This report is an output of the project “Determination of high-potential aquaculture development areas and impact in Africa and Asia”. This monograph is the case study for Cameroon. Written in three parts, it describes the historical background, practices, stakeholder profiles, production levels, economic and institutional environment, policy issues, and prospects for aquaculture in the country. First, it documents the history and current status of the aquaculture in the country. Second, it assesses the technologies and approaches that either succeeded or failed to foster aquaculture development and discusses why. Third, it identifies the key reasons for aquaculture adoption.

This monograph is the case study for China, with a particular focus on Henan Province, the project location. Written in three parts, it first describes the historical background, production levels and trends, economic and institutional environment, policy issues, and market situation in China in general. The main part of the study presents findings from two different surveys conducted in Henan Province. County-level information is used to analyze the current situation of aquaculture, providing a more disaggregated picture than what is generally available from national statistics. Data collected in a survey of fish farmers in two locations in Henan are then analyzed with regard to the prevailing aquaculture technology and production practices, economic performance of pond fish farming, and the key reasons for aquaculture adoption. In the final chapter, constraints and opportunities for the aquaculture sector in China in general are discussed. (pdf contains 68 pages.)

This Technical memorandum fulfills Task 2 for Agreement 03-495 between El Dorado County and the Office of Water Programs at California State University Sacramento and their co-authors, Bachand & Associates and the University of California Tahoe Research Group: 1) a review of current stormwater treatment Best Management Practices (BMP) in the Tahoe Basin and their potential effectiveness in removing fine particles and reducing nutrient concentrations; 2) an assessment of the potential for improving the performance of different types of existing BMPs through retrofitting or better maintenance practices; 3) a review of additional promising treatment technologies not currently in use in the Tahoe Basin; and 4) a list of recommendations to help address the knowledge gaps in BMP design and performance. ... Analyses of blood and liver samples from live captured sea otters and liver samples from beachcast sea otter carcasses off the remote Washington coast indicate relatively low exposure to contaminants, but suggest that even at the low levels measured, exposure may be indicated by biomarker response. Evidence of pathogen exposure is noteworthy - infectious disease presents a potential risk to Washington sea otters, particularly due to their small population size and limited distribution. During 2001 and 2002, 32 sea otters were captured, of which 28 were implanted with transmitters to track their movements and liver and blood samples were collected to evaluate contaminant and pathogen exposure. In addition, liver samples from fifteen beachcast animals that washed ashore between 1991 and 2002 were analyzed to provide historical information and a basis of reference for values obtained from live otters. The results indicate low levels of metals, butyltins, and organochlorine compounds in the blood samples, with many of the organochlorines not detected except polychlorinated biphenyls (PCBs), and a few aromatic hydrocarbons detected in the liver of the live captured animals. Aliphatic hydrocarbons were measurable in the liver from the live captured animals; however, some of these are likely from biogenic sources. A significant reduction of vitamin A storage in the liver was observed in relation to PCB, dibutyltin and octacosane concentration. A significant and strong positive correlation in vitamin A storage in the liver was observed for cadmium and several of the aliphatic hydrocarbons. Peripheral blood mononuclear cell (PBMC) cytochrome P450 induction was elevated in two of 16 animals and may be potentially related to aliphatic and aromatic hydrocarbon exposure. Mean concentration of total butyltin in the liver of the Washington beach-cast otters was more than 15 times lower than the mean concentration reported by Kannan et al. (1998) for Southern sea otters in California. Organochlorine compounds were evident in the liver of beach-cast animals, despite the lack of large human population centers and development along the Washington coast. Concentrations of PCBs and chlordanes (e.g., transchlordane, cis-chlordane, trans-nonachlor, cis-nonachlor and oxychlordane) in liver of Washington beach-cast sea otters were similar to those measured in Aleutian and California sea otters, excluding those from Monterey Bay, which were higher. Mean concentrations of 1,1,1,- trichloro-2,2-bis(p-chlorophyenyl)ethanes (DDTs) were lower, and mean concentrations of cyclohexanes (HCH, e.g., alpha BHC, beta BHC, delta BHC and gamma BHC) were slightly higher in Washington beach-cast otters versus those from California and the Aleutians. Epidemiologically, blood tests revealed that 80 percent of the otters tested positive for morbillivirus and 60 percent for Toxoplasma, the latter of which has been a significant cause of mortality in Southern sea otters in California. This is the first finding of positive morbillivirus titers in sea otters from the Northeast Pacific. Individual deaths may occur from these diseases, perhaps more so when animals are otherwise immuno-compromised or infected with multiple diseases, but a population-threatening die-off from these diseases singly is unlikely while population immunity remains high. The high frequency of detection of morbillivirus and Toxoplasma in the live otters corresponds well with the cause of death of stranded Washington sea otters reported herein, which has generally been attributable to infectious disease. Washington’s sea otter population continues to grow, with over 1100 animals currently inhabiting Washington waters; however, the rate of growth has slowed over recent years. The population has a limited distribution and has not yet reached its carrying capacity and as such, is still considered at high risk to catastrophic events. (PDF contains 189 pages)

Seasonal surveys were conducted during 1998–1999 in Baja California, Baja California Sur, Sonora, and Sinaloa to determine the extent and activities of artisanal elasmobranch fisheries in the Gulf of California. One hundred and forty–seven fishing sites, or camps, were documented, the majority of which (n = 83) were located in Baja California Sur. Among camps with adequate fisheries information, the great majority (85.7%) targeted elasmobranchs during some part of the year. Most small, demersal sharks and rays were landed in mixed species fisheries that also targeted demersal teleosts, but large sharks were usually targeted in directed drift gillnet or, to a lesser extent, surface longline fisheries. Artisanal fishermen were highly opportunistic, and temporally switched targets depending on the local productivity of teleost, invertebrate, and elasmobranch fishery resources. Major fisheries for small sharks (< 1.5 m, “cazón”) were documented in Baja California during spring, in Sonora during autumn–spring, and in Sinaloa during winter and spring. Triakid sharks (Mustelus spp.) dominated cazón landings in the northern states, whereas juvenile scalloped hammerheads (Sphyrna lewini) primarily supported the fishery in Sinaloa. Large sharks (> 1.5 m, “tiburón”) were minor components of artisanal elasmobranch fisheries in Sonora and Sinaloa, but were commonly targeted during summer and early autumn in Baja California and Baja California Sur. The pelagic thresher shark (Alopias pelagicus) and silky shark (Carcharhinus falciformis) were most commonly landed in Baja California, whereas a diverse assemblage of pelagic and large coastal sharks was noted among Baja California Sur landings. Rays dominated summer landings in Baja California and Sinaloa, when elevated catch rates of the shovelnose guitarfish (Rhinobatos productus, 13.2 individuals/vessel/trip) and golden cownose ray (Rhinoptera steindachneri, 11.1 individuals/vesse/trip) primarily supported the respective fisheries. The Sonoran artisanal elasmobranch fishery was the most expansive recorded during this study, and rays (especially R. productus) dominated spring and summer landings in this state. Seasonal catch rates of small demersal sharks and rays were considerably greater in Sonora than in other surveyed states. Many tiburón populations (e.g., C. leucas, C. limbatus, C. obscurus, Galeocerdo cuvier) have likely been overfished, possibly shifting effort towards coastal populations of cazón and rays. Management recommendations, including conducting demographic analyses using available life history data, determining and protecting nursery areas, and enacting seasonal closures in areas of elasmobranch aggregation (e.g., reproduction, feeding), are proposed. Without effective, enforceable management to sustain or rebuild targeted elasmobranch populations in the Gulf of California, collapse of many fisheries is a likely outcome. (PDF contains 243 pages)

This report owes its genesis to the foresight and enthusiam of Dr. Kazuhiro Mizue. By happy circumstance, Professor Mizue contacted me in 1983 with his visionary ideas on cooperative programs. He noted that the time was right because the Japan Society for the Promotion of Science and the National Science Foundation had mutually given priority to cooperative programs in marine biology. I therefore agreed to act as the U.S. coordinator and proposed to NSF, a short trip to Japan to negotiate site visits and timing with ten previously appointed Japanese scientists and, if that trip were successful, to negotiate a joint research project, possibly followed by a joint seminar. Shortnose sturgeon (Acipenser brevirostrum), an endangered species, has experienced a several-fold increase in abundance in the Hudson River in recent decades. This population growth followed a substantial improvement in water quality during the 1970s to a large portion (c. 40%) of the species' summertime nursery area. Age structure and growth were investigated to evaluate the hypothesis that improvements in water quality stimulated population recovery through increased survival of young of the year juveniles. Specimens were captured using gill nets bi-monthly from November 2003 to November 2004 (n = 596). Annuli in fin spine sections were used to generate estimates of sturgeon age. Based upon a marginal increment analysis, annuli were determined to form at an annual rate. Age determinations yielded a catch composed of age 5-30 years for sizes 49-105cm Total Length (n = 554). Individual growth rate (von Bertalanffy coefficients: TL, = 1045mm, K = 0.07) for the population was similar to previous growth estimates within the Hudson River as well as proximal estuaries. Hindcast year-class strengths, based upon a recent stock assessment (Bain et al. 2000) and corrected for gill net mesh selectivity and cumulative mortality indicated high recruitments (28,000-43,000 yearlings)during 1986-1992, which were preceded and succeeded by c.5-year periods of lower recruitment (5,000-1 5,000 yearlings). Recruitment patterns were corroborated by trends in shortnose sturgeon bycatch from a Hudson utilities-sponsored monitoring program. Results indicated that Hudson River shortnose sturgeon abundance increased due to the formation of several strong year-classes occurring about five years subsequent to improved water quality in important nursery and forage habitats in the upper Hudson River estuary. ENGLISH: From morphometric data, tagging results and reaction of the stock to fishing, it is inferred that the yellowfin tuna of the Eastern Pacific form a distinct population which intermingles little, if at all, with populations to the westward. Excellent statistics of catch and effort, and records of total catch, available since 1934, during rapid growth of the fishery, have made possible application of a generalized mathematical predator-prey model to estimate the effect of fishing on the population, and the average abundance and yield corresponding to different amounts of fishing effort, and also to estimate the rate of fishing mortality per unit of effort. From serial samples of size composition of catches, and from tagging experiments, it has been possible to determine rates of growth and of total mortality. These kinds of information permit application of the catch-per-recruit model of Beverton and Holt. Combination of the results of application of the Beverton and Holt model and of the generalized predator-prey model, leads to inference of the relationship between stock size and recruitment. The form of the relationship is remarkably similar to the theoretical model developed by W. E. Ricker. These studies, based on the data of the near-surface fishery by baitboats and purse seiners, indicate clearly that the increased intensity of fishing has caused diminution of the stocks to the point where they are somewhat "overfished"-that is, incapable of supporting the maximum sustainable average harvest. SPANISH: De los datos morfométricos, de los resultados de las marcaciones y de la reacción del stock a la pesca, se infiere que el atún aleta amarilla del Pacífico oriental forma una población diferente que se mezcla poco, si es que llega a mezclarse, con las poblaciones del oeste. Las excelentes estadísticas de la captura y el esfuerzo y los registros de la pesca global disponibles desde 1934, durante el rápido crecimiento de la pesquería, han hecho posible la aplicación de un modelo matemático generalizado depredador-presa para estimar el efecto de la pesca en la población y el promedio de la abundancia y del rendimiento correspondientes a los diferentes valores del esfuerzo de pesca, y también para estimar la tasa de la mortalidad de pesca por unidad de esfuerzo. Gracias a las muestras en serie de la composición de tamaños de las capturas y a los experimentos de marcación, ha sido posible determinar las tasas del crecimiento y de la mortalidad total. Estos tipos de información permiten la aplicación del modelo de la captura-porrecluta de Beverton y Holt. La combinación de los resultados de la aplicación del modelo de Beverton y Holt y del modelo generalizado depredador-presa, conduce a la inferencia de la relación entre el tamaño del stock y el reclutamiento. La forma de la relación es notoriamente similar al modelo teórico desarrollado por W. E. Ricker. Estos estudios, basados en los datos de la pesquería cerca de la superficie efectuada por barcos de carnada y rederos, indican claramente que el aumento de la intensidad de la pesca ha causado la disminución de los stocks hasta el punto de dejarlos algo "superexplotados", o sea, incapacitados para mantener una producción máxima promedio. Annual catches of fish in Lake Victoria, Kenya from 1976-1998 are assessed, catches from 5-15 boats selected randomly from targeted landing sites were recorded. Twenty three of the 256 Kenyan landing sites were covered by the survey. Selection of landing sites was not random but rather influenced by the presence of infrastructure and accomodation. Length frequency data was collected for the 6 main species from the Kainji Lake fishery for up to 16 months. Growth parameters were estimated and used for virtual - population and length based cohort analysis. The results from cohort analysis suggest that before the ban on beach seines the maximum economic yield from the fishery was overshot by 70%. Yield per recruit analysis showed that the fish are caught far below their optimum size. Fishing gears and the timing responsible for this early mortality have been identified. After the eradication of seines from the lake a 10% increase in total catch revenue can be expected from the fishery. This is equivalent to an increase in income of Naira 18,300 per annum for each fishing entrepreneur using other methods. A scenario for the regulation of cast net mesh size together with the ban of beach seines has been presented. A further increase of Naira 142 million (N25,500 per entrepreneur) can be anticipated if this is implemented by the Kainji Lake Fisheries Management and Conservation Unit. It is expected that the annual increase in fishing effort presently experienced will cause future yields to decline. The rate of the decline has been reduced by the eradication of the beach seine fishery and will further fall if the minimum mesh size for cast nets is implemented. A recommendation is made to the Kainji Lake Fisheries Management and Conservation Unit to first consolidate the beach seine ban and then to implement a ban of undersized cast nets.
