A summary is presented of research conducted on beach erosion associated with extreme storms and sea level rise. These results were developed by the author and graduate students under sponsorship of the University of Delaware Sea Grant Program. Various shoreline response problems of engineering interest are examined. The basis for the approach is a monotonic equilibrium profile of the form h = Ax2 /3 in which h is water depth at a distance x from the shoreline and A is a scale parameter depending primarily on sediment characteristics and secondarily on wave characteristics. This form is shown to be consistent with uniform wave energy dissipation per unit volume. The dependency of A on sediment size is quantified through laboratory and field data. Quasi-static beach response is examined to represent the effect of sea level rise. Cases considered include natural and seawalled profiles. To represent response to storms of realistic durations, a model is proposed in which the offshore transport is proportional to the "excess" energy dissipation per unit volume. The single rate constant in this model was evaluated based on large scale wave tank tests and confirmed with Hurricane Eloise pre- and post-storm surveys. It is shown that most hurricanes only cause 10% to 25% of the erosion potential associated with the peak storm tide and wave conditions. Additional applications include profile response employing a fairly realistic breaking model in which longshore bars are formed and long-term (500 years) Monte Carlo simulation including the contributions due to sea level rise and random storm occurrences. The effects of potential sea level rise on the shoreline and shore environment have been briefly examined by considering the interactions between sea level rise and relevant coastal processes. These interactions have been reviewed beginning with a discussion of the need to reanalyze previous estimates of eustatic sea level rise and compaction effects in water level measurement. This is followed by considerations on sea level effects on coastal and estuarine tidal ranges, storm surge and water level response, and interaction with natural and constructed shoreline features. The desirability to reevaluate the well known Bruun Rule for estimating shoreline recession has been noted. The mechanics of ground and surface water intrusion with reference to sea level rise are then reviewed. This is followed by sedimentary processes in the estuaries including wetland response. Finally comments are included on some probable effects of sea level rise on coastal ecosystems. These interactions are complex and lead to shoreline evolution (under a sea level rise) which is highly site-specific. Models which determine shoreline change on the basis of inundation of terrestrial topography without considering relevant coastal processes are likely to lead to erroneous shoreline scenarios, particularly where the shoreline is composed of erodible sedimentary material. With some exceptions, present day knowledge of shoreline response to hydrodynamic forcing is inadequate for long-term quantitative predictions. A series of interrelated basic and applied research issues must be addressed in the coming decades to determine shoreline response to sea level change with an acceptable degree of confidence. Proper release of marine fishes has become increasingly important to anglers. The use of fisheries management tools such as size limits, bag limits and closed seasons as well as stronger conservation ethics have resulted in more and more fish being released. In order to maintain healthy fish populations, each angler is responsible for fishing legally, carefully handling fish that are hooked and releasing fish that are not harvested so they can spawn or perhaps be caught again. Marine protected areas (MPAs) are being promoted around the world as an effective means of protecting marine and coastal resources and biodiversity. However, concerns have been raised about their impact on the livelihoods, culture and survival of small-scale and traditional fishing and coastal communities. Yet, as this study from Brazil shows, it is possible to use MPAs as a tool for livelihood-sensitive conservation. Based on detailed studies of three sites–the Peixe Lagoon National Park in Rio Grande do Sul, and the marine extractive reserves (MERs) of Mandira, São Paulo, and Corumbau, Bahia – the study shows how communities in Brazil have been able to use protected areas to safeguard their livelihoods against development and industrialization projects, like shrimp farms and tourist resorts. The Channel Islands—sometimes called the Galapagos of North America—are known for their great beauty, rich biodiversity, cultural heritage, and recreational opportunities. In 1980, in recognition of the islands’ importance, the United States Congress established a national park encompassing 5 of California’s Channel Islands (Santa Barbara, Anacapa, Santa Cruz, Santa Rosa, and San Miguel Islands) and waters within 1 nautical mile of the islands. In the same year, Congress declared a national marine sanctuary around each of these islands, including waters up to 6 nautical miles offshore. Approximately 60,000 people visit the Channel Islands each year for aquatic recreation such as fishing, sailing, kayaking, wildlife watching, surfing, and diving. Another 30,000 people visit the islands for hiking, camping, and sightseeing. Dozens of commercial fishing boats based in Santa Barbara, Ventura, Oxnard, and other ports go to the Channel Islands to catch squid, spiny lobster, sea urchin, rockfish, crab, sheephead, flatfish, and sea cucumber, among other species. In the past few decades, advances in fishing technology and the rising number of fishermen, in conjunction with changing ocean conditions and diseases, have contributed to declines in some marine fishes and invertebrates at the Channel Islands. In 1998, citizens from Santa Barbara and Ventura proposed establishment of no-take marine reserves at the Channel Islands, beginning a 4-year process of public meetings, discussions, and scientific analyses. In 2003, the California Fish and Game Commission designated a network of marine protected areas (MPAs) in state waters around the northern Channel Islands. In 2006 and 2007, the National Oceanic and Atmospheric Administration (NOAA) extended the MPAs into the national marine sanctuary’s deeper, federal waters. To determine if the MPAs are protecting marine species and habitats, scientists are monitoring ecological changes. They are studying changes in habitats; abundance and size of species of interest; the ocean food web and ecosystem; and movement of fish and invertebrates from MPAs to surrounding waters. Additionally, scientists are monitoring human activities such as commercial and recreational fisheries, and compliance with MPA regulations. This booklet describes some results from the first 5 years of monitoring the Channel Islands MPAs. Although 5 years is not long enough to determine if the MPAs will accomplish all of their goals, this booklet offers a glimpse of the changes that are beginning to take place and illustrates the types of information that will eventually be used to assess the MPAs’ effectiveness. This study examines the development of the Community Fisheries Sub-Decree. From its promulgation in late 2000 through its draft form in June 20021, this sub-decree has gone through over 25 drafts. Initially, the writing process involved the public intimately: community meetings were conducted, NGOs contributed their knowledge and expertise, and then, with these consultations in mind, the newly-formed Community Fisheries Development Office (CFDO) in the Department of Fisheries (DoF) drafted the sub-decree. Over the following year and a half, the sub-decree went through numerous changes, some of which fundamentally alter the tenor of the legislation. This includes the deletion of some of the primary issues of rural communities, such as what fishing gears they can use and whether they can participate in patrolling the fishing area. While the final form is still pending, there are many questions as to the positive effects that the sub-decree will ultimately have on people’s livelihoods when it is finally approved. This research was undertaken to track the development of the sub-decree to gain a better understanding of how the Cambodian policy-making system functions. Consultations were undertaken with the DoF and CFDO before the research began, both of which agreed to the study. It is hoped that this report will help not only those interested in community fisheries issues, but also those who want to advocate on other Cambodian development issues as well. Due to the sensitive nature of the subject material, and the fact that the sub-decree is still pending, the author has conducted interviews with the express purpose of keeping them confidential. Therefore, no individual will be quoted directly in this study. In addition, many of the English versions of the drafts examined were unofficial translations. The author has made no effort to correct the English in the drafts. Moreover, there are also questions regarding the drafts and their sequence, as no government records were kept of the process or the changes that were made along the way. The last three decades have witnessed dramatic changes in the structure of supply and demand for fish, especially in Asia. This WorldFish research study sponsored by the Asian Development Bank focussed on nine developing countries – Bangladesh, China, India, Indonesia, Malaysia, the Philippines, Sri Lanka, Thailand, and Vietnam, all active players in the transformation of global fish supply and demand. The study, broken into five components and reported here, considered: 1) the profile of key aquaculture technologies and fishing practices; 2) analysis of policies, institutions and support services; 3) socioeconomic profile of major stakeholders in the fisheries sector; 4) projections of fish demand and supply in the nine Asian countries; and 5) formulation of national action plans based on the findings and recommendations of the study.
