The Nigeria-German Kainji Lake Fisheries Promotion Project (KLFPP) promoted the distribution of genetically improved cocks to the Kainji Lake (Nigeria) fishing communities aiming to compensate for possible short-term income losses due to the implementation of fisheries management measures restricting the use of the Lake's resources and to provide alternative sources for income generation, especially for the women. Out of 5,075 cocks produced, 4,171 cocks were distributed at subsidized prices mainly to women in 116 fishing villages of Kainji Lake. During an impact survey carried out in 12 villages, 6-24 months after distribution, only 25% of the cocks distributed were seen. However, potential income for each beneficiary from the hybrid offspring was estimated at minimum 1,000 Naira per year

It is a common knowledge that there exists a wide gap between domestic fish production and demand in Nigeria. Government recognizes this situation and has in recent years encouraged fish production through fishing inputs subsidies, DFRRI assisted fingerlings production among others. Despite these efforts, impact at the grassroots has been low. One of the major reasons for the failure could be attributable to inadequate involvement of rural communities in fish production. This missing link appears to be ignorance of local communities in harnessing this potential to stimulate fish production. There is therefore the need to educate the rural dwellers through effective extension services. Strategies to achieve the required awareness have been discussed

The findings are presented of a nutrition survey carried out in the framework of the Nigerian-German Kainji Lake Fisheries Promotion Project in March/April 1995. The major aim of the study was to obtain closer information on the food habits and food consumption patterns of the fishing population, especially the quantification of fish and small fish in particular, consumed at the household level. A standardized questionnaire was used to collect relevant information on demographic, education and occupational profiles; the information was collected in 39 villages in the southern sector of Kainji Lake. This survey was carried out to provide the Kainji Lake Fisheries Promotion Project (KLFPP), whose overall goal is the improvement of the standard of living of fishing communities around Kainji Lake, Nigeria, and an increase in the availability of fish to consumers, with nutritional status baseline data for long-term monitoring and evaluation of the overall project goal. In a cross-sectional survey, baseline anthropometric data was collected from 768 children, aged 3-60 months in 389 fisherfolk households around the southern sector of Kainji Lake, Nigeria. In addition, data was collected on the nutritional status and fertility of the mothers, vaccination coverage of children and child survival indicators. For control purposes, 576 children and 292 mothers from non-fishing households around Kainji Lake were likewise covered by the survey. A standardised questionnaire was used to collect relevant information, while anthropometric measurements were made using appropriate equipment. Data compilation and analysis was carried out with DATAEASE registered and EPI-INFO registered software, using NCHS reference data for the analysis of anthropometric measurements. The prevalence of stunted children in fishing households was high at 40%, while the prevalence of wasted and underweight children was likewise high at 10% and 29% respectively. Children from non-fishing households had a marginally lower prevalence of stunting, wasting and underweight with 37%, 7% and 25 % respectively, although these differences were not statistically significant. Considering the fact that the survey was carried out during a period of relative food abundance, the prevalence of wasting and underweight children is likely to be much higher during periods of food shortage. The prevalence of stunting, wasting and underweight was relatively high for children aged 3 to 23 months, suggesting an increased risk of malnutrition during this period, most likely associated with inadequate weaning practices. The prevalence of malnourishment amongst women of child-bearing age was relatively high, irrespective of occupation of the household, with an average of 11% undernourished and 6% wasted. Vaccination coverage was very low while infant and child mortality were extremely high with about 1 in 5 children dying before their fifth birthday. Based on the ethical obligation to maximise the potential benefits of the survey, recommendations for activities to improve community nutrition and health were made for communication to relevant authorities. This survey was carried out to provide the Kainji Lake Fisheries Promotion Project (KLFPP), whose overall goal is the improvement of the standard of living of fishing communities around Kainji Lake, Nigeria, managing the fisheries on a sustainable basis, with follow-up data for long-term monitoring and evaluation of the overall project goal. A similar survey, conducted in 1996, provided the baseline against which data from the current survey was evaluated. In a cross-sectional survey, anthropometric data was collected from 576 children aged 3-60 months in 282 fisherfolk households around the southern sector of Kainji Lake, Nigeria. In addition, data was collected on the nutritional status and fertility of the mothers, vaccination coverage of children and child survival indicators. For control purposes, 374 children and 181 mothers from non-fishing households around Kainji Lake were likewise covered by the survey. A standardised questionnaire was used to collect relevant data, while anthropometric measurements were made using appropriate equipment. Data compilation and analysis was carried out with a specially designed Microsoft Access application, using NCHS reference data for the analysis of anthropometric measurements. Statistical significance testing was done using EPI-INFO" software. The results of the follow-up survey indicate a slight increase in the percentage of stunted pre-school children in fishing households around Kainji Lake, from 40% in 1996 to 41% in 1999. This increase is however not statistically significant (p= 0.704). Over the same period, the percentage of stunted children in non-fishing households increased from 37% to 39% (p= 0.540), which is also not statistically significant. Likewise, there were no statistically significant differences between the 1996 and 1999 results for the prevalence of either wasted or underweight children in fishing households. The same applies to children from non-fishing households. In addition, vaccination coverage remains very low while infant and child mortality rates continue to be extremely high with about 1 in 5 children dying before their fifth birthday. There has been no perceptible and lasting improvement in the standard of living of fishing households over the course of the second project phase as indicated by the persistently high prevalence of stunting. The situation is the same for the control group, indicating that for the region as a whole, a number of factors beyond the immediate influence of the project continue to negatively impact on the standard of living. The results also show that the project activities have not had any negative long-term effect on the nutritional status of the beneficiaries. (PDF contains 44 pages)

Progressive increases in storm intensities and extreme wave heights have been documented along the U.S. West Coast. Paired with global sea level rise and the potential for an increase in El Niño occurrences, these trends have substantial implications for the vulnerability of coastal communities to natural coastal hazards. Community vulnerability to hazards is characterized by the exposure, sensitivity, and adaptive capacity of human-environmental systems that influence potential impacts. To demonstrate how societal vulnerability to coastal hazards varies with both physical and social factors, we compared community exposure and sensitivity to storm-induced coastal change scenarios in Tillamook (Oregon) and Pacific (Washington) Counties. While both are backed by low-lying coastal dunes, communities in these two counties have experienced different shoreline change histories and have chosen to use the adjacent land in different ways. Therefore, community vulnerability varies significantly between the two counties. Identifying the reasons for this variability can help land-use managers make decisions to increase community resilience and reduce vulnerability in spite of a changing climate. The Quedan and Rural Credit Guarantee Corporation (Quedancor) of the Philippine Department of Agriculture has the critical responsibility of providing and improving credit assistance to fishers, it also has the task of helping its beneficiaries meet the repayment obligations of their loans. One reason for defaults can be attributed to the devastating impact of natural calamities. Schemes in place are still insufficient to help safeguard lending programs and operations from non-repayment of loans due to production losses and damages to personal properties.(PDF contains 5 pages) Natural calamities include the uncertainties and vagaries of weather and climate that bring about typhoons, floods, and drought; earthquakes; volcanic eruption as well as pests and diseases that affect the productivity of fisheries. When natural calamities occur, small fishers are unable to pay their loans from Quedancor, moreover they have difficulty renewing their loan applications from Quedancor or accessing credit from other sources. Failure to access credit could disable them to continue venture on fishing activities and could eventually jeopardize the welfare of their entire household. The inability of creditors to pay their loans and meet their obligations also impair, to a large extent, the financial operation and viability of the lending institutions. Risk management schemes currently employed include price stabilization measures, targeted relief` to typhoons and drought victims, and crop insurance systems, to name a few. Some of these schemes are becoming very expensive to implement. Moreover, they fail to enable fishers regain sufficient resources so that they may continue production.

The purpose of this essay is to clarify the theoretical understanding of the concept of resilience in order to explore problems surrounding the empirical measurement and application of the concept, as well as to examine strategic examples of empirical measures and policy applications in the literature of several disciplines, fields, and professions. The examination of resilience occurs in two streams: one conceptual and one methodological. At the conceptual level, the focus will be on definitions, distinctions between resilience and related concepts, and the theoretical frameworks that underlie usage of the concept. At the empirical level, the examination of resilience will be centered on the methodological challenges associated with research on resilience as well as previous attempts to operationalize and measure resilience. In 2008, the Center for Watershed Protection (CWP) surveyed seventy-three coastal plain communities to determine their current practices and need for watershed planning and low impact development (LID). The survey found that communities had varying watershed planning effectiveness and need better stormwater management, land use planning, and watershed management communication. While technical capacity is improving, stormwater programs are under staffed and innovative site designs may be prohibited under current regulations. In addition, the unique site constraints (e.g., sandy soils, low relief, tidal influence, vulnerability to coastal hazards, etc.) and lack of local examples are common LID obstacles along the coast (Vandiver and Hernandez, 2009). LID stormwater practices are an innovative approach to stormwater management that provide an alternative to structural stormwater practices, reduce runoff, and maintain or restores hydrology. The term LID is typically used to refer to the systematic application of small, distributed practices that replicate pre-development hydrologic functions. Examples of LID practices include: downspout disconnection, rain gardens, bioretention areas, dry wells, and vegetated filter strips. In coastal communities, LID practices have not yet become widely accepted or applied. The geographic focus for the project is the Atlantic and Gulf coastal plain province which includes nearly 250,000 square miles in portions of fifteen states from New Jersey to Texas (Figure 1). This project builds on CWP’s “Coastal Plain Watershed Network: Adapting, Testing, and Transferring Effective Tools to Protect Coastal Plain Watersheds” that developed a coastal land cover model, conducted a coastal plain community needs survey (results are online here: http://www.cwp.org/#survey), created a coastal watershed Network, and adapted the 8 Tools for Watershed Protection Framework for coastal areas. The Tanzania Coastal Management Partnership (TCMP) works to implement the National Integrated Coastal Environmental Management Strategy (ICEMS) in Tanzania’s coastal landscapes and seascapes, funded in large measure by the U.S. Agency for International Development. The overarching goal of the Sustainable Coastal Communities and Ecosystems in Tanzania (SUCCESS Tanzania) initiative is to conserve coastal and marine biodiversity while improving the well being of coastal residents through implementation of the Tanzania ICEMS and related ICM policies and strategies. It does this by focusing on three key results: -Policies and Laws that Integrate Conservation and Development Applied -Participatory Landscape Scale Conservation Practiced -Conservation Enterprises Generate Increased and Equitable Benefits from Sustainable Use An additional result sought in the program is gender equity and HIV/AIDS preventive behaviors promoted through communicating HIV/AIDS, environment, and equity messages. The hardship of poverty bestowed on people has become a problem of horrifying enormity. Which attracts global concern to a steadfast search on the best approach to address the menace and to improve the living standard of people particularly those in the rural areas. These areas equally represent where majority of the fishermen lives. They are found frequently isolated, living along margin of lakes, rivers etc often unheard and unseen in development process. The study reviews the concept of poverty, perception and situation in Nigeria, as well as the past approaches to poverty alleviation. Due to the failure of the past approaches to tackle poverty adequately, the paper outlines a new concept of poverty alleviation-sustainable livelihood. Basically the paper highlights its concept, principles, framework and its application in poverty alleviation projects and general development process with particular reference to the Nigerian rural fishing communities

The attributes of responsible fisheries in enhancing Poverty Alleviation of fishing Communities of Lake Kainji were appraised. After impoundment in 1968, the catch per unit effort of fish continued on a downward trend, which suggested a decline in the fish population as a result of improper fishing methods such as the use of small mesh size nets, fish poisoning, destructive fishing gears like beach seine nets. The Nigerian-German (GTZ) Kainji Lake Fisheries Promotion Project intervention brought an increase in yields for the lake in 1996. The estimated annual yield was put at 38.244 metric tones in 1996, an increase of 18 % from the yield recorded in 1995 due to improvement in fishing and conservation methods. The result of catch assessment study carried out in 2003 as a follow up to GTZ intervention is presented. This reveals 15 family and 40 species of fish recorded. Which shows that Lake Kainji still has very high diversity and abundance of fish species. The paper suggests ways to encourage fishing communities to adopt new innovation or strategies by the government and non-governmental organization, which will go a long way in alleviation poverty among the fisher folks

Poverty has been variously measured in terms of income, consumption, and access to social and physical infrastructures. It is a multi-component phenomenon that cannot be measured by one single variable. This indicates that poverty alleviation or eradication requires a holistic approach. Because the existing strategies at ensuring poverty alleviation have not made impact at the Lake Chad Basin. Therefore, this study identifies the strategies that are adaptable to the area. Data were obtained on Literacy, income, quality housing, mobility, and access to infrastructure, cultural and socio-economic. The paper develops a pragmatic strategy through which the fishing communities can experience true empowerment and improved standard of living

Projects of the scope of the restoration of the Florida Everglades require substantial information regarding ecological mechanisms, and these are often poorly understood. We provide critical base knowledge for Everglades restoration by characterizing the existing vegetation communities of an Everglades remnant, describing how present and historic hydrology affect wetland vegetation community composition, and documenting change from communities described in previous studies. Vegetation biomass samples were collected along transects across Water Conservation Area 3A South (3AS).

Thirty-nine participants from 18 countries, including women fishworkers, representatives of fishworker organizations and NGOs, activists and researchers, met at Mahabalipuram, India, during 7-10 July 2010, to discuss the theme “Recasting the Net: Defining a Gender Agenda for Sustaining Life and Livelihoods in Fishing Communities. The workshop was meant to reflect on what needs to be done to develop a ‘gender agenda’ for sustaining life and livelihoods in fisheries. It was also organized against the backdrop of the growing international recognition of small-scale fisheries and efforts to enhance their contribution to food security and poverty alleviation, as evidenced in the deliberations of the the Committee on Fisheries (COFI) of the Food and Agriculture Organization of the United Nations (FAO). This publication—the proceedings of the Mahabalipuram workshop—will be useful for fishworker organizations, gender activists, researchers, policymakers, fish farmers, members of civil society and anyone interested in gender, fisheries and livelihoods.
