In February 1996 A Strategy for the Management of Salmon in England and Wales was launched by the National Rivers Authority. The strategy concentrates on four main objectives for the management of salmon fisheries in England and Wales: (i) Optimise the number of salmon returning to home water fisheries, (ii) Maintain and improve the fitness and diversity of salmon stocks, (iii) Optimise the total economic value of surplus stocks, (iv) Ensure necessary costs are met by beneficiaries. These four objectives will be addressed through local Salmon Action Plans (SAPs) which will be produced for each of the principle salmon rivers in England and Wales by the year 2001. This Salmon Action Plan for the River Lune reviews the status of the stock and the fisheries, seeks to identify the main factors limiting performance, to draw up and cost a list of options to address these, and to consult with local interest groups.

A summary of results obtained from 1969 to 1977 is given. It concerns the biology of the species (ecology and distribution of the adults, behaviour and diel variation of catch rates, reproduction and larval migration, juveniles migration and recruitment at sea, sexual maturity, growth and mortality by marking experiments) and the history of the fishery (catches, efforts, seasonal variations of catch rates). The combined use of a dynamic pool model of Ricker and a production model of Fox leads to the evaluation of the potential of the stock. The simulation of different and combined fishery strategies on adults at sea and juveniles in lagoons, allows the evaluation of the consequences (in yield, value, biomass and potential fecundity) of the different proposed management procedures (reductions in fishing effort, closed seasons on both fisheries).

The evolution of the fishery of the pink shrimp Penaeus duorarum Burkenroad is analysed from its beginning in 1969 until the end of 1970. A rapid and general decline of the yield has been evident during this period. The actual shrimp fleet seems to be too big to allow an exploitation economically convenient of the stock.

The River Lune rises in the hills around Tebay in thje North of England and runs through rural farming country to Morecambe bay. It is generally considered as a river of high purity and unspoiled nature. The salmon fishery was at one time considered amongst the best in England and Wales, with very high catches to both rod and net fishermen. During the late 1960's the disease UDN decimated the stock. Since then there has been a recovery of the stock, but this is considered by most anglers and netsmen to be a partial recovery of some of the previous stock components. In recent years anglers and netsmen have voiced their concerns over the Lune stock and have lobbied for action to improve the Lune fishery. This net limitation order (NLO) and the separate byelaw in conjunction with habitat improvement are proposed as part of the strategy for future conservation and management of this salmon fishery. The fishery is currently exploited by 37 licensed netsmen, the highest number of any single estuary in England and Wales. There are 26 haaf, 10 drift and 1 seine nets available. Current estimates of the rod fishery are that 1100 to 1400 anglers fish 14 000 days per year. The River Luhe is one of the few rivers within England and Wales that has the benefit of an accurate fish counter. The counter is at Forge Weir approximately 4 km upstream of the tidal limit. The counts, together with records of the catches from the rod and net fishery, enable a reasonably accurate assessment of both rod and net exploitation. Extensive surveys of the juvenile population, carried out in 1991 and 1997, provide additional information. The purpose of this document is to describe and explain the current state of the salmon population in the River Lune and in doing so, demonstrate the current need for stock conservation. A second purpose is to demonstrate that the proposed NLO and byelaw package should allow the salmon population to reach its conservation target (spawning escapement target).

These are primarily aimed at securing the well being of the stock, but in doing so will improve catches and the associated economic returns to the fisheries. The four main objectives are : (i) Optimise the number of salmon returning to home water fisheries, (ii) Maintain and improve fitness and diversity of salmon stocks. Abstract—In the first of two companion papers, a 54-yr time series for the oyster population in the New Jersey waters of Delaware Bay was analyzed to develop biological relationships necessary to evaluate maximum sustainable yield (MSY) reference points and to consider how multiple stable points affect reference point-based management. The time series encompassed two regime shifts, one circa 1970 that ushered in a 15-yr period of high abundance, and a second in 1985 that ushered in a 20-yr period of low abundance. The intervening and succeeding periods have the attributes of alternate stable states. The biological relationships between abundance, recruitment, and mortality were unusual in four ways. First, the broodstock–recruitment relationship at low abundance may have been driven more by the provision of settlement sites for larvae by the adults than by fecundity. Second, the natural mortality rate was temporally unstable and bore a nonlinear relationship to abundance. Third, combined high abundance and low mortality, though likely requiring favorable environmental conditions, seemed also to be a self-reinforcing phenomenon. As a consequence, the abundance –mortality relationship exhibited both compensatory and depensatory components. Pacific hake, Merluccius productus, the most abundant groundfish in the California Current Large Marine Ecosystem (CCLME), is a species of both commercial significance, supporting a large international fishery, and ecological importance, connecting other species as both predator and prey. Coastal Pacific hake migrations are characterized by movements between northern summer feeding areas and southern winter spawning areas, with variations in annual abundance, distribution, and the extent of these movements associated with varying climate-ocean conditions. In general, warm (cool) years with enhanced (reduced) stratification and poleward (equatorward) transport are often related to good (poor) recruitment, increased (decreased) northward distribution, and reduced (enhanced) growth. However, the classic periodic pattern of annual migration and distribution may no longer be fully representative. Based on recent advances in the understanding of climate-ocean variability off the U.S. west coast, we hypothesize that the annual movements of Pacific hake are more responsive to climate-ocean variability than previously thought, and further, that changes observed in Pacific hake distributions may reflect long-term changes in climate-ocean conditions in the CCLME. Therefore, an updated model of these relations is key to effective monitoring and management of this stock, as well as to devising scenarios of future change in the CCLME as a result of climate variations. The current state of knowledge of the relationship between the Pacific hake and its environment is reviewed, highlighting emerging ideas compared to those of the past, and priorities for future research are suggested.

Of the five populations of beluga, Delphinapterus leucas, in Alaska, the most isolated is the one in Cook Inlet (Hazard, 1988; Hill and DeMaster, 1998) (Fig. 1). The geographic and genetic segregation of this stock (O’Corry-Crowe et al., 1997), combined with the beluga’s tendency toward site fidelity in summer, makes this population especially vulnerable to impacts from large or persistent harvests.

A common property resource with open access, such as a fishery, will be used to excess when faced with sufficient demand. This will lead to an excessive amount of effort on the part of the fishery, resulting in a depletion of the stock. This paper discusses the development of a property rights regime for the Atlantic calico scallop, Argopecten gibbus, fishery of Florida. The management solution of the Calico Scallop Conservation Association (CSCA) provides an example of the assignment of property rights to a common property resource without resorting to governmental intervention. In this particular fishery, self-regulation limited early harvesting which would be uneconomic; there may be other fisheries in which self-regulation could be economically efficient and biologically appropriate. While this solution may not be applicable to all common property resources, for those cases which may be similar; the example of the CSCA provides valuable information that may be helpful in establishing a more efficient use of the resource. Some types of government facilitation may also be useful.

With its genesis in New England during the 1800's, the purse seine fishery for Atlantic menhaden, Brevoortia tyrannus, expanded south and by the early 1900's ranged the length of the eastern seaboard. The purse seine fishery for Gulf menhaden. B. patronus, is of relatively recent development, exploitation of the stock beginning in the late 1940's. Landings from both fisheries annually comprise 35-40% of the total U. S. fisheries landings, ranking menhaden first in terms of volume landed. Technological advances in harvesting methods, fish-spotting capabilities, and vessel designs accelerated after World War II, resulting in larger, faster, and wider-ranging carrier vessels, improved speed and efficiency of the harvest, and reduction in labor requirements. Chief products of the menhaden industry are fish meal, fish oil, and solubles, but research into new product lines is underway. Since 1955 on the Atlantic coast and 1964 on the Gulf coast, the NMFS has monitored the fisheries for biostatistical data. Annual data summaries of numbers-of-fish-at-age harvested, catch tonnage, and fishing effort of the fleet form the basis of routine stock assessments and annual catch forecasts to industry for the upcoming fishing season. After landings declined in the 1960's, the Atlantic menhaden stock has recovered through the 1970's and 1980's. Exceptional year classes of Gulf menhaden in recent years account for record landings during the 1980's.

Crustacean aquaculture industry in India suffers greatly from lack of technological developments. A major constraint in this enterprise is the limitation of seed stock availability. A critical appraisal is made of the techniques used in the manipulation of reproductive processes in order to augment year-round production of seeds. A new possibility of induced ovarian maturation in crustaceans is by administering steroid hormones of vertebrate source. Environmental factors are known to govern the gametogenic cycle of marine crustaceans. Cryopreservation of male gametes and artificial insemination by way of spermatophore transfer could solve some of the problems of mating under laboratory conditions.

The shallow-water shrimps represent the most economical resource in Mozambique. Therefore, annual surveys have been carried out to investigate the state of the stock, the fishing methods for a better analyses catch/effort statistics. Resource assessment was conducted on principal species - Metapenaeus monoceros and Penaeus indicus - to estimate levels of abundance and distribution in the Sofala Bank.

This cruise report describes the Sofala Bank (Mozambique) crustacean stocks and the fish by-catch. A survey was made of the stock assessment of demersal fish with commercial interest, fishing grounds, biology and distribution of the most abundant demersal fishes and the specific composition of trawl catch areas.

The paper deals with the spawning cycle of the hake, Merluccius merluccius hubbsi in the fishing area of the Argentine fleet, SW Atlantic (35°- 46° L. S.: 53°- 63° L.W.; 30-160 fathoms depth). It was made on the basis of the weekly sampling of the commercial catch in the period January 1965 - March 1968. The results have been compared with those of the exploratory surveys made by the United Nations Fisheries Development Program (República Argentina - FAO). The histological study, which was made with 741 specimens, was most intensive in females than in males. The results have been compared with the sexual stage determinations of both sexes in the total samples during the period before mentioned. The conclusions are: 1. The analysis of the ovocytes frequency distributions showed a period of resting or slow recuperation (April - August) with a mode of 120 ~k and one of rapid transformation (October - December) from 120 μ tíll 830 ~k. After December it appears again the mode of 120 ~k which indicated the reserve stock. 2. The maturity factor shows in both sexes a period of low values , 0,52 to 2% (April - September) and, another with higher values (October - March). In the first period the values are concentrated, while in the second one a large dispersion is observed produced by the rapidity of the growth process of the gonads. It is more evident between November and December. 3. The liver weight variations, compared with the degree of ingestion and the values of the maturity factor, in time, demonstrated that: a) after two periods of abundant ingestion (March - April and October- November) there are two increases of the liver index; b) the increase of the Iiver index has a direct relation to the maturity factor; c) at the end of the summer season, when the values of the maturity factor decrease, those of the liver index are still high. This demonstrates that the hake does not arrive exhausted at the end of the spawning season and that a rapid recuperation for a new spawning by part of the stock is possible. 4. Females predominate in the samples during most of the year. In the period October - December, when sexual activation occurs, as it is demonstrated by the high values of the maturity factor, proportions are nearly 1 :1, and males at times are more numerous than females. 5. The analisys of the advaneed maturity stages, in relation to total length shows that in the hake, Iike in other fishes, the largest ones mature first. This applies for both sexes. 6. The study of the maturity factor values and the sexual stages of the samples allows the recognition of two spawning periods, the main one in summer (October - March) and another in winter (June - July). 7. Part of the summer spawners, with a rapid recuperation, should be able to spawn again in winter. This indicates that the hake population, acording to our samples, has two different possibilities of spawning. 8. After analysis of the frequency percentages composition of mature specimens it is concluded that during the summer season, when hake is fished in shallow waters and in a wide area (38°– 43° L.S.) the fleet is fishing on the spawning stocks. Some winter spawners specimens have been found at 37°- 38° L.S. and in waters of more than 100 fathoms depth. 9. A new maturity scale of seven stages is proposed, instead of the one of six stages now in use. The new added stage corresponds to the postspawners during its resting period.
