As a Federal trust species, the well-being of the striped bass (Morone saxatilis) population along the Eastern Seaboard is of major concern to resource users. Striped bass are an extremely valuable commercial and recreational resource. As a principal piscivore in Chesapeake Bay, striped bass directly or indirectly interact with multiple trophic levels within the ecosystem and are therefore very sensitive to biotic and abiotic ecosystem changes. For reasons that have yet to be defined, the species has a high intrinsic susceptibility to mycobacteriosis. This disease has been impacting Chesapeake Bay striped bass since at least the 1980s as indicated by archived tissue samples. However, it was not until heightened incidences of fish with skin lesions in the Pocomoke River and other tributaries of the Chesapeake Bay were reported in the summer and fall of 1996 and 1997 that a great deal of public and scientific interest was stimulated about concerns for fish disease in the Bay. This is the report of the “DoF/NACA-STREAM/FAO Workshop on Livelihoods Approaches and Analysis” that was conducted in Yangon, Union of Myanmar from 11-15 May 2004. The purpose of the workshop was to develop and document mechanisms for training in livelihoods approaches and analysis, and to build national capacity to conduct livelihoods studies. The workshop in Yangon was the first STREAM event in Myanmar, with colleagues coming to participate from Yangon and many Divisions and States throughout the country. The workshop in Yangon was the fourth in a series, the first of which was held in Iloilo City, Philippines, in November 2003, the second in Ranchi, India, in February 2004, and the third in Vientiane, Lao PDR in March 2004. A subsequent workshop will take place in Yunnan, China. The objectives of the workshop were to: Understand issues of interest to people whose livelihoods include aquatic resources management, especially those with limited resources Build “(national) livelihoods teams” to do livelihoods analyses and training, and share their experiences with communities and other stakeholders Share understandings of livelihoods approaches and analysis using participatory methods Review current NACA-STREAM livelihoods analysis documentation, adapt and supplement, towards the drafting of a Guide for Livelihoods Analysis Experience the use of participatory tools for livelihoods analysis Plan activities for carrying out livelihoods analyses, and Consider how to build capacity in monitoring and evaluation (M&E) and “significant change”. The National Marine Sanctuaries Act (16 U.S.C. 1431, as amended) gives the Secretary of Commerce the authority to designate discrete areas of the marine environment as National Marine Sanctuaries and provides the authority to promulgate regulations to provide for the conservation and management of these marine areas. The waters of the Outer Washington Coast were recognized for their high natural resource and human use values and placed on the National Marine Sanctuary Program Site Evaluation List in 1983. In 1988, Congress directed NOAA to designate the Olympic Coast National Marine Sanctuary (Pub. L. 100-627). The Sanctuary, designated in May 1994, worked with the U.S. Coast Guard to request the International Maritime Organization designate an Area to be Avoided (ATBA) on the Olympic Coast. The IMO defines an ATBA as "a routeing measure comprising an area within defined limits in which either navigation is particularly hazardous or it is exceptionally important to avoid casualties and which should be avoided by all ships, or certain classes of ships" (IMO, 1991). This ATBA was adopted in December 1994 by the Maritime Safety Committee of the IMO, “in order to reduce the risk of marine casualty and resulting pollution and damage to the environment of the Olympic Coast National Marine Sanctuary”, (IMO, 1994). The ATBA went into effect in June 1995 and advises operators of vessels carrying petroleum and/or hazardous materials to maintain a 25-mile buffer from the coast. Since that time, Olympic Coast National Marine Sanctuary (OCNMS) has created an education and monitoring program with the goal of ensuring the successful implementation of the ATBA. The Sanctuary enlisted the aid of the U.S. and Canadian coast guards, and the marine industry to educate mariners about the ATBA and to use existing radar data to monitor compliance. Sanctuary monitoring efforts have targeted education on tank vessels observed transiting the ATBA. OCNMS's monitoring efforts allow quantitative evaluation of this voluntary measure. Finally, the tools developed to monitor the ATBA are also used for the more general purpose of monitoring vessel traffic within the Sanctuary. While the Olympic Coast National Marine Sanctuary does not currently regulate vessel traffic, such regulations are within the scope of the Sanctuary’s Final Environmental Impact Statement/Management Plan. Sanctuary staff participate in ongoing maritime and environmental safety initiatives and continually seek opportunities to mitigate risks from marine shipping.(PDF contains 44 pages.)

The STREAM Initiative has been working with issues relating to livelihoods, policy and institutional development and communications throughout Asia-Pacific. Recently this has included work in India with indigenous communities supporting people to have a voice in policy making processes. There appear to be some parallels between this work and the objectives of Kimberley Aquaculture Aboriginal Corporation (KAAC) and also the Agriculture Fisheries and Forestry Australia (AFFA) Indigenous Aquaculture Unit (IAU), National Aquaculture Development Strategy for Indigenous Communities in Australia. Vietnam has a large number of poor people whose livelihoods depend in various ways on aquatic resources. More than 20 million people living along the coastline are among the most vulnerable and poorest in Vietnam and similarly poor situations occur with more than 10 million population living in mid and highland areas throughout the country. The Government of Vietnam is giving high priority to the poverty alleviation and following several successful government and donor funded projects, it is recognized that aquaculture can and should play an increasingly important role in improving the livelihoods of poor people. This document is in Spanish. El Capítulo I concentra información sobre los volúmenes de producción obtenidos en la fase primaria de la acti vidad (capturas yacuacultura). Las principales variables manejadas son: producción por principales especies, por destino de consumo, por litoral y por entidad federativa, así como su valor a precios de playa; St incorpora al final un conjunto de cuadros con series históricas de producción. Aunque la temática es similar a la del Anuario Estadístico de Pesca de 1994, se agregan nuevos cuadros y series históricas. En el Capítulo II se presentan estadísticas sobre la transformación o industrialización de productos pesqueros. Los indicadores más representativos se refieren a materia prima procesada y producción obtenida, desagregándola por entidad federativa y principales líneas de producción, es decir, congelado, enlatado, reducción (elaboración de harina de pescado y aceites) y otros procesos. El Capítulo III contiene las estadísticas sobre la fase de la comercialización y consumo de los productos provenientes de la pesca: disponibilidad, consumos (aparente y per-cápita), precios y balanza comercial pesquera, así como series históricas sobre estos mismos indicadores. Enseguida --en el Capítulo IV-, se da a conocer información acerca de los principales activos disponibles en el sector, esto es, sobre la flota, planta industrial, astilleros, instalaciones portuarias, granjas acuícolas comerciales y centros de acuacultura. Asimismo, aparecen las cifras de los empleos generados por la actividad y de los créditos otorgados al sector por la banca de desarrollo. En el Capítulo V se incluye información acerca de las Normas Oficiales vigentes que conciernen a la actividad pesquera, así como de las vedas que se aplican a las diferentes pesquerías. En el Capítulo VI se hace un compendio de las principales variables de la actividad pesquera mundial, en el que se puede apreciar la participación de México en las distintas fases de la pesca. Las cifras estadísticas tienen como fuente las publicaciones de FAO: Anuario Estadísticas de Pesca 1993, vol. 76 Capturas y Desembarques y vol. 77 Productos, así como en Estadísticas de la Producción de Acuicultura, 1984-1993, dado que son los últimos números de la serie que se encuentran disponibles. Between 1990 and 1995, Pacific coastal bottlenose dolphins (Tursiops truncatus gillii) were studied using photo-identification during 228 boat-based surveys of the coastal strip (<1 km offshore) between Marina and New Brighton Beach in Monterey Bay (18 km of coastline). The study period encompassed 3 regular (1990, 1991 and 1995) and 3 El Niño years (1992, 1993, 1994). Based on dorsal fin markings, 97 unique individuals were identified. Eighteen animals (19%) showed a high level of site fidelity (defined as presence in at least 5 of the 6 years), although their overall range was larger than the study area. Thirty-eight animals (39%) were transient, leaving for periods of time, and 41 (42%) were occasional encounters. The rate of discovery indicated a pulsed recruitment of new individuals into the study area, with periods of stable school composition, especially during non-El Nino years, and periods of high school fluidity. Encounter rate was significantly higher in El Niño (81%) than non-El Niño years (61%). School size averaged 16 individuals (C.I.3, =0.05) and was significantly larger in El Niño years. Schools where calves were present were twice as large (mean=15; S.D.=8) than schools without calves (mean=8; S.D.=6). Newborns represented 12% of the sightings and were seen year round with a peak in summer and fall. Crude birth rate ranged between 0.09 and 0.17 (mean=0.13; S.D.=0.03). Five females calved in consecutive years and a resident female calved once a year for the duration of the study, possibly indicating a high rate of mortality for calves in this area. Individuals often traveled as subgroups of more consistent composition than the school itself, possibly indicating that a stronger social bond exists within these units which may function as “bands” (sensu Wells 1991) of same sex individuals traveling within a larger school of mixed composition. In the past few years, large-scale, high-seas driftnet fishing has sparked intense debate and political conflict in many oceanic regions. In the Pacific Ocean the driftnet controversy first emerged in the North Pacific transition zone and subarctic frontal zone, where driftnet vessels from Japan, the Republic of Korea, and Taiwan pursue their target species of neon flying squid. Other North Pacific driftnet fleets from Japan and Taiwan target stocks of tunas and billfishes. Both types of driftnet fishing incidentally kill valued non-target species of marine life, including fish, mammals, birds, and turtles. In response to public concerns about driftnet fishing, government scientists began early on to assemble available information and consider what new data were required to assess impacts on North Pacific marine resources and the broader pelagic ecosystem. Accordingly, a workshop was convened at the NMFS Honolulu Laboratory in May 1988 to review current information on the biology, oceanography, and fisheries of the North Pacific transition zone and subarctic frontal zone. The workshop participants, from the United States and Canada, also developed a strategic plan to guide NMFS in developing a program of driftnet fishery research and impact assessment. This volume contains a selection of scientific review papers presented at the 1988 Honolulu workshop. The papers represent part of the small kernel of information available then, prior to the expansion of cooperative international scientific programs. Subsequent driftnet fishery monitoring and research by the United States, Canada, Japan, Korea, and Taiwan have added much new data. Nevertheless, this collection of papers provides a historical perspective and contains useful information not readily available elsewhere. (PDF file contains 118 pages.)

The 13th Annual Larval Fish Conference and Annual Meeting of the American Fisheries Society Early Life History Section cohosted by Mote Marine Laboratory, United States, and the Instituto Nacional de la Pesca, Mexico, were held 21-26 May 1989, in Merida, Yucatan, Mexico. The purpose of holding the meeting in Mexico was to encourage the participation of our Latin American and Caribbean colleagues and to provide a forum for the exchange of ideas and information among researchers working in the Americas. More than 150 participants represented 24 U.S. states, the District of Columbia, and 13 foreign countries including Mexico, Canada, Puerto Rico, Costa Rico, Panama, Cuba, Columbia, Chile, Peru, Brazil, Argentina, South Africa, and West Germany. The Conference began with registration and a social in the courtyard patio of the Merida Holiday Inn. Fresh red grouper, the most important commercial finfish species of the State of Yucatan, was prepared and served by the hotel staff, courtesy of CPI, Itzamex, and the Terramar Trading Company. Quarterly ichthyoplankton sampling was conducted at 16 estuarine and 24 inshore stations along the Florida Everglades from May 1971 to February 1972. The area is one of the most pristine along lhe Florida coast. The survey provided the first comprehensive information on seasonal occurrence, abundance (under 10 m' of surface area), and distribution of fish eggs and larvae in this area. A total of 209,462 fish eggs and 78,865 larvae was collected. Eggs were identified only as fish eggs, but among the larvae, 37 families, 47 genera, and 37 species were identified. Abundance of eggs and larvae, and diversity of larvae, were greatest in the inshore zone. The 10 most abundant fish families which together made up 90.7% of all larvae from the study area were, in descending order of abundance: Clupeidae, Engraulidae, Gobiidae, Sciaenidae, Carangidae, Pomadasyidae, Cynoglossidae, Gerreidae, Triglidae, and Soleidae. Clupeidae, Engraulidae, and Gobiidae made up 59.9% of all larvae. The inshore zone (to a depth of about 10 m) was a spawning ground and nursery for many fishes important to fisheries. The catch of small larvae (<>3.5 mm SL) indicated that most fishes identified from the 10 most abundant families spawned throughout the inshore zone at depths of <> 10 m, but Orthopristis chrysoptera, Gerreidae, and Prionotus spp. spawned at depths > 10 m, with offshore to inshore (eastward) larval transport. Salinity was one of several environmental factors that probably limited the numbers of eggs and larvae in the estuarine zone. Abundance of eggs and larvae at inshore stations was usually as great as, and sometimes greater than, the abundance of eggs and larvae at offshore stations (due west of the Everglades). Fifteen cooperative fish rearing and planting programs for salmon and steelhead were active from July 1, 1995 through June 30, 1996. For all programs, 134,213 steelhead trout,(Oncorhynchus mykiss), 7,742,577 chinook salmon,(~ tshawytscha),and 25,075 coho salmon(~ kisutch) were planted. (PDF contains 26 pages.)

The work presented here represents an 18-month study to examine the relationship between environmental conditions, bacterial load in the water and bacteria levels in tissue macrophages of a range of clinically healthy freshwater fish species, farmed in a range of culture systems in Thailand and Vietnam. Preliminary assessment was made of the clinical significance of the macrophage bacterial load. The aim of this work was to improve production in fresh-water aquaculture through the control of clinical bacterial disease and subclinical infection, and to identify management practices most effective in promoting fish health. In this essay, three lines of evidence are developed that sturgeons in the Chesapeake Bay and elsewhere are unusually sensitive to hypoxic conditions: 1. In comparison to other fishes, sturgeons have a limited behavioral and physiological capacity to respond to hypoxia. Basal metabolism, growth, and consumption are quite sensitive to changes in oxygen level, which may indicate a relatively poor ability by sturgeons to oxyregulate. 2. During summertime, temperatures >20 C amplify the effect of hypoxia on sturgeons and other fishes due to a temperature*oxygen "squeeze" (Coutant 1987)- In bottom waters, this interaction results in substantial reduction of habitat; in dry years, nursery habitats in the Chesapeake Bay may be particularly reduced or even eliminated. 3. While evidence for population level effects by hypoxia are circumstantial, there are corresponding trends between the absence of Atlantic sturgeon reproduction in estuaries like the Chesapeake Bay where summertime hypoxia predominates on a system-wide scale. Also, the recent and dramatic recovery of shortnose sturgeon in the Hudson River (4-fold increase in abundance from 1980 to 1995) may have been stimulated by improvement of a large portion of the nursery habitat that was restored from hypoxia to normoxia during the period 1973-1978. Bi-weekly phytoplankton samples were collected at 0, 10, and 20 m and enumerated by the Utermöhl sedimentation technique; 14C productivity measurements at 10 m, oblique zooplankton tows, and routine hydrographic observations were also made. Northerly winds induce upwelling during December-April, followed by a rainy season; a slight resurgence in upwelling may occur during July and/or August. Annual variations in upwelling intensity and rainfall occur. During upwelling, the upper 50 m, about 30 per cent of the total volume of the Gulf of Panama, is replaced with water 5 to 10 C colder than the more stratified, turbid and nutrient impoverished watermass present during the rainy season. The mean annual runoff accompanying an average annual precipitation of 2731 mm is estimated to equal a layer of fresh water 3.2 m thick. About 10 per cent of the phytoplankton phosphate and inorganic nitrogen requirements during the rainy season are accreted. (PDF contains 260 pages.)
