Whenever human beings have looked out on the sea, they have seen whales. First from the shore and later from ships when humanity entered the ocean realm as seafarers, we have responded to seeing these creatures with awe and wonder. Even when we hunted whales, a period well chronicled both in history and in literature, the sight of a whale brought an adrenaline rush that was not totally linked to potential economic gain. The first trips on boats specifically to watch, rather than hunt, whales began around 45 years ago in Southern California where the migrating gray whales, seen in the distance from land, drew vessels out for a closer look. Since that time whalewatching has boomed, currently conducted in over 40 countries around the world, including Antarctica, and estimated by economists at the Whale and Dolphin Conservation Society to have a 1999 worldwide economic value of around $800 million USD. The economic contribution to local coastal communities is particularly significant in developing countries and those where declining fish populations (and in some cases like the Japanese, international bans on whaling) have driven harvesters to look for viable alternatives. Clearly, whalewatching is now, in many places around the world, a small but thriving part of the regional economy. Like in the days of whaling, we still get the rush, but for some, money is back contributing to the physiological response. (PDF contains 90 pages.)

The National Marine Sanctuaries Act (16 U.S.C. 1431, as amended) gives the Secretary of Commerce the authority to designate discrete areas of the marine environment as National Marine Sanctuaries and provides the authority to promulgate regulations to provide for the conservation and management of these marine areas. The waters of the Outer Washington Coast were recognized for their high natural resource and human use values and placed on the National Marine Sanctuary Program Site Evaluation List in 1983. In 1988, Congress directed NOAA to designate the Olympic Coast National Marine Sanctuary (Pub. L. 100-627). The Sanctuary, designated in May 1994, worked with the U.S. Coast Guard to request the International Maritime Organization designate an Area to be Avoided (ATBA) on the Olympic Coast. The IMO defines an ATBA as "a routeing measure comprising an area within defined limits in which either navigation is particularly hazardous or it is exceptionally important to avoid casualties and which should be avoided by all ships, or certain classes of ships" (IMO, 1991). This ATBA was adopted in December 1994 by the Maritime Safety Committee of the IMO, “in order to reduce the risk of marine casualty and resulting pollution and damage to the environment of the Olympic Coast National Marine Sanctuary”, (IMO, 1994). The ATBA went into effect in June 1995 and advises operators of vessels carrying petroleum and/or hazardous materials to maintain a 25-mile buffer from the coast. Since that time, Olympic Coast National Marine Sanctuary (OCNMS) has created an education and monitoring program with the goal of ensuring the successful implementation of the ATBA. The Sanctuary enlisted the aid of the U.S. and Canadian coast guards, and the marine industry to educate mariners about the ATBA and to use existing radar data to monitor compliance. Sanctuary monitoring efforts have targeted education on tank vessels observed transiting the ATBA. OCNMS's monitoring efforts allow quantitative evaluation of this voluntary measure. Finally, the tools developed to monitor the ATBA are also used for the more general purpose of monitoring vessel traffic within the Sanctuary. While the Olympic Coast National Marine Sanctuary does not currently regulate vessel traffic, such regulations are within the scope of the Sanctuary’s Final Environmental Impact Statement/Management Plan. Sanctuary staff participate in ongoing maritime and environmental safety initiatives and continually seek opportunities to mitigate risks from marine shipping.(PDF contains 44 pages.)

Red hind (Epinephelus guttatus) have been overfished in the Caribbean and were included with seven other regional grouper species deemed vulnerable to risk of extinction. The Puerto Rico Department of Natural and Environmental Resources desired to map spawning red hind aggregations within commonwealth waters as part of their resource management program for the species. Mobile hydroacoustic surveys were conducted over 3-day periods in 2002 and 2003, indexed to the full moon phase in February or March when red hind were known to aggregate. Four vessels concurrently sampled the southwest, south, and southeast coasts of Puerto Rico in 2002. In 2003, three vessels conducted complementary surveys of the northwest, north, and northeast coasts of the island, completing a circuit of the coastal shelf-spawning habitat. These surveys indicated that red hind spawning aggregations were prevalent along the south and west coasts, and sparse along the north coast during the survey periods. Highest spawning red hind concentrations were observed in three areas offshore of the west coast of Puerto Rico, around Mona and Desecheo islands (20,443 and 10,559 fish/km2, respectively) and in the Bajo de Cico seasonal closed area (4,544 fish/km2). Following both 2002 and 2003 surveys, a series of controlled acoustic measurements of known local fish species in net pens were conducted to assess the mean target strength (acoustic backscatter) of each group. Ten species of fish were measured, including red hind (E. guttatus), coney (E. fulvus), white grunt (Haemulon plumieri), pluma (Calamus pennatula), blue tang (Acanthurus coeruleus), squirrel fish (Holocentrus spp.), black durgeon (Melichtyhs niger), ocean file fish (Canthidermis sufflamen), ocean surgeon fish (Acanthurus bahianus), and butter grouper (Mycteroperca spp.). In general, the mean target strength results from the caged fish experiments were in agreement with published target strength length relationships, with the exception of white grunt and pluma.

Sets and catches of Atlantic menhaden, Brevoortia tyrannus, made in 1985-96 by purse-seine vessels from Virginia and North Carolina were studied by digitizing and analyzing Captain's Daily Fishing Reports (CDFR's), daily logs of fishing activities completed by captains of menhaden vessels. 33,674 CDFR's were processed, representing 125,858 purse-seine sets. On average, the fleet made 10,488 sets annually. Virginia vessels made at least one purse-seine set on 67%-83% of available fishing days between May and December. In most years, five was the median number of sets attempted each fishing day. Mean set duration ranged from 34 to 43 minutes, and median catch per set ranged from 15 to 30 metric tons (t). Spotter aircraft assisted in over 83% of sets overall. Average annual catch in Chesapeake Bay (149,500 t) surpassed all other fishing areas, and accounted for 52% of the fleet's catch. Annual catch from North Carolina waters (49,100 t) ranked a distant second. Fishing activity in ocean waters clustered off the Mid-Atlantic states in June-September, and off North Carolina in November-January. Delaware Bay and the New Jersey coast were important alternate fishing grounds during summer. Across all ocean fishing areas, most sets and catch occurred within 3 mi. of shore, but in Chesapeake Bay about half of all fishing activity occurred farther offshore. In Virginia, areas adjacent to fish factories tended to be heavily fished. Recent regulatory initiatives in various coastal states threaten the Atlantic menhaden fleet's access to traditional nearshore fishing grounds. (PDF file contains 26 pages.)

ENGLISH: In the eastern Pacific Ocean nearly all of the commercial catches of yellowfin tuna (Thunnus albacares) and skipjack (Katsuwonus pelamis) are taken by two types of vessels, baitboats, which use pole and line in conjunction with live-bait, and purse-seiners. From its inception until very recently (1959), this fishery was dominated by baitboats. This method of fishing has been described by Godsil (1938) and Shimada and Schaefer (1956). From 1951 through 1958 baitboats caught between 66.4 and 90.8 per cent of the yellowfin and between 87.2 and 95.3 per cent of the skipjack landed by the California-based fleet. These vessels fished for tuna throughout the year and covered virtually all of the area from southern California to northern Chile. The purse-seine fishery for tunas developed out of the round-haul net fisheries for California sardines and other species. Scofield (1951) gives a detailed description of the development of gear and fishing methods. Prior to 1959 many of the seiners engaged in other fisheries during the fall and early winter months and consequently most of the fishing effort for tuna occurred in the period February-August. The vessels were quite small, averaging approximately 120 tons carrying capacity (Broadhead and Marshall, 1960), in comparison to the baitboats, of which the most numerous size-class was 201-300 tons. The seiners were naturally more restricted in range than the baitboats and most of their effort was restricted to the northern grounds. During the period 1959-61 most of the large baitboats were converted for purse-seining and the existing seiner fleet was modernized. These developments increased the range of the seiner fleet and resulted in a wider and more nearly even spatial and temporal distribution of effort. By the early part of 1961, the purse-seine fleet approximated the level of the preconversion baitboat fleet in amount of effort applied and area covered. The changes in the purse-seine fishery and the fishing methods employed in the modernized fleet are described by Orange and Broadhead (1959), Broadhead and Marshall (1960), McNeely (1961) and Broadhead (1962). The change in the relative importance of the two gears is illustrated by the decline in the proportion of the total logged tonnage landed by California-based baitboats, in comparison to the proportion landed by seiners. In 1959 baitboats landed 49.5 per cent of the yellowfin and 87.8 per cent of the skipjack. In 1960 these percentages were 22.9 and 74.7 respectively and in 1961 the decline continued to 12.6 per cent of the yellowfin and 30.0 per cent of the skipjack (Schaefer, 1962). In previous Bulletins of this Commission (Griffiths, 1960; Calkins, 1961) the baitboat catch and effort statistics were used to compute two indices of population density and an index of concentration of fishing effort and the fluctuations of these indices were analyzed in some detail. Due to the change in the relative importance of the two gears it is appropriate to extend this investigation to include the purse-seine data. The objectives of this paper are to compute two indices of population density and an index of concentration of fishing effort and to examine the fluctuations in these indices before and after the changes in the fishery. A further objective is to compare the purse-seine indices with those of the baitboats for the same time periods. SPANISH: En el Océano Pacífico Oriental casi todas las capturas comerciales del atún aleta amarilla (Thunnus albacares) y del barrilete (Katsuwonus pelamis) son efectuadas por dos tipos de barcos, los barcos de carnada que emplean la caña y el anzuelo en conjunto con la carnada viva, y los barcos rederos. Desde su comienzo hasta hace poco tiempo (1959), esta pesquería estaba dominada por los barcos de carnada. El método de pesca usado por estos barcos ha sido descrito por Godsil (1938) y por Shimada y Schaefer (1956). De 1951 a 1958, los barcos de carnada pescaron entre el 66.4 y el 90.8 por ciento del atún aleta amarilla y entre el 87.2 y el 95.3 por ciento del barrilete descargados por la flota que tiene su base en California. Debido al cambio en la importancia relativa de los dos sistemas de pesca, es conveniente extender esta investigación para incluir los datos correspondientes a los barcos rederos. Los objetivos del presente estudio son de computar dos índices de la densidad de población y un índice de la concentración del esfuerzo de pesca, y examinar las fluctuaciones en estos índices, antes y después de los cambios en la pesquería. Otro objetivo es de comparar los índices de los barcos rederos, con aquellos de los clipers en los mismos períodos de tiempo.

ENGLISH: The rate of growth of tropical tunas has been studied by various investigators using diverse methods. Hayashi (1957) examined methods to determine the age of tunas by interpreting growth patterns on the bony or hard parts, but the results proved unreliable. Moore (1951), Hennemuth (1961), and Davidoff (1963) studied the age and growth of yellowfin tuna by the analysis of size frequency distributions. Schaefer, Chatwin and Broadhead (1961), and Fink (ms.), estimated the rate of growth of yellowfin tuna from tagging data; their estimates gave a somewhat slower rate of growth than that obtained by the study of length-frequency distributions. For the yellowfin tuna, modal groups representing age groups can be identified and followed for relatively long periods of time in length-frequency graphs. This may not be possible, however, for other tropical tunas where the modal groups may not represent identifiable age groups; this appears to be the case for skipjack tuna (Schaefer, 1962). It is necessary, therefore, to devise a method of estimating the growth rates of such species without identifying the year classes. The technique described in this study, hereafter called the "increment technique", employs the measurement of the change in length per unit of time, with respect to mean body length, without the identification of year classes. This technique is applied here as a method of estimating the growth rate of yellowfin tuna from the entire Eastern Tropical Pacific, and from the Commission's northern statistical areas (Areas 01-04 and 08) as shown in Figure 1. The growth rates of yellowfin tuna from Area 02 (Hennemuth, 1961) and from the northern areas (Davidoff, 1963) have been described by the technique of tracing modal progressions of year classes, hereafter termed the "year class technique". The growth rate analyses performed by both techniques apply to the segment of the population which is captured by tuna fishing vessels. The results obtained by both methods are compared in this report. SPANISH: La tasa del crecimiento de los atunes tropicales ha sido estudiada por varios investigadores quienes usaron diversos métodos. Hayashi (1957) examinó los métodos para determinar la edad de los atunes interpretando las marcas del crecimiento de las partes óseas o duras, pero los resultados no han demostrado eficacia. Moore (1951), Hennemuth (1961) y Davidoff (1963) estudiaron la edad y el crecimiento del atún aleta amarilla por medio del análisis de las distribuciones de la frecuencia de tamaños. Schaefer, Chatwin y Broadhead (1961) y Fink (Ms.), estimaron la tasa del crecimiento del atún aleta amarilla valiéndose de los datos de la marcación de los peces; ambos estimaron una tasa del crecimiento algo más lenta que la que se obtiene mediante el estudio de las distribuciones de la frecuencia de longitudes. Consecuentemente, es necesario idear un método para estimar las tasas del crecimiento de las mencionadas especies sin necesidad de identificar las clases anuales. La técnica descrita en este estudio, en adelante llamada la "técnica incremental", emplea la medida del cambio en la longitud por unidad de tiempo, con respecto al promedio de la longitud corporal, sin tener que identificar las clases anuales. Esta técnica se aplica aquí como un método para estimar la tasa del crecimiento del atún aleta amarilla de todo el Pacífico Oriental Tropical, y de las áreas estadísticas norteñas de la Comisión (Areas 01-04 y 08), como se muestra en la Figura 1. Las tasas del crecimiento del atún aleta amarilla del Area 02 (Hennemuth, 1961) y de las áreas del norte (Davidoff, 1963), han sido descritas por medio de una técnica que consiste en delinear las progresiones modales de las clases anuales, en adelante llamada la "técnica de la clase anual". Los análisis de la tasa del crecimiento llevados a cabo por ambas técnicas se refieren al segmento de la población capturada por embarcaciones pesqueras de atún. ENGLISH: Most of the catches of yellowfin and skipjack tuna from the Eastern Pacific Ocean are made by vessels fishing with poles and lines and live bait. From 1931 to 1954, these baitboats, on the average, accounted for over three-fourths of the total annual California landings of yellowfin and skipjack (Shimada and Schaefer, 1956). With the substantial increase in recent years in the production of the tropical tunas, there have been greater demands for live bait. This increased need for larger amounts of baitfishes has given rise to important questions relating to the manner in which these populations may be most wisely used. The Inter-American Tropical Tuna Commission has been concerned with various aspects of this problem since its establishment in 1950. This report presents some of the results obtained from the Commission's studies of the baitfishes important to the fishery for yellowfin and skipjack tuna. It traces briefly the origin and development of the bait fishery, describes its operations, extent, and yield, and discusses some aspects of the effects of exploitation upon the Eastern Pacific baitfish populations, particularly of the anchoveta (Cetengaulis mysticetus). SPANISH: Los barcos que emplean cañas y cuerdas y carnada viva, son los que realizan la mayor parte de la pesca de atún aleta amarilla y barrilete en el Océano Pacifíco Oriental. De 1931 a 1954 estos barcos han desembarcado, en promedio, más de las tres cuartas partes de las pescas anuales de ambas especies (Shimada y Schaefer, 1956). Con el aumento sustancial en dicha producción en los últimos años, ha habido una mayor demanda por carnada viva. Esta creciente necesidad de obtener cantidades mayores de pecescebo, ha originado importantes cuestiones relativas a la mejor forma en que estas poblaciones pueden ser utilizadas. A la Comisión Interamericana del Atún Tropical le ha tocado ocuparse de varios aspectos de este problema, desde que fué establecida en el año 1950. Este informe ofrece algunos de los resultados obtenidos a través de los estudios de la Comisión sobre los peces-cebo importantes para la pesquería de atún aleta amarilla y barrilete; señala brevemente el origen y desarrollo de la pesquería de carnada; describe sus operaciones, extensión y rendimiento, y trata algunos aspectos de los efectos de la explotación sobre las poblaciones de dichos peces en el Pacifíco Oriental, particularmente de la anchoveta (Cetengraulis mysticetus). ENGLISH: These aspects of the schooling habits of the yellowfin and skipjack tuna may be investigated by means of the logbook records of the catches of individual sets of the nets of purse-seine vessels. For both purposes it must be assumed that a set is made, in each case, on a single school of fish. The study of school sizes based on these data requires the additional assumption either that the entire school is captured or that each set captures a constant fraction of the school upon which it is made. In this paper we report on the results of such investigations based on logbook records of the purse-seine fleet. SPANISH: Estos aspectos de los hábitos gregarios de los atunes aleta amarilla y barrilete pueden ser investigados a base de los registros de bitácora en que se anotan las pescas resultantes de cada una de las operaciones con la red de encierre que realizan los barcos rederos. Para ambos propósitos hay que suponer que las operaciones se efectúan, en cada caso, en un cardumen independiente. El estudio de los tamaños de los cardúmenes o manchas, a base de estos datos, requiere una suposición adicional: que el cardumen entero es capturado o, en su defecto, que en cada operación con la red se pesca una fracción constante de la mancha objeto de la pesca. En el presente artículo damos cuenta de los resultados de dichas investigaciones basadas en los registros de bitácora que lleva la flota de embarcaciones que utilizan redes de encierre. ENGLISH: Between 1 October and 17 December 1955 investigations of the physical, chemical and biological oceanography of the Eastern Pacific Ocean in a region bounded approximately by 30° N. latitude, 9° S. latitude, 120° W. longitude and the mainland coast were conducted from the vessels Horizon and Spencer F. Baird of the Scripps Institution of Oceanography of the University of California. These were part of a cooperative operation, designated for convenience by the code name "Eastropic," in which a vessel of the U. S. Fish and Wildlife Service worked, during this same period, further west and a vessel of the Peruvian Navy worked further south, offshore from Peru. A vessel of the California State Fisheries Laboratory also conducted certain sub-surface tuna fishing operations and other studies in the same general region as the Scripps vessels. In addition to carrying out a number of special studies related to particular oceanographic features, the Scripps vessels occupied a considerable number of hydrographic stations. The locations of these stations, at each of which were made net-hauls for zooplankton, are shown in Figure 4 and Tables 2 and 3. At some of the hydrographic stations, and in Some places between stations, there were made from the Spencer F. Baird measurements of chlorophyll "a" and of primary production (by the C14 technique), both in situ and in a shipboard incubator. The purpose of this paper is to report on the results of these biological observations. SPANISH: Entre el 1° de octubre y el 17 de diciembre de 1955, a bordo de los barcos Horizon y Spencer F. Baird) de la Institución Scripps de Oceanografía de la Universidad de California, se hicieron investigaciones sobre la oceanografía física, química y biológica del Océano Pacífico Oriental, en una región limitada aproximadamente por los 30° N. de latitud, 9° S. de latitud, 120° O. de longitud y la costa continental. Estas investigaciones fueron parte de una operación que se realizó cooperativamente y a la que se convino darle el nombre codificado de "Eastropic". En ella, durante el mismo período, una embarcación del Servicio de Pesca y Vida Silvestre de los Estados Unidos (U. S. Fish and Wildlife Service) trabajó más hacia el oeste, y un barco de la armada peruana más hacia el sur, frente a la costa del Perú. También colaboró una nave del Laboratorio de Pesquerías del Estado de California (California State Fisheries Laboratory), realizando algunas operaciones de pesca de atún en aguas subsuperficiales, y otros estudios en la misma región general que recorrieron las embarcaciones de Scripps. Además de efectuar estudios especiales relacionados con las caracteristicas oceanográficas particulares de la región, las naves de Scripps establecieron un buen número de estaciones hidrográficas. La localización de estas estaciones se indica en la Figura 4 y en las Tablas 2 y 3; en cada una de ellas se hicieron rastreos con redes planctónicas para recoger muestras de zooplancton. En algunas de las estaciones hidrográficas, así como en algunos lugares entre estaciones, en el Spencer F. Baird se hicieron mediciones de la clorofila "a" y de la producción primaria (mediante la técnica del C14), tanto in situ como en una incubadora instalada a bordo. This report offers guidelines for the provision of adequate port reception facilities for vessel-generated garbage under the requirements of Annex V of the International Convention for the Prevention of Pollution From Ships, 1973 (MARPOL 73/78), Regulations for the Prevention of Pollution by Garbage from Ships. MARPOL Annex V prohibits at-sea disposal of plastic materials from vessels, and specifies the distance from shore at which other materials may be dumped. Annex V also requires the provision of port reception facilities for garbage, but it does not specify these facilities or how they are to be provided. Since the at-sea dumping restrictions apply to all vessels, the reception facility requirement applies to all ports, terminals, and marinas that serve vessels. These guidelines were prepared to assist port owners and operators in meeting their obligation to provide adequate reception facilities for garbage. The report synthesizes available information and draws upon experience from the first years ofimplementation of MARPOL Annex V. (PDF file contains 55 pages.)

From 1974 through 1983, we conducted monitoring to provide the first long-term, year-round record of sea water temperatures south of New England from surface to bottom, and from nearshore to the continental slope. Expendable bathythermograph transects were made approximately monthly during the ten years by scientists and technicians from numerous institutions, working on research vessels that traversed the continental shelf off southern New England. Ten-year (1974-83) means and variability are presented for coastal and bottom water temperatures, for mid-shelf water column temperatures, and for some atmospheric and oceanographic conditions that may influence shelf and upper-slope water temperatures. Possible applications of ocean temperature monitoring to fishery ecology are noted. Some large departures from mean conditions are discussed; particularly notable during the decade were the response of water temperatures to the passage of Gulf Stream warm-core rings, and the magnitude and persistence of shelf-water cooling associated with air temperatures in three successive very cold winters (1976-77, 1977-78, and 1978-79). In the past few years, large-scale, high-seas driftnet fishing has sparked intense debate and political conflict in many oceanic regions. In the Pacific Ocean the driftnet controversy first emerged in the North Pacific transition zone and subarctic frontal zone, where driftnet vessels from Japan, the Republic of Korea, and Taiwan pursue their target species of neon flying squid. Other North Pacific driftnet fleets from Japan and Taiwan target stocks of tunas and billfishes. Both types of driftnet fishing incidentally kill valued non-target species of marine life, including fish, mammals, birds, and turtles. In response to public concerns about driftnet fishing, government scientists began early on to assemble available information and consider what new data were required to assess impacts on North Pacific marine resources and the broader pelagic ecosystem. Accordingly, a workshop was convened at the NMFS Honolulu Laboratory in May 1988 to review current information on the biology, oceanography, and fisheries of the North Pacific transition zone and subarctic frontal zone. The workshop participants, from the United States and Canada, also developed a strategic plan to guide NMFS in developing a program of driftnet fishery research and impact assessment. This volume contains a selection of scientific review papers presented at the 1988 Honolulu workshop. The papers represent part of the small kernel of information available then, prior to the expansion of cooperative international scientific programs. Subsequent driftnet fishery monitoring and research by the United States, Canada, Japan, Korea, and Taiwan have added much new data. Nevertheless, this collection of papers provides a historical perspective and contains useful information not readily available elsewhere. (PDF file contains 118 pages.)

This study aims to reconstruct the history of shore whaling in the southeastern United States, emphasizing statistics on the catch of right whales, Eubalaena glacialis, the preferred targets. The earliest record of whaling in North Carolina is of a proposed voyage from New York in 1667. Early settlers on the Outer Banks utilized whale strandings by trying out the blubber of carcasses that came ashore, and some whale oil was exported from the 1660s onward. New England whalemen whaled along the North Carolina coast during the 1720s, and possibly earlier. As some of the whalemen from the northern colonies moved to Nortb Carolina, a shore-based whale fishery developed. This activity apparently continued without interruption until the War of Independence in 1776, and continued or was reestablished after the war. The methods and techniques of the North Carolina shore whalers changed slowly: as late as the 1890s they used a drogue at the end of the harpoon line and refrained from staying fast to the harpooned whale, they seldom employed harpoon guns, and then only during the waning years of the fishery. The whaling season extended from late December to May, most successfully between February and May. Whalers believed they were intercepting whales migrating north along the coast. Although some whaling occurred as far north as Cape Hatteras, it centered on the outer coasts of Core, Shackleford, and Bogue banks, particularly near Cape Lookout. The capture of whales other than right whales was a rare event. The number of boat crews probably remained fairly stable during much of the 19th century, with some increase in effort in the late 1870s and early 1880s when numbers of boat crews reached 12 to 18. Then by the late 1880s and 1890s only about 6 crews were active. North Carolina whaling had become desultory by the early 1900s, and ended completely in 1917. Judging by export and tax records, some ocean-going vessels made good catches off this coast in about 1715-30, including an estimated 13 whales in 1719, 15 in one year during the early 1720s, 5-6 in a three-year period of the mid to late 1720s, 8 by one ship's crew in 1727, 17 by one group of whalers in 1728-29, and 8-9 by two boats working from Ocracoke prior to 1730. It is impossible to know how representative these fragmentary records are for the period as a whole. The Carolina coast declined in importance as a cruising ground for pelagic whalers by the 1740s or 1750s. Thereafter, shore whaling probably accounted for most of the (poorly documented) catch. Lifetime catches by individual whalemen on Shackleford Banks suggest that the average annual catch was at least one to two whales during 1830·80, perhaps about four during the late 1870s and early 1880s, and declining to about one by the late 1880s. Data are insufficient to estimate the hunting loss rate in the Outer Banks whale fishery. North Carolina is the only state south of New Jersey known to have had a long and well established shore whaling industry. Some whaling took place in Chesapeake Bay and along the coast of Virginia during the late 17th and early 18th centuries, but it is poorly documented. Most of the rigbt whales taken off South Carolina, Georgia, and northern Florida during the 19th century were killed by pelagic whalers. Florida is the only southeastern state with evidence of an aboriginal (pre-contact) whale fishery. Right whale calves may have been among the aboriginal whalers' principal targets. Routine biostatistical port sampling data and landings records collected from the gulf menhaden purse seine fishery between 1974 and 1985 are updated. During most of the period, a total of 11 menhaden reduction plants operated in Mississippi and Louisiana, and the number of vessels in the purse seine fleet varied from 71 to 82. Total annual landings ranged from 447,100 metric tons in 1977 to the record landings for the fishery of 982,800 metric tons in 1984. Age-I and -2 gulf menhaden annually comprised almost 96% of the landings. Estimated total numbers of menhaden landed varied from 4,510.5 million in 1975 to 11,154.9 million in 1985. Annual mean lengths and weights of sampled fish-at-age showed lillie variation. Nominal or observed fishing effort gradually increased through Ihe 1970s and 1980s, reaching 655,800 vessel-ton-weeks in 1983. (PDF file contains 14 pages.)
