Based on the EU Regulation 1543/2000 for the improvement of quantity and quality of fishery data the Federal Ministry for Consumer Protection, Food and Agriculture has initiated a national data collection programme, executed by three institutions, Federal Research Centre for Fisheries (BFAFi), Federal Agency for Ariculture and Food and the Federal Research Centre Agriculture, co-ordinated by BFAFi. In 2004 samples have been taken from 943 hauls during 29 commercial fishing trips; 357 000 fish have been measured. From 2002 to 2004 the number of length and weight and measurements, and age determinations could increased by 32, 65 and 156 % resp. Pilot inquiries have been carried out to prepare also the collection of economical date of fishing vessels and of fish processing plants from 2006.

To improve the cod stocks in the Baltic Sea, a number of regulations have recently been established by the International Baltic Sea Fisheries Commission (IBSFC) and the European Commission. According to these, fishermen are obliged to use nets with escape windows (BACOMA nets) with a mesh size of the escape window of 120 mm until end of September 2003. These nets however, retain only fish much larger than the legal minimum landing size would al-low. Due to the present stock structure only few of such large fish are however existent. As a consequence fishermen use a legal alternative net. This is a conventional trawl with a cod-end of 130 mm diamond-shaped meshes (IBSFC-rules of 1st April 2002), to be increased to 140 mm on 1st September 2003, according to the mentioned IBSFC-rule. Due legal alterations of the net by the fishermen (e.g. use of extra stiff net material) these nets have acquired extremely low selective properties, i. e. they catch very small fish and produce great amounts of discards. Due to the increase of the minimum landing size from 35 to 38 cm for cod in the Baltic, the amount of discards has even increased since the beginning of 2003. Experiments have now been carried out with the BACOMAnet on German and Swedish commercial and research vessels since arguments were brought forward that the BACOMA net was not yet sufficiently tested on commercial vessels. The results of all experiments conducted so far, are compiled and evaluated here. As a result of the Swedish, Danish and German initiative and research the European Commission reacted upon this in June 2003 and rejected the increase of the diamond-meshed non-BACOMA net from 130 mm to 140mm in September 2003. To protect the cod stocks in the Baltic Sea more effectively the use of traditional diamond meshed cod-ends with-out escape window are prohibited in community waters without derogation, becoming effective 1st of September 2003. To enable more effective and simplified control of the bottom trawl fishery in the Baltic Sea the principle of a ”One-Net-Rule“ is enforced. This is going to be the BACOMA net, with the meshes of the escape window being 110 mm for the time being. The description of the BACOMA net as given in the IBSFC-rules no.10 (revision of the 28th session, Berlin 2002) concentrates on the cod-end and the escape window but only to a less extent on the design and mesh-composition of the remaining parts of the net, such as belly and funnel and many details. Thus, the present description is not complete and leaves, according to fishermen, ample opportunity for manipulation. An initiative has been started in Germany with joint effort from scientists and the fishery to better describe the entire net and to produce a proposal for a more comprehensive description, leaving less space for manipulation. A proposal in this direction is given here and shall be seen as a starting point for a discussion and development towards an internationally uniform net, which is agreed amongst the fishery, scientists and politicians. The Baltic Sea fishery is invited to comment on this proposal, and recommendations for further improvement and specifications are welcomed. Once the design is agreed by the Baltic Fishermen Association, it shall be proposed to the IBSFC and European Commission via the Baltic Fishermen Association.

The German shrimp fisheries land different types of pro-duce. Besides cooked shrimp for human consumption small (undersized), raw shrimp (industrial shrimp) are landed regionally in the second half of each year for animal feedstuff purposes. They are dried in special plants and form sellable secession from sieving processes aboard shrimping vessels. Grading the cooked shrimp ashore gives the non-marketable fraction of too small shrimp, which is not meant for shelling. That fraction is produced all year alongside landings of shrimp and is used for feed-stuff as well. Both extra fractions are listed in the official statistics since 2000 for the first time. That year industrial shrimp made up 6 % of the total landings while the non-marketable, small cooked shrimp summed up to 7 %, respectively. Though being essential for specialised animal feeds they are commercially of very little value, making up to hardly 2 ‰ of the total turnover of the German shrimp fisheries.

In previous papers the sensibility of pelagic and demersal fishes caught at depth of up to 80 m was reported. This paper deals with the sensitiveness of flatfishes, gadids, and redfish caught at depth between 260 and 450 m and with trawling times between 1 and 6 h. The sensitiveness of the fishes was tested according to the method described in previous publications (Münkner et. al. 1998) after 10 min keeping in running sea water and after 1h bulk storage respectively. The sensitiveness of the fishes increased from cod to saithe to haddock. Surprisingly American plaice and Greenland halibut turned out to be very sensitive, far more sensitive than plaice and dab caught at lower depths in the North Sea. This was indicated by the high amount of animals showing rigor already after a trawling time of 2 hand 10 min of keeping in seawater. After 1 h of bulk storage and increasing trawling time sensitiveness of all fishes decreased, as expected, significantly. Besides mechanical encroachments the main problem for the fishes caught at greater depths was the gas supersaturation in the blood and tissue causing blockage of the gill capillary vessels, exophthalmus, visible gas bubbles in the skin and eyes, and in some cases protusion of the intestines through the snout due to rapid dilatation of the swimbladder.

„Winter fishery“ on brown shrimp does not imply a special type of fishery. It merely means the continuation of the standard fishing procedure of parts of the fleet during wintertime, when the majority of the mostly smaller vessels stay in harbour due to generally unfavourable weather conditions for their activity. During 1990 to 1999 mean European wide landings in January and February summedup to 854 tonnes making up to only 4 % of the mean annual landings (21 805 t). While German vessels landed0.7 % (68.7 t) of their mean annual landings during that period, the other countries caught about 7 % of their individual, mean annual landings at the same time. The Netherlands and Denmark contributed highest tonnages of 580and 110 tonnes, respectively, to the total European landings, making up 81 % of them. As about 70 % of brown shrimp may carry eggs in January, the winter fishery took a mean total of about 2.15 x 1012brown shrimp eggs out of the stocks in that period annually. As there is no reliable assessment available concerning the brown shrimp stocks, it is despite of these high losses of eggs not possible to trace a negative effect of the winter fishery in scientific terms. However, precautional catch reductions in winter would be in favour of higher survival rates of eggs, which are the carrying source for the recruitment of brown shrimp stocks and catches in forthcoming summer and autumn seasons according to Dutch investigations.

Since 1999, the ICES Working Group on the Assessment of Demersal Stocks in the North Sea and Skagerrak assesses the saithe stock in the North Sea, Skagerrak and west of Scotland as a single stock unit. The sampling, evaluation and role of biological data from the German saithe fishery in the assessment are described. The German data showed similar trends as observed in French and Norwegian series. Based on these estimates, the spawning stock recovered to more than 200 000 t due to reductions in quotas and exploitation rates. Thus, the production of the stock increased also in combination with good recruitment and positive trends in spawning stock size and landings were projected for 2002. The biological data derived from the German saithe fishery dominated the assessment of stock size, structure and exploitation. This fact encourages a continuation of the described analyses based on sampling onboard fishing vessels and fish markets by the Institute for Sea Fisheries. The successful collaboration with the saithe fishing industry is judged as an important contribution to the sustainable management of fish stocks.

The annual estimated total marine fish catch in Nigeria for the period 1971 to 1979 is 0.3299 million metric tons. The differential distribution pattern of the predominant fish groups for the maritime states, the component species, their life habits in relation to hydrographic factors leasing to seasonal fluctuations in the fisheries are highlighted, focussing also on the types of fishing carafts and gear in common use along the coastal states and the fish species obtained from them. The landings by the exploratory and commercial fishing trawlers including the distant water vessels (imports) form about 4.24% of the total marine fish landing

The definition of the newly introduced dimensionless parameter for tonnage measurement (German: Bruttoraumzahl (BRZ) (English: Gross tonnage (GT)) instead of Gross register ton (GRT) (German: Bruttoregistertonne (BRT) doesn’t seem to be so clear, neither for specialists. The present article gives some explanations about the history of measurement of ships and the relation between BRT and BRZ, especially for fishing vessels.

The German brown shrimp fishery experienced considerable changes during the recent four decades. Contrarily to the decline in number of vessels the technical standard and size of the shrimping vessels improved and the fishing power as well as the effort of the single boats have strongly increased. As fishing effort by the whole fleet may be calculated different ways, trends in total effort may differ according to the relevant author´s approach. The present study tries to estimate the total trawled area by the fleet in the mid fifties as well as in 1996. The result is that there seems to be no change in the order of magnitude of the total trawled area for the German shrimping fleet itself, though shifts in geographical areas as within seasons were reported. However, the development of the Danish and Dutch shrimping fleets have contributed to an increase in terms of annually trawled area. Therefore pooled fishing effort must have increased considerably.

The question has not yet been completely solved whether or not the mackerel and horse mackerel stocks in the waters from the Bay of Biscay to the Atlantic off the Norwegian coast are independent unit stocks or must be regarded rather as one stock with distinct stock components. The stock definition, however, is the basis for fishery management and is fundamental for the exploitation of the stocks. For this reason the extensive mackerel and horse mackerel egg survey carried out in 1998, is of high importance and significance for the fishery management of the two species. The survey has begun in January in Iberian waters and will eventually end in the autumn north of Scotland. To cope with this task research vessels of eight European nations are participating.

Apart from activities of some foreign-based vessels, commercial exploitation of pelagic fishery resources in Nigeria has been limited to inland and inshore waters. Estimated potential for the inshore pelagic fishery is 70,000-90,000 tonnes while the small pelagic resources in the near offshore as well as tuna and tuna-like fishes further offshore have potentials of about 10,000 metric tonnes each. Despite the abundance of tuna within and adjoining the Nigerian EEZ, and its importance in the international market, only foreign-flagged vessels take advantage. In addition, the inshore pelagic fisheries in Nigeria have for long remained underexploited. The most common processing method has remained the age-old traditional smoke-drying, which is inadequate resulting in colossal waste through denaturation and incessant infestations by insects and moulds among other causes. The use of modern smoking techniques coupled with effective distribution systems can undoubtedly reduce waste. However, these are often not within the reach of most artisanal processors. It is proposed that the organised private sector should invest on simple but proven processing equipment such as smoking kilns. The inshore pelagic fish species and other small fishes can sustain cottage canning industries sited in fishing villages/settlements while larger canning factories should be based on offshore resources. Modalities for successful investments are highlighted, while a major consideration is given to joint ventures

Over the years, Nigeria have witnessed different government with different policy measures. Against the negative consequences of the past policies, the structural adjustment was initiated in 1986. Its aims is to effectively altar and restructure the consumption patterns of the economy as well as to eliminate price distortions and heavy dependence on the oil and the imports of consumer goods and services. Within the period of implementation, there has been a decreasing trend in yearly fish catch landings and sizes but the reverse in shrimping. There is also a gradual shift from fishing to shrimping, from the vessels purchased with 83.3% increase of shrimpers from 1985 to 1989. Decreasing fish catch sizes and quantity aggravated by the present high cost of fishing coupled with the favourable export market for Nigeria shrimp tend to influence the sift. This economic situation is the result of the supply measures of SAP through the devaluation of the Naira. There is also overconcentration of vessels on the inshore waters as majority of the vessels are old and low powers hence incapable of fishing on the deep sea. Rotterdam price being paid for automotive gas oil (AGO) by fishing industries is observed to be discriminating and unhealthy to the growth of the industry as it is exceedingly high and unstable thus affecting planning for fishing operation. Fuel alone takes 43% of the total cost of operation. The overall consequences is that fishing days are loss and therefore higher overhead cost. It was concluded that for a healthy growth and sustainable resources of our marine fishery under the structural adjustment programme licensing of new fishing vessels should be stopped immediately and the demand side of SAP should be employed by subsidizing high powered fishing vessels which can operate effectively on the deep sea

ENGLISH: One phase of the duties of the Inter-American Tropical Tuna Commission is the gathering and interpretation of data concerning the life history of the commercially important bait species throughout the Eastern Pacific Ocean. During 1958 the Commission established a laboratory in Manta, Ecuador to study tuna. It was subsequently found that this fishery was dependent upon one species of anchovy, Anchoa naso, which was locally referred to as "colorado." During the calendar year 1959 approximately 380,000 scoops of bait were taken by the Manta tuna fleet (Schaefer, 1960), which at that time numbered about 23 vessels. Since then the fleet has increased by about 25 per cent and it is probable that the bait catch has increased also. Virtually nothing has been reported concerning the life history of this species. Hildebrand (1943) reviewed its taxonomy and reported standard lengths ranging from 32 to 135 mm. Peterson (1956) examined specimens from Central America and found them to range from 27 to 66 mm. He also indicated that the species spawned over a long period of time. The present report describes some aspects of the life history of Anchoa naso in Ecuadorian waters. The findings are based on 121 collections taken during the period March 1959 through June 1961. SPANISH: Una fase de las obligaciones de La Comisión Interamericana del Atún Tropical es la obtensión e interpretación de los datos concernientes a la historia natural de las especies de carnada comercialmente importantes en todo el Océano Pacifico Oriental. En el año de 1958 la Comisión estableció un laboratorio en Manta, Ecuador, para estudiar el atún. Se encontró subsecuentemente que esta pesquería dependía de una especie de anchoa, Anchoa naso, conocida localmente con el nombre de colorado. Durante el año calendario de 1959, la flota atunera de Manta, que en ese tiempo alcanzaba a unos 23 barcos, obtuvo aproximadamente 380,000 copas (scoops) de carnada (Schaefer, 1960). Desde entonces la flota ha aumentado en un 25 por ciento, y es probable que la captura de peces-cebo haya aumentado también. Nada se ha informado virtualmente sobre la historia natural de esta especie. Hildebrand (1943) revisó su taxonomia e informó sobre su longitud estándar, que varia entre los 32 y 135 mm. Peterson (1956) examinó especímenes de la América Central, y encontró que variaban entre los 27 y 66 mm. También indicó que la especie desova durante un largo periodo de tiempo. El presente informe describe algunos aspectos de la historia natural de la Anchoa naso en aguas ecuatorianas. Los hallazgos están basados en 121 recolecciones hechas durante el periodo de marzo de 1959 a junio de 1961. (PDF contains 30 pages.)

In the first quarter of 1997 R.V. “Walther Herwig III” took part in the internationally (ICES) coordinated International Bottom Trawl Survey (IBTS) in the North Sea. A total of 365 half-hour tows using a standardized GOV-net were made by seven research vessels in order to determine the strength of incoming yearclasses of cod, haddock, whiting, Norway pout, herring, sprat, and mackerel. Overall results, though preliminary show a considerable increase of the index figures for cod, Norway pout, herring, and mackerel whereas the indices for haddock, sprat, and whiting indicate lower recruitment figures. Water temperatures and salinity values were unhomogeneously below and above of the longterm mean.

Information on the impact of industrial fishery on sandeel and sprat is given. First results of experimental fishing on board RV "Walther Herwig III" and results of studies aboard commercial vessels within the German Economic Zone are presented.
