The Lower Mekong Basin has extensive wetlands and these are being threatened by numerous problems. Most of these problems are interdependent and interact with one another. The lack of an appropriate definition of wetlands applicable to the region, pervasive inefficiencies and chronic lack of funds among riparian governments, and the poor appreciation of the true economic importance of wetlands and its resources are among the most prominent. The current definition, based on the Convention on Wetlands (Ramsar, Iran, 1971), is too broad when compared to the understanding of wetlands as being swamps, marshes and the like, and was developed specifically for wetlands with international importance as waterfowl habitats. Furthermore, wetlands are composed of different types of resources, which require different modes of management. Often, institutional competition, overlapping mandates and sometimes jealousies occur between government departments when they try to assert their authority on a particular wetland resource and use, and put forward their development plans without considering how these may conflict with other wetlands uses. Finally, effective wetland management requires reliable statistics or information on rate of harvest of natural resources such as fish and others, fishing/harvesting methods over time in order to determine the level of exploitation, and the status of the natural resources. This information is needed to identify opportunities for expansion, to establish historical trends, and to determine when management interventions are necessary to protect the resources from being overused by other developments. In order to address these issues, ICLARM - The World Fish Center has launched a project, the aim of objectives of which are described in this paper.

Two relatively inexpensive light traps to capture pre-settling reef fish and invertebrates are described. A trap made from a plastic bucket (with plastic bottles, a small plastic waste bin and two sheets of plywood) that costs US$15 appears to be just as effective as a large aluminium and plexiglass trap that costs US$275.

The U.S. Fish Commission was initiated in 1871 with Spencer Fullerton Baird as the first U.S. Fish Commissioner as an independent entity. In 1903 it became a part of the new U.S. Department of Commerce and Labor and was renamed the Bureau of Fisheries, a name it retained when the Departments of Commerce and Labor were separated in 1912. The Bureau remained in the Commerce Department until 1941 when it was merged with the Biological Survey and placed in the Department of Interior as the U.S. Fish and Wildlife Service. It was a scientific agency with well conceived programs of action, and it provided knowledge, advice, and example to state governments and individuals with fisheries interests and needs. Its efforts were supported by timely international agreements which constituted the precedent for Federal interest in fishery matters. The Fisheries Service earned stature as an advisor through heavy emphasis on basic biological research. The lack of such knowledge was marked and universal in the 1870’s, but toward the end of that decade, strong steps had been taken to address those needs under Baird’s leadership. USFC research activities were conducted cooperatively with other prominent scientists in the United States and abroad. Biological stations were established, and the world’s first and most productive deepsea research vessel, the Albatross, was constructed, and its 40-year career gave a strong stimulus to the science of oceanography. Together, the agency’s scientists and facilities made important additions to the sum of human knowledge, derived principles of conservation which were the vital bases for effective regulatory legislation, conducted extensive fish cultural work, collected and disseminated fisheries statistics, and began important research in methods of fish harvesting, preservation, transportation, and marketing.

ABSTRACT—Bycatch mortality of Pacific halibut, Hippoglossus stenolepis, in nontarget fisheries is composed primarily of immature fish, and substantial reductions in yield to directed halibut fisheries result from this bycatch. Distant-water bottomtrawl fleets operating off the North American coast, beginning in the mid 1960’s, experienced bycatch mortality of over 12,000 t annually. Substantial progress on reducing this bycatch was not achieved until the of extension fisheries jurisdictions by the United States and Canada in 1977. Bycatch began to increase again during the expansion of domestic catching capacity for groundfish, and by the early 1990’s it had returned to levels seen during the period of foreign fishing. Collaborative action by Canada and the United States through the International Pacific Halibut Commission has resulted in substantial reductions in bycatch mortality in some areas. Methods of control have operated at global, fleet, and individual vessel levels. We evaluate the hierarchy of effectiveness for these control measures and identify regulatory needs for optimum effects. New monitoring technologies offer the promise of more cost-effective approaches to bycatch reduction.

Spencer Fullerton Baird (Fig. 1), a noted systematic zoologist and builder of scientific institutions in 19th century America, persuaded the U.S. Congress to establish the United States Commission of Fish and Fisheries1 in March 1871. At that time, Baird was Assistant Secretary of the Smithsonian Institution. Following the death of Joseph Henry in 1878, he became head of the institution, a position he held until his own demise in 1887. In addition to his many duties as a Smithsonian official, including his prominent role in developing the Smithsonian’s Federally funded National Museum as the repository for governmental scientific collections, Baird directed the Fish Commission from 1871 until 1887. The Fish Commission’s original mission was to determine the reasons and remedies for the apparent decline of American fisheries off southern New England as well as other parts of the United States. The Philippine Expedition of 1907-10 was the longest and most extensive assignment of the Albatross's 39-year career. It came about because the United States had acquired the Philippines following the Spanish-American War of 1898 and the bloody Philippine Insurection of 1899-1902. The purpose of the expedition was to surbey and assess the aquatic resources of the Philippine Islands. Dr. Hugh M. Smith, the Deputy Commissioner of the U.S. Bureau of Fisheries, was the Director of the Expedition. Other scientific participants were Frederick M. Chamberlain, Lewis Radcliffe, Paul Bartsch, Harry C. Fasset, Clarence Wells, Albert Burrows, Alvin Seale, and Roy Chapman Andrews. The expedition consisted of a series of cruises, each beginning and ending in Manila and exploring a different part of the island group. In addition to the Philippines proper, the ship also explored parts of the Dutch East Indies and areas around Hong Kong and Taiwan. The expedition returned great quantities of fish and invertebrate speciments as well as hydrographic and fisheries data; most of the material was eventually deposited in the Smithsonian Institution's National Museum of Natural History. The fisehs were formally accessioned into the museum in 1922 and fell under the car of Barton A. Bean, Assistant Curator of Fishes, who then recruited Henry W. Fowler to work up the material. Fowler completed his studies of the entire collection, but only part of it was ever published, due in part to the economic constraints caused by the Depression. The material from the Philippine Expedition constituted the largest single accession of fishes ever received by the museum. These speciments are in good condition today and are still being used in scientific research.

The National Marine Fisheries Service (NMFS) Cooperative Shark Tagging Program (CSTP) is part of continuing research directed to the study of the biology of large Atlantic sharks. The CSTP was initiated in 1962 at the Sandy Hook Laboratory in New Jersey under the Department of Interior's U.S. Fish and Wildlife Service (USFWS). During the late 1950's and early 1960's, sharks were considered a liability to the economy of resort communities, of little or no commercial value, and a detriment to fishermen in areas where sharks might damage expensive fishing gear or reduce catches of more commercially valuable species.

In 1988, the Oregon Department of Fish and Wildlife began sampling and monitoring the development of a new fishery for Pacific hagfish, Eptatretus stouti, and black hagfish, E. deani. Hagfish landings by Oregon trap vessels have ranged from 11,695 kg in 1988 to 340,774 kg in 1992. Whole frozen fish were shipped to South Korea for the "eel skin" leather market. From 1988 through 1989, I sampled 924 Pacific hagfish and 897 black hagfish from commercial and research catches. Mean length of fish sampled from commercial landings was 39.6 cmf or Pacific hagfish and 34.5 cm for black hagfish. Weight-length relationships (W=aLb) were calculated for males and females of both species. Fifty percent maturity for male and female Pacific hagfish was 35 cm and 42 cm, respectively, while 50% maturityf or male and female black hagfish was 34 cm and 38 cm, respectively. Examination of gonads for both species indicated that spawning either occurs throughout the year or the spawning period is protracted. Mature females of both species had from one to three distinct sizes of eggs, but they usually carried only one group of eggs over 5 mm in length. Mature Pacific hagfish females averaged 28 eggs over 5 mm in length, and black hagfish females averaged 14 eggs over 5 mm in length. Hermaphroditism was found in 0.2% of the Pacific hagfish examined.

Domestic fisheries in American Samoa landed 587,000 lb of fish and invertebrates in 1991 worth $993,000. Most of the catch (78%) and value (80%) was taken by the shoreline subsistence fishery that occurs on the coral reefs surrounding the islands. Artisanal fisheries for offshore pelagic fishes (primarily skipjack tuna, Katsuwonus pelamis; and yellowfin tuna, Thunnus albacares) and bottomfishes (snappers, emperors, groupers) accounted for 16% and 3%, respectively, of the domestic catch. Recreational tournament catches for pelagic fishes represented the remainder (3%). While sportfishing is becoming increasingly important, other domestic fisheries have declined in recent years. The shoreline subsistence fishery has dropped by about 25% over the past decade owing to socioeconomic factors and possibly overexploitation. Artisanal fisheries have also declined precipitously in recent years owing to hurricane-related damages, attrition of fishermen, and competition with imports. Artisanal fisheries show some potential for growth, but may be constrained by marketing issues, vessel capabilities, and limited stock sizes (for bottomfish) or local availability of high-value (pelagic) fishes. In contrast to the small-scale domestic fisheries, American Samoa is also homeport to a distant-water fleet of large purse seiners and longliners that fish beyond the EEZ and deliver about 160,000-220,000 short tons of tuna per year to local canneries.

The charter boat industry in U. S. Gulf of Mexico provides access to offshore fishing opportunities for about 570,000 passengers per year on 971 boats. A 25% random sample of charter boat operators was interviewed during 1987-88 to determine species targeted, percent time committed to targeting each species, and reactions to existing catch restrictions. Three-fourths of the charter boat fleet was in Florida, 13% in Texas, 5% in Louisiana, 4% in Alabama, and 2% in Mississippi. Responses were diverse regarding species focus within the region. Species of dominant importance included groupers, Epinephelus sp. and Mycteroperca sp. (Fla.); snapper, Lutjanus campechanus (Ala., Fla., Miss., and La.); king mackerel, Scomberomorus cavalla (Miss., Tex., Ala. and Fla.); spotted seatrout, Cynoscion nebulosus (Tex. and La.); and red drum, Sciaenops ocellatus (Tex. and La). Catch restrictions were generally supported with higher levels of opposition to restricted high effort fish and/or one fish or closed fishery limits.

The year 1985 was one of celebration for the Woods Hole Laboratory of the National Marine Fisheries Service's Northeast Fisheries Center. The reason was the one hundredth anniversary of the completion and occupation of the first facility in the world dedicated to marine fisheries research. Spencer Fullerton Baird, Assistant Secretary of the Smithsonian Institution, and newly appointed first Commissioner of the nascent U.S. Commission of Fish and Fisheries visited Woods Hole in the summer of 1871 to establish a base from which to begin the investigations mandated by Congress when they established the "Fish Commission." During the following three summers (1872-74), operations were conducted from several other localities along the New England coast. During the course of those four years Baird determined that Woods Hole offered the most suitable natural and physical amenities for the investigations being conducted by the Fish Commission at that time, and for those envisioned for the future. The base for Commission operations was returned to Woods Hole in the summer of 1875 and has remained there ever since, through times fair and foul and several agency changes.

The report also looks at stocking numbers of salmon and sea trout in various rivers, predator counts for various rivers, biological work and fish disease. The Fisheries Advisory Committee was part of the Regional Water Authorities, in this case the North West Water Authority. This preceded the Environment Agency which came into existence in 1996.
