Fishery catch data on yellowfin tuna (Thunnus albacares) were examined to study the effects of El Niño events between 1990 and 1999 for an area in the northeastern tropical Pacific (18−24°N, 112−104°W). The data were extracted from a database of logbook records from the Mexican tuna purse-seine f leet. Latitudinal distribution of the catches increased from south to north for the 10-year period. Highest catches and effort were concentrated between 22°N and 23°N. This area accumulated 48% of the total catch over the 10year period. It was strongly correlated with El Niño-Southern Oscillation (ENSO) events. At least two periods of exceptionally high catches occurred following El Niño events in 1991 and 1997. Peaks of catches were triggered by the arrival of positive anomalies of sea surface temperature (SST) to the area. A delay of two to four months was observed between the occurrence of maximum SST anomalies at the equator and peaks of catch. Prior to these two events, negative SST anomalies were the dominant feature in the study area and catch was extremely low. This trend of negative SST anomalies with low catches followed by positive SST anomalies and high catches may be attributed to northward yellowfin tuna migration patterns driven by El Niño forcing, a result that contrasts with the known behavior of decreasing relative abundance of these tuna after El Niño events in the eastern Pacific. However, this decrease in relative abundance may be the result of a local or subregional effect.

In view of the concern caused by the declining trend in the annual shrimp yield in the Central Gulf of California, an attempt was made to analyze the fishing effort level exerted upon the shrimp stocks of the blue (Farfantepenaeus stylirostris) and the brown shrimp (F. californiensis) from 1980 to 1991. For this purpose, both Schaefer and Fox production models were applied. The results from these analyses revealed an economic overexploitation condition, and suggested an imperative need to implement as a regulatory measure, the reduction of the catch per unit of effort level (CPUE) to keep the fishery within acceptable bioeconomic margins of a maximum sustainable yield (Ys). This can only be achieved through the adjustment of the fleet size from 481 vessels down to 250 or 275.

Systematic surveys, along with opportunistic sightings, have provided important information on sea turtle (Cheloniidae and Dermochelydae) distributions, knowledge which can help reduce the risk of harmful human interaction. In 1991 and 1992, the Marine Recreational Fishery Sta- tistics Survey (MRFSS) of the National Ma- rine Fisheries Service, NOAA, provided a unique opportunity to gain additional, synoptic information on the spatial and temporal distribution of sea turtles along the U.S. Atlantic and Gulf of Mexico coasts by asking recreational anglers if they had observed a sea turtle on their fishing trip. During the spring and summer months of those years, as water temperatures warmed, the MRFSS documented an increase in sea turtle sightings in inshore waters and in a northward direction along the U.S. Atlantic Coast and in a westward direction along the northern Gulf of Mexico. This pattern reversed in the late summer and fall months as water temperatures cooled, with sea turtles concentrating along Georgia and both coasts of Florida. Although the MRFSS did not provide species or size composition of sea turtles sighted, and effort varied depending upon location of fishing activity and time of year anglers were queried, it did provide an additional and useful means of ascertaining spatial and temporal distributions of sea turtles along these coasts.

California, in response to health concerns, initiated a program on 1 March 1991 which required anyone selling eastern oysters, Crassostrea virginica, from the Gulf of Mexico area to notify potential consumers that there was a risk in consuming them raw. This mandatory warning, followed shortly thereafter by a similar warning in other states, including Louisiana and Florida, received extensive press cover-age throughout the country and particularly in the Gulf area. This paper examines the extent to which the demand for Gulf-area oysters has been reduced as a result of mandatory warning labels and negative publicity. In general, the results suggest that since 1991 the “summer” dockside price has been reduced by about 50% as a result of warning labels and associated negative publicity, while the “winter” dockside price has been reduced by about 30%.

A mail survey of tournament shark anglers and party boat shark anglers was completed to examine their fishing activity, attitudes, trip expenditures, and consumer surplus. A sample of 700 shark anglers was selected from tournaments in the Gulf of Mexico during 1990, and a sample of party boat shark anglers was drawn from Port Aransas, Tex., party boat anglers during the summer of 1991. A response rate of 58% (excluding nondeliverables) was obtained from tournament anglers. The sample of party boat shark anglers was too small to provide useful results. Tournament shark anglers reported fishing an average of 58 days per year and targeted sharks and other large marine species. Tournaments occupy a small portion of their fishing effort. If this group of anglers were not able to fish for sharks, one-third indicated no other species would be an acceptable substitute, while others were willing to substitute other large marine species. Shark trip expenditures averaged $197 per trip with a consumer surplus of $111 per trip. Based on MRFSS estimates of the number of shark fishing trips, we estimate a total of $43,355,000 was spent by shark anglers in the Gulf of Mexico with a consumer surplus of $23,865,000 for a total gross value of the shark fishery of $66,220,000. MRFSS estimates of the number of sharks landed indicate an equivalent use value of $183 per shark.

Extensive mark-recapture studies using internal ferromagnetic tags have been conducted on Atlantic menhaden, Brevoortia tyrannus, and Gulf menhaden, B. patronus. From 1966 through 1969, 1,066,357 adult Atlantic menhaden were tagged; subsequently, from 1970 through 1987, 428,272 juveniles of this species were tagged. Similarly, from 1969 through 1971, 75,673 adult Gulf menhaden were tagged; concurrently from 1970 through 1985, 236,936 juveniles were tagged and released. This report provides an overview of the history of the tagging program, methodologies for both release and recovery activities, a summary of release areas and number of fish tagged within each area, and a review of assumptions necessary for the analysis of this type of mark-recovery data. The resulting data sets have proven to be highly useful for a variety of analyses ranging from determination of migratory patterns and population structure to estimating mortality rates. The relatively wide range of acceptance of tagging results by laymen, industry, and analysts alike have made these data extremely useful for management-oriented analyses.

The organization of coastwide management programs for Atlantic menhaden, Brevoortia tyrannus, and Gulf menhaden, B. patronus, are described. Recent assessments of the status of the Atlantic and Gulf menhaden stocks are summarized. Estimates of population size and fishing mortalities are obtained from virtual population analysis, and are used in determining spawner-recruit relationships, spawning stock ratios, yield-per-recruit, and surplus production. Management issues are addressed in the framework of assessment results.

Samples of shrimp trawl catches were collected from a commercial artisanal vessel fishing inside the 6-fm isobath in the Gulf of Paria, Trinidad. From August 1986 to May 1987, 34 late evening-early morning trawl trips were made and 97 hauls were sampled. Annual ratio estimates were 9 (SD 1.3) finfish:shrimp and 14.7 (SD 2.0) by-catch: shrimp, with the highest ratios observed August through December and the lowest from late January through May, the dry season. Extrapolation of ratios, using shrimp catch statistics, indicates that for 1986, 974,000 kg of finfish and 620,000 kg of crabs, Callinectes spp., were caught incidentally by artisanal shrimp trawlers fishing in the Gulf of Paria. Of this total incidental catch (1,594,000 kg), about 1,500,000 kg were discarded (94 percent). Four penaeid shrimp species are targeted: Penaeus schmitti, P. notialis, P. subtilis, and Xiphopenaeus kroyeri. Callinectes spp. were caught in large quantities from Augustto mid-January. Small (4-15 cm) pelagic and demersal species of little commercial importance dominated the finfish by-catch: Harengula spp., Cetengraulis edentulus, Chloroscombrus chrysurus, Eucinostomous spp., Diapterus rhombeus, and Cyclopsetta spp. Altogether, the monthly percentage of the species ranged from 70 to 85 percent of the total finfish by-catch.

A social study of the shrimp fisheries of Galveston Bay, Tex., and Calcasieu Lake, La., was made during the summer of 1987 to examine the impacts of the seasonal closure of the Federal waters off Texas and to understand the infrastructure and demographic processes of these two diverse fisheries. Survey instruments were administered to 159 shrimp boat captains: 89 from Galveston Bay and 70 from Calcasieu Lake. Shrimp-house owners were interviewed in each region as well. The results suggest that the inshore fisheries (i.e., shrimpers and shrimp houses) are distinct from the offshore fisheries. The infrastructure of the two inshore fisheries examined differ in that the market distribution of shrimp from Galveston Bay was more diffuse than from Calcasieu Lake. Much more of the shrimp harvested from Galveston Bay was channelled into the surrounding community than from Calcasieu Lake. The distribution of age,years as a commercial fisherman, and family involvement in fishing suggest that participation in Calcasieu Lake's and Galveston Bay's inshore fisheries have expanded concurrent with declining economies. While overall the Texas closure had little impact on either of the inshore fisheries, the Galveston Bay shrimpers experienced more of a direct impact on their livelihood than Calcasieu Lake shrimpers.

Red snapper (Lutjanus campechanus) in the United States waters of the Gulf of Mexico (GOM) has been considered a single unit stock since management of the species began in 1991. The validity of this assumption is essential to management decisions because measures of growth can differ for nonmixing populations. We examined growth rates, size-at-age, and length and weight information of red snapper collected from the recreational harvests of Alabama (n=2010), Louisiana (n=1905), and Texas (n =1277) from 1999 to 2001. Ages were obtained from 5035 otolith sections and ranged from one to 45 years. Fork length, total weight, and age-frequency distributions differed significantly among all states; Texas, however, had a much higher proportion of smaller, younger fish. All red snapper showed rapid growth until about age 10 years, after which growth slowed considerably. Von Bertalanffy growth models of both mean fork length and mean total weight-at-age predicted significantly smaller fish at age from Texas, whereas no differences were found between Alabama and Louisiana models. Texas red snapper were also shown to differ significantly from both Alabama and Louisiana red snapper in regressions of mean weight at age. Demographic variation in growth rates may indicate the existence of separate management units of red snapper in the GOM. Our data indicate that the red snapper inhabiting the waters off Texas are reaching smaller maximum sizes at a faster rate and have a consistently smaller total weight at age than those collected from Louisiana and Alabama waters. Whether these differences are environmentally induced or are the result of genetic divergence remains to be determined, but they should be considered for future management regulations.

Pelagic fishes are not evenly dispersed in the oceans, but aggregate at distinct locations in this vast and open environment. Nomadic species such as mackerels, tunas, and sharks form assemblages at seamounts (Klimley and Butler, 1988; Fontenau, 1991). Fishermen have recognized this behavior and have placed moorings with surface buoys in deep waters to provide artificial landmarks, around which fish concentrate and are more easily captured. These fish aggregating devices (termed FADs) are common in the tropical oceans (see review, Holland, 1996). In a sense, it may only be the larger size that separates a seamount from a man-made FAD.

Shortspine thornyhead (Sebastolobus alascanus) abundance was estimated from 107 video transects at 27 stations recorded from a research submersible in 1991 off southeast Alaska at depths ranging from 165 to 355 m. Numbers of invertebrates in seven major taxa were estimated, as was substrate type. Thornyhead abundance ranged from 0 to 7.5/100 m2, with a mean of 1.22/100 m2, and was positively correlated with depth and amount of hard substrate. Invertebrate abundances were not significantly correlated with numbers of thornyheads. Shortspine thornyhead abundance estimates from this study were several times higher than estimates produced by bottom trawl surveys off southeast Alaska in 1990 and 1993, the two years of survey that encompassed the submersible transects; however, the trend of increasing abundance with depth was similar in the trawl surveys and in the submersible transects, suggesting that trawl surveys systematically underestimate abundance of shortspine thornyheads
