water parameters of pH 7.1-7.8 and alkalinity 30-63 mg/l in wet, and pH 7.1-8.4 and alkalinity 90-115 mg/l in dry season, respectively, which were within the standard range of DoE investigation. During wet season, EC 130-310 mg/l, TDS 80-132 mg/l, DO 1.1-2.1 mg/l and BOD -4.4-1.6 mg/l were measured. In dry season, EC 341-442 mg/l, TDS 207-276 mg/l, DO 0.5-2.0 mg/l and BOD 1.0-3.0 mg/l were measured. The comparative analysis showed that most of the water quality parameters of the Ashulia beel were suitable for aquatic organisms including fishes while the DO contents were much lower than the desirable level which may not be suitable for fishes.
