This paper includes information about the Pribilof Islands since their discovery by Russia in 1786 and the population of northern fur seals, Cailorhinus ursinus, that return there each summer to bear young and to breed. Russia exterminated the native population of sea Oilers, Enhydra lulris, here and nearly subjected the northern fur seal to the same fate before providing proper protection. The northern fur seal was twice more exposed to extinction following the purchase of Alaska and the Pribilof Islands by the United States in 1867. Excessive harvesting was stopped as a result of strict management by the United States of the animals while on land and a treaty between Japan, Russia, Great Britain (for Canada), and the United States that provided needed protection at sea. In 1941, Japan abrogated this treaty which was replaced by a provisional agreement between Canada and the United States that protected the fur seals in the eastern North Pacific Ocean. Japan, the U.S.S.R., Canada, and the United States again insured the survival of these animals with ratification in 1957 of the "Interim Convention on the Conservation of North Pacific Fur Seals," which is still in force. Under the auspices of this Convention, the United States launched an unprecedented manipulation of the resource through controlled removal during 1956-68 of over 300,000 females considered surplus. The biological rationale for the reduction was that production of fewer pups would result in a higher pregnancy rate and increased survival, which would, in turn, produce a sustained annual harvest of 55,000-60,000 males and 10,000-30,000 females. Predicted results did not occur. The herd reduction program instead coincided with the beginning of a decline in the number of males available for harvest. Suspected but unproven causes were changes in the toll normally accounted for by predation, disease, adverse weather, and hookworms. Depletion of the animals' food supply by foreign fishing Heets and the entanglement of fur seals in trawl webbing and other debris discarded at sea became a prime suspect in altering the average annual harvest of males on the Pribilof Islands from 71,500 (1940-56) to 40,000 (1957-59) to 36,000 (1960) to 82,000 (1961) and to 27,347 (1972-81). Thus was born the concept of a research control area for fur seals, which was agreed upon by members of the Convention in 1973 and instituted by the United States on St. George Island beginning in 1974. All commercial harvesting of fur seals was stopped on St. George Island and intensive behavioral studies were begun on the now unharvested population as it responds to the moratorium and attempts to reach its natural ceiling. The results of these and other studies here and on St. Paul Island are expected to eventually permit a comparison between the dynamics of unharvested and harvested populations, which should in turn permit more precise management of fur seals as nations continue to exploit the marine resources of the North Pacific Ocean and Bering Sea. A brief account is given of a pilot demonstration of the chemical control of water hyacinth (Eichhornia crassipes) at Ere (a channel) in Nigeria using the herbicide glyphosphate. Results suggest that there was an increase in the nutrient content of the channel after herbicide application. This implied an upsurge of available food for fish and other aquatic organisms within the channel after the herbicide application. The decaying water hyacinth mass which sinks into the medium is likely to boost nutrient content, promoting the growth of fish and other aquatic animals. It is concluded that herbicidal control of water hyacinth is possible, especially under specialists' management with the conservation of fish and other non-target aquatic organisms alongside improved fish production

Rasbora tawarensis is an endemic freshwater fish in Lake Laut Tawar, Aceh Province, Indonesia. Unfortunately, its status is regarded a critical endangered with populations decreasing in recent years. To date no information on the spawning activities of the fish are available. Therefore, this study provides a contribution to the. knowledge on reproductive biology of R. tawarensis especially on spawning seasons as well as basic information for conservation of the species. Monthly sampling was conducted from April 2008 to March 2009 by using selective gillnets. The gonadosomatic index, size composition and sex ratio were assessed. The gonadal development was evaluated based on macroscopic and microscopic examinations of the gonads. The gonadosomatic index (GSI) varied between 6.65 to 18.16 in female and 4.94 to 8.56 for male. GSI of the female R. tawarensis was higher in March, September and December indicating the onset of reproductive seasons, the GSI and oocyte size being directly correlated with gonadal development stages. Although, a greater proportion of mature male than female was detected during the study, the sex ratio showed that the overall number of female was higher than male. The ovaries had multiple oocyte size classes at every stage of gonadal development, thus R. tawarensis can be classified as a group synchronous spawner or a fractional multiple spawner. The spawning seasons of R. tawarensis were three times a year and September being the peak of the reproductive season and the female was the predominant sex. ENGLISH: The Governments of Costa Rica and the United States, being mutually interested in the conservation of the tropical tunas and of the bait-fishes required for capturing them, entered into a Convention in 1950 establishing the Inter-American Tropical Tuna Commission. The Convention provides that other governments having an interest in the tuna and tuna-bait resources may adhere to the Convention by a simple exchange of correspondence with the existing members. The Government of Panama adhered to the Convention in the fall of 1953. SPANISH: Los Gobiernos de Costa Rica y de los Estados Unidos, mutuamente interesados en la conservación de las especies tropicales de atún, así como en la de los peces que sirven de carnada para su pesca, suscribieron en 1950 una Convención por la que se estableció la Comisión Interamericana del Atún Tropical. La Convención permite que otros gobiernos interesados en los recursos del atún y los peces-carnada puedan adherirse a la misma mediante un simple intercambio de correspondencia con los Gobiernos Miembros. More than 4000 ponds have been created or restored in Denmark since 1985 as part of a large-scale pond-digging programme to protect endangered amphibians in particular and pond flora and fauna in general. Most ponds are created on private land with public financing. The programme was triggered by, among other factors, a drastic decline in amphibian populations in Denmark between 1940 and 1980. However, in recent years there has been an increased awareness in Denmark that temporary ponds are important for the conservation of some of the most rare amphibian species, such as fire-bellied toad Bombina bombina, natterjack toad Bufo calamita and green toad Bufo viridis. Other rare species such as moor frog Rana arvalis and European tree frog Hyla arborea also benefit from temporary ponds. The last 15 years of work on the conservation of endangered species and their habitats has resulted in a last-minute rescue and a subsequent growth in the size of most Danish populations of fire-bellied toad and green toad; some populations of the relatively more common natterjack toad have also increased. The creation of temporary ponds plays an important role in the success of these three species. The creation of ponds to help restore viable populations of the most rare amphibians has not been easy. To study the conditions that may need to be created, Danish herpetologists searched for areas with temporary ponds that had good water quality, natural hydrological conditions and a management regime influenced by traditional agricultural methods. The paper gives an overview of pond creation and restoration projects in Denmark and Poland and their significance for amphibian diversity.

There are many ways of practising freshwater nature conservation: from strict legislative protection of individual species considered rare or threatened to protecting whole lakes or long stretches of rivers; from practical conservation management at a local scale to integrated catchment management at the river basin scale; and from the encouragement of better habitat management through codes of good practice to statutory control of pollution or abstraction. Whatever the mechanism, an essential pre-requisite is a way of choosing where to put the effort, especially when resources for nature conservation are severely limited. The aim of this article is to review the contribution from four specific international measures to the task of assigning priorities for conservation. The 1990s saw the introduction of two European directives (the Habitats Directive (HD) and the Water Framework Directive (WFD)) and one international convention (the Biodiversity Convention (CBD)) each with the potential for influencing, to a greater or lesser extent, the conservation of freshwater habitats and species. This article also discusses a much older convention – the Ramsar Convention – adopted in 1971 specifically to help tackle the conservation and management of wetlands and aquatic ecosystems. Although the authors have focused mainly on the UK, the subject is relevant to other parts of Europe and beyond. The article explores the degree to which these measures help in identifying the most important fresh waters for conservation, and asks whether or not they present the right conservation message to a wide audience.

ENGLISH: The Inter-American Tropical Tuna Commission operates under the authority and direction of a convention originally entered into by the Republic of Costa Rica and the United States of America. The convention, which came into force in 1950, is open to adherence by other governments whose nationals fish for tropical tunas in the eastern Pacific Ocean. Under this provision the Republic of Panama adhered in 1953, the Republic of Ecuador in 1961, the United Mexican States in 1964, Canada in 1968 and Japan in 1970. In 1967, Ecuador gave notice of her intent to withdraw from the Commission, and her withdrawal became effective on August 21,1968. The Commission held two meetings in 1977, the 34th from June 27 to 29 in San Diego, California, and the 35th on October 17 and 18 in Mexico City. The Commission adjourned its 35th meeting, held in Mexico City on October 17, and 18, 1977, without agreeing to a resolution for the conservation of yellowfin during 1978. SPANISH: La Comisión Interamericana del Atún Tropical está bajo la autoridad y dirección de una convención la cual fue originalmente formada por la República de Costa Rica y los Estados Unidos de América. La Convención, vigente desde 1950, está abierta a la afiliación de otros gobiernos cuyos nacionales pesquen atún en el Pacífico oriental tropical. Bajo esta medida la República de Panamá se afilió en 1953, la República del Ecuador en 1961, los Estados Unidos Mexicanos en 1964, Canadá en 1968 y el Japón en 1970. En 1967, el Ecuador anunció su intención de retirarse de la Comisión y la renuncia se hizo efectiva el 21 de agosto de 1968. La Comisión celebró dos reuniones en 1977, la XXXIV del 27 al 29 de junio en San Diego (California) y la XXXV del 17 al 18 de octubre en ciudad de México. La Comisión clausuró su XXXV reunión, celebrada en ciudad de México del 17 al 18 de octubre de 1977, sin acordar una resolución para la conservación del atún aleta amarilla en 1978. The Inter-American Tropical Tuna Commission (lA TTC) came into existence in 1950, after its convention, signed by representatives ofCosta Rica and the United States in 1949, was ratified. It was the first international tuna organization, and only the third international fisheries organization, whose staff has had the responsibility for performing scientific research, the others being the International Pacific Halibut Commission, established in 1923, and the International Pacific Salmon Fisheries Commission, established in 1937. The current members of the IATTC are Costa Rica, Ecuador, EI Salvador, France, Guatemala, Japan, Mexico, Nicaragua, Panama, the United States, Vanuatu, and Venezuela. The first Director ofthe IATTC was Dr. Milner B. Schaefer, who was in that position from 1950 to 1963. He was followed by Dr. John L. Kask (1963-1969), Dr. James Joseph (1969-1999), and Dr. Robin L. Allen (1999-present). The success ofthe IATIC showed that it was possible to carry out research and management on an international, high-seas fishery successfully. Since then other international organizations for tuna management, including the International Commission for the Conservation of Atlantic Tunas (1969), the Forum Fisheries Agency (1979), the Commission for the Conservation of Southern Bluefin Tuna (1994), and the Indian Ocean Tuna Commission (1996), were established. Appropriately, the 50th anniversary celebration was held in Costa Rica, one of the two charter members of the IATTC. Persons who have held important positions in international fishery management in various parts ofthe world spoke at the celebration. Their presentations, except for that describing the Indian Ocean Tuna Commission, are reproduced in this volume.

The Directorate of Fisheries (DOF) of Bahrain has a novel scheme in which the DOF workers cooperate with local sports divers in the management and conservation of their marine resources. This cooperation is mutually beneficial for both the DOF and the divers who are interested in environmental conservation.

Billfish movements relative to the International Commission for the Conservation of Atlantic Tunas management areas, as well as U.S. domestic data collection areas within the western North Atlantic basin, were investigated with mark-recapture data from 769 blue marlin, Makaira nigricans, 961 white marlin, Tetrapturus albidus, and 1,801 sailfish, Istiophorus platypterus. Linear displacement between release and recapture locations ranged from zero (all species) to 15,744 km (mean 575, median 119, SE 44) for blue marlin, 6,523 km (mean 719, median 216, SE 33) for white marlin, and 3,845 km (mean 294, median 98, SE 13) for sailfish. In total, 2,824 (80.0%) billfish were recaptured in the same management area of release. Days at liberty ranged from zero (all species) to 4,591 (mean 619, median 409, SE 24) for blue marlin, 5,488 (mean 692, median 448, SE 22) for white marlin, and 6,568 (mean 404, median 320, SE 11) for sailfish. The proportions (per species) of visits were highest in the Caribbean area for blue marlin and white marlin, and the Florida East Coast area for sailfish. Blue marlin and sailfish were nearly identical when comparing the percent of individuals vs. the number of areas visited. Overall, white marlin visited more areas than either blue marlin or sailfish. Seasonality was evident for all species, with overall results generally reflecting the efforts of the catch and release recreational fishing sector, particularly in the western North Atlantic. This information may be practical in reducing the uncertainties in billfish stock assessments and may offer valuable insight into management consideration of time-area closure regulations to reduce bycatch mortality of Atlantic billfishes.

The population of belugas, Delphinapterus leucas, in Cook Inlet, Alaska, is geographically isolated and appears to be declining. Conservation efforts require appropriate information about population levels and trends, feeding and behavior, reproduction, and natural and anthropogenic impacts. This study documents traditional ecological knowledge of the Alaska Native hunters of belugas in Cook Inlet to add information from this critical source. Traditional knowledge about belugas has been documented elsewhere by the author, and the same methods were used in Cook Inlet to systematically gather information concerning knowledge of the natural history of this beluga population and its habitat. The hunters’knowledge is largely consistent with what is known from previous research, and it extends the published descriptions of the ecology of beluga whales in Cook Inlet. Making this information available and involving the hunters to a greater extent in research and management are important contributions to the conservation of Cook Inlet beluga

Kumataro Ito produced hundreds of beautiful color paintings of fishes and invertebrates during and after the 1907-10 Philippine Expeditin of the U.S. Bureau of Fisheries Steamer Albatross. The paintings are housed in the files of the Divisions of Fishes and Mollusks, United States National Museum of Natural History, and Smithsonian Institution Archives, Washington, D.C. Few of those paintings have been published in color, but many have been publishes in black and white. Two years after the expedition, Ito came to Washington, D.C., in 1912 for an extended period to render final paintings based on preliminary color sketches made during the expedition. He did not completly render all the sketches during his stay, probably because he was asked to produced a large number of black-and-white illustrations of Philippine fishes, and a few of North American fishes. Most of the black-and-white illustrations have been published. Few publications containing Ito's Philippine and North American illustrations have acknowledged him. The very little that is known about Ito's life is discussed, examples of his black-and-white and colored fish paintings are reproduced, and his previously unacknowledged illustrations in various publications are herein acknowledged. Another Japanese artist, Yasui, about whom almost nothing is known, joined the Albatross during Ito's second tour on board the ship. It appears, with few exceptions, that Yasui produced only preliminary color sketches of fishes, which, if rendered as final paintings, were done by Ito.

Dataq uantifying the area of habitat affected by Federal programs that regulate development in coastal zones of the southeastern United States are provided for 1988. The National Marine Fisheries Service (NMFS) made recommendations on 3,935 proposals requiring Federal permits or licenses to alter wetlands. A survey of 977 of these activities revealed that 359,876 acres of wetlands that support fishery resources under NMFS purview were proposed for some type of alteration or manipulation. Almost 95 percent of this acreage was for impounding andl/or manipulation of water levels in Louisiana marshes. The NMFS did not object to alteration of 173,284 acres and recommended the conservation of 186,592 acres. To offset habitat losses, 1,827 acres of mitigation were recommended by the NMFS or proposed by applicants and/or the Corps of Engineers (COE). From 1981 to 1988 the NMFS has provided in depth analyses on 8,385 projects proposing the alteration of at least 656,377 acres of wetlands. A follow-up survey on the disposition of 339 permits handled by the COE during 1988 revealed that the COE accepted NMFS recommendations on 68 percent. On a permit-by-permit basis, 13 percent of NMFS recommendations were partially accepted, 17 percent were completely rejected, and 2 percent were withdrawn. The permit requests tracked by the NMFS proposed the alteration of 2,674 acres of wetlands. The COE issued permits to alter 847 acres or 32 percent of the amount proposed.
