Over the years, Nigeria have witnessed different government with different policy measures. Against the negative consequences of the past policies, the structural adjustment was initiated in 1986. Its aims is to effectively altar and restructure the consumption patterns of the economy as well as to eliminate price distortions and heavy dependence on the oil and the imports of consumer goods and services. Within the period of implementation, there has been a decreasing trend in yearly fish catch landings and sizes but the reverse in shrimping. There is also a gradual shift from fishing to shrimping, from the vessels purchased with 83.3% increase of shrimpers from 1985 to 1989. Decreasing fish catch sizes and quantity aggravated by the present high cost of fishing coupled with the favourable export market for Nigeria shrimp tend to influence the sift. This economic situation is the result of the supply measures of SAP through the devaluation of the Naira. There is also overconcentration of vessels on the inshore waters as majority of the vessels are old and low powers hence incapable of fishing on the deep sea. Rotterdam price being paid for automotive gas oil (AGO) by fishing industries is observed to be discriminating and unhealthy to the growth of the industry as it is exceedingly high and unstable thus affecting planning for fishing operation. Fuel alone takes 43% of the total cost of operation. The overall consequences is that fishing days are loss and therefore higher overhead cost. It was concluded that for a healthy growth and sustainable resources of our marine fishery under the structural adjustment programme licensing of new fishing vessels should be stopped immediately and the demand side of SAP should be employed by subsidizing high powered fishing vessels which can operate effectively on the deep sea

ENGLISH: One phase of the duties of the Inter-American Tropical Tuna Commission is the gathering and interpretation of data concerning the life history of the commercially important bait species throughout the Eastern Pacific Ocean. During 1958 the Commission established a laboratory in Manta, Ecuador to study tuna. It was subsequently found that this fishery was dependent upon one species of anchovy, Anchoa naso, which was locally referred to as "colorado." During the calendar year 1959 approximately 380,000 scoops of bait were taken by the Manta tuna fleet (Schaefer, 1960), which at that time numbered about 23 vessels. Since then the fleet has increased by about 25 per cent and it is probable that the bait catch has increased also. Virtually nothing has been reported concerning the life history of this species. Hildebrand (1943) reviewed its taxonomy and reported standard lengths ranging from 32 to 135 mm. Peterson (1956) examined specimens from Central America and found them to range from 27 to 66 mm. He also indicated that the species spawned over a long period of time. The present report describes some aspects of the life history of Anchoa naso in Ecuadorian waters. The findings are based on 121 collections taken during the period March 1959 through June 1961. SPANISH: Una fase de las obligaciones de La Comisión Interamericana del Atún Tropical es la obtensión e interpretación de los datos concernientes a la historia natural de las especies de carnada comercialmente importantes en todo el Océano Pacifico Oriental. En el año de 1958 la Comisión estableció un laboratorio en Manta, Ecuador, para estudiar el atún. Se encontró subsecuentemente que esta pesquería dependía de una especie de anchoa, Anchoa naso, conocida localmente con el nombre de colorado. Durante el año calendario de 1959, la flota atunera de Manta, que en ese tiempo alcanzaba a unos 23 barcos, obtuvo aproximadamente 380,000 copas (scoops) de carnada (Schaefer, 1960). Desde entonces la flota ha aumentado en un 25 por ciento, y es probable que la captura de peces-cebo haya aumentado también. Nada se ha informado virtualmente sobre la historia natural de esta especie. Hildebrand (1943) revisó su taxonomia e informó sobre su longitud estándar, que varia entre los 32 y 135 mm. Peterson (1956) examinó especímenes de la América Central, y encontró que variaban entre los 27 y 66 mm. También indicó que la especie desova durante un largo periodo de tiempo. El presente informe describe algunos aspectos de la historia natural de la Anchoa naso en aguas ecuatorianas. The study examines the integration of cultural, economic and environmental requirements for fish production in Borno State, Nigeria. A reconnaissance survey was conducted transferring some selected Local Government Areas. 60 questionnaires were administered in the six Local Governments representing Southern Borno State with Biu and Shani, central Borno with Konduga & Jere and Northern Borno with Gubia and Kukawa respectively. There is no cultural constraint to fish production but about 63% prefers to invest in other farming activities than in fish farming. 33% are not aware that fish can be cultured apart from getting it from the wild. 35% have the impression that fish farming ventures can be handled by government only. The economic earnings for fish production are high especially in some parts of Northern Borno, but the Local market potentials throughout the state are great. Nigeria has suitable soil for ponds apart from few locations at the central and Northern Borno that are made by sandy soil. Numerous perennial and seasonal rivers, streams, lakes, pools and flood plains adequate for fish culture especially in Southern Borno exist. The mean annual rainfall can result in some water storage in ponds. In areas where the annual precipitation is less than 550mm, exist few flow boreholes with potentials for fish production. The temperature regime may support growth and survival of fish even during the hottest months of the year (March, April and May). With the understanding and manipulation of these requirements, fish production in Nigeria can be greatly enhanced

A preliminary report of the size, composition, growth pattern and food habits of the blue crab, Callinectes amnicola, (De Rocheburne) in the Badagry, Lagos and Lekki Lagoons (Nigeria) is presented. The collection of crabs from the three lagoons covered the period from May 1999 to October 2000. The carapace length for Badagry Lagoon ranged from 2.2 cm to 16.4 cm with weight of 4.4 g to 252.6 g. The crabs showed a unimodal size distribution. For the Lagos Lagoon, crabs sizes ranged from 3.5 cm to 16.8 cm and weighed 3.28 to 277.1 g. The sizes of crabs in the Lekki Lagoon ranged from 3.5 cm to 16.1 cm and weighed 3.5 g to 262.7 g. Crabs from the three lagoons exhibited negative allometric growth. The food items were similar in the three lagoons and comprised mainly mollusc shells, fish parts, shrimps and crab appendages and occasionally higher plant materials

Aspects of the reproductive biology of Mugil cephalus in the Bonny estuary (Nigeria) were studied between January and December 1996. Males were observed to be more slender than females while the females have deeper bodies. The male:female ratio (1:0:95) was not significantly different. The minimum size at maturity was 16.6cm (0.5 yr). Fish matured at 24.3cm TL(1.76 yr) with median maturity size of 19.5cm TL(0.71 yr). Median maturity for male and female fish were 16.4cm TL(0.41 yr) and 18.2cm TL(0.60 yr) respectively. Breeding occurred once a year between September and December, from late rainy season to early dry season. Mean absolute fecundity was 1,403, 808 eggs (range 107, 729-4,445, 423 eggs) for fish of 17.0.29.5cm TL (mean 22.5cm TL). Fecundity correlated positively with fish total weight, length, ovary weight and age

Sisal hemp (Agave sisalana) leaves were harvested and processed using the beating and decomposition methods. The fibres obtained were washed, dried and finally spurned in to cordage of about 4mm diameter 39 pieces of ropes, each measuring 2 meters were altogether spurned. 30 pieces of these ropes were immersed in water for a period of 24 weeks, 6 were placed in a shaded and airily place and 3 were used for the head and footling of gillnet, sinker line of cast net and the main line of long line. Every other week, the ropes in water and air were tested for its breaking strength using an improved 50kg spring balance. At the end of the experiment, it was found the immersed ropes maintained a tensile strength of over 50kg/F for the first 18 weeks, thereafter; there was a gradual weekly reduction in the strength until the 23rd week when the tensile strength was less than 1kg/F. The cost benefit analysis showed that about 5,3146 tons processed fibers could be obtained fro 1ha. capable of being spenced in to 528300m of 4mm diameter cordage. This paper finally recommended the growth of sisal hemp plants by fisher folks so that there will be constant stock for intermittent harvesting for rope spurning

This annotated bibliography of selected literature on Olney's three7square (Scirpus olneyi Gray )compiled basically for two reasons: 1) to assist a task force in its pursuit of an explanation for the substantial reduction in marsh acreage at the Blackwater National Wildlife Refuge in Dorchester County, Maryland, and 2) to serve as the author's foundation for the initiation of ecological research on this species as partial fulfillment of the requirements for the degree of Doctor of Philosophy in the Botany Department of the University of Maryland. Both purposes are directly related in that the Author's research will be of use to the task force, along I with its other technical information and research results, in under-standing and possibly correcting the marshland loss problem at the Refuge. Fish samples were collected using seine and trawl nets in Nyanza Gulf, Lake Victoria (Kenya) in order to study the reproductive and gonadal patterns of Oreochromis niloticus; samples were collected from June 1998 to February 1999. The variation in relative condition factor and monthly variation in gonad weight showed spawning took place between June and July. Most ripe fish were recovered between November and February, while a slight drop in GSI for males was noted between November and January. External factors triggering reproductive strategy are now being addressed

This study includes an analysis of the trawl survey that was carried out by the Kainji Lake Fisheries Promotion Project in May, 1997. The objective of the survey was to assess the biomass and the potential yield of clupeids and the carrying capacity of the beach seine fishery in the entire Kainji Lake (Nigeria). The biomass of the beach seine by-catch was also estimated. The density (kg /km super(3)) of the clupeids was higher in the Bussa and Foge than in the other stations. The lowest density of clupeids was in the Anfani station followed by Jetty, both in the southern basin. These stations were the deepest parts of all the areas trawled, measuring between 37-120 m of depth. There was an inverse correlation between depth trawled and the catch rates of clupeids, though the correlation was poor. The average annual biomass of the clupeids was estimated at 36,769.85 Mt in the entire Lake with an MSY of 11,705.95 Mt. The smaller species, Sierrathrissa leonensis, made up about 97% of the total clupeid population in the lake and occurred at a shallower depth than the larger species Pellonula afzeliusi. From the clupeid production statistics in 1996, it is estimated that the MSY is already overshot by 34%. Therefore, about 698 beach seines instead of the present 810 would be sufficient for sustainable exploitation of the clupeid stocks. Because of the substantial by-catch in the beach seines, this fishing method was banned from Kainji Lake in 1997. An offshore open water seine net is recommended to replace the beach seines on the lake. The number of these nets should not exceed 500. The current ban on beach seine is supported by this study. Nevertheless, and since the ban may not be 100% effective, effort should concentrate on maintaining that the number of beach seines must be kept at most at the present level. Recommendation is made against the introduction of the pair trawling not only from an economic point of view but also for resource conservation, legal and social reasons. The development of this fishery could pose a serious danger to continuity of stocks. It is proposed that priority be given to the development of an open water seine which is at the same level of exploitation as the beach seine and requires similar cost to acquire. Length frequency data was collected for the 6 main species from the Kainji Lake fishery for up to 16 months. Growth parameters were estimated and used for virtual - population and length based cohort analysis. The results from cohort analysis suggest that before the ban on beach seines the maximum economic yield from the fishery was overshot by 70%. Yield per recruit analysis showed that the fish are caught far below their optimum size. Fishing gears and the timing responsible for this early mortality have been identified. After the eradication of seines from the lake a 10% increase in total catch revenue can be expected from the fishery. This is equivalent to an increase in income of Naira 18,300 per annum for each fishing entrepreneur using other methods. A scenario for the regulation of cast net mesh size together with the ban of beach seines has been presented. A further increase of Naira 142 million (N25,500 per entrepreneur) can be anticipated if this is implemented by the Kainji Lake Fisheries Management and Conservation Unit. It is expected that the annual increase in fishing effort presently experienced will cause future yields to decline. The rate of the decline has been reduced by the eradication of the beach seine fishery and will further fall if the minimum mesh size for cast nets is implemented. A recommendation is made to the Kainji Lake Fisheries Management and Conservation Unit to first consolidate the beach seine ban and then to implement a ban of undersized cast nets. The states bordering the Gulf of Mexico i.e. Texas, Louisiana, Mississippi, Alabama, and Florida have been historically devastated by hurricanes and tropical storms. A large number of African Americans live in these southern Gulf States which have high percentages of minorities in terms of total population. According to the U.S. Census, the total black population in the United States is about 40.7 million and about one-fourth of them live in these five Gulf States (U.S. Census, 2008). As evidenced from Hurricane Katrina and other major hurricanes, lowincome and under-served communities are usually the hardest hit during these disasters. The aim of this study is to identify and visualize socio-economic vulnerability of the African American population at the county level living in the hurricane risk areas of these five Gulf States. Unremitting waves and occasional storms bring dynamic forces to bear on the coast. Sediment flux results in various patterns of erosion and accretion, with an overwhelming majority (80 to 90 percent) of coastline in the eastern U.S. exhibiting net erosion in recent decades. Climate change threatens to increase the intensity of storms and raise sea level 18 to 59 centimeters over the next century. Following a lengthy tradition of economic models for natural resource management, this paper provides a dynamic optimization model for managing coastal erosion and explores the types of data necessary to employ the model for normative policy analysis. The model conceptualizes benefits of beach and dune sediments as service flows accruing to nearby residential property owners, local businesses, recreational beach users, and perhaps others. Benefits can also include improvements in habitat for beach- and dune-dependent plant and animal species. The costs of maintaining beach sediment in the presence of coastal erosion include expenditures on dredging, pumping, and placing sand on the beach to maintain width and height. Other costs can include negative impacts on the nearshore environment. Employing these constructs, an optimal control model is specified that provides a framework for identifying the conditions under which beach replenishment enhances economic welfare and an optimal schedule for replenishment can be derived under a constant sea level and erosion rate (short term) as well as an increasing sea level and erosion rate (long term). Under some simplifying assumptions, the conceptual framework can examine the time horizon of management responses under sea level rise, identifying the timing of shift to passive management (shoreline retreat) and exploring factors that influence this potential shift. The World Food Summit in its meeting in Rome in 1999 estimated that 790 million people in the developing world do not have enough food to eat. This is more than the total populations of North America and Europe combined. Nigeria is one of the developing countries affected by hunger, deprivation and abject poverty by its citizenry inspite of its enormous natural and human resources. To reduce poverty and increase food supplies to the masses the Federal Government of Nigeria embarked on a programmed-tagged National Special Programme for Food Security (NSPFS) in the year 2002. The programme's broad objectives are to attain food security in the broadest sense and alleviate rural poverty in Nigeria. One of the areas of the programme's intervention is in the aquaculture and inland fisheries development because Nigeria imported 681mt of fish in 2003 with a total cost of about N50 million. The paper assesses the socio-economic conditions of one of the selected water bodies (Yamama Lake) with a view to introducing community-based fisheries management plan for the rational exploitation and management of the fishery and other aquatic resources of the water body thereby increasing fish supply and improving the living standard of the fisherfolk in the area.
