The paper discusses simple methods of estimating fish yield from small reservoirs and establishes 2 indices of fish yield based on: 1) the relationship between the catch per boat in artisanal commercial fish landings and the catch per unit effort in experimental gill-net survey; and also, 2) the relationship between standing crop of fish in reservoirs and catch per unit effort in experimental gill-net survey. The paper then elaborates on the methods of utilizing these simple relationships in managing small reservoirs in Nigeria based on the principle of exclusive fishing right licence with the objective of attracting investors into this viable inland fishery investment project hitherto untapped

Apart from activities of some foreign-based vessels, commercial exploitation of pelagic fishery resources in Nigeria has been limited to inland and inshore waters. Estimated potential for the inshore pelagic fishery is 70,000-90,000 tonnes while the small pelagic resources in the near offshore as well as tuna and tuna-like fishes further offshore have potentials of about 10,000 metric tonnes each. Despite the abundance of tuna within and adjoining the Nigerian EEZ, and its importance in the international market, only foreign-flagged vessels take advantage. In addition, the inshore pelagic fisheries in Nigeria have for long remained underexploited. The most common processing method has remained the age-old traditional smoke-drying, which is inadequate resulting in colossal waste through denaturation and incessant infestations by insects and moulds among other causes. The use of modern smoking techniques coupled with effective distribution systems can undoubtedly reduce waste. However, these are often not within the reach of most artisanal processors. It is proposed that the organised private sector should invest on simple but proven processing equipment such as smoking kilns. The inshore pelagic fish species and other small fishes can sustain cottage canning industries sited in fishing villages/settlements while larger canning factories should be based on offshore resources. Modalities for successful investments are highlighted, while a major consideration is given to joint ventures

Consequent upon the present national call in Nigeria for all to go back to agriculture including fishing, most retrenched workers and unemployed youths from the riverine areas are taking up fishing as a legitimate and gainful livelihood. To sustain this tempo and attract more investment, the economic viability of such projects must be known. This study is an attempt to document the profitability and investment potential of artisanal canoe fishing. Socio-economic information including catches, operational cost and returns were obtained through a personal interview questionnaire survey of 240 randomly selected artisanal canoe fishermen from Bonny, Brass and Degema Local Government Areas (LGA) of the State and analyzed. With an investment cost of about 8,135, 8,490 and 6,571 and operation cost of 750, 776 and 627, the analysis showed an average monthly gross income of 1,869, 3,221 and 1,775 for the three local government areas respectively. A benefit-cost-ratio of 1:8, net present value of 400, 603 and internal rate of return greater than 50% were obtained. Since capital invested in fisheries is not tied up for long before benefits start flowing, coupled with the high IRR, it is concluded that artisanal canoe fishing would be an economically viable venture if well managed

ENGLISH: Estimates of relative annual abundance of yellowfin tuna in the eastern Pacific Ocean during 1970-1985 are made using catch rates, measured as tons caught by purse seiners per hour of searching. Catch rates are standardized a weighted generalized linear model. The important standardizing factors are vessel speed, season-area, and whether the yellowfin were caught in association with dolphins, skipjack tuna, or floating objects. Observations are weighted to give equal areas equal weight and to give each unit of fishing effort equal weight within an area. The results indicate that catch per days fishing underestimates abundance during the late 1970's when the fishery shifted some of its effort from dolphin sets to floating object sets, and overestimates abundance when the fishery shifted back to dolphin sets in 1984 and 1985. SPANISH: Se estima la abundancia anual relativa del atún aleta amarilla en el Océano Pacífico oriental (OPO) durante 1970-1985 por medio de tasas de captura, calculadas como toneladas cortas capturadas por barcos cerqueros por hora de búsqueda. Se usa un modelo lineal ponderado generalizado para estandardizar las tasas de captura. Los factores importantes de estandardización son la velocidad del barco, temporada-área, y si se capturaron los aletas amarillas en asociación con delfines, barriletes, o objetos flotantes. Se ponderaron las observaciones para otorgar igual importancia a áreas iguales y a cada unidad de esfuerzo pesquero dentro de un área. Los resultados señalan que la captura por día de pesca estima por bajo la abundancia durante los últimos años de la década de los 70, en cual época la pesquería trasladó parte de su esfuerzo de lances sobre delfines a lances sobre objetos flotantes, y la sobreestima al volver la pesquería a lances sobre delfines en 1984 y 1985. ENGLISH: Monthly estimates of the abundance of yellowfin tuna by age groups and regions within the eastern Pacific Ocean during 1970-1988 are made, using purse-seine catch rates, length-frequency samples, and results from cohort analysis. The numbers of individuals caught of each age group in each logged purse-seine set are estimated, using the tonnage from that set and length-frequency distribution from the "nearest" length-frequency sample(s). Nearest refers to the closest length frequency sample(s) to the purse-seine set in time, distance, and set type (dolphin associated, floating object associated, skipjack associated, none of these, and some combinations). Catch rates are initially calculated as the estimated number of individuals of the age group caught per hour of searching. Then, to remove the effects of set type and vessel speed, they are standardized, using separate weiznted generalized linear models for each age group. The standardized catch rates at the center of each 2.5 0 quadrangle-month are estimated, using locally-weighted least-squares regressions on latitude, longitude and date, and then combined into larger regions. Catch rates within these regions are converted to numbers of yellowfin, using the mean age composition from cohort analysis. The variances of the abundance estimates within regions are large for 0-, 1-, and 5-year-olds, but small for 1.5- to 4-year-olds, except during periods of low fishing activity. Mean annual catch rate estimates for the entire eastern Pacific Ocean are significantly positively correlated with mean abundance estimates from cohort analysis for age groups ranging from 1.5 to 4 years old. Catch-rate indices of abundance by age are expected to be useful in conjunction with data on reproductive biology to estimate total egg production within regions. The estimates may also be useful in understanding geographic and temporal variations in age-specific availability to purse seiners, as well as age-specific movements. SPANISH: Se calculan estimaciones mensuales de la abundancia del atún aleta amarilla por grupos de edad y regiones en el Océano Pacífico oriental durante 1970-1988, usando tasas de captura cerquera, muestras de frecuencia de talla, y los resultados del análisis de cohortes. Se estima el número de individuos capturados de cada grupo de edad en cada lance cerquero registrado, usando el tonelaje del lance en cuestión y la distribución de frecuencia de talla de la(s) muestra(s) de frecuencia de talla "más cercana/s)," "Más cercana" significa la(s) muestra(s) de frecuencia de talla más parecida(s) al lance cerquero en cuanto a fecha, distancia, y tipo de lance (asociado con delfines, con objeto flotante, con barrilete, con ninguno de éstos, y algunas combinaciones). ENGLISH: Methods of collecting samples for the purpose of estimating the numbers and weights of fish caught, by length interval, are described. Several models for two-stage sampling are described, and the equations for the estimators and their variances are given. The results from a brief simulation study are used to show the differences between estimates made with the different models. Estimators for the average weights of fish in the catch and their variances are also described. These average weights are used to provide improved estimates of the total annual catches of yellowfin taken from the eastern Pacific Ocean, east of 150°W, between 1955 and 1990. SPANISH: Se describen los métodos de recoger de muestreo para estimar el número o peso de peces capturados, por intervalo de talla. Se describen varios modelos para el muestreo de dos etapas, y se presentan las ecuaciones para los estimadores y sus varianzas. Se usan los resultados de un breve estudio de simulación para indicar las diferencias entre estimaciones realizadas con los distintosmodelos. También se describe un estimador para el peso promedio de peces en la captura y su varianza. Se usan estos estimadores para calcular estimaciones mejoradas de las capturas anuales totales de aleta amarilla tomadas del Océano Pacífico oriental, al este de 150°W, entre 1955 y 1990. An examination is made of the socio-economic factors associated with the failure of existing approaches to the fishing input requirements of small-scale fisheries in Nigeria. The fishermen and secretaries of the fishermen cooperative societies in three major settlements (Uta-Ewa, Okoroete and Iko) were selected for interviews. The survey showed that the idealogy of the fishermen of the role of cooperative society is wrong and specific programmes need to be directed towards correcting this perception. Thus, for any meaningful support programme for the artisanal small-scale fishermen, the perception of the fishermen about the cooperative organization must first be aligned rightly. It is suggested that the fishing input be determined by type and specification as a preliminary step in the delivery of inputs to the fishermen. Social, economic and cultural variabilities should be related to the requirement by the fishermen. The price level of fishermen will determine the direction and level of government support required

Aspects of the Nigerian fishing industry are outlined to explain the concept of fishing systems viability which is often influenced by a combination of factors including biological productivity, as well as technical, economic and social factors. The productivity of the aquatic environments can be increased by the construction and installation of artificial reefs and fish aggregating devices. These man-made structures provide shelters, food and breeding grounds for fin fish and shell fish. The habitat enhancement techniques are appropriate, efficient, cheap and simple strategic options for increase in fish production. Recommendations for effective utilization and long term management are outlined.

The paper reports on a survey on gear assessment for the three intensive fishing seasons in Lake Chad (Nigeria). These seasons coincide with the flood period (Nov-Feb), the receding (March-June)and the recession period (July-September 2001). During this year the questionnaires were requested to ten fishers in each of the selected fishing islands. In the flood season, identified fishing gears on the lake included baited and un-baited Malian traps which constituted about 35% of the total gears recorded. While Ndurutu and Heri (Kung)traps represented, each, 3.2% of the total. About 15.9% of fishers employed hook lines of various length and sizes: Another 15.9% of fishers mounted fish fences (Dumba) during the season. Those that employ seine net accounted for about 11.1% while 9.5% use gill nets.The species belonging to the Cichilidae, Claridae and Osteoglossidae families dominated fish catches. During the receding period, hook lines and fences (Dumba) (6.20%) were found to be predominantly used on the lake due to reducing water level, followed by gill net and draw net which accounted for 17.9% and 16.1 % respectively. During the lake recession only two groups of active gears were recorded. Sixty percent of fishers use combined seine net with cutlass and scoop net, while 40% use to combine only cutlass with kabara net. Fish fences (Dumma)during the flood season were mounted with giant Malian traps of abut 1.5m by 0.5m diameter, covered with net of mesh size (6.3mm-25mm).Each Dumba contained between 150 and 2000 of such traps. Larger number of species was recorded from seine net followed by gill nets and the l kilometre multi mesh fleet drift net. The use of seine net and cutlass known as Genima was predominant during the lake recession

Fishing gears and methods that target the Clupeids are atalla lift net, light attraction, midwater trawl and dala (Clupeid beach seine).Dala fisheries have been the most lucrative fishing gear on Clupeids within the recent past. However, it has been declared as 100% illegal gear having a mesh size of 0.1 mm, because it catches indiscriminately undersized (juveniles/larvae) commercial fish. The ban on the gear was therefore mounted through promulgation and implementation of special fisheries laws for Kainji Lake (Nigeria). Although, the use of Dala fishing gear and method has decreased due to this management approach, its use is currently increased again. It is therefore suggested that the ban on the use of Dala may not be the answer to indiscriminate fisheries, but modification of the gear and methods for harvesting Clupeids should be the main objective

Five fishing villages in Lake Chad Basin region of Borno State (Nigeria) were assessed for the roles of children in fishing activities in the area. The villages surveyed include: Bundaram, Yobe, Daba masara, Dumba and Doro. The results show that the children were largely between 12-18 years of age in the villages. Generally, the younger children (less than 12 years) participate in activities that require no technicality and little physical strength, while the older children (12 years and above) engage in skillful fabrication of gear and fishing activities. Some activities in the surveyed villages were gender specific. Such activities include fish processing (smoking) which is exclusive for female and few male children, who carry out preliminary cleaning of fish before any processing method is applied. 80% of the children in the five fishing villages claimed proper understanding of the techniques and procedure involved in most fishing activities. About 65% of the children sampled showed willingness to become full time fishermen while 22% were uncertain and claimed that they do not know what the future holds for them. 15% of them resolved to migrate to town so that they could live a city life

A study of fishing crafts was conducted in some coastal states of Nigeria to elucidate findings on the existing crafts as the baseline for further developments. Based on the technical designs, three types of fishing crafts were identified; planked, dug-out and half dug-out canoes. The planked canoes have the largest cubic number and dug-out canoes the least. At loadwater line, the ratio of freeboard to draft was 2 : 1 for planked canoes, indicating reserved buoyancy. Trim of planked canoe is by stern; the beam-length ratio for dug-out canoes showed high drag. Most of the sea-going canoes have U-shaped bottom hull profile capable of withstanding the rigours of surf landing and displayed good stability against longitudinal water wave. Gunwale and thwarts provided respectively the longitudinal and transverse strength of planked and half dug-out canoes. With its characteristics 'weight low down' construction, planked canoe represent the climax of small scale fishing crafts developments in Nigerian coastal waters. It's only draw back is durability. Further improvement in this canoe should be aimed at increasing the hull size and stiffness, water tightness of deck by coating, caulking, fastening, increasing level of motorization and installation of deck working equipments.
