A reoccurring goal listed during the creation of Marine Protected Areas (MPAs) is to return the region to a former state. However, limited data is available that describes or characterizes this former condition. Data collected from ecosystems with comparatively limited anthropogenic impacts, can provide invaluable information in suggesting what former states may have looked like. One example is the Flower Garden Banks National Marine Sanctuary which is located 180 kilometers off the coast of Texas. These relatively isolated and pristine banks are capped by substantial scleractinian coral communities, forming excellent habitat for over 200 species of fish. While fishing is permitted, it is limited by difficulty of access. In 2006, NOAA’s Biogeography Branch, in collaboration with the Sanctuary, initiated the first quantitative assessment of fish resources throughout the diveable portions of the Sanctuary. The sampling design and methodologies employed were identical to those that the Branch has utilized in other more impacted regions of the US Caribbean. Initial analyses reveal that fish density and species richness at the Sanctuary were almost two times greater than that found within the US Caribbean and biomass was approximately six times higher. This was due in large part to the presence of sizeable piscivores of the genera Mycteroperca and Dermatolepis. The Sanctuary is one of few minimally impacted locations remaining within the Tropical Western Atlantic. As such, these findings should be considered when attempting to establish a former state or evaluate effectiveness of an MPA in meeting its management goals.

This report describes the process and details of developing an interactive online database portal for the BOBLME region.The MPA (Marine Protected Area) Atlas website, created by WorldFish was designed to provide public access to the latest information relevant to marine scientists, managers and conservationists. The main features include; BOBLME MPA database;interactive geospatial maps;and information about important habitats such as coral reefs,BOBLME boundaries and bathymetry.

This research develops four case studies on small-scale fisheries in Central America located within indigenous territories. The ngöbe Bugle Conte Burica Territory in the south of Costa Rica, the Garífuna territory in nueva Armenia Honduras, the Rama territory in Nicaragua and the ngöbe Bugle territory in Bocas del Toro, Panamá. This is one of the first studies focusing on indigenous territories, artisanal fisheries and SSF guidelines. The cases are a first approach to discussing and analyzing relevant social and human rights issues related to conservation of marine resources and fisheries management in these territories. The cases discussed between other issues of interest, the relationships between marine protected areas under different governance models and issues related to the strengthening of the small-scale fisheries of these indigenous populations and marine fishing territories. They highlight sustainability, governance, land tenure and access to fishing resources, gender, traditional knowledge importance and new challenges as climate change.

Understanding how well National Marine Sanctuaries and other marine protected areas represent the diversity of species present within and among the biogeographic regions where they occur is essential for assessing their conservation value and identifying gaps in the protection of biological diversity. One of the first steps in any such assessment should be the development of clearly defined and scientifically justified planning boundaries representing distinct oceanographic conditions and faunal assemblages. Here, we propose a set of boundaries for the continental shelf of northeastern North America defined by subdivisions of the Eastern Temperate Province, based on a review and synthesis (i.e. meta-analysis) of the scientific literature. According to this review, the Eastern Temperate Province is generally divided into the Acadian and Virginian Subprovinces. Broad agreement places the Scotian Shelf, Gulf of Maine, and Bay of Fundy within the Acadian Subprovince. The proper association of Georges Bank is less clear; some investigators consider it part of the Acadian and others part of the Virginian. Disparate perspectives emerge from the analysis of different groups of organisms. Further, while some studies suggest a distinction between the Southern New England shelf and the rest of the Mid-Atlantic Bight, others describe the region as a broad transition zone with no unique characteristics of its own. We suggest there exists sufficient evidence to consider the Scotian Shelf, Gulf of Maine, Georges Bank, Southern New England, and Southern Mid-Atlantic Bight as distinct biogeographic regions from a conservation planning perspective, and present a set of proposed mapped boundaries. In 2003, twelve marine protected areas were established in state waters (0-3 nmi) surrounding the Channel Islands. NOAA is considering extending this network (3-6 nmi) into deeper waters of the Channel Islands National Marine Sanctuary (CINMS). In order for effective long-term management of the deep water reserves to occur, a well-structured monitoring program is required to assess effectiveness. The CINMS and the National Marine Sanctuary Program (NMSP) hosted a 2-day workshop in April 2005 to develop a monitoring plan for the proposed federal marine reserves in that sanctuary. Conducted at the University of California at Santa Barbara, participants included scientists from academic, state, federal, and private research institutions. Workshop participants developed project ideas that could answer priority questions posed by the NMSP. This workshop report will be used to develop a monitoring plan for the reserves. Within natural resource management, there is increasing criticism of the traditional model of top-down management as a method of governance, as researchers and managers alike have recognized that resources can frequently be better managed when stakeholders are directly involved in management. As a result, in recent years the concept of co-management of natural resources, in which management responsibilities are shared between the government and stakeholders, has become increasingly popular, both in the academic literature and in practice. However, while co-management has significant potential as a successful management tool, the issue of equity in co-management has rarely been addressed. It is necessary to understand the differential impacts on stakeholders of co-management processes and the degree to which diverse stakeholders are represented within co-management. Understanding the interests of various stakeholders can be a way to more effectively address the distributional and social impacts of coastal policies, which can in turn increase compliance with management measures and lead to more sustainable resource management regimes. This research seeks to take a closer look at the concepts of co-management and participation through a number of case studies of marine protected areas (MPAs) in the Caribbean. (PDF contains 4 pages)

Settled juvenile blue rockfish (Sebastes mystinus) were collected from two kelp beds approximately 335 km apart off Mendocino in northern California and Monterey in central California. A total of 112 rockfish were collected from both sites over 5 years (1993, 1994, 2001, 2002, and 2003). Total age, settlement date, age at settlement, and birth date were determined from otolith microstructure. Fish off Mendocino settled mostly in June and fish off Monterey settled mostly in May (average difference in settlement=23 days). Although the difference in the timing of settlement followed this same pattern for both areas over the five years, settlement occurred later in 2002 and 2003 than in the prior years of sampling. The difference in the timing of settlement was due primarily to differences in birth dates for the two areas. The time of settlement was positively related to upwelling and negatively related to sea level anomaly for most of the months before settlement. Knowledge of the timing of settlement has implications for design and placement of marine protected areas because protection of nursery grounds is frequently a major objective of these protected areas. The timing of settlement is also an important consideration in the planning of surveys of early recruits because mistimed surveys (caused by latitudinal differences in the timing of settlement) could produce biased estimates.

Squaretail coralgrouper (Plectropomus areolatus) were captured and tagged at a fish spawning aggregation (FSA) site with conventional and acoustic tags to assess their vulnerability to fishing and spatial dynamics during reproductive periods. Males outnumbered females in catch and, on average, were larger than females. Findings revealed a high vulnerability to fishing, particularly during reproductive periods, and most fish were recaptured within the 5-month spawning season and within 10−12 km of the aggregation site. Individual and sex-specific variability in movement to, and residency times at, the FSA site indicates that individual monthly spawning aggregations represent subsets of the total reproductive population. Some individuals appeared to move along a common migratory corridor to reach the FSA site. Sex-specific behavioral differences, particularly longer residency times, appear to increase the vulnerability of reproductively active males to fishing, particularly within a FSA, which could reduce reproductive output. Both fishery-dependent and fishery-independent data indicate that only males were present within the first month of aggregation. The combined results indicate that reproductively active P. areolatus are highly vulnerable to fishing and that FSAs and migratory corridors of reproductively active fish should be incorporated into marine protected areas. Local communities and local government units are recognized as the primary stakeholders and participants in the management of coral reef resources and the primary beneficiaries of small-scale fishing activities in the nearshore areas of the coastal zone. The issues relating to the management of the coastal zone are multi-faceted and some issues are largely intertwined with national policy and development goals. Thus, national governments have jurisdiction over these nearshore coastal resources to harmonize policies, monitor resource use and provide incentives for sustainable use. However, the natural boundaries of these reef resources, the processes that support reef ecosystems, and the local or national affiliation of the people who benefit from them may transcend the boundaries of the local and national management units. Therefore, efforts to arrest the decline in fish catch and loss of biodiversity for reefs require management interventions and assessment activities to be carried out at varying scales. In Southeast Asia, some aspects of reef and reef resources management — particularly in deciding the allocation of catch among competing fisheries, development of sustainable harvest strategies, use of broodstock for restocking or stock enhancement programs, protection of nursery and spawning areas, designation of systems of marine protected areas, and the identification of representative, adequate and comprehensive areas for biodiversity conservation in the region — may require the definition of larger management units. At the regional level, multi-country initiatives will need to define units for the transboundary management of resources. The use of large marine ecosystems (LMEs) to identify and manage fisheries resources may be a starting point; however, given the relatively sedentary nature of coral reef-dwelling and reef-associated organisms compared with other pelagic and demersal species, meso-scale transboundary units within the LMEs have to be defined. This paper provides suggestions for transboundary management units for coral reef and reef-associated resources in Southeast Asia based on information from genetic structures of model organisms in the region. In addition, specific reef areas are identified, which may be important beyond their national boundaries, as potential sources of recruits.

The fisheries of the Farasan Islands (Saudi Arabia, Red Sea) are described. The fishery resources are exploited by artisanal, investor and industrial sectors. The artisanal fishery consists mostly of line fishing around coral reefs and about half the fishing effort occurs within the proposed marine protected area (MPA). Activities by investor and industrial fisheries sector include line fishing, gill netting, fish trapping and demersal fish trawling. The relevant resource management issues that need to be addressed as part of a planning study for the establishment of a MPA are also presented. The major issues are: (1) the decline in the catch of the artisanal fishery; (2) by catch and habitat degradation; (3) sustainability in the collection of giant clams and pearl shells; and (4) the lack of information such as the importance of MPA to fisheries, stock assessment and catch and effort data. A significant role in the future management of the fisheries has been identified for the traditional representatives of the artisanal sector.

Two major anthropogenic activities that disturb coral reefs are fishing and tourism, even though coral reefs are important for both fishing and tourism. Already more than 60 per cent of all reefs worldwide are endangered. The use of explosives and poison by small-scale fishers, to supply the market for live fish for aquariums and for human consumption, cause irreversible damages to reefs. Similarly, rapid and unmanaged coastal development for marine tourism negatively affects coral reefs in many ways. Though marine parks and marine protected areas are being promoted all over the world, developing countries need assistance in establishing and assessing such reserves and for taking appropriate actions for rehabilitation of reefs. These can be accomplished through partnership projects.
