In Kenya, fisheries resource management has been based on the top-down centralized approach since the colonial days. Stakeholders have never been consulted concerning management decisions. The 4-beaches Study was undertaken to investigate the potential for an alternative management system for Lake Victoria.

As in many tropical countries, subsistence fishers in Samoa live in discrete communities which have a high level of marine knowledge and some degree of control of adjacent waters. These factors provide an ideal basis for motivating communities to manage their marine resources. In Samoa, a community-based fisheries extension program encouraged each village community to define its key problems, discuss causes, propose solutions and take appropriate actions. Various village groups provided information which was recorded as problem/solution trees. The extension process culminated in a Village-Fisheries Management Plan which listed the resource management and conservation undertakings of the community. Undertakings range from enforcing laws banning destructive fishing methods to protecting critical marine habitats. Within the first eighteen months, the extension process commenced in 57 villages of which 40 have produced Village Fisheries Management Plans. An unexpectedly large number (32) or these villages chose to establish Marine Protected Areas, the first community-owned marin reserves in the country.

The Oxbow Lakes Small Scale Fishermen Project in western Bangladesh is primarily a Social Fisheries Project. The project aims at self-management of the Oxbow lakes fishing and fish farming by members of the local communities and the sharing of the benefits in an equitable manner. Project emphasis is on social and institutional aspects of the community water resource management and on improving the fish yields through better fisheries practices.

There are many similarities, and some differences, between community-based coastal resource management (CBCRM) and co-management. When CBCRM is considered an integral part of co-management, there is a new category of co-management which can be called community-based co-management. Community-based co-management is people-centered, community-oriented, resources-based and partnership-based. The implementation of community-based co-management has four components: resources management, community and economic development, capability building, and institutional support.

Proper resource management implies a better understanding of ecosystems and the conservation of biodiversity. Scientists from developing countries often have limited information on their aquatic resources because of many difficulties in accessing and exchanging information on a national and international level. The project described not only aims to strengthen the scientific capacity of fisheries scientists in ACP institutions but it is also expected to create an awareness among fisheries researchers and managers of the importance of conserving biodiversity for the sustainable use of living aquatic resources. This will be achieved through training, building a network of regional and transregional cooperation using modern communication facilities, the promotion of research and the distribution and improvement of fisheries management tools. It is hoped that these capabilities will enable fisheries scientists in ACP countries to actively contribute towards a discussion to solve common problems originating from the endangering of the ecological basis of their fisheries.

This paper presents nine tenets for management as formulated in the literature in recent decades. These tenets, and the principles behind them, form the foundation for systemic management. All tenets are interrelated and far from mutually exclusive or discrete. When we consider them seriously and simultaneously, these tenets expose serious flaws of conventional resource management and define systemic management. Systemic management requires that we manage inclusively and avoid restricting management to any particular interaction between humans and other elements of nature. The management tenets presented here are considered with particular attention to the interrelationships among both the tenets and principles upon which they are based. The case is made that the tenets are inseparable and should be applied collectively. Combined consideration of the tenets clarifies the role of science, contributes to progress in defining management, and leads to the development of ways we can avoid mistakes of past management. Systemic management emerges as at least one form of management that will consistently account for and apply to the complexities of nature.

The United States' increasing competitive advantage in international seafood trade in Alaska walleye pollock. Theragra chalcogramma, has contributed to higher prices for surimi-based goods and structural changes in seafood production and trade in Japan. The objectives of this analytical investigation include: 1) Evaluation of the role reversal of Japan and the United States in international seafood trade and 2) quantification of the impact of rising prices of frozen surimi on household consumption of surimi-based foods in Japan. This study documents Japan's regression from "seafood self-sufficiency" to increasing dependence on imported products and raw materials. In particular, Japan's growing dependence on American fishermen and seafood producers is described. Surimi production by the United States, and its emerging dominance over Japanese sources of supply, are especially significant. Results of the analysis suggest that Japanese consumer demand for surimi-based food stuffs correlates directly with "competitive" food prices, e.g., pork, chicken, and beef, and inversely with personal income. Also revealed is how rising household income and relative price shifts among competing animal protein sources in the Japanese diet have contributed to declining household consumption of surimi-based foods, specifically, and a shift away from seafoods in favor of beef, in general. The linkages between, for example. Japanese domestic seafood production and consumption, international trade in marine products, and resource management decisions in the U.S. EEZ present a picture of a changing global marketplace. Increasingly, actions in one arena will have perhaps profound implications in the others.

To better address the charter and party boat fishery needs in the U.S. Gulf of Mexico, fishery managers must understand the linkages between the industry and other groups and organizations that affect its success. Gulf state charter and party boat operators were interviewed to ascertain the extent of their social network linkages, membership in community organizations, business community relationships, and linkages to information sources. Approximately one-third to one-half of the charter and party boat operators did not belong to local community organizations that could assist their business through tourism promotion or natural resource protection. Despite their limited integration in the community, the vast majority of operators gave and received referrals from other businesses. Of four major information sources, the National Weather Service and the County Marine Extension agents were rated highest and lowest, respectively, in mean importance to charter and party boat operators. Results suggest that business success can be enhanced by strengthening network ties between operators and local businesses, chambers of commerce, and tourism organizations. For this to occur, individual operators and charter/party boat organizations need to become more effective in representing industry interests. Informational linkages between industry and govemment agencies also need improvement.

A simple cohort model was used as the basis for selecting the appropriate periodicity and number of separate unit areas in a rotating harvest scheme for a sedentary species, the red coral, Corallium rubrum, in the General Fisheries Management Council for the Mediterranean area. The rotation period in years, and hence the minimum number of unit areas involved, was determined on the basis of the time to maximum biomass by a simple calculation of the yield-per-recruit type, requiring a knowledge of natural mortality and growth rates. Other criteria may be more important, however, and in general for a long-lived species, will result in shorter rotation periods. These criteria may include economic factors, criteria based on the preferred size or quality of product, or criteria that take into account the cumulative risk of illegal fishing of closed areas with time, hence the growing cost of enforcement as harvestable product accumulates. For red coral, although maximum biomass is predicted to be reached after some 15-44 years, the above considerations suggest that a rotation period ofsome 9-15 years would be close to optimal, taking into account a range ofthe above considerations. This article discusses the relative merits of rotating harvest schemes in contrast to quota management for sedentary and semi-sedentary resources or geographically isolated substocks ofa mobile resource, and concludes that this approach may have considerable potential as an alternative approach to resource management.

This book is a modest attempt at identifying Sunamganj haor fish species, especially in areas falling under the Sunamganj Community Based Resource Management Project (CBRMP). It contains a total of 126 fish species from 39 families found in the Sunamganj haor area. CBRMP has promoted community based fisheries management approaches that, along with their livelihoods focus, are helping to preserve and enhance natural fish stocks in the hoar basin. WorldFish support to LGED involves a number of areas including monitoring the impacts of CBRMP on fish catch, bio-diversity and livelihoods.

Professionals who are responsible for coastal environmental and natural resource planning and management have a need to become conversant with new concepts designed to provide quantitative measures of the environmental benefits of natural resources. These amenities range from beaches to wetlands to clean water and other assets that normally are not bought and sold in everyday markets. At all levels of government — from federal agencies to townships and counties — decisionmakers are being asked to account for the costs and benefits of proposed actions. To non-specialists, the tools of professional economists are often poorly understood and sometimes inappropriate for the problem at hand. This handbook is intended to bridge this gap. The most widely used organizing tool for dealing with natural and environmental resource choices is benefit-cost analysis — it offers a convenient way to carefully identify and array, quantitatively if possible, the major costs, benefits, and consequences of a proposed policy or regulation. The major strength of benefit-cost analysis is not necessarily the predicted outcome, which depends upon assumptions and techniques, but the process itself, which forces an approach to decision-making that is based largely on rigorous and quantitative reasoning. However, a major shortfall of benefit-cost analysis has been the difficulty of quantifying both benefits and costs of actions that impact environmental assets not normally, nor even regularly, bought and sold in markets. Failure to account for these assets, to omit them from the benefit-cost equation, could seriously bias decisionmaking, often to the detriment of the environment. Economists and other social scientists have put a great deal of effort into addressing this shortcoming by developing techniques to quantify these non-market benefits. The major focus of this handbook is on introducing and illustrating concepts of environmental valuation, among them Travel Cost models and Contingent Valuation. These concepts, combined with advances in natural sciences that allow us to better understand how changes in the natural environment influence human behavior, aim to address some of the more serious shortcomings in the application of economic analysis to natural resource and environmental management and policy analysis. Because the handbook is intended for non-economists, it addresses basic concepts of economic value such as willingness-to-pay and other tools often used in decision making such as costeffectiveness analysis, economic impact analysis, and sustainable development. A number of regionally oriented case studies are included to illustrate the practical application of these concepts and techniques.

This compilation of references to works which synthesize information on coastal topics is intended to be useful to resource managers in decision making processes. However, the utility must be understand in terms of its limited coverage. The bibliography is not inclusive of all the published materials on the topics selected. Coverage is clearly defined in the following paragraph. The time span of the bibliography is limited to references that were published from I983 to 1993, except for a last-minute addition of a few 1994 publications. All searches were done in mid- to late-1993. The bibliography was compiled from searches done on the following DIALOG electronic databases: Aquatic Sciences and Fisheries Abstracts, BlOSlS Previews, Dissertation Abstracts Online, Life Sciences Collection, NTlS (National Technical lnformation Service), Oceanic Abstracts, Pollution Abstracts, SciSearch, and Water Resources Abstracts. In addition, two NOAA electronic datases were searched: the NOAA Library and lnformation Catalog and the NOAA Sea Grant Depository Database. Synthesis of information is not an ubiquitous term used in database development. In order to locate syntheses of required coastal topics, 89 search terms were used in combinations which required 10 searches from each file. From the nearly 6,000 citations which resulted from the electronic searches, the most appropriate were selected to produce this bibliography. The document was edited and indexed using Wordperfect software. When available, an abstract has been included. Every abstract was edited. The bibliography is subdivided into four main topics or sections: ecosystems, coastal water body conditions, natural disasters, and resource management. In the ecosystems section, emphasis is placed on organisms in their environment on the major coastlines of the U.S. In the second section, coastal water body conditions, the environment itself is emphasized. References were found for the Alaskan coast, but none were found for Hawaii. The third section, on natural disasters, emphasizes environmental impacts resulting from natural phenomena. Guidelines, planning and management reports, modelling documents, strategic and restoration plans, and environmental economics related to sustainability are included in the fourth section, resource management. Author, geographic, and subject indices indices are provided. Washington depends on a healthy coastal and marine ecosystem to maintain a thriving economy and vibrant communities. These ecosystems support critical habitats for wildlife and a growing number of often competing ocean activities, such as fishing, transportation, aquaculture, recreation, and energy production. Planners, policy makers and resource managers are being challenged to sustainably balance ocean uses, and environmental conservation in a finite space and with limited information. This balancing act can be supported by spatial planning. Marine spatial planning (MSP) is a planning process that enables integrated, forward looking, and consistent decision making on the human uses of the oceans and coasts. It can improve marine resource management by planning for human uses in locations that reduce conflict, increase certainty, and support a balance among social, economic, and ecological benefits we receive from ocean resources. In March 2010, the Washington state legislature enacted a marine spatial planning law (RCW §43.372) to address resource use conflicts in Washington waters. In 2011, a report to the legislature and a workshop on human use data provided guidance for the marine spatial planning process. The report outlines a set of recommendations for the State to effectively undertake marine spatial planning and this work plan will support some of these recommendations, such as: federal integration, regional coordination, developing mechanisms to integrate scientific and technical expertise, developing data standards, and accessing and sharing spatial data. In 2012 the Governor amended the existing law to focus funding on mapping and ecosystem assessments for Washington’s Pacific coast and the legislature provided $2.1 million in funds to begin marine spatial planning off Washington’s coast. The funds are appropriated through the Washington Department of Natural Resources Marine Resources Stewardship Account with coordination among the State Ocean Caucus, the four Coastal Treaty Tribes, four coastal Marine Resource Committees and the newly formed stakeholder body, the Washington Coastal Marine Advisory Council.

The overall goal of the MARine and Estuarine goal Setting (MARES) project for South Florida is “to reach a science-based consensus about the defining characteristics and fundamental regulating processes of a South Florida coastal marine ecosystem that is both sustainable and capable of providing the diverse ecosystem services upon which our society depends.” Through participation in a systematic process of reaching such a consensus, science can contribute more directly and effectively to the critical decisions being made by both policy makers and by natural resource and environmental management agencies. The document that follows briefly describes the MARES project and this systematic process. It then describes in considerable detail the resulting output from the first two steps in the process, the development of conceptual diagrams and an Integrated Conceptual Ecosystem Model (ICEM) for the first subregion to be addressed by MARES, the Florida Keys/Dry Tortugas (FK/DT). What follows with regard to the FK/DT is the input received from more than 60 scientists, agency resource managers, and representatives of environmental organizations beginning with a workshop held December 9-10, 2009 at Florida International University in Miami, Florida.
