Solomon Islands has recently developed substantial policy aiming to support inshore fisheries management, conservation, climate change adaptation and ecosystem approaches to resource management. A large body of experience in community based approaches to management has developed but “upscaling” and particularly the implementation of nation-wide approaches has received little attention so far. With the emerging challenges posed by climate change and the need for ecosystem wide and integrated approaches attracting serious donor attention, a national debate on the most effective approaches to implementation is urgently needed. This report discusses potential implementation of “a cost-effective and integrated approach to resource management that is consistent with national policy and needs” based on a review of current policy and institutional structures and examination of a recent case study from Lau, Malaita using stakeholder, transaction and financial cost analyses.

The overall objective of the project is the reduction of poverty in rural areas of Solomon Islands through creation of livelihoods based on sustainable aquaculture. This fits within the over-arching goals of the WorldFish Center in the Pacific to reduce poverty and hunger in rural communities, and with the Ministry of Fisheries and Marine Resources (MFMR) to stimulate rural development and to develop aquaculture. It has been recognised that the nature of the pearl farming industry means that a high chance of success requires a long term investment from an established pearl farming organisation. This project has been specifically designed to compile the elements of a pre-feasibility study to provide offshore pearl companies with sufficient information to investigate the potential for long-term investment in pearl farming in Solomon Islands. This report also includes the following 6 appendices: Appendix I) Past research and development on black-lip pearl oysters in Solomon Islands; Appendix II) Suitability of habitats in the Solomon Islands and other regions of the Pacific for growth of black-lip and silver-lip pearl oysters; Appendix III) Water temperature and cyclone frequency in the Solomon Islands and other key regions of the Pacific: implications for pearl farming; Appendix IV) Abundance, size structure and quality of silver-lip pearl oysters in Solomon Islands; Appendix V) Solomon Islands: the investment climate for pearl farming; Appendix VI) Pearl farming policy and management guidelines.

T he relative value of pelagic habitat for three size classes of juvenile Pacific ocean perch (Sebastes alutus) was investigated by comparing their abundance and condition in two areas of the Aleutian Islands. Diet, zooplankton biomass, and water column temperatures were examined as potential factors affecting observed differences. Juvenile Pacific ocean perch abundance and condition, and zooplankton biomass varied significantly between areas, whereas juvenile Pacific ocean perch diet varied only by size class. Observed differences in fish condition may have been due to the quantity or quality of pelagic prey items consumed. For the delineation of essential demersal fish habitat, important ecological features of the pelagic habitat must therefore be considered.

From 2001 to 2004 in the eastern Aleutian Islands, Alaska, killer whales (Orcinus orca) were encountered 250 times during 421 days of surveys that covered a total of 22,491 miles. Three killer whale groups (resident, transient, and offshore) were identified acoustically and genetically. Resident killer whales were found 12 times more frequently than transient killer whales, and offshore killer whales were encountered only once. A minimum of 901 photographically identified resident whales used the region during our study. A total of 165 mammal-eating transient killer whales were identified, and the majority (70%) were encountered during spring (May and June). The diet of transient killer whales in spring was primarily gray whales (Eschrichtius robustus), and in summer primarily northern fur seals (Callorhinus ursinus). Steller sea lions (Eumetopias jubatus) did not appear to be a preferred prey or major prey item during spring and summer. The majority of killer whales in the eastern Aleutian Islands are the resident ecotype, which does not consume marine mammals.

We investigated the use of otolith morphology to indicate the stock structure of an exploited serranid coral reef fish, Plectropomus leopardus, on the Great Barrier Reef (GBR), Australia. Otoliths were measured by traditional one-and two-dimensional measures (otolith length, width, area, perimeter, circularity, and rectangularity), as well as by Fourier analysis to capture the finer details of otolith shape. Variables were compared among four regions of the GBR separated by hundreds of kilometers, as well as among three reefs within each region, hundreds of meters to tens of kilometers apart. The temporal stability in otolith structure was examined by comparing two cohorts of fully recruited four-year-old P. leopardus collected two years before and two years after a signif icant disturbance in the southern parts of the GBR caused by a large tropical cyclone in March 1997. Results indicated the presence of at least two stocks of P. leopardus, although the structure of each stock varied depending on the cohort considered. The results highlight the importance of incorporating data from several years in studies using otolith morphology to discriminate temporary and possibly misleading signals from those that indicate persistent spatial structure in stocks. We conclude that otolith morphology can be used as an initial step to direct further research on groups of P. leopardus that have lived at least a part of their life in different environments.

Age-based analyses were used to demonstrate consistent differences in growth between populations of Acanthochromis polyacanthus (Pomacentridae) collected at three distance strata across the continental shelf (inner, mid-, and outer shelf) of the central Great Barrier Reef (three reefs per distance stratum). Fish had significantly greater maximum lengths with increasing distance from shore, but fish from all distances reached approximately the same maximum age, indicating that growth is more rapid for fish found on outer-shelf reefs. Only one fish collected from inner-shelf reefs reached >100 mm SL, whereas 38−67% of fish collected from the outer shelf were >100 mm SL. The largest age class of adult-size fish collected from inner and mid-shelf locations comprised 3−4 year-olds, but shifted to 2-year-olds on outer-shelf reefs. Mortality schedules (Z and S) were similar irrespective of shelf position (inner shelf: 0.51 and 60.0%; mid-shelf: 0.48 and 61.8%; outer shelf: 0.43 and 65.1%, respectively). Age validation of captive fish indicated that growth increments are deposited annually, between the end of winter and early spring. The observed cross-shelf patterns in adult sizes and growth were unlikely to be a result of genetic differences between sample populations because all fish collected showed the same color pattern. It is likely that cross-shelf variation in quality and quantity of food, as well as in turbidity, are factors that contribute to the observed patterns of growth. Similar patterns of cross-shelf mortality indicate that predation rates varied little across the shelf. The fisheries of the Farasan Islands (Saudi Arabia, Red Sea) are described. The fishery resources are exploited by artisanal, investor and industrial sectors. The artisanal fishery consists mostly of line fishing around coral reefs and about half the fishing effort occurs within the proposed marine protected area (MPA). Activities by investor and industrial fisheries sector include line fishing, gill netting, fish trapping and demersal fish trawling. The relevant resource management issues that need to be addressed as part of a planning study for the establishment of a MPA are also presented. The major issues are: (1) the decline in the catch of the artisanal fishery; (2) by catch and habitat degradation; (3) sustainability in the collection of giant clams and pearl shells; and (4) the lack of information such as the importance of MPA to fisheries, stock assessment and catch and effort data. A significant role in the future management of the fisheries has been identified for the traditional representatives of the artisanal sector.

Between 1999 and 2003, the WorldFish Center in Solomon Islands conducted research into the feasibility of a new fishery based on the capture and culture of postlarval coral reef fish for the live fish trade. The work was carried out in two phases: a research phase from late 1999 to the end of 2002; and a “finetuning” phase in 2003. Most of the species were of value to the marine aquarium trade, with very few live reef food fish recorded. The most valuable ornamentals were the banded cleaner shrimp, Stenopus species. Cleaner shrimp were harvested using crest nets, the method being modified with the addition of a solid, water-retaining cod-end designed to increase survival at capture. Grow-out techniques were improved by rearing the shrimp separately in jars to prevent aggression. The jars were painted black to protect the shrimp from sunlight. An economic model using experimental catch data and farm gate prices indicates that the fishery based on shrimp, supplemented with small numbers of lobster and fish is economically viable. The next step will be setting up a demonstration farm in a village in the Western Province of Solomon Islands.

A discussion is presented on the role played by customary marine tenure (CMT) institutions in the regulation of fisheries in the Pacific Ocean Islands. Particular reference is made to the system in operation in Marovo Lagoon, in the Solomon Islands, whereby a number of defined clans control resource use within defined areas of land and sea. It is believed that such systems have considerable capacity for handling and adapting to new circumstances, thereby becoming potentially important tools in the contemporary management of fisheries and of the coastal zone in general.

This paper presents a checklist of reef fishes of West Sumatra and adjacent provinces. The list includes 362 species of 143 genera and 46 families and contains seven new records and nine probable new species for Indonesia. It also uses information from sources only available in Bahasa Indonesia. The relative paucity of the fish fauna in West Sumatra seems to be related to the habitat destruction caused by illegal fishing with explosives or poisons such as cyanide.
