HIGHLIGHTS FOR FY 2006 1. Captured and tagged 475 Gulf sturgeons in five Florida rivers and one bay. 2. Documented Gulf sturgeon marine movement and habitat use in the Gulf of Mexico. 3. Assisted the National Oceanic and Atmospheric Administration (NOAA) with the collection of Gulf sturgeon, implantation of acoustic tags, and monitoring of fish in a study to examine movement patterns and habitat use in Pensacola and Choctawhatchee bays post-Hurricane Ivan. 4. Provided technical assistance to Jon “Bo” Sawyer in completing a study – Summer Resting Areas of the Gulf Sturgeon in the Conecuh/Escambia River System, Alabama-Florida – for acquiring a Degree of Master of Science at Troy University, Alabama. 5. Coordinated tagging and data collection with NOAA observers aboard trawlers while collecting Gulf sturgeon during dredging operations in the coastal Gulf of Mexico. 6. Hosted the 7th Annual Gulf Sturgeon Workshop. 7. Implemented Gulf Striped Bass Restoration Plan by coordinating the 23rd Annual Morone Workshop, leading the technical committee, transporting broodfish, coordinating the stocking on the Apalachicola-Chattahoochee-Flint (ACF) river system, and evaluating post-stocking success. 8. Continued updating and managing the Freshwater Mussel Survey Database, a Geographic Information System (GIS) database, for over 800 unique sites in the Northeast Gulf (NEG) drainages in Alabama (AL), Georgia (GA), and Florida (FL). 9. Formed a recovery implementation team for listed mussels in the ACF river basin and oversaw grant cooperative agreements for 14 listed and candidate freshwater mussels in the NEG watersheds. 10. Initiated a project in the Apalachicola River to relocate mussels stranded as a result of drought conditions, and calculate river flows at which mussels would be exposed. 11. Initiated a project in Sawhatchee Creek, Georgia to determine the status of threatened and endangered (T&E) freshwater mussels and target restoration projects, population assessments, and potential population augmentation to lead toward recovery of the listed species. 12. Initiated a study to determine the age and growth of the endangered fat threeridge mussel (Amblema neislerii). 13. Provided technical assistance to the Panama City Ecological Services office for a biological opinion on the operations of Jim Woodruff Lock and Dam and its effects on the listed species and designated and proposed critical habitat in the Apalachicola River, Florida. 14. Assisted with a multi-State, inter-agency team to develop a management plan to restore the Alabama shad in the ACF river system. 15. Conducted fishery surveys on Tyndall AFB, Florida and Ft. Benning, Georgia and completed a report with recommendations for future recreational fishery needs. 16. Provided fishery technical assistance to four National Wildlife Refuges (NWR) (i.e., Okefenokee NWR, Banks Lake NWR, St. Vincent NWR, and St. Marks NWR). 17. Initiated an Aquatic Resources and Recreation Fishing Survey on Department of Defense facilities located in Region 4. 18. Identified 130 road-stream crossings on Eglin AFB for rehabilitation and elimination of sediment imputs. 19. Continued the Aquatics Monitoring Program at Eglin AFB to assess techniques that determine current status and sustainability of aquatic habitat and develop a measure to determine quality or degradation of habitat. 20. Assisted Eglin AFB Natural Resource managers in revising the installation’s Integrated Natural Resources Management Plan (INRMP) and its associated component plans. 21. Coordinated recovery efforts for the endangered Okaloosa darter including population/life history surveys, stream restoration, and outreach activities. 22. Initiated a comprehensive status review of the Okaloosa darter with analyses performed to assess available habitat, preferred habitats, range expansions/reductions/fragmentations, population size, and probability of extinction. 23. Assisted the Gulf Coastal Plain Ecosystem Partnership and the Florida Fish and Wildlife Conservation Commission (FWC) under a Memorandum of Agreement to develop conservation strategies, implement monitoring and assessment programs, and secure funds for aquatic management programs in six watersheds in northwest Florida and southeast Alabama. 24. Entered into a cooperative agreement with the U.S. Air Force to encourage the conservation and rehabilitation of natural resources at Hurlburt Field, Florida. 25. Multiple outreach projects were completed to detail aquatic resources’ conservation needs and opportunities; including National Fishing Week, Earth Day, several festivals, and school outreach.

HIGHLIGHTS FOR FY 2005 1. Assisted with a study to assess hurricane impacts to Gulf sturgeon critical foraging habitat. 2. Documented Gulf sturgeon marine movement and habitat use in the Gulf of Mexico. 3. Documented Gulf sturgeon spawning with the collection of fertilized eggs in the Apalachicola River, Florida. 4. Documented Gulf sturgeon spawning with the collection of fertilized eggs in the Yellow River, Florida. 5. Assisted with benthic invertebrate survey at Gulf sturgeon marine foraging grounds. 6. Implemented Gulf Striped Bass Restoration Plan by coordinating the 22nd Annual Morone Workshop, leading the technical committee, transporting broodfish, and coordinating the stocking on the Apalachicola-Chattahoochee-Flint (ACF) river system. 7. Over 87,000 Phase II Gulf striped bass were marked with sequential coded wire tags and stocked in the Apalachicola River. Post-stocking evaluations were conducted at 45 sites in the fall and spring and 8 thermal refuges in the summer. 8. Completed fishery surveys on 4 ponds on Eglin AFB totaling 53 acres, and completed a report with recommendations for future recreational fishery needs. 9. Completed final report for aquatic monitoring at Eglin AFB from 1999 to 2004. 10. Completed a field collection of the endangered Okaloosa darter to be incorporated into a status review to be completed in FY06. 11. Provided technical assistance to the Region 4 National Wildlife Refuge (NWR) program on changes to the fishery conservation targets for the region. Also provided technical assistance to four NWRs (i.e., Okefenokee NWR, Banks Lake NWR, St. Vincent NWR, and St. Marks NWR) relative to hurricanes and recreational fishing. 12. A draft mussel sampling protocol was tested in wadeable streams in Northwest Florida and southwest Georgia, and an associated field guide, poster, and Freshwater Mussel Survey Protocol and Identification workshop were completed in FY05. 13. Implemented recovery plan and candidate conservation actions for 14 listed and candidate freshwater mussels in the Northeast Gulf Watersheds. 14. Initiated or completed multiple stream restoration and watershed management projects. A total of 7.5 stream miles were restored for stream fishes, and 11 miles of coastline were enhanced for sea turtle lighting. A total of 630 acres of wetlands and 2,401 acres of understory habitat were restored. 15. Conducted a watershed assessment to develop a threats analysis for prioritizing restoration, protection, and enhancement to natural resources of Spring Creek, Georgia and Canoe Creek, Florida. 16. Continued the formation of an Unpaved Road Interagency Team of Federal, State, and local agencies in Northwest Florida to promote stream protection and restoration from unpaved road sediment runoff. Began the development of a technical committee agreement. 17. Conducted Alabama Unpaved Road Inventory within the Northeast Gulf Ecosystem. Data collection will be completed during FY06. 18. Finalized the development of two North Florida hydrophysiographic regional curves for use by the Florida Department of Transportation (DOT) and others involved with stream restoration and protection. Initiated the development of the Alabama Coastal Plain Riparian Reference Reach and Regional Curves for use by the Alabama Department of Environmental Management (ADEM). 19. Provided technical assistance in collecting data, analysis, and thesis formulation with Troy University, Alabama, to identify the influence of large woody debris in southeastern coastal plain streams. 20. Completed pre- and post-restoration fish community monitoring at several restoration projects including Big Escambia Creek, Magnolia Creek, and Oyster Lake, Florida. 21. Established a watershed partnership for the Chipola River in Alabama and Florida and expanded development and participation in the Spring Creek Watershed Partnership, Georgia. 22. Continued to identify barriers which inhibit the movement of aquatic species within the Northeast Gulf Ecoregion. 23. Completed a report on road crossing structures in Okaloosa darter streams to guide the closure/repair/maintenance of roads to contribute to recovery of the endangered species. In cooperation with Three Rivers RC&D Council, fish passage sites identified in the report were prioritized for restoration. 24. Monitored Aquatic Nuisance Species in the Apalachicola River and tested the sterility of exotic grass carp. 25. Multiple outreach projects were completed to detail aquatic resources conservation needs and opportunities. Participated in National Fishing Week event, several festivals, and school outreach.

Conventional aquaculture has been promoted in Nigeria for the past five decades with minimal impact on rural communities: from the findings of Maclearen (1949) where he popularized the use of culturable fish predators Lutjanus sp; Pomades sp; Tarpon adanticus; Chrysichthys nigrodigitatus in earthen ponds near Onikan-Lagos, Nigeria; to the finding of Zwilling, 1963, who reported common carp, Cyprinus carpio propagation and culture in Panyan Fish Farm, near Jos; to the findings of FAO, 1965, when the potential culture of marine mullets culture in brackish water ponds in Buguma, Rivers State was presented. The work of other researchers Sivalingam, (1970; 1973), Ezenwa (1976), development officers and extension officers contributed to the development of aquaculture in few rural areas of the country and informed on public and private owned fish farm infrastructures. Despite a moderate long history of aquaculture research and development in Nigeria, an annual production level of 25,000 metric tons was recorded in 1999. This situation calls for a more sustainable approach for a stronger link between aquaculture research and technology transfer for the development of rural communities of Nigeria. This paper therefore examines some of the issues involved in the continuous flow of the new aquaculture technology in the improvement of fish protein output, standard of living of rural farmers and prevention of urban migration by the youth

Nypa fruticans occurs in Bayelsa, Rivers, Akwa Ibom and Cross River State, Nigeria; invading an estimated area of 821 Km super(2) mangrove dominated swamps. Human activities such as tree felling, urbanization, oil and gas exploration and exploitation and other activities led to the interference in the normal mangrove by the Nypa palm. Lack of utilization by the local population of the Nypa palm as in into-pacification has increased the population over the years. The effect includes the reduction in primary and secondary productivity, disruption of food chain and erosion of riverbanks. The eradication of the Nypa palm from the Niger delta mangrove ecosystem and replacement with red and white mangroves will restore the ecosystem health and enhance biological diversity

The study examines the integration of cultural, economic and environmental requirements for fish production in Borno State, Nigeria. A reconnaissance survey was conducted transferring some selected Local Government Areas. 60 questionnaires were administered in the six Local Governments representing Southern Borno State with Biu and Shani, central Borno with Konduga & Jere and Northern Borno with Gubia and Kukawa respectively. There is no cultural constraint to fish production but about 63% prefers to invest in other farming activities than in fish farming. 33% are not aware that fish can be cultured apart from getting it from the wild. 35% have the impression that fish farming ventures can be handled by government only. The economic earnings for fish production are high especially in some parts of Northern Borno, but the Local market potentials throughout the state are great. Nigeria has suitable soil for ponds apart from few locations at the central and Northern Borno that are made by sandy soil. Numerous perennial and seasonal rivers, streams, lakes, pools and flood plains adequate for fish culture especially in Southern Borno exist. The mean annual rainfall can result in some water storage in ponds. In areas where the annual precipitation is less than 550mm, exist few flow boreholes with potentials for fish production. The temperature regime may support growth and survival of fish even during the hottest months of the year (March, April and May). With the understanding and manipulation of these requirements, fish production in Nigeria can be greatly enhanced

Abstract The rapid growth of both formal and informal high density urban settlements around major water resources has led to increased pollution of streams, rivers, lakes and estuaries, due to contaminated runoff from these developments. The paper identified major contaminants to be : organic waste (sewage), industrial effluent, pesticides and litter. Pollutant loads vary depending on the hydrology of the urban area, local topography and soil conditions. In some instances, severe pollution of neighbouring and downstream water courses has been observed. The management of catchment land uses, riparian zones, in stream habitat, as well as in stream water flow patterns and quality are necessary in order to sustain the integrity and "health" of water resources, for fisheries and other developments. As such, attempts to ensure a certain level of water quality without attention to other aspects will not automatically ensure a "healthy" ecosystem even as fish habitat. Proper management leads to better water quality and conducive environment for increased fish production

A literature review of 50 titles including nearly all relevant publications ensures adequate basis on the present level of knowledge. The proposal includes (a) the determination of the biozoenosis and selected environmental factors, and (b) of fishery and stock data of the main fish and shellfish species. The ecological research studies physical and chemical variables of the estuarine waters (flow velocity and direction, water temperature, conductivity, pH, dissolved oxygen, salinity, nutrients such as ammonium, nitrite, phosphate, silicate, pollutants such as hybrocarbons, pesticides and heavy metals, biochemical oxygen demand, chemical oxygen demand), plankton (bacterio-phyto-and zooplankton), benthos, sediment. The fishery biological and fishery investigations include: number of villages and fishermen, number of boats and gears by type, length and weight data of the main fishery objects with concentration on the shrimps, species and numbers of fish parasites. The ecological variables were monitored at fixed stations on sections in the Cross-River Estuary, Calabar and Great Kwara Rivers two times per month during spring and neap tides. The fishery biological and fishery variables were obtained during spring and neap tide too. For the determination of the detailed methodology the ecological and fishery part of the progeamme should be started with frame surveys based on a larger number of stations. These frame surveys should be repeated from time to time. Both parts of the programme are based on three years duration. It seems already appropriate to continue the work with selected representative stations, villages and variables in form of a long-term data chain

This paper examined the environmental hazards limiting sustainable small-scale fisheries development in Nigeria. Observation has showed that hazards range from pollution of the aquatic habitats by domestic and urban sewage and garbage, agro-chemicals, industrial pollutants, crude oil spillage etc. In an attempt to maximize catch, many migrant and part-time fisher folks indulge in highly destructive and obnoxious fishing practices with adverse impact on fisheries resources. These have constituted significant environmental hazards. Discharges of waste from aquacultural practices in to rivers and lakes have also been identified as sources of environmental hazards. Some aquatic weeds such as water hyacinth are sources of hazards. The effects of environmental hazards on small-scale fisheries resources may be direct arising from the toxicity of pollutants or indirect as a result of ecosystem modification. The physico-chemical parameters of the surface water of Shiroro Lake and its major tributaries at their entry point to the reservoir were assessed over a period of eighteen months. As in other African inland water bodies there were seasonal variations in the parameters measured. The hydrological regime of the lake, precipitation chemistry, bedrock chemistry and hydro-electric power generation influence and determine the inputs of dissolved organic carbon, nutrient levels and water quality of the lake. The added nutrients to the lake by means of the major tributary rivers and inundation of surrounding areas also influence the water quality of the lake. The wet season mean values for water and air temperature were significantly (P <0.05) higher than dry season mean values in all stations. However, for pH, Dissolved oxygen and Phosphate-phosphorus the dry season mean values were higher than wet season mean values

Currently completing its fifth year, the Coastal Waccamaw Stormwater Education Consortium (CWSEC) helps northeastern South Carolina communities meet National Pollutant Discharge Elimination System (NPDES) Phase II permit requirements for Minimum Control Measure 1 - Public Education and Outreach - and Minimum Control Measure 2 - Public Involvement. Coordinated by Coastal Carolina University, six regional organizations serve as core education providers to eight coastal localities including six towns and cities and two large counties. CWSEC recently finished a needs assessment to begin the process of strategizing for the second NPDES Phase II 5-year permit cycle in order to continue to develop and implement effective, results-oriented stormwater education and outreach programs to meet federal requirements and satisfy local environmental and economic needs. From its conception in May 2004, CWSEC set out to fulfill new federal Clean Water Act requirements associated with the NPDES Phase II Stormwater Program. Six small municipal separate storm sewer systems (MS4s) located within the Myrtle Beach Urbanized Area endorsed a coordinated approach to regional stormwater education, and participated in a needs assessment resulting in a Regional Stormwater Education Strategy and a Phased Education Work Plan. In 2005, CWSEC was formally established and the CWSEC’s Coordinator was hired. The Coordinator, who is also the Environmental Educator at Coastal Carolina University’s Waccamaw Watershed Academy, organizes six regional agencies who serve as core education providers for eight coastal communities. The six regional agencies working as core education providers to the member MS4s include Clemson Public Service and Carolina Clear Program, Coastal Carolina University’s Waccamaw Watershed Academy, Murrells Inlet 2020, North Inlet-Winyah Bay National Estuarine Research Reserve’s Coastal Training and Public Education Programs, South Carolina Sea Grant Consortium, and Winyah Rivers Foundation’s Waccamaw Riverkeeper®. CWSEC’s organizational structure results in a synergy among the education providers, achieving greater productivity than if each provider worked separately. The member small MS4s include City of Conway, City of North Myrtle Beach, City of Myrtle Beach, Georgetown County, Horry County, Town of Atlantic Beach, Town of Briarcliffe Acres, and Town of Surfside Beach. The San Francisco Bay Conservation and Development Commission (BCDC), in continued partnership with the San Francisco Bay Long Term Management Strategies (LTMS) Agencies, is undertaking the development of a Regional Sediment Management Plan for the San Francisco Bay estuary and its watershed (estuary). Regional sediment management (RSM) is the integrated management of littoral, estuarine, and riverine sediments to achieve balanced and sustainable solutions to sediment related needs. Regional sediment management recognizes sediment as a resource. Sediment processes are important components of coastal and riverine systems that are integral to environmental and economic vitality. It relies on the context of the sediment system and forecasting the long-range effects of management actions when making local project decisions. In the San Francisco Bay estuary, the sediment system includes the Sacramento and San Joaquin delta, the bay, its local tributaries and the near shore coastal littoral cell. Sediment flows from the top of the watershed, much like water, to the coast, passing through rivers, marshes, and embayments on its way to the ocean. Like water, sediment is vital to these habitats and their inhabitants, providing nutrients and the building material for the habitat itself. When sediment erodes excessively or is impounded behind structures, the sediment system becomes imbalanced, and rivers become clogged or conversely, shorelines, wetlands and subtidal habitats erode. The sediment system continues to change in response both to natural processes and human activities such as climate change and shoreline development. Human activities that influence the sediment system include flood protection programs, watershed management, navigational dredging, aggregate mining, shoreline development, terrestrial, riverine, wetland, and subtidal habitat restoration, and beach nourishment. As observed by recent scientific analysis, the San Francisco Bay estuary system is changing from one that was sediment rich to one that is erosional. Such changes, in conjunction with increasing sea level rise due to climate change, require that the estuary sediment and sediment transport system be managed as a single unit. To better manage the system, its components, and human uses of the system, additional research and knowledge of the system is needed. Fortunately, new sediment science and modeling tools provide opportunities for a vastly improved understanding of the sediment system, predictive capabilities and analysis of potential individual and cumulative impacts of projects. As science informs management decisions, human activities and management strategies may need to be modified to protect and provide for existing and future infrastructure and ecosystem needs. Congress established a legal imperative to restore the quality of our surface waters when it enacted the Clean Water Act in 1972. The act requires that existing uses of coastal waters such as swimming and shellfishing be protected and restored. Enforcement of this mandate is frequently measured in terms of the ability to swim and harvest shellfish in tidal creeks, rivers, sounds, bays, and ocean beaches. Public-health agencies carry out comprehensive water-quality sampling programs to check for bacteria contamination in coastal areas where swimming and shellfishing occur. Advisories that restrict swimming and shellfishing are issued when sampling indicates that bacteria concentrations exceed federal health standards. These actions place these coastal waters on the U.S. Environmental Protection Agencies’ (EPA) list of impaired waters, an action that triggers a federal mandate to prepare a Total Maximum Daily Load (TMDL) analysis that should result in management plans that will restore degraded waters to their designated uses. When coastal waters become polluted, most people think that improper sewage treatment is to blame. Water-quality studies conducted over the past several decades have shown that improper sewage treatment is a relatively minor source of this impairment. In states like North Carolina, it is estimated that about 80 percent of the pollution flowing into coastal waters is carried there by contaminated surface runoff. Studies show this runoff is the result of significant hydrologic modifications of the natural coastal landscape. There was virtually no surface runoff occurring when the coastal landscape was natural in places such as North Carolina. Most rainfall soaked into the ground, evaporated, or was used by vegetation. Surface runoff is largely an artificial condition that is created when land uses harden and drain the landscape surfaces. Roofs, parking lots, roads, fields, and even yards all result in dramatic changes in the natural hydrology of these coastal lands, and generate huge amounts of runoff that flow over the land’s surface into nearby waterways. Rainbow smelt (Osmerus mordax) are small anadromous fish that live in nearshore coastal waters during much of the year and migrate to tidal rivers to spawn during the spring. They are a key prey species in marine food webs, as they are consumed by larger organisms such as striped bass, bluefish, and seabirds. In addition, smelt are valued culturally and economically, as they support important recreational and commercial fisheries. The Atlantic Coast range of rainbow smelt has been contracting in recent decades. Historically, populations extended from the Delaware River to eastern Labrador and the Gulf of St. Lawrence (Buckley 1989). More recent observations indicate that rainbow smelt spawning populations have been extirpated south of Long Island Sound, and evidence of spawning activity is extremely limited between Long Island and Cape Cod, MA. In the Gulf of Maine region, spawning runs are still observed, but monitoring surveys as well as commercial and recreational catches indicate that these populations have also declined (e.g., Chase and Childs 2001). Many diverse factors could drive the recently noted declines in rainbow smelt populations, including spawning habitat conditions, fish health, marine environmental conditions, and fishing pressure. Few studies have assessed any of these potential threats or their joint implications. In 2004, the National Marine Fisheries Service (NMFS) listed rainbow smelt as a species of concern. Subsequently, the states of Maine, New Hampshire, and Massachusetts were awarded a grant through NMFS’s Proactive Conservation Program to gather new information on the status of rainbow smelt, identify factors that affect spawning populations, and develop a multi-state conservation program. This paper provides an overview of this collaborative project, highlighting key biological monitoring and threats assessment research that is being conducted throughout the Gulf of Maine. The 42-mile-long White Oak River is one of the last relatively unblemished watery jewels of the N.C. coast. The predominantly black water river meanders through Jones, Carteret and Onslow counties along the central N.C. coast, gradually widening as it flows past Swansboro and into the Atlantic Ocean. It drains almost 12,000 acres of estuaries -- saltwater marshes lined with cordgrass, narrow and impenetrable hardwood swamps and rare stands of red cedar that are flooded with wind tides. The lower portion of the river was so renowned for fat oysters and clams that in times past competing watermen came to blows over its bounty at places that now bear names like Battleground Rock. The lower river is also a designated primary nursery area for such commercially important species as shrimp, spot, Atlantic croaker, blue crabs, weakfish and southern flounder. But the river has been discovered. The permanent population along the lower White Oak increased by almost a third since 1990, and the amount of developed land increased 82 percent during the same period. With the growth have come bacteria. Since the late 1990s, much of the lower White Oak has been added to North Carolina’s list of impaired waters because of bacterial pollution. Forty-two percent of the rivers’ oyster and clam beds are permanently closed to shellfishing because of high bacteria levels. Fully two-thirds of the river’s shellfish beds are now permanently off limits or close temporarily after a moderate rain. State monitoring indicates that increased runoff from urbanization is the probable cause of the bacterial pollution. (PDF contains 4 pages)

Management of natural resources all over the world is of paramount importance to their sustainability in developing countries like Nigeria, there is less emphasis on proper management especially of fishery and other aquatic resources due to lack of sensitization and enlightenment of the rural dwellers who are closer to such natural resources. The main thrust of this review is to examine the management plans for Nigerian freshwater bodies (rivers and lakes) and the impact of such plans on the artisanal fisheries development in Nigeria. From the on-shelf information gathered there is scarcity of information on the management of Nigerian freshwater body's information available indicates that there is the traditional fisheries management and the government legal approach in form of fisheries Laws and Regulations. However, these management techniques are poorly carried out since there is a poor follow-up. Appreciable impact of fisheries management introduced on Kanji Lake by the Nigerian-German Kanji Lake Fisheries Promotion Project (NGKLFPP) between 1993 and 2001 proves worthwhile as this introduced some management measures such as implementation of fisheries Laws and Regulations, the ban of obnoxious fishing methods, introduction of fishing license, constitution of a management unit and appointment of liaison fishermen. Within the operative years of the project a lot of success was achieved and it is recommended that the approach in Kainji should be replicated in other freshwater bodies in Nigeria to alleviate poverty in the rural poor fishing communities
