A nursery site for the Alaska skate (Bathyraja parmifera) was sampled seasonally from June 2004 to July 2005. At the small nursery site (~2 km2), located in a highly productive area near the shelf-slope interface at the head of Bering Canyon in the eastern Bering Sea, reproductive males and females dominated the catch and neonate and juvenile skates were rare. Seasonal samples showed summertime (June and July) as the peak reproductive time in the nursery although some reproduction occurred throughout the year. Timeseries analysis of embryo length frequencies revealed that three cohorts were developing simultaneously and the period of embryonic development was estimated at 3.5 years and average embryo growth rate at 0.2 mm/day. Estimated egg case deposition occurred mainly during summertime and hatching occurred during winter months. Protracted hatching times may be common for oviparous elasmobranch species and may be directly correlated with ambient temperatures as evident from a meta-data analysis. Evidence indicates that the Alaska skate uses the eastern Bering Sea outer continental shelf region for reproduction and the middle and inner shelf regions as habitat for immature and subadults. Skate nurseries may be vulnerable to disturbances because they are located in highly productive areas and because embryos develop slowly.

Preservation of marine biodiversity deserves serious consideration as almost 65% of the earth's organisms (excluding insects) are marine. There is little knowledge at present on the status of marine biodiversity. However, the seas are an important source of protein for human consumption and genetic diversity is a key factor in ecosystem functioning, stability and resilience. Overfishing and destructive practices may have unalterable impact on marine biodiversity. This paper discusses measures that can be adopted to protect the most productive areas of the marine ecosystem.

The paper outlines briefly the history of the fishery in a dam reservoir in India. The reservoir was very productive in its early years, with support from a seed farm, ice plant, cold storage and regulated entry of fishery. However, once entry restrictions were relaxed and closed fishing seasons no longer enforced, the yield of fish from the reservoir declined.

A fish aggregating device made of aquatic weeds and grass (Phoom) is used in Loktak lake in the northeastern region of India. It has been used successfully in this very productive fishery for centuries. Today, the fishery itself is under pressure from overexploitation, soil erosion leading to siltation and a hydroelectric project that has blocked the migratory route of the fish that used the lake as a breeding ground.

The highly productive fisheries of Kerala, India, are suffering from overexploitation. Use of unsuitable fishing gears that result in a high level of wasteful bycatch and destruction of egg bearing and juvenile fish should be controlled. This paper makes some suggestions for monitoring and conservation of the fisheries in Kerala.

The narrow-barred Spanish mackerel (Scomberomorus commerson) is widespread throughout the Indo-West Pacific region. This study describes the reproductive biology of S. commerson along the west coast of Australia, where it is targeted for food consumption and sports fishing. Development of testes occurred at a smaller body size than for ovaries, and more than 90% of males were sexually mature by the minimum legal length of 900 mm TL compared to 50% of females. Females dominated overall catches although sex ratios within daily catches vary considerably and females were rarely caught when spaw n ing. Scomberomorus commerson are seasonally abundant in coastal waters and most of the commercial catch is taken prior to the reproductive season. Spawning occurs between about August and November in the Kimberley region and between October and January in the Pilbara region. No spawning activity was recorded in the more southerly West Coast region, and only in the north Kimberley region were large numbers of fish with spawning gonads collected. Catches dropped to a minimum when spawning began in the Pilbara region, when fish became less abundant in inshore waters and inclement weather conditions limited fishing on still productive offshore reefs. Final maturation and ovulation of oocytes took place within a 24-hour period, and females spawned in the afternoon-evening every three days. A third of these spawning females released batches of eggs on consecutive days. Relationships between length, weight, and batch fecundity are presented.

The U.S. Fish Commission was initiated in 1871 with Spencer Fullerton Baird as the first U.S. Fish Commissioner as an independent entity. In 1903 it became a part of the new U.S. Department of Commerce and Labor and was renamed the Bureau of Fisheries, a name it retained when the Departments of Commerce and Labor were separated in 1912. The Bureau remained in the Commerce Department until 1941 when it was merged with the Biological Survey and placed in the Department of Interior as the U.S. Fish and Wildlife Service. It was a scientific agency with well conceived programs of action, and it provided knowledge, advice, and example to state governments and individuals with fisheries interests and needs. Its efforts were supported by timely international agreements which constituted the precedent for Federal interest in fishery matters. The Fisheries Service earned stature as an advisor through heavy emphasis on basic biological research. The lack of such knowledge was marked and universal in the 1870’s, but toward the end of that decade, strong steps had been taken to address those needs under Baird’s leadership. USFC research activities were conducted cooperatively with other prominent scientists in the United States and abroad. Biological stations were established, and the world’s first and most productive deepsea research vessel, the Albatross, was constructed, and its 40-year career gave a strong stimulus to the science of oceanography. Together, the agency’s scientists and facilities made important additions to the sum of human knowledge, derived principles of conservation which were the vital bases for effective regulatory legislation, conducted extensive fish cultural work, collected and disseminated fisheries statistics, and began important research in methods of fish harvesting, preservation, transportation, and marketing.

The U.S. Fish Commission Steamer Albatross made its first cruise to Alaska in 1888 primarily to research the Pacific cod, Gadus macrocephalus; however, Pacific salmon Oncorhynchus spp., was also to be studied, if time permitted. In 1889, concern for salmon overharvesting prompted Congress to authorize an investigation into the habits, abundance, and distribution of Alaska’s salmon, and in 1890 the Albatross returned to Alaska. Over the next 20+ years the Albatross made many other productive and pioneering research voyages to Alaska, the last in 1914.

Aquaculture production systems in developing countries are largely based on the use of unimproved species and strains. As knowledge and experience are accumulated in relation to the management, feeding and animal health issues of such production systems, the availability of genetically more productive stock becomes imperative in order to more effectively use resources. For instance, there is little point in providing ideal water conditions and optimum feed quality to fish that do not have the potential to grow faster and to be harvested on time, providing a product of the desired quality. Refinements in the production system and improvement of the stock used must progress hand in hand. In this paper we deal separately with genetic and non-genetic issues pertaining to the multiplication and dissemination of improved strains. The separation is somewhat arbitrary, and as will be evident from our discussion, there is frequent interaction between the two.

The Greater Harvest and Economic Returns from Shrimp (GHERS) is an initiative of Poverty Reduction by Increasing the Competitiveness of Enterprises (PRICE) project, funded by USAID. The objective of GHERS was to increase the productive capacity of existing farms and enhance quality of shrimp delivered to processors adding over $ 45 million to current sales, $10 million new investment and 14,000 new jobs. This final performance report presents the activities and achievements of the project since 2008.

As the earth’s resources continue to face increasing pressure from a variety of human and natural causes, protection of the environment and biodiversity is a matter of contemporary concern, The conservation of coastal and marine resources, in particular, has become a priority for countries around the world. In this context, marine protected areas (MPAs) are being widely promoted as one of the most effective tools for the conservation of coastal and marine resources. Most MPAs are located in coastal areas of great biodiversity, and hence their development has direct impacts on the lives and livelihoods of coastal communities, especially small-scale and traditional fishing communities. Typically, they are the ones who have to bear the costs of conservation practices–lost livelihood options, expulsion from traditional fishing grounds and living spaces, and violation of human/community rights, to name a few. The articles in this dossier, drawn chronologically from the pages of Samudra Report, the triannual publication of ICSF, draw attention to these issues. They show that conservation and livelihoods are closely intertwined, and that top-down, non-participatory models of conservation can be counter-productive. Despite being poor and powerless, fishing and coastal communities can be powerful allies in conservation efforts, given their longstanding dependence on natural resources and their traditional ecological knowledge systems. As the examples in this dossier reveal, it is possible for fishing communities to protect and conserve the environment, while continuing with sustainable fishing operations. Clearly, only an integrated approach to fisheries management and conservation will prove successful. This dossier will be useful for policymakers, social scientists, non-governmental organizations and others interested in fisheries, conservation, communities and livelihoods.

This workshop was convened to begin building a foundation of understanding for developing and evaluating proposed measures for the rational management of the blue crab fishery in Chesapeake Bay. Our goal was to generate a summary of knowledge of blue crab stock dynamics. Specifically, we intended to address, and hoped to estimate, the basic parameters of an exploited stock - growth, mortality, natality, migration rates, sex ratios and abundance. In one sense these objectives were simply a means for organizing our discussions. A second objective was to compile at the workshop pertinent data held by the major research institutions on Chesapeake Bay so all participants could see the kinds and extent of existing data. As with many stock assessment problems, tailoring an estimating procedure around known existing data can be more productive than deciding on a procedure and then trying to find the required data in someone else's files. The mission of NOAA’s National Marine Sanctuary Program (NMSP) is to serve as the trustee for a system of marine protected areas, to conserve, protect, and enhance their biodiversity, ecological integrity, and cultural legacy while facilitating compatible uses. Since 1972, thirteen National Marine Sanctuaries, representing a wide variety of ocean environments, have been established, each with management goals tuned to their unique diversity. Extending from Cape Ann to Cape Cod across the mouth of Massachusetts Bay, Stellwagen Bank National Marine Sanctuary (NMS) encompasses 2,181 square kilometers of highly productive, diverse, and culturally unique Federal waters. As a result of its varied seafloor topography, oceanographic conditions, and high primary productivity, Stellwagen Bank NMS is utilized by diverse assemblages of seabirds, marine mammals, invertebrates, and fish species, as well as containing a number of maritime heritage resources. Furthermore, it is a region of cultural significance, highlighted by the recent discovery of several historic shipwrecks. Officially designated in 1992, Stellwagen Bank became the Nation’s twelfth National Marine Sanctuary in order to protect these and other unique biological, geological, oceanographic, and cultural features of the region. The Stellwagen Bank NMS is in the midst of its first management plan review since designation. The management plan review process, required by law, is designed to evaluate, enhance, and guide the development of future research efforts, education and outreach, and the management approaches used by Sanctuaries. Given the ecological and physical complexity of Stellwagen Bank NMS, burgeoning anthropogenic impacts to the region, and competing human and biological uses, the review process was challenged to assimilate and analyze the wealth of existing scientific knowledge in a framework which could enhance management decision-making. Unquestionably, the Gulf of Maine, Massachusetts Bay, and Stellwagen Bank-proper are extremely well studied systems, and in many regards, the scientific information available greatly exceeds that which is available for other Sanctuaries. However, the propensity of scientific information reinforces the need to utilize a comprehensive analytical approach to synthesize and explore linkages between disparate information on physical, biological, and chemical processes, while identifying topics needing further study. Given this requirement, a partnership was established between NOAA’s National Marine Sanctuary Program (NMSP) and the National Centers for Coastal Ocean Science (NCCOS) so as to leverage existing NOAA technical expertise to assist the Sanctuary in developing additional ecological assessment products which would benefit the management plan review process.

Estuaries provide critical nursery habitat for many commercially and recreationally important fish and shellfish species. These productive, diverse ecosystems are particularly vulnerable to pollution because they serve as repositories for non–point-source contaminants from upland sources, such as pesticide runoff. Atrazine, among the most widely used pesticides in the United States, has also been one of the most extensively studied. There has not, however, been a specific assessment of atrazine in marine and estuarine ecosystems. This document characterizes the presence and transformation of atrazine in coastal waters, and the effects of atrazine on marine organisms. Review of marine and estuarine monitoring data indicate that atrazine is chronically present in U.S. coastal waters at relatively low concentrations. The concentrations detected have typically been below acute biological effects levels, and below the U.S. EPA proposed water quality criteria for atrazine. While direct risk of atrazine impacts are low, uncertainty remains regarding the effects of long-term low levels of atrazine in mixture with other contaminants. It is recommended that best management practices, such as the use of vegetative buffers and public education about pesticide use, be encouraged in the coastal zone to minimize runoff of atrazine into marine and estuarine waters.
