The requirement of setting annual catch limits to prevent overfishing has been added to the Magnuson-Stevens Fishery Conservation and Management Reauthorization Act of 2006 (MSRA). Because this requirement is new, a body of applied scientific practice for deriving annual catch limits and accompanying targets does not yet exist. This article demonstrates an approach to setting levels of catch that is intended to keep the probability of future overfishing at a preset low level. The proposed framework is based on stochastic projection with uncertainty in population dynamics. The framework extends common projection methodology by including uncertainty in the limit reference point and in management implementation, and by making explicit the risk of overfishing that managers consider acceptable. The approach is illustrated with application to gag (Mycteroperca microlepis), a grouper that inhabits the waters off the southeastern United States. Although devised to satisfy new legislation of the MSRA, the framework has potential application to any fishery where the management goal is to limit the risk of overfishing by controlling catch.

This technical memorandum documents the design, implementation, data preparation, and descriptive results for the 2006 Annual Economic Survey of Federal Gulf Shrimp Permit Holders. The data collection was designed by the NOAA Fisheries Southeast Fisheries Science Center Social Science Research Group to track the financial and economic status and performance by vessels holding a federal moratorium permit for harvesting shrimp in the Gulf of Mexico. A two page, self-administered mail survey collected total annual costs broken out into seven categories and auxiliary economic data. In May 2007, 580 vessels were randomly selected, stratified by state, from a preliminary population of 1,709 vessels with federal permits to shrimp in offshore waters of the Gulf of Mexico. The survey was implemented during the rest of 2007. After many reminder and verification phone calls, 509 surveys were deemed complete, for an ineligibility-adjusted response rate of 90.7%. The linking of each individual vessel’s cost data to its revenue data from a different data collection was imperfect, and hence the final number of observations used in the analyses is 484. Based on various measures and tests of validity throughout the technical memorandum, the quality of the data is high. The results are presented in a standardized table format, linking vessel characteristics and operations to simple balance sheet, cash flow, and income statements. In the text, results are discussed for the total fleet, the Gulf shrimp fleet, the active Gulf shrimp fleet, and the inactive Gulf shrimp fleet. Additional results for shrimp vessels grouped by state, by vessel characteristics, by landings volume, and by ownership structure are available in the appendices. The general conclusion of this report is that the financial and economic situation is bleak for the average vessels in most of the categories that were evaluated. With few exceptions, cash flow for the average vessel is positive while the net revenue from operations and the “profit” are negative. With negative net revenue from operations, the economic return for average shrimp vessels is less than zero. Only with the help of government payments does the average owner just about break even. In the short-term, this will discourage any new investments in the industry. The financial situation in 2006, especially if it endures over multiple years, also is economically unsustainable for the average established business. Vessels in the active and inactive Gulf shrimp fleet are, on average, 69 feet long, weigh 105 gross tons, are powered by 505 hp motor(s), and are 23 years old. Three-quarters of the vessels have steel hulls and 59% use a freezer for refrigeration. The average market value of these vessels was $175,149 in 2006, about a hundred-thousand dollars less than the average original purchase price. The outstanding loans averaged $91,955, leading to an average owner equity of $83,194. Based on the sample, 85% of the federally permitted Gulf shrimp fleet was actively shrimping in 2006. Of these 386 active Gulf shrimp vessels, just under half (46%) were owner-operated. On average, these vessels burned 52,931 gallons of fuel, landed 101,268 pounds of shrimp, and received $2.47 per pound of shrimp. Non-shrimp landings added less than 1% to cash flow, indicating that the federal Gulf shrimp fishery is very specialized. The average total cash outflow was $243,415 of which $108,775 was due to fuel expenses alone. The expenses for hired crew and captains were on average $54,866 which indicates the importance of the industry as a source of wage income. The resulting average net cash flow is $16,225 but has a large standard deviation. For the population of active Gulf shrimp vessels we can state with 95% certainty that the average net cash flow was between $9,500 and $23,000 in 2006. The median net cash flow was $11,843. Based on the income statement for active Gulf shrimp vessels, the average fixed costs accounted for just under a quarter of operating expenses (23.1%), labor costs for just over a quarter (25.3%), and the non-labor variable costs for just over half (51.6%). The fuel costs alone accounted for 42.9% of total operating expenses in 2006. It should be noted that the labor cost category in the income statement includes both the actual cash payments to hired labor and an estimate of the opportunity cost of owner-operators’ time spent as captain. The average labor contribution (as captain) of an owner-operator is estimated at about $19,800. The average net revenue from operations is negative $7,429, and is statistically different and less than zero in spite of a large standard deviation. The economic return to Gulf shrimping is negative 4%. Including non-operating activities, foremost an average government payment of $13,662, leads to an average loss before taxes of $907 for the vessel owners. The confidence interval of this value straddles zero, so we cannot reject, with 95% certainty, that the population average is zero. The average inactive Gulf shrimp vessel is generally of a smaller scale than the average active vessel. Inactive vessels are physically smaller, are valued much lower, and are less dependent on loans. Fixed costs account for nearly three quarters of the total operating expenses of $11,926, and only 6% of these vessels have hull insurance. With an average net cash flow of negative $7,537, the inactive Gulf shrimp fleet has a major liquidity problem. On average, net revenue from operations is negative $11,396, which amounts to a negative 15% economic return, and owners lose $9,381 on their vessels before taxes. To sustain such losses and especially to survive the negative cash flow, many of the owners must be subsidizing their shrimp vessels with the help of other income or wealth sources or are drawing down their equity. Active Gulf shrimp vessels in all states but Texas exhibited negative returns. The Alabama and Mississippi fleets have the highest assets (vessel values), on average, yet they generate zero cash flow and negative $32,224 net revenue from operations. Due to their high (loan) leverage ratio the negative 11% economic return is amplified into a negative 21% return on equity. In contrast, for Texas vessels, which actually have the highest leverage ratio among the states, a 1% economic return is amplified into a 13% return on equity. From a financial perspective, the average Florida and Louisiana vessels conform roughly to the overall average of the active Gulf shrimp fleet. It should be noted that these results are averages and hence hide the variation that clearly exists within all fleets and all categories. Proliferation of water withdrawals and new pump intake and screen designs has occurred with the growth of irrigated agriculture along the Columbia and Snake Rivers. Concern for the protection of anadromous and resident fish populations resulted in formulation of a survey of the water withdrawal systems. The survey included distribution studies of juvenile fish near pump sites and field inspection of those sites to determine adequacy of screening for protection of fish. A total of 225 sites were inspected in 1979 and 1980, with a follow-up inspection of 95 sites in 1982. Results indicated a definite trend toward lack of concern for the condition of fish protective facilities. Only 4 out of 22 sites not meeting criteria in 1979 had been upgraded to acceptable conditions. Of more concern, 13 of the sites meeting criteria in 1979 were below criteria when reinspected in 1982. Some of the discrepancies included lack of protective screens, poorly maintained screens, and screens permitting excessive velocity that could result in impingement of larvae or small fish. A conclusion from these surveys is that if adequate protection for fish is to exist, screens for water withdrawals need to be properly installed, inspected, and maintained. Information on the size composition of the fish in the catch is also presented. The logbook records cover the period 19611980; however, catch statistics and length-frequency data from previous years are also presented. SPANISH: Este informe presenta los datos sobre la pesca del T. thynnus en el Océano Pacífico nordeste, obtenidos de los cuadernos de bitácora de los barcos cerqueros y de las estadísticas de desembarque. Los registros de bitácora abarcan el período de 1961 a 1980; no obstante, se presentan además las estadísticas de captura y los datos de la frecuencia de talla de años anteriores. Lake Chad is a very large, shallow eutrophic lake shared by Chad, Nigeria, Niger and Cameroun. It supplies approximately 13% of Nigeria's inland fish. It however lies in an unstable ecological environment characterised by intermittent period of rainfall and drought. This creates a very large draw down area. Consequently, the fisheries are affected by the oscillation in the size of lake due to the drought. Other factors affecting the volume of water are the numerous dams on the inflow rivers. The fishery is also subjected to intense overfishing and may be affected by pollution and other land use practices. The paper discusses changes that took place over the years as a result of the factors of drought, effect of dams on the inflow rivers. Previous records of fish production, species composition and distribution, the status of the fish stocks, their sizes are compared with more recent data. Suggestion for a national exploitation of the lake based on habitat improvement, increasing the volume of the water in the lake through controlled use of the influent rivers as well as reduction in overfishing are made

The quest for food security and poverty alleviation among rural fisherfolks is imperative in the context of rural development. Rural fishermen and women do not only partake in fishing and related activities in order to make ends meet but also seek more sustainable ways of absorbing shocks and reducing their vulnerability to unforeseen economics conditions. These they do through diversification of their efforts to such activities that enables them have good leverage over poverty and food scarcity. It is in this context that Nigerian-German Technical Co-operation (GTZ) sought to assist the fisherfolks to help themselves by training the fishermen wives on knowledge and skill acquisition in Soya bean processing and utilization as a means of generating additional income for the household in Kainji Lake basin. This work was therefore carried out in order to make an objective investigation into the impact of this training on the economy of the fisherfolks. Sixty respondents, who constitute fishermen wives, were randomly selected from twelve fishing villages in the basin. 76.7% of those interviewed affirmed that the project has increased their income while others agreed that it has actually reduced their expenditure on food while increasing food supply and variety for the household

The work reported here results from material collected by the author made during 12 years residence in the East Usambaras in the 1950s and early 1960s, as well as a more recent visit. The faunal list the author has compiled comprises 45 species. As well as named species known to occur in the torrential section of the River Sigi, it includes those that are distinct but insufficiently well defined at present to have been formally described. For the sake of completeness, five species of Cloeon and one of Procloeon known to occur in ponds and pools formed by the damming of end-streams in forest clearings, have been included.

Climate change is amongst the most dreaded problems of the new millennium. Bangladesh is a coastal country bounded by Bay of Bengal on its southern part and here natural disasters are an ongoing part of human life. This paper discusses about the possible impact of climate change through tropical cyclones, storm surges, coastal erosion and sea level rise in the coastal community of Bangladesh and how they cope with these extreme events by the help of mangrove ecosystem. Both qualitative and quantitative discussions are made by collected data from different research work those are conducted in Bangladesh. Mangrove ecosystem provides both goods and services for coastal community, helps to improve livelihood options and protect them from natural disaster by providing variety of environmental support

In relation to the hydroclimate prevailing off Congo (B) and Côte d'Ivoire, synchronic variations are described in abundance and distribution of Pseudotolithus senegalensis V., economically the most important species in the West African trawl fishery. Although this fish prefers the warm surface layer, it is relatively indifferent to hydrological conditions, since it may also occur in the thermocline down to the higher levels of 'Central South Atlantic Water'. The oxygen concentration appears to have an important effect upon their distribution, especially the low concentrations occurring with the upwelling. The main biological functions, such as spawning and recruitment times, condition factor, diet and ring appearance on otoliths, also follow cycles, which are parallel with the hydroclimate one. Therefore, the ring-shaped structures revealed by burning previously ground otoliths could be easily interpreted. Thus, an accurate method for ageing tropical fish is now available. From the age determinations for the Congolese stock, it appears that growth is fast and total mortality rate high. An influence of fishing effort, which increased 3 times during the exploited phase of sampled specimens, appears both in growth and in total mortality. From there an estimate for the fishing mortality could be given. The estimates of dynamic parameters for the Congolese stock are then used in the Beverton-Holt model. A valuable increase of the yield could be expected, if mesh size is widened and effort restricted.

We conducted laboratory starvation experiments on juvenile chum salmon (Oncorhynchus keta) captured in the neritic marine waters of northern Southeast Alaska in June and July 2003. Temporal changes in fish energy density (whole body energy content [WBEC], cal/g dry weight), percent moisture content, wet weight (g), length (mm), and size-related condition residuals were measured in the laboratory and were then compared to long-term field data. Laboratory water temperatures and salinities averaged 9°C and 32 psu in both months. Trends in response variables were similar for both experimental groups, although sampling intervals were limited in July because fewer fish were available (n= 54) than in June (n=101). Overall, for June (45-d experimental period, 9 intervals), WBEC, wet weight, and condition residuals decreased and percent moisture content increased, whereas fork length did not change. For July (20-d experimental period, 5 intervals), WBEC and condition residuals decreased, percent moisture content and fork length increased, and wet weight did not change. WBEC, percent moisture content, and condition residuals fell outside the norm of longterm data ranges within 10–15 days of starvation, and may be more useful than fork length and wet weight for detecting fish condition responses to suboptimal environments.
