Prawn culture and policy options: technology import and culture through fishermen vis a vis industry

Recent developments in aquaculture has created an awareness that prawn culture is a dollar spinner, in which industry can step in to earn foreign exchange by producing an expensive food iten which has a high market demand abroad. The Government has to take a policy decision whether the prawn culture should be done through small fishermen to improve their socio-economic condition or through private industry with the high technology input and predefined objectives of export trade. Perhaps a simultaneous operation of the two could be allowed best in the interest of India. Perhaps in the interest of quick development and adoption of high production technology, through fishermen organization, the development is encouraged through the implimentation of welfare and area development schemes. In some selected areas private industry may be encoureged to use high production technology to develop prawns.

Common carps are known for prolific breeding habits but they generally do not breed in water with temperature value less than 20 degree C. During winter months of 1985 when the temperature ranged from 15.5-20.5 degree C, the common carps were successfully bred by using ground water having temperature of 25-26 degree C and the results are discussed.

Vast barren lands are lying vacant in the semi-arid zone of India, which can effectively be utilised for fish farming. Experiments conducted in semi-arid conditions at Damdama indicated that it is possible to breed Indian major carps and common carp under controlled conditions of modern carps hatchery CIFE D-80 without depending on rain.

The success of breeding of common carp (Cyprinus carpio) using hormonal inducement and environmental stimuli was evaluated considering different sex ratios, and natural and artificial substrates. A total of 18 females (weighing 250 to 2200g) divided into 6 treatments were investigated. A successful spawning was observed in all the treatment groups, only. 66.66% female responded successfully to LHRH-A combined with dompheridone and 83.33% female in natural stimuli. Females induced with LHRH-A and dompheridone found prompt ovulation than that of natural stimulation. A significant variation (F=7.45, P<0.05) was found among the different treatment groups. The number of eggs released appear to depend on body weight (t=15.72, P<0.05), sex ratio (t=7.96, P<0.05) and percentage of ovulated females (t=5.34, P<0.05). Although environmentally stimulated females released more eggs than injected female (t=5.18, P<0.05) but their survival rate was similar (t=1.77, P<0.05). Comparison between the two approaches under the conditions of AIT hatchery shown that both are suitable for spawning induction in common carp. However, environmental stimulation is advantageous because of the less labor and lower cost required for ovulation.

An elaborate survey was carried out to ascertain the common types of micro-organisms responsible for spoilage in canned prawns. Among nearly 1.500 strains isolated from bacteriologically defective cans, 60% were Gram positive spore formers of the Bacillus type. Other types isolated belonged to Gram positive cocci, Gram negative rods, Gram positive non-spore forming rods, Gram negative cocci and coccoids. No anaerobe could be isolated. The predominant Gram positive spore formers were identified as Bacillus pantothenticus, B. firmus, B. brevis and B. Pumilus species.

The toxicity of xenobiotic in aquatic ecosystems is influenced by many factors such as ambient temperature, water hardness, pond soil type, etc. In the present study, it was observed that air temperature, water hardness and soil sediment have profound influence on the toxicity of deltamethrin to common carp fry (ay. length 3.5 ± 0.5 cm, ay. weight 0.58 ± 0.25 g); 96h LC(sub)50 values for common carp at 38.07 ± 2.20°C maximum and 27.86 ± 1.22°C minimum air temperature in soft and very hard water were 0.102 and 0.495 µg lˉ¹, respectively. This value had increased significantly to 2.37 and 3.02 µg at 30.55 ± 1.21°C maximum and 26.04 ± 0.61°C minimum air temperature, respectively. When sediment was included, 96h LC(sub)50 at 38.07°C maximum temperature in very hard water was 1.808 µg 1ˉ¹ and this had increased to 8.073 µg 1ˉ¹ when tested at 30.55°C maximum temperature. Due to the 7.5°C increase in maximum and 1.7°C in minimum temperature, toxicity increased significantly. Lower toxicity in very hard water in comparison to soft water may be due to the lower solubility of deltarnethrin and high level of calcium. Adsorption reaction of deltamethrin with clay, humus, FeOOH, MnOOH and particulate organic carbon, and complexation reaction with dissolved organic carbon were responsible for the lowered toxicity in the experiment with sediment. Exposure time had no significant effect on acute toxicity of deltamethrin.

Introduction The laboratory at Jinja is being developed as a centre for hydro-biological research in East Africa, It has been built and is at present wholly financed from a grant from the Central Research allocation of the Colonial Development Fund. The building contains six laboratories in addition to a library, common room and general office. A maximum number of ten research workers could be given laboratory accommodation. However, shortage of living accommodation will limit the numbers who can work here for the next year or two.

Continuous research on the freshwater fisheries industry in East Africa, in common with most other African countries, did not commence until the end of the Second World War in 1945. Before the war some work on the fishes and hydrobiology of the lakes of East Africa had been undertaken by a series of scientific expeditions, which were sent out from Europe, between the years 1896 and 1939. These expeditions usually lasted for only a few months, and the collected data were published by young graduates and undergraduates, including such people as Mr. L. C. Beadle, (lately Professor Beadle of Makerere), Mr. V. E. Fuchs (now Sir Vivian Fuchs) and Mr. E. B. Worthington of Gonville and Caius College,Cambridge. Later. Dr. Worthington became Scientific Secretary to the Scientific Council for Africa, Scientific Secretary to the East African High Commission, and played a very large part in the furtherance of fisheries research and management in East Africa.

The fisheries of Lakes Mutanda and Mulehe during 1998/9 were mainly at subsistence scale and only few fishers operated at irregular intervals. The commercial catch records between 1963 to 1999 showed that Lake Mulehe was landing more fish than Lake Mutanda despite the fact that Lake Mutanda (26.4 km2) was bigger than Lake Mulehe (4.11 cm2). The constant decline of catches was due to irregular restocking and applying low stocking densities of fry. However, restocking should consider using species that withstand low temperature (15-240C) in the district. These include Oreochromis niloticus (Nile tilapia), Macropterus salmoides (Black bass), and Cyprinus carpio (Common carp). Most of these species have either disappeared or declined to very low levels. Due to lack of commercial fish species for harvest, the fishers by 1998/9 resorted to harvesting the haplochromines, Clarias carsoni and edible frogs (Xenopus kigesiensis) as alternative resources. Experimental studies have shown the need and techniques to enhance fish production on these two lakes.

About 20% of Uganda territory is surface water from which 250,000m tons of fish is produced. In addition to fish exports which earned the country US$ 40m in 1996, fish provides 50% of protein diet of the 20m people translating into a per capita consumption of 12kg. It is estimated that fishery related activities employ at least one million people.The goal of FIRRI is to generate and transfer improved technologies and policy recommendations aimed at ensuring sustainable fish production and a healthy environment in which fish is produced.

Throughout the year the Fisheries Departments of Tanzania and Uganda continued to forward to EAFFRO data on the commercial fisheries of Lake Victoria, particularly statistics of fishing-effort and fish-landings. The Kenya Fisheries Department was re-established at Kisumu towards the end of 1964 and has expanded its activities during 1965; whilst regular records of commercial fishing activity have not been despatched to Jinja, appropriate information has been made available on request from the Chief Fisheries Officer. None of the existing research officers at EAFFRO have been assigned to a detailed survey of the statistical data available, although several officers have taken the opportunity of analysing the data regarding the species considered under their own research programmes. As recorded in the last Annual Report, one important function of the UNDP Lake Victoria Fisheries Research Project will be to undertake the relevant statistical surveys essential to the proper management of the commercial fisheries of Lake Victoria. The level of the lake remained abnormally high but fluctuated somewhat during the year, reaching a maximum in May, but falling to a minimum in October before beginning to rise again with the rains at the end of the twelve-month period. The maximum figure for the year recorded at Jinja: 12.92 ft. above datum did not reach the peak recorded in 1964: 13.33 ft. above datum, which was the maximum reading taken since records were begun in 1899. The annual report presents progress on research activities carried by the organization during the reporting period. The general policy was to integrate the work of every individual on the staff so that all consider themselves members of a scientific team, and so that new problems as they arise could be investigated from more than one aspect. Already some of important findings had arisen as a result of joint studies made by two or more members of the staff working together. As far as possible the work being undertaken was designed to cover the sequence of events which lead from the chemical and physical condition of the water to the ultimate growth of the various populations of fish.

Lake victoria is the second largest lake in the world.the lake is shatred between three East African countries (Kenya,Uganda and Tanzania) the lake basin is estimatedto have about 30 million people who depend on it as a source of fish for food,employment,income and recreation.the lake is transport locally and regionally is used for recreation and is recongnised internationally for its high fish species diversity of ecological and scientific value. This document in the first in a series to be produced on different fish production systems in Uganda and should stimulate discussions and comments to guide application of scientific findings into the policy environment.

An historical account is given of the development of the Lake Albert fisheries since Worthington's survey in 1928. It is noted that the development of the fisheries was related to, and dependent upon, improvements in the type of gear and canoes, an incFease in the number of canoes and outboard engines in use, improved marketing facilities and better road communications. Summarized data, collected mainly since 1954, has been analysed and tabulated to show annual exports to the Congo, total annual catches 'and annual catches of individual species. A change in the relative abundance of the various species in the annual catches is described. It is noted that this change was caused by a change-over from large to small mesh size gill-nets, and that it was associated with an increased demand within Uganda for the smaller species of fish, such as Aleste's baremose and Hydrocynus forskahlii. A brief description of fish processing and marketing in the Lake Albert region is given, which emphasizes the suitability of salt-cured fish to the social and physical environment of the area. Finally, a summary of a recent survey of the potential fish resources of the lake is given in the discussion, and estimates of the 1965 catch at the north and south ends of the lake are compared with the findings of the survey. This showed that there is little danger of overfishing the Alestes baremose stocks of the Wanseko area at the 1965 rate of exploitation of the species, and that the total catch for 1965 at the south end of the lake was well below the estimated annual sustainable yield from the area.
