Washington depends on a healthy coastal and marine ecosystem to maintain a thriving economy and vibrant communities. These ecosystems support critical habitats for wildlife and a growing number of often competing ocean activities, such as fishing, transportation, aquaculture, recreation, and energy production. Planners, policy makers and resource managers are being challenged to sustainably balance ocean uses, and environmental conservation in a finite space and with limited information. This balancing act can be supported by spatial planning. Marine spatial planning (MSP) is a planning process that enables integrated, forward looking, and consistent decision making on the human uses of the oceans and coasts. It can improve marine resource management by planning for human uses in locations that reduce conflict, increase certainty, and support a balance among social, economic, and ecological benefits we receive from ocean resources. In March 2010, the Washington state legislature enacted a marine spatial planning law (RCW §43.372) to address resource use conflicts in Washington waters. In 2011, a report to the legislature and a workshop on human use data provided guidance for the marine spatial planning process. The report outlines a set of recommendations for the State to effectively undertake marine spatial planning and this work plan will support some of these recommendations, such as: federal integration, regional coordination, developing mechanisms to integrate scientific and technical expertise, developing data standards, and accessing and sharing spatial data. In 2012 the Governor amended the existing law to focus funding on mapping and ecosystem assessments for Washington’s Pacific coast and the legislature provided $2.1 million in funds to begin marine spatial planning off Washington’s coast. The funds are appropriated through the Washington Department of Natural Resources Marine Resources Stewardship Account with coordination among the State Ocean Caucus, the four Coastal Treaty Tribes, four coastal Marine Resource Committees and the newly formed stakeholder body, the Washington Coastal Marine Advisory Council.

Information is summarized on juvenile salmonid distribution, size, condition, growth, stock origin, and species and environmental associations from June and August 2000 GLOBEC cruises with particular emphasis on differences related to the regions north and south of Cape Blanco off Southern Oregon. Juvenile salmon were more abundant during the August cruise as compared to the June cruise and were mainly distributed northward from Cape Blanco. There were distinct differences in distribution patterns between salmon species: chinook salmon were found close inshore in cooler water all along the coast and coho salmon were rarely found south of Cape Blanco. Distance offshore and temperature were the dominant explanatory variables related to coho and chinook salmon distribution. The nekton assemblages differed significantly between cruises. The June cruise was dominated by juvenile rockfishes, rex sole, and sablefish, which were almost completely absent in August. The forage fish community during June comprised Pacific herring and whitebait smelt north of Cape Blanco and surf smelt south of Cape Blanco. The fish community in August was dominated by Pacific sardines and highly migratory pelagic species. Estimated growth rates of juvenile coho salmon were higher in the GLOBEC study area than in areas farther north. An unusually high percentage of coho salmon in the study area were precocious males. Significant differences in growth and condition of juvenile coho salmon indicated different oceanographic environments north and south of Cape Blanco. The condition index was higher in juvenile coho salmon to the north but no significant differences were found for yearling chinook salmon. Genetic mixed stock analysis indicated that during June, most of the Chinook salmon in our sample originated from rivers along the central coast of Oregon. In August, chinook salmon sampled south of Cape Blanco were largely from southern Oregon and northern California; whereas most chinook salmon north of Cape Blanco were from the Central Valley in California.

Twenty-six stocks of Pacific salmon and trout (Oncorhynchus spp.), representing evolutionary significant units (ESU), are listed as threatened or endangered under the Endangered Species Act (ESA) and six more stocks are currently being evaluated for listing. The ecological and economic consequences of these listings are large; therefore considerable effort has been made to understand and respond to these declining populations. Until recently, Pacific harbor seals (Phoca vitulina richardsi) on the west coast increased an average of 5% to 7% per year as a result of the Marine Mammal Protection Act of 1972 (Brown and Kohlman2). Pacific salmon are seasonally important prey for harbor seals (Roffe and Mate, 1984; Olesiuk, 1993); therefore quantifying and understanding the interaction between these two protected species is important for Morphobiologically sound management strategies. Because some Pacific salmonid species in a given area may be threatened or endangered, while others are relatively abundant, it is important to distinguish the species of salmonid upon which the harbor seals are preying. This study takes the first step in understanding these interactions by using molecular genetic tools for species-level identification of salmonid skeletal remains recovered from Pacific harbor seal scats.

Percophids are a family of small marine benthic fishes common over soft bottoms from inshore to the outer slopes in tropical to temperate regions of the Atlantic and in the Indo-West and southeast Pacific (Reader and Neira, 1998; Okiyama, 2000). Five species belonging to four genera have been recorded around the Salas y Gómez Ridge in the southeast Pacific, all of which are endemic to the area except for Chrionema chryseres, a species which also occurs off the Hawaiian Islands and Japan (Parin, 1985, 1990; Parin et al., 1997). Of these five species, larval stages have been described only for Osopsaron karlik and Chrionema pallidum (Belyanina 1989, 1990).

EXTRACT (SEE PDF FOR FULL ABSTRACT): In this study we use ocean and atmosphere datasets from observations and from an ocean general circulation model integration to examine decadal time scale variability that is centered in the Pacific basin. We know that decadal variability is likely to have a strong expression in the Pacific basin; for example, a marked "shift" of cool season climate in the mid-1970s introduced major changes in Pacific SST and atmospheric circulation, along with many other physical and biological properties.

The Argentine Republic is situated in the southernmost portion of the American continent, occupying over 2,785,600 km2 not including the Antarctic territory. The country ranges from subtropical areas (21º46’S) to subantarctic regions (55º03’S), extending latitudinally over about 4,000 km. It possesses significant latitudinal and altitudinal variation (33º of latitudinal range, and heights from Bajo de San Julián in Santa Cruz province at 105 m below sea level, up to Mt. Aconcagua, 6,959 m over sea level), as well as two gradients of physical variability, extending in north-south and east-west directions. Owing to these features, the country presents a wide range of climates and soil types, being one of the countries with greatest diversity of biogeographical units (Lean et al., 1990, In: Bertonatti & Corcuera, 2000). There are four main hydrographic systems: Río de la Plata basin, the Atlantic and Pacific drainages, and several endorrheic systems. Within these basins, the ichthyofaunistic assemblage is well represented, with different magnitude in accordance with the different taxonomic groupings and regions considered. From an ichthyogeographic standpoint, and according to the works of Ringuelet (1975) and Arratia et al. (1983), Argentina is included in the Brasilic and Austral Subregions. The first of these is represented by two domains: the Andean Domain, comprising the southernmost portion of Titicaca Province, and the Paranensean Domain, including part of Alto Paraná and Paranoplatensean Provinces. The Austral Subregion is represented in Argentina by the Subandean-Cuyan and Patagonian Provinces. The present survey indicates that there are about 441 fish species in Argentina, distributed throughout the country; this number represents less than 10% of the total fish species occurring in the Neotropical Region. There is a recognizable trend of faunal impoverishment, both in North-South and East-West direction, reaching its maximum expression in the provinces of Tierra del Fuego (situated at approximately 52º30’S to 55ºS, and 65ºS to 68º50’W) and San Juan (approximately 28º50’S and 67ºW to 70º45’W), which have 4 and 5 fish species respectively. In north-south direction, one of the regional indicators of this phenomenon is the Salado river basin in Buenos Aires province, which constitutes the southern distributional boundary for the majority of the paranoplatensean ichthyofauna; 12 of the families occurring in the Paraná-Plata system are absent from this pauperized paranensean ichthyofaunal assemblage. Most of the continental fish fauna of Argentina belongs to the primary division of Myers (1949), while some elements are included in the secondary division and others in an amphibiotic or ‘marine penetration’ category. This ichthyofaunistic scope encompasses a wide range of morphological, biological, ecological and ethological types (benthic and pelagic, migrating and sedentary, haematophagous or parasites, annual species, inhabitants of plains or heights, estivation-adapted, etc.) inhabiting different regions within the national territory.

This paper includes information about the Pribilof Islands since their discovery by Russia in 1786 and the population of northern fur seals, Cailorhinus ursinus, that return there each summer to bear young and to breed. Russia exterminated the native population of sea Oilers, Enhydra lulris, here and nearly subjected the northern fur seal to the same fate before providing proper protection. The northern fur seal was twice more exposed to extinction following the purchase of Alaska and the Pribilof Islands by the United States in 1867. Excessive harvesting was stopped as a result of strict management by the United States of the animals while on land and a treaty between Japan, Russia, Great Britain (for Canada), and the United States that provided needed protection at sea. In 1941, Japan abrogated this treaty which was replaced by a provisional agreement between Canada and the United States that protected the fur seals in the eastern North Pacific Ocean. Japan, the U.S.S.R., Canada, and the United States again insured the survival of these animals with ratification in 1957 of the "Interim Convention on the Conservation of North Pacific Fur Seals," which is still in force. Under the auspices of this Convention, the United States launched an unprecedented manipulation of the resource through controlled removal during 1956-68 of over 300,000 females considered surplus. The biological rationale for the reduction was that production of fewer pups would result in a higher pregnancy rate and increased survival, which would, in turn, produce a sustained annual harvest of 55,000-60,000 males and 10,000-30,000 females. Predicted results did not occur. The herd reduction program instead coincided with the beginning of a decline in the number of males available for harvest. Suspected but unproven causes were changes in the toll normally accounted for by predation, disease, adverse weather, and hookworms. Depletion of the animals' food supply by foreign fishing Heets and the entanglement of fur seals in trawl webbing and other debris discarded at sea became a prime suspect in altering the average annual harvest of males on the Pribilof Islands from 71,500 (1940-56) to 40,000 (1957-59) to 36,000 (1960) to 82,000 (1961) and to 27,347 (1972-81). Thus was born the concept of a research control area for fur seals, which was agreed upon by members of the Convention in 1973 and instituted by the United States on St. George Island beginning in 1974. All commercial harvesting of fur seals was stopped on St. George Island and intensive behavioral studies were begun on the now unharvested population as it responds to the moratorium and attempts to reach its natural ceiling. The results of these and other studies here and on St. Paul Island are expected to eventually permit a comparison between the dynamics of unharvested and harvested populations, which should in turn permit more precise management of fur seals as nations continue to exploit the marine resources of the North Pacific Ocean and Bering Sea. Atka mackerel (Pleurogrammus monopterygius) is hexagrammid fish that inhabits the temperate and subarctic North Pacific Ocean and neighboring seas (Fig. 1). This highly abundant fish is a critically important prey species (Sinclair and Zeppelin, 2002; Zenger, 2004) that supports a directed commercial trawl fishery (Lowe et al., 2006). Atka mackerel is a demersal spawner and males provide parental care to eggs (Zolotov, 1993). During breeding periods, sexually mature males aggregate on the bottom at nesting sites where they establish territories (Lauth et al., in press). Sexually mature females periodically visit male nesting territories from July to October to spawn batches of demersal egg masses (McDermott and Lowe, 1997; McDermott et al., 2007). Individual nests may consist of multiple egg masses deposited by different females, and males defend nesting territories for a protracted period lasting from the time territories are being established until all eggs within the territory are completely hatched (Lauth et al., 2007). Knowledge about the timing of the reproductive cycle and the use of spawning habitat are important for understanding population structure and the dynamics of stock recruitment, which in turn are important factors in the management of Atka mackerel populations.

The Caranx hippos species complex comprises three extant species: crevalle jack (Caranx hippos) (Linnaeus, 1766) from both the western and eastern Atlantic oceans; Pacific crevalle jack (Caranx caninus) Günther, 1868 from the eastern Pacific Ocean; and longfin crevalle jack (Caranx fischeri) new species, from the eastern Atlantic, including the Mediterranean Sea and Ascension Island. Adults of all three species are superficially similar with a black blotch on the lower half of the pectoral fin, a black spot on the upper margin of opercle, one or two pairs of enlarged symphyseal canines on the lower jaw, and a similar pattern of breast squamation. Each species has a different pattern of hyperostotic bone development and anal-fin color. The two sympatric eastern Atlantic species also differ from each other in number of dorsal-and anal-fin rays, and in large adults of C. fischeri the lobes of these fins are longer and the body is deeper. Caranx hippos from opposite sides of the Atlantic are virtually indistinguishable externally but differ consistently in the expression of hyperostosis of the first dorsalfin pterygiophore. The fossil species Caranx carangopsis Steindachner 1859 appears to have been based on composite material of Trachurus sp. and a fourth species of the Caranx hippos complex. Patterns of hyperostotic bone development are compared in the nine (of 15 total) species of Caranx sensu stricto that exhibit hyperostosis.

Feeding habits and feeding strategy of red rockfish (Sebastes capensis) were studied from fish captured along most of the range of this species in coastal waters of South America. Stomach contents of 613 individuals, collected during 2003, were analyzed. Fish were obtained from six locations along the Chilean (23°S to 46°S) and Argentinian (43°S) coasts. The main prey items were Mysidacea (75.06% IRI), Osteichthyes (6.29% IRI),and Rhynchocinetes typus (6.03% IRI). Predator sex and size did not significantly affect the diet, but significant differences were found between locations. Four geographical areas, discriminated by prey occurrence and frequencies, were determined: three on the Pacific coast and one on the Atlantic coast. These areas correspond roughly with biogeographic zones described for the Chilean and southern Argentinian coasts. The feeding strategy index (FSI) indicated a specialized feeding strategy for S. capensis for most of its range. However, the FSI does not include the behaviour of a predator, and the FSI must be interpreted carefully for fishes like S. capensis that are passive ambush feeders. The abundance and availability of different prey may explain both the geographic differences in dietary composition and the specialized feeding strategy of S. capensis.
