While an overwhelming majority of sub-Saharan African countries exhibit serious weaknesses in statistics pertaining to crop and livestock sectors, the deficiencies in terms of nationally representative data on the fishery sector are even more acute. The very little data available on the sector are essentially derived from case studies of selected fisheries, and the limited nationally representative data available are generally derived from a few questions included in the livestock section of household surveys. These do not permit the detailed characterization of the fishery production systems. As a consequence in many countries the decision-makers and planners lack the most basic information about the role and importance of the fisheries sector to their national economy. As part of an initiative called the Living Standards Measurement Study-Integrated Surveys on Agriculture (LSMS-ISA) project, a collaboration was developed between the World Bank and the WorldFish Center to address this situation. This report provides detail on pilot testing of a fisheries module for living standards measurement surveys.

The present report was prepared for the Water and Food Challenge Program project “Optimizing the management of a cascade of reservoirs at the catchment level” (MK3). It constitutes the baseline assessment of fish and fisheries in the Sesan River Basin. The objective of the MK3 project is to contribute knowledge and recommendations so that cascades of reservoirs corresponding to hydropower dams in the Mekong Basin are managed in ways that are more fair and equitable for all water users. This project seeks to understand at the catchment scale the cumulative upstream and downstream consequences of management decisions taken for multiple reservoirs. Small freshwater pelagic fisheries in closed lakes are very important to millions of people in sub-Saharan Africa providing livelihoods and nutritional security. However, returns from these fisheries have been shown to �uctuate in response to climatic variability. In order to understand the impact of these fluctuations on the livelihoods of people dependant on these fisheries, there is a need for information on how the fish value chain is organized and how it functions in response to variation in supplies. The results will feed into strategies that build resilience in fishing households against the uncertainties arising from unstable ecosystems. The Lake Chilwa fishery value chain is composed of fishers, processors, traders, fish transporters, boat owners, owners of fish processing shades, fisheries associations, gear owners, gear makers, firewood sellers, and traders of fishing gear and equipment. The value chain employs many people and local authorities can consider using this information in the design of rural development strategies for employment generation in small-scale fishing communities. The findings from this study have a number of implications for the improvement of the livelihood of fishers and enhancing their capacity to mitigate against the effects of climate change.

The marine fisheries of Jamaica are almost entirely artisanal, with at least 15 000 fishers and an annual catch of approximately 7 000 t. A recent development is a small industrial fishery for queen conch and spiny lobster that earns significant foreign exchange for the country. The major aquatic resources are coral reef fishes, conch, lobster, small pelagics and seasonal large pelagics. The major fishing grounds are the southern island shelf and Pedro Bank, a large oceanic bank 150 km to the southwest of Kingston. The fisheries are rated as overfished, except the queen conch fishery which is relatively well managed. A new Fisheries Bill is currently being reviewed with the intention of improving the efficiency of management measures and of fisheries administration. There are plans for rehabilitating the fisheries and developing them with a focus on their sustainability in the future.

Fish contain important nutrients such as essential fatty acids, iron, zinc, calcium, vitamin A and vitamin C. Production of freshwater fish depends on the strategic application of various management techniques. The demand for fish products has increased beyond the natural supply, resulting in a high pressure on fisheries. Development of aquaculture is necessary for a rapid growth in fish production. A number of constraints hamper the development of aquaculture. Introduction of polyculture technologies in some countries is a way of maximizing production from different levels of the food chain. The roles of women in making fish products available to consumers is frequently over-looked by policy makers. Gender equity in policy-making and management of fisheries and in capacity building is an important issue. Fish production from inland waters and coastal areas can be increased by adopting cage and pen culture systems. Input subsidies and loans to resource poor farmers can boost fish production.

The Central Marine Fisheries Research Institute (CMFRI) in India developed bivalve farming technologies in the 1970s, but these were not widely adopted at the time. In 1993, CMFRI undertook an action research program to encourage farming of edible oysters (Crassostrea madrasensis), mussels (Perna viridis and Perna indica), clams (Paphia malabarica) and pearls (Pinctada fucata) along the southwest coast of India. Successful demonstration of the viability of bivalve farming led to the initiation of commercial farming of mussels and generated interest among farmers and entrepreneurs in developing production of pearls and farming of edible oysters. Given the high potential for the mollusc aquaculture, both for the local and export market, issues such as demarcation and issuance of lease right on aquaculture zones in public waterbodies by the government, organization of marketing systems and provisions for technical and financial support to farmers need to be addressed.

While Africa’s inland fisheries are widely recognized to be of great importance to local people, accurate and up-to-date information on their value is sparse and its absence is a serious constraint to the formulation of effective fisheries policies and management practices. As a contribution to current efforts to address this constraint, this paper reviews the different methods that are potentially applicable to the valuation of inland fisheries and discusses their respective rationales and limitations within a multi-sectoral, multi-user context. The livelihood analysis approach is given special emphasis. The complementarity of this recently developed approach with the other, more conventional, environmental economics methods is illustrated.

In line with its mandate of poverty reduction and sustainable development, the WorldFish Center is orienting its research towards high impact scientific activity. Identifying such activities is the task of prospective impact assessment, in turn based on impact pathway analysis. The paper describes a framework for analyzing benefits from aquatic resources research, the relevant research categories, pathways to impact by category, and indicators along each pathway that can be estimated in order to quantify probable research impact.

Across much of Africa, freshwater and coastal fisheries provide an important source of food and livelihood for many millions of people. In addition, the aquaculture potential of the continent has only recently begun to be developed. To help sustain these capture fisheries, support the emergence of aquaculture and foster the contribution of both to sustainable livelihoods and improved food security, the WorldFish Center is increasing its investment in Africa. The framework for this investment is provided by a new Strategy for Africa and West Asia 2002-2006 that identifies priorities for the Centers work in rivers and floodplains, lakes and reservoirs, coastal fisheries, aquaculture, policy research and capacity building. The present article summarizes the issues being addressed by the Center and describes initial research priorities.

The West Indian Ocean is rich in biodiversity and marine resources. This paper gives an overview of fisheries development and resource management in the region. There are many shared issues that must be addressed within countries and at the regional level. These are illustrated by examples from three countries. In Mozambique the issues of lack of information about artisanal fisheries, excessive harvesting of juveniles and conflicts between artisanal and commercial sectors are highlighted. Elements in addressing this include targeted research and decision-making support tools. The challenges faced in Somalia stem primarily from the political instability that contributed to an absence of sound fisheries policy. An example of a highly participatory process to develop the policy provides a model for other countries. In Tanzania, the issue of dynamite fishing was addressed by local communities initiating a program to promote wise use of the resources. There is a clear opportunity for better collaboration and greater integration of fisheries research and management on a regional basis. There is also much to be learnt by the sharing of experiences between countries. This has been initiated by some recently launched regional cooperation projects, but there are still many challenges facing this region.

Zanzibar, one of the poorest areas of sub-Saharan Africa, has a good potential for foreign investment in offshore (EEZ) marine capture fisheries, in aquaculture and in fi sheries infrastructure. Zanzibar’s fisheries resources could be better managed in an effort to alleviate the poverty of its rural population and to provide food security. At present, Zanzibar’s fisheries are artisanal and its total annual production of fish of just over 20000 t, caught in inshore waters, is consumed locally. The government of Zanzibar has liberalized its policies to make Zanzibar a good environment for foreign investment.
