Dataq uantifying the area of habitat affected by Federal programs that regulate development in coastal zones of the southeastern United States are provided for 1988. The National Marine Fisheries Service (NMFS) made recommendations on 3,935 proposals requiring Federal permits or licenses to alter wetlands. A survey of 977 of these activities revealed that 359,876 acres of wetlands that support fishery resources under NMFS purview were proposed for some type of alteration or manipulation. Almost 95 percent of this acreage was for impounding andl/or manipulation of water levels in Louisiana marshes. The NMFS did not object to alteration of 173,284 acres and recommended the conservation of 186,592 acres. To offset habitat losses, 1,827 acres of mitigation were recommended by the NMFS or proposed by applicants and/or the Corps of Engineers (COE). From 1981 to 1988 the NMFS has provided in depth analyses on 8,385 projects proposing the alteration of at least 656,377 acres of wetlands. A follow-up survey on the disposition of 339 permits handled by the COE during 1988 revealed that the COE accepted NMFS recommendations on 68 percent. On a permit-by-permit basis, 13 percent of NMFS recommendations were partially accepted, 17 percent were completely rejected, and 2 percent were withdrawn. The permit requests tracked by the NMFS proposed the alteration of 2,674 acres of wetlands. The COE issued permits to alter 847 acres or 32 percent of the amount proposed.

Energy is a key input into the fish harvesting process. Efficient use of energy helps in reducing operational costs and environmental impact, while increasing profits. Energy optimisation is an important aspect of responsible fishing as enunciated in the Code of Conduct for Responsible Fisheries. Gross Energy Requirement (GER) is the sum of all non-renewable energy resources consumed in making available a product or service and is expressed in energy units per physical unit of product or service delivered. GER is a measure of intensity of non-renewable resource use and it reflects the amount of depletion of earth’s inherited store of non-renewable energy in order to create and make available a product or service. In this study, GER in fish harvesting up to the point of landing is estimated in selected fish harvesting systems in the small-mechanised sectors of Indian fisheries and compared with reported results from selected non mechanised and motorised fishing systems to reflect the situation during 1997-1998. Among the fish harvesting systems studied, GER t fish-1 ranged from 5.54 and 5.91 GJ, respectively, for wooden and steel purse seiners powered by 156 hp engines; 6.40 GJ for wooden purse seiner with 235 hp engine; 25.18 GJ for mechanised gillnet/line fishing vessel with 89 hp engines; to 31.40 and 36.97 GJ, respectively, for wooden and steel trawlers powered by 99-106 hp engines.

The CGIAR Research Program on Aquatic Agricultural Systems (CRP AAS) was approved by the CGIAR Fund Council in July, 2011. Solomon Islands, one of five countries targeted by the program, began its rollout with a five month planning phase between August and December of 2011. Subsequent steps of the Program rollout include scoping, diagnosis and design. This report is the first to be produced during the scoping phase in Solomon Islands; it addresses the national setting and provides basic information on the context within which the AAS Program will operate. The macro level subjects of analysis provide initial baselines of national level indicators, policy context, power relationships and other factors relevant to the Program.
