The Lower Mekong Basin has extensive wetlands and these are being threatened by numerous problems. Most of these problems are interdependent and interact with one another. The lack of an appropriate definition of wetlands applicable to the region, pervasive inefficiencies and chronic lack of funds among riparian governments, and the poor appreciation of the true economic importance of wetlands and its resources are among the most prominent. The current definition, based on the Convention on Wetlands (Ramsar, Iran, 1971), is too broad when compared to the understanding of wetlands as being swamps, marshes and the like, and was developed specifically for wetlands with international importance as waterfowl habitats. Furthermore, wetlands are composed of different types of resources, which require different modes of management. Often, institutional competition, overlapping mandates and sometimes jealousies occur between government departments when they try to assert their authority on a particular wetland resource and use, and put forward their development plans without considering how these may conflict with other wetlands uses. Finally, effective wetland management requires reliable statistics or information on rate of harvest of natural resources such as fish and others, fishing/harvesting methods over time in order to determine the level of exploitation, and the status of the natural resources. This information is needed to identify opportunities for expansion, to establish historical trends, and to determine when management interventions are necessary to protect the resources from being overused by other developments. In order to address these issues, ICLARM - The World Fish Center has launched a project, the aim of objectives of which are described in this paper.

The Directorate of Fisheries (DOF) of Bahrain has a novel scheme in which the DOF workers cooperate with local sports divers in the management and conservation of their marine resources. This cooperation is mutually beneficial for both the DOF and the divers who are interested in environmental conservation.

Common carp (Cyprinus carpio) breeding has a long tradition in Hungary. However, recent economic changes in Eastern Europe and new developments in aquaculture necessitated the need for ensuring quality of the brood stock used in hatcheries and the legal and institutional frameworks needed to implement the program. In addition to good research and development programs and gene banking, it became essential to establish an appropriate legal framework, organize, coordinate and control breeding activities, and provide financial support. It was a major breakthrough for carp breeding when C.carpio was recognized as one of the cultivated animals in the Animal Breeding Act in 1993. The Carp Breeding Section of the Hungarian Fish Producers Association plays an important role in carp breeding programs. Thirteen breeding farms of the Carp Breeding Section have 24 certified C.carpio varieties. In Hungary, about 80 % of the seed used as stocking for commercial production are from high quality certified breeders.

The highly productive fisheries of Kerala, India, are suffering from overexploitation. Use of unsuitable fishing gears that result in a high level of wasteful bycatch and destruction of egg bearing and juvenile fish should be controlled. This paper makes some suggestions for monitoring and conservation of the fisheries in Kerala.

The Zhoushan fishing area contains the Zhoushan archipelagos, whose population is nearly 1 million, including over 300,000 fishermen. A detailed account is given of the environment and its resources; there are more than 300 species of fish, over 60 species of shrimp, more than 10 species of crab and more than 50 species of algae in the area. The history of fishery development in the area is described, outlining motorization, technology, and education. Various regulations and management activities, implemented in the 1980s, are highlighted.

Commercial and recreational deepwater (100-400 m) bottom-fishing in Hawaii targets a multispecies group of lutjanid snappers. Relatively little is known about the life history of these species. Research in Hawaii and elsewhere in the tropical Pacific suggests that most of the species are slow growing, long lived, and have a relatively high age at sexual maturity. Stock assessment is difficult because of the multispecies nature of the fishery. However, recent analysis of commercial fishery data indicates that some of the species may currently be overexploited. Research is underway to determine the efficacy of management measures such as minimum-size limit changes or seasonal and spatial fishery closures to maintain optimal spawning biomass.

The organization of coastwide management programs for Atlantic menhaden, Brevoortia tyrannus, and Gulf menhaden, B. patronus, are described. Recent assessments of the status of the Atlantic and Gulf menhaden stocks are summarized. Estimates of population size and fishing mortalities are obtained from virtual population analysis, and are used in determining spawner-recruit relationships, spawning stock ratios, yield-per-recruit, and surplus production. Management issues are addressed in the framework of assessment results.
