This paper presents a model for Fisheries Social Impact Assessment (SIA) that lays the groundwork for development of fisheries-focused, quantitative social assessments with a clear conceptual model. The usefulness of current fisheries SIA’s has been called into question by some as incompatible with approaches taken by fisheries biologists and economists when assessing potential effects of management actions. Our model’s approach is closer to the economists’ and biologists’ assessments and is therefore more useful for Fishery Management Council members. The paper was developed by anthropologists initially brought together in 2004 for an SIA Modeling Workshop by the National Marine Fisheries Service, NOAA. Fishery observers collected data from 307 tows during 96 trips aboard skimmer trawl vessels in Louisiana’s coastal waters from September 2004 through June 2005 to estimate catch rates of target and nontarget species, including sea turtles (Cheloniidae and Dermochelyidae), by area and season during commercial shrimping operations. About 16,965.7 kg of total catch were recorded during 517.0 hours of fishing operations. Based on weight extrapolations from species composition samples, penaeid shrimp (Penaeidae) dominated the catch at 66%, followed by finfish at 19%, nonpenaeid shrimp crustaceans at 7%, discarded penaeid shrimp at 6%, and debris at 3%. Noncrustacean invertebrates comprised less than 1%. Catch rates in kilograms per hour by category was 21.6 for penaeid shrimp, 6.2 for finfish, 2.2 for nonpenaeid crustaceans, 1.8 for discarded penaeid shrimp, and 0.9 for debris. White shrimp, Litopenaeus setiferus, other penaeid shrimp, and Gulf menhaden, Brevoortia patronus, were the top three dominant species by weight. Seasonally, a higher catch rate was observed from May through August 2005 for penaeid shrimp as compared with the September through December 2004 period. Conversely, the September through December 2004 period experienced a higher catch rate for finfish than during May through August 2005. No sea turtle interactions were documented.

Sand sole, Psettichthys melanostictus, is a small but important part of the west coast groundfish fishery. It has never been assessed and there is a limited amount of biological data for the species. We provide the first estimates of age and growth for California populations and compare them with studies from other areas. We found that sand sole is a rapidly growing species which may show a strong latitudinal gradient in growth rate. We also found evidence of a recent, strong cohortrelated shift in the sex ratio of the population towards fewer females. In addition we examined data from the Washington, Oregon, and California commercial fishery to make an initial determination of population status. We found that catch per unit of effort in commercial trawls experienced a decline over time but has rebounded in recent years, except central California (the southern part of its commercial range), where the decline has not reversed.

Geographic Information Systems can help improve ocean literacy and inform our understanding of the human dimensions of marine resource use. This paper describes a pilot project where GIS is used to illustrate the connections between fish stocks and the social, cultural, and economic components of the fishery on land. This method of presenting and merging qualitative and quantitative data represents a new approach to assist fishery managers, participants, policy-makers, and other stakeholders in visualizing an often confusing and poorly understood web of interactions. The Atlantic herring fishery serves as a case study and maps from this pilot project are presented and methods reviewed.

The U.S. Fish Commission was initiated in 1871 with Spencer Fullerton Baird as the first U.S. Fish Commissioner as an independent entity. In 1903 it became a part of the new U.S. Department of Commerce and Labor and was renamed the Bureau of Fisheries, a name it retained when the Departments of Commerce and Labor were separated in 1912. The Bureau remained in the Commerce Department until 1941 when it was merged with the Biological Survey and placed in the Department of Interior as the U.S. Fish and Wildlife Service. It was a scientific agency with well conceived programs of action, and it provided knowledge, advice, and example to state governments and individuals with fisheries interests and needs. Its efforts were supported by timely international agreements which constituted the precedent for Federal interest in fishery matters. The Fisheries Service earned stature as an advisor through heavy emphasis on basic biological research. The lack of such knowledge was marked and universal in the 1870’s, but toward the end of that decade, strong steps had been taken to address those needs under Baird’s leadership. USFC research activities were conducted cooperatively with other prominent scientists in the United States and abroad. Biological stations were established, and the world’s first and most productive deepsea research vessel, the Albatross, was constructed, and its 40-year career gave a strong stimulus to the science of oceanography. Together, the agency’s scientists and facilities made important additions to the sum of human knowledge, derived principles of conservation which were the vital bases for effective regulatory legislation, conducted extensive fish cultural work, collected and disseminated fisheries statistics, and began important research in methods of fish harvesting, preservation, transportation, and marketing.

Rangia and marsh clams, Rangia cuneata, R. flexuosa, and Polymesoda caroliniana, occur in brackish waters along México’s eastern coast from the northern State of Tamaulipas to the southern State of Campeche. The clams were important to the prehispanic people in the southern part of the State of Veracruz, where they were used as food and as construction material. In modern times, they are harvested for food. The fishermen wade in shallow water and harvest the clams in soft sediments by hand. Annual landings of whole clams during a recent 5-yr period, 1998–2002, were 1,139–1,695 t. The only area with a substantial ongoing clam fishery is in the Lower Papaloapan River Basin, including Alvarado Lagoon, where as many as 450 fishermen are licensed harvesters. This fishery for the Rangia and marsh clams is the most important clam fishery along México’s Gulf Coast.

The National Marine Fisheries Service (NMFS) launched its National Bycatch Strategy (NBS) in March 2003 in response to the continued fisheries management challenge posed by fisheries bycatch. NMFS has several strong mandates for fish and protected species bycatch reduction, including the Magnuson-Stevens Fishery Conservation and Management Act, the Endangered Species Act, and the Marine Mammal Protection Act. Despite efforts to address bycatch during the 1990’s, NMFS was petitioned in 2002 to count, cap, and control bycatch. The NBS initiated as part of NMFS’s response to the petition for rulemaking contained six components: 1) assess bycatch progress, 2) develop an approach to standardized bycatch reporting methodology, 3) develop bycatch implementation plans, 4) undertake education and outreach, 5) develop new international approaches to bycatch, and 6) identify new funding requirements. The definition of bycatch for the purposes of the NBS proved to be a contentious issue for NMFS, but steady progress is being made by the agency and its partners to minimize bycatch to the extent practicable.

Recent years have seen a dramatic increase in litigation against the National Marine Fisheries Service, NOAA. Litigation may affect personnel throughout the agency, including scientists, whose work is often directly or indirectly influenced by complex legal requirements, but who may not be in a position to comment or engage in public dialogue. It may be helpful for scientists and other agency personnel to join the ongoing discussion in the legal community regarding the interface of science and law. This paper provides a starting point with a selected introduction to relevant legal literature in this area. It uses the phrase “forensic fisheries science” to describe the application of science to legal requirements in the fishery management context. It concludes with suggestions for future research that could assist NMFS scientists as they grapple with the challenge of using science to help the agency meet its complex legal requirements. John Nathan Cobb (1868–1930) became the founding Director of the College of Fisheries, University of Washington, Seattle, in 1919 without the benefit of a college education. An inquisitive and ambitious man, he began his career in the newspaper business and was introduced to commercial fisheries when he joined the U.S. Fish Commission (USFC) in 1895 as a clerk, and he was soon promoted to a “Field Agent” in the Division of Statistics, Washington, D.C. During the next 17 years, Cobb surveyed commercial fisheries from Maine to Florida, Hawaii, the Pacific Northwest, and Alaska for the USFC and its successor, the U.S. Bureau of Fisheries. In 1913, he became editor of the prominent west coast trade magazine, Pacific Fisherman, of Seattle, Wash., where he became known as a leading expert on the fisheries of the Pacific Northwest. He soon joined the campaign, led by his employer, to establish the nation’s first fisheries school at the University of Washington. After a brief interlude (1917–1918) with the Alaska Packers Association in San Francisco, Calif., he was chosen as the School’s founding director in 1919. Reflecting his experience and mindset, as well as the University’s apparent initial desire, Cobb established the College of Fisheries primarily as a training ground for those interested in applied aspects of the commercial fishing industry. Cobb attracted sufficient students, was a vigorous spokesman for the College, and had ambitions plans for expansion of the school’s faculty and facilities. He became aware that the College was not held in high esteem by his faculty colleagues or by the University administration because of the school’s failure to emphasize scholastic achievement, and he attempted to correct this deficiency. Cobb became ill with heart problems in 1929 and died on 13 January 1930. The University soon thereafter dissolved the College and dismissed all but one of its faculty. A Department of Fisheries, in the College of Science, was then established in 1930 and was led by William Francis Thompson (1888–1965), who emphasized basic science and fishery biology. The latter format continues to the present in the Department’s successor, The School of Aquatic Fisheries and Science.

Unmanaged and unquantified artisanal fishing is ongoing at Navassa Island, a small oceanic island about 70 km west of Haiti that is part of the U.S. Caribbean Islands National Wildlife Refuge. Concern has been expressed regarding the possible impact of these fishing activities on reef resources, and no quantitative catch or effort data are available. However, informal qualitative observations made during a cruise in November 2002 suggest that escalation in fishing activity (and impact) has occurred since previous observations made in April 2000. Namely, size structure of fish was markedly reduced and the adoption of net fishing has allowed the exploitation of queen conch, Strombas gigas, and hawksbill turtles, Eretmochelys imbricata.

Due to a lack of data on vessel costs, earnings, and input use, many of the capacity assessment models developed in the economics literature cannot be applied in U.S. fisheries. This incongruity between available data and model requirements underscores the need for developing applicable methodologies. William Francis Thompson (1888–1965), an early fishery biologist, joined the California Fish and Game Commission in 1917 with a mandate to investigate the marine fisheries of the state. He initiated studies on the albacore tuna, Thunnus alalunga, and the Pacific sardine, Sardinops sagax, as well as studies on other economically important marine organisms. Thompson built up a staff of fishery scientists, many of whom later attained considerable renown in their field, and he helped develop, and then direct, the commission’s first marine fisheries laboratory. During his tenure in California, he developed a personal philosophy of research that he outlined in several publications. Thompson based his approach on the yield-based analysis of the fisheries as opposed to large-scale environmental studies. He left the state agency in 1925 to direct the newly formed International Fisheries Commission (now the International Pacific Halibut Commission). Recreational creel survey data from 28,923 intercepts collected from Biscayne National Park, Florida and surrounding waters were analyzed for January 1976 through July 1991, prior to disruptions caused by Hurricane Andrew in 1992. A total of 261,268 fish and shellfish representing 170 species or higher taxa were recorded. The average trip landed 9.03 fish and/or shellfish. Mean annual landings per angler were 4.77 fish/angler/trip (from 3.8 in 1991 to 5.83 in 1981) and dropped significantly for each of the 2 years following Florida's adoption of mutiple new minimum size limits in 1985 and 1990. The relative contribution to total numerical landings by recreational party type were: skilled anglers (34.0%), food (19.8%), family (14.5%), novice (11.5%), spearfishing (10.3%), lobstering (9.6%), and other (0.3%). FIve species or higher taxa accounted for more than 50% of total landings by number: white grunt, Haemulon plumieri, 15.8%; spiny lobster, Panulirus argus, (10.6%; gray snapper, Lutjanus griseus, 10.6%; unidentified grunts, Haemulon spp., 7.3%; and dolphin, Coryphaena hippurus, 6.6%. An average of 4.39 fish or shellfish were reported released per trip. Five taxa accounted for 67% of all releases. Lobster divers reported the highest average release rate (5.73 per trip) and spearfishing the lowest (0.70 per trip). The ratio of releases to landings was 0.49:1 for all taxa, but ranged from 0.03:1 for dolphin to 1.19:1 for unidentified grunts. Spearfishing accounted for 12.0% of the total fishing trips sampled but only 10.3% of the total number organisms landed and 7.6% of all organisms caught. Hogfish, Lachnolaimus maximus, accounted for 49% if total spearfishing landings (13,286 of 27,015) and 84.3% of total 15,762 hogfish landed.

The National Marine Fisheries Service’s Alaska Fisheries Science Center (AFSC) has a long and successful history of conducting research in cooperation with the fishing industry. Many of the AFSC’s annual resource assessment surveys are carried out aboard chartered commercial vessels and the skill and experience of captains and crew are integral to the success of this work. Fishing companies have been contracted to provide vessels and expertise for many different types of research, including testing and evaluation of survey and commercial fishing gear and development of improved methods for estimating commercial catch quantity and composition. AFSC scientists have also participated in a number of industry-initiated research projects including development of selective fishing gears for bycatch reduction and evaluating and improving observer catch composition sampling. In this paper, we describe the legal and regulatory provisions for these types of cooperative work and present examples to illustrate the process and identify the requirements for successful cooperative research.

Long-term trends in the abundance and distribution of several pinniped species and commercially important fisheries of New England and the contiguous U.S. west coast are reviewed, and their actual and potential interactions discussed. Emphasis is on biological interactions or competition. The pinnipeds include the western North Atlantic stock of harbor seals, Phoca vitulina concolor; western North Atlantic gray seals, Halochoerus grypus; the U.S. stock of California sea lions, Zalophus californianus californianus; the eastern stock of Steller sea lions, Eumetopias jubatus; and Pacific harbor seals, Phoca vitulina richardii. Fisheries included are those for Atlantic cod, Gadus morhua; silver hake, Merluccius bilinearis; Atlantic herring, Clupea harengus; the coastal stock of Pacific whiting, Merluccius productus; market squid, Loligo opalescens; northern anchovy, Engraulis mordax; Pacific her-ring, Clupea pallasi; and Pacific sardine, Sardinops sagax. Most of these pinniped populations have grown exponentially since passage of the U.S. Marine Mammal Protection Act in 1972. They exploit a broad prey assemblage that includes several commercially valuable species. Direct competition with fisheries is therefore possible, as is competition for the prey of commercially valuable fish. The expanding pinniped populations, fluctuations in commercial fish biomass, and level of exploitation by the fisheries may affect this potential for competition. Concerns over pinnipeds impacting fisheries (especially those with localized spawning stocks or at low biomass levels) are more prevalent than concerns over fisheries’ impacts on pinnipeds. This review provides a framework to further evaluate potential biological interactions between these pinniped populations and the commercial fisheries with which they occur.
