Eight hundred sixty-five records of Kemp's ridley sea turtles (Lepidochelys kempi) reported from Texas between the late 1940's to April 1990 were compiled from six data bases and the literature, then plotted on a series of Texas maps. Four categories of Kemp's ridleys are identified throughout the atlas: head-started (turtles that are raised in captivity their first year of life), wild, historical (pre-1980), and nesters. Geographic, seasonal, and size distributions of the turtle categories are plotted by regions. Most Kemp's ridleys were reported from the northeast and central Texas coast. They were reported from both inshore (landward of barrier islands) and offshore (seaward of barrier islands). Scattered nestings occurred in the central to southern regions. Kemp's ridleys were found more often during the spring and summer. A total of 546 turtle records contained measurements; most were 20-59.9 cm curved carapace length and considered sub-adults. Comparison of distributions of head-started and wild Kemp's ridleys suggests head-started Kemp's ridleys inhabit the same areas as wild Kemp's ridleys. (PDF file contains 56 pages.)

Since McCauley's 1945 publication, now out of print, on the "Turtles of Maryland," little has appeared on this interesting component of Maryland's vertebrate fauna. This work is thus an attempt to bring up to date the information that has accumulated during the interval. Each species has been treated in a similar vein regarding name, drawing, distribution, life history and biology. Additional information not usually found in texts or manuals has been added, especially that on folklore, uses and commercial value. Comments on environs, identification, species which should not be considered part of the turtle fauna, and the five known introduced species are included. A key to all the material and introduced species and subspecies is presented for the first time. The distribution maps have been made following the present limits of a species' known range. Dots were not used to illustrate ranges since so many species can and do move about readily. Those species whose ranges are expected to be larger than presently known are so indicated. These species and specimens thereof from the latter areas should be kept arid called to the attention of qualified personnel. All levels from the high school to scientist will find material of interest herein. (PDF contains 43 pages)

HIGHLIGHTS FOR FY 2005 1. Assisted with a study to assess hurricane impacts to Gulf sturgeon critical foraging habitat. 2. Documented Gulf sturgeon marine movement and habitat use in the Gulf of Mexico. 3. Documented Gulf sturgeon spawning with the collection of fertilized eggs in the Apalachicola River, Florida. 4. Documented Gulf sturgeon spawning with the collection of fertilized eggs in the Yellow River, Florida. 5. Assisted with benthic invertebrate survey at Gulf sturgeon marine foraging grounds. 6. Implemented Gulf Striped Bass Restoration Plan by coordinating the 22nd Annual Morone Workshop, leading the technical committee, transporting broodfish, and coordinating the stocking on the Apalachicola-Chattahoochee-Flint (ACF) river system. 7. Over 87,000 Phase II Gulf striped bass were marked with sequential coded wire tags and stocked in the Apalachicola River. Post-stocking evaluations were conducted at 45 sites in the fall and spring and 8 thermal refuges in the summer. 8. Completed fishery surveys on 4 ponds on Eglin AFB totaling 53 acres, and completed a report with recommendations for future recreational fishery needs. 9. Completed final report for aquatic monitoring at Eglin AFB from 1999 to 2004. 10. Completed a field collection of the endangered Okaloosa darter to be incorporated into a status review to be completed in FY06. 11. Provided technical assistance to the Region 4 National Wildlife Refuge (NWR) program on changes to the fishery conservation targets for the region. Also provided technical assistance to four NWRs (i.e., Okefenokee NWR, Banks Lake NWR, St. Vincent NWR, and St. Marks NWR) relative to hurricanes and recreational fishing. 12. A draft mussel sampling protocol was tested in wadeable streams in Northwest Florida and southwest Georgia, and an associated field guide, poster, and Freshwater Mussel Survey Protocol and Identification workshop were completed in FY05. 13. Implemented recovery plan and candidate conservation actions for 14 listed and candidate freshwater mussels in the Northeast Gulf Watersheds. 14. Initiated or completed multiple stream restoration and watershed management projects. A total of 7.5 stream miles were restored for stream fishes, and 11 miles of coastline were enhanced for sea turtle lighting. A total of 630 acres of wetlands and 2,401 acres of understory habitat were restored. 15. Conducted a watershed assessment to develop a threats analysis for prioritizing restoration, protection, and enhancement to natural resources of Spring Creek, Georgia and Canoe Creek, Florida. 16. Continued the formation of an Unpaved Road Interagency Team of Federal, State, and local agencies in Northwest Florida to promote stream protection and restoration from unpaved road sediment runoff. Began the development of a technical committee agreement. 17. Conducted Alabama Unpaved Road Inventory within the Northeast Gulf Ecosystem. Data collection will be completed during FY06. 18. Finalized the development of two North Florida hydrophysiographic regional curves for use by the Florida Department of Transportation (DOT) and others involved with stream restoration and protection. Initiated the development of the Alabama Coastal Plain Riparian Reference Reach and Regional Curves for use by the Alabama Department of Environmental Management (ADEM). 19. Provided technical assistance in collecting data, analysis, and thesis formulation with Troy University, Alabama, to identify the influence of large woody debris in southeastern coastal plain streams. 20. Completed pre- and post-restoration fish community monitoring at several restoration projects including Big Escambia Creek, Magnolia Creek, and Oyster Lake, Florida. 21. Established a watershed partnership for the Chipola River in Alabama and Florida and expanded development and participation in the Spring Creek Watershed Partnership, Georgia. 22. Continued to identify barriers which inhibit the movement of aquatic species within the Northeast Gulf Ecoregion. 23. Completed a report on road crossing structures in Okaloosa darter streams to guide the closure/repair/maintenance of roads to contribute to recovery of the endangered species. In cooperation with Three Rivers RC&D Council, fish passage sites identified in the report were prioritized for restoration. 24. Monitored Aquatic Nuisance Species in the Apalachicola River and tested the sterility of exotic grass carp. 25. Multiple outreach projects were completed to detail aquatic resources conservation needs and opportunities. Participated in National Fishing Week event, several festivals, and school outreach.

Identified environmental threats to Gulf sturgeon spawning habitat in the Choctawhatchee River, Florida. 6. Initiated a study to document Gulf sturgeon spawning with the collection of fertilized eggs in the Yellow River, Florida. 7. Ten years of fishery data from Okefenokee and Banks Lake National Wildlife Refuges was analyzed with recommendations incorporated into the refuge Comprehensive Conservation Plan. 14. Radio and sonic telemetry were used to investigate the tidal orientation, rate of movement (ROM), and surfacing behavior of nine Kemp's ridley turtles, Lepidochelys kempii, tracked east of the Cedar Keys, Florida. The mean of mean turtle bearings on incoming (48 ± 49 0) and falling (232 ± 41 0) tides was significantly oriented to the mean directions of tidal flow (37±9°, P<0.0025, and 234±9 0, P<0.005, respectively). Turtles had a mean ROM of 0.44±0.33 km/h (range: 0.004-1.758 km/h), a mean surface duration of 18± 15 s (range: 1-88 s), and a mean submergence duration of 8.4± 6.4 min (range: 0.2-60.0 min). ROM was negatively correlated with surface and submergence durations and positively correlated with the number of surfacings. Furthermore, ROMs were higher and surface and submergence durations were shorter during the day. Daily activities of turtles were attributed to food acquisition and bioenergetics.

The Kemp's ridley turtle (Lepidochelys kempii) is an endangered species whose recovery depends in part on the identification and protection of required habitats. We used radio and sonic telemetry on subadult Kemp's ridley turtles to investigate home-range size and habitat use in the coastal waters of west-central Florida from 1994 to 1996. We tracked 9 turtles during May-August up to 70 days after release and fou.ld they occupied 5-30 km2 foraging ranges. Compositional analyses indicated that turtles used rock outcroppings in their foraging ranges at a significantly higher proportion than expected. based on availability within the study area. Additionally. turtles used live bottom (e.g .• sessile invertebrates) and green macroalgae habitats significantly more than seagrass habitat. Similar studies are needed through'mt the Kemp's ridley turtles' range to investigate regional and stage-specific differences in habitat use. which can then be used to conserve important foraging areas.

This monograph on the ecology of Atlantic white cedar wetlands is one of a series of U.S. Fish and Wildlife Service profiles of important freshwater wetland ecosystems of the United States. The purpose of the profile is to describe the extent, components, functioning, history, and treatment of these wetlands. It is intended to provide a useful reference to relevant scientific information and a synthesis of the available literature. The world range of Atlantic white cedar (Chamaecyparis thyoides) is limited to a ribbon of freshwater wetlands within 200 km of the Atlantic and Gulf coasts of the United States, extending from mid-Maine to mid-Florida and Mississippi. Often in inaccessible sites and difficult to traverse, cedar wetlands contain distinctive suites of plant species. Highly valued as commercial timber since the early days of European colonization of the continent, the cedar and its habitat are rapidly disappearing. This profile describes the Atlantic white cedar and the bogs and swamps it dominates or codominates throughout its range, discussing interrelationships with other habitats, putative origins and migration patterns, substrate biogeochemistry, associated plant and animal species (with attention to those that are rare, endangered, or threatened regionally or nationally), and impacts of both natural and anthropogenic disturbance. Research needs for each area are outlined. Chapters are devoted to the practices and problems of harvest and management, and to an examination of a large preserve recently acquired by the USFWS, the Alligator River National Wildlife Refuge in North Carolina.

Leatherback turtles (Dermochelys coriacea) are regularly seen off the U.S. West Coast, where they forage on jellyfish (Scyphomedusae) during summer and fall. Aerial line-transect surveys were conducted in neritic waters (<92 m depth) off central and northern California during 1990−2003, providing the first foraging population estimates for Pacific leatherback turtles. Males and females of about 1.1 to 2.1 m length were observed. Estimated abundance was linked to the Northern Oscillation Index and ranged from 12 (coefficient of variation [CV] =0.75) in 1995 to 379 (CV= 0.23) in 1990, averaging 178 (CV= 0.15). Greatest densities were found off central California, where oceanographic retention areas or upwelling shadows created favorable habitat for leatherback turtle prey. Results from independent telemetry studies have linked leatherback turtles off the U.S. West Coast to one of the two largest remaining Pacific breeding populations, at Jamursba Medi, Indonesia. Nearshore waters off California thus represent an important foraging region for the critically endangered Pacific leatherback turtle.

The Kemp’s ridley sea turtle, Lepidochelys kempi, was on the edge of extinction owing to a combination of intense egg harvesting and incidental capture in commercial fishing trawls. Results from a cooperative conservation strategy initiated in 1978 between Mexico and the United States to protect and restore the Kemp’s ridley turtle at the main nesting beach at Rancho Nuevo, Tamaulipas, Mexico are assessed. This strategy appears to be working as there are signs that the species is starting to make a recovery. Recovery indicators include: 1) increased numbers of nesting turtles, 2) increased numbers of 100+ turtle nesting aggregations (arribadas), 3) an expanding nesting season now extending from March to August, and 4) significant nighttime nesting since 2003. The population low point at Rancho Nuevo was in 1985 (706 nests) and the population began to significantly increase in 1997 (1,514 nests), growing to over 4,000 nests in 2004. The size and numbers of arribadas have increased each year since 1983 but have yet to exceed the 1,000+ mark; most arribadas are still 200–800+ turtles.

Fishery observers collected data from 307 tows during 96 trips aboard skimmer trawl vessels in Louisiana’s coastal waters from September 2004 through June 2005 to estimate catch rates of target and nontarget species, including sea turtles (Cheloniidae and Dermochelyidae), by area and season during commercial shrimping operations. About 16,965.7 kg of total catch were recorded during 517.0 hours of fishing operations. Based on weight extrapolations from species composition samples, penaeid shrimp (Penaeidae) dominated the catch at 66%, followed by finfish at 19%, nonpenaeid shrimp crustaceans at 7%, discarded penaeid shrimp at 6%, and debris at 3%. Noncrustacean invertebrates comprised less than 1%. Catch rates in kilograms per hour by category was 21.6 for penaeid shrimp, 6.2 for finfish, 2.2 for nonpenaeid crustaceans, 1.8 for discarded penaeid shrimp, and 0.9 for debris. White shrimp, Litopenaeus setiferus, other penaeid shrimp, and Gulf menhaden, Brevoortia patronus, were the top three dominant species by weight. Seasonally, a higher catch rate was observed from May through August 2005 for penaeid shrimp as compared with the September through December 2004 period. Conversely, the September through December 2004 period experienced a higher catch rate for finfish than during May through August 2005. No sea turtle interactions were documented.

Since 1988 regulations have required U.S. longline fishermen to release all Atlantic white marlin, Tetrapturus albidus. By the late 1990’s, approximately 99% of Atlantic white marlin caught by U.S. recreational fishermen were released. Recent studies using PSAT technology indicate that not all released fish survive and that a minor change in hook type, 0–5° offset circle hooks rather than straight-shank “J” hooks, may have a profound effect on post release mortality. Beginning in 2004, sea turtle mitigation measures have required U.S. longline fishermen to use circle hooks. Estimates of total catch, releases, and post release mortality of Atlantic white marlin caught by U.S. recreational fishermen were made in order to evaluate the potential reduction in mortality that may be realized by requiring the use of circle hooks rather than straight-shank “J” hooks by U.S. recreational fishermen. Systematic surveys, along with opportunistic sightings, have provided important information on sea turtle (Cheloniidae and Dermochelydae) distributions, knowledge which can help reduce the risk of harmful human interaction. In 1991 and 1992, the Marine Recreational Fishery Sta- tistics Survey (MRFSS) of the National Ma- rine Fisheries Service, NOAA, provided a unique opportunity to gain additional, synoptic information on the spatial and temporal distribution of sea turtles along the U.S. Atlantic and Gulf of Mexico coasts by asking recreational anglers if they had observed a sea turtle on their fishing trip. During the spring and summer months of those years, as water temperatures warmed, the MRFSS documented an increase in sea turtle sightings in inshore waters and in a northward direction along the U.S. Atlantic Coast and in a westward direction along the northern Gulf of Mexico. This pattern reversed in the late summer and fall months as water temperatures cooled, with sea turtles concentrating along Georgia and both coasts of Florida. Although the MRFSS did not provide species or size composition of sea turtles sighted, and effort varied depending upon location of fishing activity and time of year anglers were queried, it did provide an additional and useful means of ascertaining spatial and temporal distributions of sea turtles along these coasts.

Prawn trawling occurs in most states of Australia in tropical, subtropical, and temperate waters. Bycatch occurs to some degree in all Australian trawl fisheries, and there is pressure to reduce the levels of trawl fishery bycatch. This paper gives a brief overview of the bycatch issues and technological solutions that have been evaluated or adopted in Australian prawn-trawl fi sheries. Turtle excluder devices (TED’s) and bycatch reduction devices (BRD’s) are the principal solutions to bycatch in Australian prawn-trawl fisheries. This paper focuses on a major prawn-trawl fishery of northeastern Australia, and the results of commercial use of TED’s and BRD’s in the Queensland east coast trawl fishery are presented. New industry designs are described, and the status of TED and BRD adoption and regulation is summarized. The implementation of technological solutions to reduce fishery bycatch is assumed generally to assist prawn-trawl fisheries within Australia in achieving legislative requirements for minimal environmental impact and ecological sustainable development.

Mortality of diamondback terrapins, Malaclemys terrapin, in blue crab, Callinectes sapidus, traps has become a controversial bycatch issue in some areas. Traps with turtle excluder devices (TED’s) had increased sublegal (14.5%), legal (32.9%), and total (25.7%) blue crab catch per trap day (CPUE). There were statistically significant differences between total (P=0.0202) and legal (0.0174) CPUE for standard traps and traps with TED’s. An observer program of the shark drift gillnet fishery off the Atlantic coast of Florida and Georgia was begun in 1993 to define the fishery and estimate bycatch including bottlenose dolphin, Tursiops truncatus, and sea turtles. Boats in the fishery were 12.2-19.8 m long. Nets used were 275-1,800 m long and 3.2-4.1 m deep. Stretched-mesh sizes used were 12.7-29.9 cm. Fishing trips were usually <18 h and occurred within 30 n.mi. of port. Fishing with an observer aboard occurred between Savannah, Ga., and Jacksonville, Fla., and off Cape Canaveral, Fla. Nets were set at least 3 n.mi. offshore. Numbers of boats in the fishery increased from 5 in 1993 to 11 in 1995, but total trips decreased from 185 in 1994 to 149 in 1995. During 1993-95, 48 observer trips were completed and 52 net sets were observed. No marine mammals were caught and two loggerhead turtles, Caretta caretta, were caught and released alive. A total of 9,270 animals (12 shark, 21 teleost, 4 ray, and 1 sea turtle species) were captured. Blacknose, Carcharhinus acronotus; Atlantic sharpnose, Rhizoprionodon terraenovae; and blacktip shark, C. limbatus), were the dominant sharks caught. King mackerel, Scomberomorus cavalIa; little tunny, Euthynnus alleteratus; and cownose ray, Rhinoptera bonasus, were the dominant bycatch species. About 8.4% of the total catch was bycatch. Of the totals, 9.4% of the sharks and 37.3% ofthe bycatch were discarded.
