There are many similarities, and some differences, between community-based coastal resource management (CBCRM) and co-management. When CBCRM is considered an integral part of co-management, there is a new category of co-management which can be called community-based co-management. Community-based co-management is people-centered, community-oriented, resources-based and partnership-based. The implementation of community-based co-management has four components: resources management, community and economic development, capability building, and institutional support.

This contribution gives an overview of the fisheries in the Central Delta of the Niger River (Mali) and highlights the results of a multidisciplinary research and management program conducted in the area to assess the status of the fisheries and improve their management. The importance of multidisciplinary approaches is emphasized to fully elaborate the problems impacting fisheries and the measures for their resolution. Directions for increased decentralization, participation of fishers and ecosystem preservation for improved management of the Central Delta fisheries are briefly discussed.

Failures of fishery management to control fishing effort globally and how this affects the coral reef fisheries are discussed. The use of marine reserves in coral reef fisheries management is also emphasized.

Fisheries conflicts are among the persistent problems affecting the security of food, livelihoods and fishing environments crucial to poor fishing communities in developing countries in South and Southeast Asia. Most conflicts arise from excessive fishing efforts due to increasing population and economic motivations. Conflicts are not all undesirable as some disputes become a catalyst for much needed reforms for policy and economic improvements. However, a framework for analyzing conflicts in fisheries is necessary to organize interventions relevant to the nature of conflicts, and the needs and capacities of fisheries stakeholders in the region. The WorldFish Center, together with research partners, conducted studies that identify a framework for managing fisheries conflicts. Thematic policy recommendations for managing fishing capacity and related conflicts in small-scale fisheries in the region are identified for further consideration by fisheries stakeholders.

The article highlights briefly the economics of different types of fishing units operating along the Indian coast; analyzes the exploitation trend of major marine fishery resources in relation to its potential yield; and suggests policy measures for optimum exploitation of resources, conservation and management.

Technology Assessment and Refinement through the Institution Village Linkage Programme (IVLP) is the latest participatory extension model successfully undertaken by the Indian Council of Agricultural Research in India. The Central Marine Fisheries Research Institute has been implementing IVLP since 2001 to assess and refine the technologies of the coastal agro ecosystems at Elamkunnapuzha village (Vypeen Island) in the Ernakulam District of Kerala. A series of need based location specific technology intervention plans have been introduced to overcome the social and biological constraints on farming practices in fisheries, livestock and agriculture, and implemented with the active participation of the stakeholders. The inferences drawn from IVLP ultimately form a package suitable for enhanced production in the costal agro ecosystem for replication to other areas with similar characteristics. This paper gives a brief account of the treatment packages applied in fisheries through various technological interventions and discusses the consequent yield and benefits obtained. The Programme for Integrated Development of Artisanal Fisheries in West Africa (IDAF) was initiated in 1983 to help some 20 coastal states from Mauritiana to Angola which wished to develop and manage their artisanal fisheries through participatory and integrated approaches. IDAF was initially financed by Denmark and Norway. The second phase of the programme which started in January 1989 and its third phase, July 1984 are entirely financed by Denmark through the Danish International Development Assistance (DANIDA). IDAF objectives and activities to meet its goals are briefly discussed together with its beneficiaries and accomplishments.

The paper outlines briefly the history of the fishery in a dam reservoir in India. The reservoir was very productive in its early years, with support from a seed farm, ice plant, cold storage and regulated entry of fishery. However, once entry restrictions were relaxed and closed fishing seasons no longer enforced, the yield of fish from the reservoir declined.

Fishing communities around the Indian Ocean were severely affected by the December 2004 tsunamis. Programs for rebuilding coastal fisheries livelihoods need to address the pre-tsunami situation that was characterized by overfishing and degraded natural resources. Adopting appropriate strategies to ensure sustainable livelihoods will require community involvement, as well as cross-sectoral, integrated planning and management at ascending government levels. Key recommendations from the WorldFish Center study Sustainable Management of Coastal Fish Stocks in Asia are presented to encourage discussion and debate.

To help reverse the downward trends for the world's marine fish stocks, the Worldwide Fund for Nature (WWF) and the Aglo-Dutch Unilever have jointly formed the Marine Stewardship Council (MSC), an independent, non-profit, non-governmental membership body. The rationale and strategies to achieve the goals of the joint effort are discussed.

The Directorate of Fisheries (DOF) of Bahrain has a novel scheme in which the DOF workers cooperate with local sports divers in the management and conservation of their marine resources. This cooperation is mutually beneficial for both the DOF and the divers who are interested in environmental conservation.

Proper resource management implies a better understanding of ecosystems and the conservation of biodiversity. Scientists from developing countries often have limited information on their aquatic resources because of many difficulties in accessing and exchanging information on a national and international level. The project described not only aims to strengthen the scientific capacity of fisheries scientists in ACP institutions but it is also expected to create an awareness among fisheries researchers and managers of the importance of conserving biodiversity for the sustainable use of living aquatic resources. This will be achieved through training, building a network of regional and transregional cooperation using modern communication facilities, the promotion of research and the distribution and improvement of fisheries management tools. It is hoped that these capabilities will enable fisheries scientists in ACP countries to actively contribute towards a discussion to solve common problems originating from the endangering of the ecological basis of their fisheries.
